Chapter 1

INTRODUCTION

1.1 BACKGROUND

George Weston Foods Limited trading as MAURI is one of Australia’s leading grain food and

stockfeed producers in New South Wales. The feed production facility site at Enfield has remained

essentially unchanged since its construction in 1952. The site has had some capital invested in the

areas of raw material and finished product storage but no major investment in the feed product

plant in over 60 years. The current production capacity and quality can just hit the standard, but not

for the increasing demand in long term. Some machinery, such as mixer and other conveying

equipment are aged and in the critical condition which will lead to the production stoppage at any

time.

For MAURI to maintain its share of the feed mill market into the future, it must increase production

capacity as well as efficiency. Product costs can be reduced and product quality improved if all feed

mill production is carried out at the one site using new milling equipment. This would enhance the

company’s market position and increase export potential. A new mill would also have significant

advantages in terms of staff safety, plant hygiene and environmental compatibility.

1.2 ALTERNATIVES

Doing nothing would be commercially untenable as the company would lose its share of the feed

market.

Upgrade the existing mill in place will stop current production for certain period of time. It will

be a huge risk of losing the share in the feed market if we will not be able to supply the product

to our customer on time.

1.3 THE PROPOSAL

It is proposed to demolish the existing building of liquids tanks and construct a new building

adjacent to the existing mill production building on the same land. Half of galvanised shelter over

the grain intake pit will be also demolished to make way for the new mill building.

The new building would have a plan area of 7 meters by 17 meters and stand about 21 meters high.

It would include mixing plant, mill pelleting and cooling plant, cyclones and fans, conveying

equipment and build-in system control room. The existing steam and liquids pipeline will be

relocated to allow erection of the mill building. Construction will take about 8 months at a cost of $2

million dollars.

Chapter 2

THE PROPOSAL

2.1 EXISTING OPERATIONS

Enfield Feed Mill is located on the corner of the Hume Highway and Braidwood Street, Enfield in

Sydney’s inner southwest as shown in Figure 2.1. The three hectare site is approximately 13

kilometres southwest of Sydney GPO and 10 Kilometres southeast of Parramatta.

It is owned by George Weston Foods Limited and two separate trading arms of the parent company

have operations on the site. These are:

Weston Animal Nutrition – producing formulated food for animals which is known as

stockfeed;

MAURI flour milling – processing wheat to produce a range of flours, wheatmeal, wholemeal

and semolina for human consumption. A range of by-products are also produced for human

consumption or for inclusion in stockfeed.

The subject site belongs to Weston animal nutrition section, which is running under:

2.1.1 Hours of operations

a. Manufacturing operation - The manufacturing plant operates 24 H for five days

Starting hours Mondays 4 am and shut down Saturday 4am;

b. Intake operation (Raw material) - Weighbridge operates from 4 am until 10pm (hence intake

will be scheduled accordingly;

c. Rail intake (Depending on Train schedule) could also occur during weekends

2.1.2 The type and size of goods to be manufactures

a. Bulk feed 99% All feed are for monogastric animal (broiler birds, layer birds, ducks and quill)

75% of the feed is Broiler feed (Meat birds) this is a pelletized product and is sell in bulk

loads of 25-37Ton;

15% of the feed is layer feed this is a pelletized product and is sell in bulk loads off 12

ton 25ton;

10% of the feed is Duck and Quill this is a pelletized product and is sell in bulk loads off

4to to 25ton

b. Bulk Bag 1%

A very small quantity of the same feed is packed into 1 Mt Bulk Bags

2.1.3 Storing facility a. Bulk-outload bins. The bulk product are manufactured and stored in out load bins, capacity

of 18-40mt bin. Bulk trucks are loaded from these bins;

b. Warehousing. A small quantity of the products is packed into Bulk bag and stored in a

warehouse facility;

2.1.4 Transport or sold

a. Bulk transporting. The feed is transported in bulk tankers to the specific farms. The bulk

tankers are loaded according to the demand;

b. Bulk Bag Pick up. The bulk bags are pick up on flatbed trucks or trailer ;

2.1.5 Loading and off-loading facilities All vehicles loading and offloading product will enter the site via Gould road, via the weighbridge:

a. Intake Grains Road. Grains are taken into a grain intake facility (60Mt an hour). These grains

are stored into concrete silos;

b. Intake grain Rail. The site has also a rail intake facility for grains. These grains are stored into

concrete silos;

c. Intake meal Road. Mela (Protein) are taken into a meal intake facility (60Mt an hour). These

grains are stored into metal bins;

d. Other material.

Bagged product i.e. amino acids (Stored in the warehouse area)

Vitamin and mineral premixes (Stored in the warehouse area)

Medications (Stored in the warehouse area)

Veggie oils and animal oils (Stored in tanks)

e. Bulk Loading. Finished products are loaded at the bulk out load.

2.2 COMPONENTS OF THE PROPOSAL

2.2.1 Operation

The proposal of expansion will improve the production capacity and efficiency by using the new

equipment and latest industrial technologies. The new mill will increase the production capacity

from less than 30 tonne per hour up to 50 tonne per hours, where it’s about 67% improvement. The

reliability of production system will be greatly improved as well, which will also lead to less down

time and maintenance. The shift pattern will be remained as it’s now, the actual operating hours will

be determined by product demand and plant maintenance requirements.

2.2.2 Construction

The scope of building extension shall comprise the following items:

(A) The demolition of the existing structures.

(B) The addition of four floor levels (ground level plus three structural floors).

(C) New roof structure completed with cladding.

(D) The installation of a new stair system.

(E) Structural modifications to an existing mill building steel work.

(F) Concrete works and foundations as required.

(G) Cladding and bird proofing of the complete structure.

(H) All plumbing and drainage requirements.

(I) Extension of the existing fire protection system.

(J) Interface with existing site structures.

2.2.3 Plant and equipment

As proposed, the new plant and equipment will be installed inside of new mill building (Figure 2.2),

which will include the following items:

(A) Mixing plant - to mix all dry and wet ingredients for feed production;

Including a paddle mixer and hoppers for collecting and discharging all ingredients;

(B) Pelleting plant - to extrude individual ingredients or mixtures by compacting and forcing

through die openings by any mechanical process;

Including pellet mill, cooling system (cooler, cyclone and fan), crumblers;

(C) Conveying equipment - to transfer the product during the process of production.

Including drag chain conveyor, screw conveyor and bucket elevator;

(D) System control room - to control and integrate the equipment in plant

Including fire rated panel room, SCADA computing system.

ENVIRONMENTAL IMPACT

ASSESSMENT

3.1 STRATHFIELD LOCAL ENVIRONMENTAL PLAN 2012

3.1.1 Zone

The principal environmental planning instrument relevant to the site is Strathfield Local

Environmental Plan 2012 (SLEP2012), which indicated zone IN1 “General Industrial” in the SLEP2012

Land Zoning Map (Figure 3.1).

The objectives of the zone IN1 “General Industrial” listed in the Strathfield Local Environmental Plan

2012 are:

• To provide a wide range of industrial and warehouse land uses. The building to be demolished contains five liquid tanks which are aged and not been used for long time. The new proposed building will be designed for new feed mill production line with new equipment and factory layout.

• To encourage employment opportunities. There is potential requirement for more project team members to ensure the safety and success of the whole project. • To minimise any adverse effect of industry on other land uses. All liquid tanks in the building to be demolished will be removed from site; it will eliminate the risk of chemical contamination from the leaks of any liquid wastes. • To support and protect industrial land for industrial uses. The land will be continuously used for industrial production with new equipment and factory layout. • To minimise fragmentation of valuable industrial land, and provide large sites for integrated and large floorplate activities. The proposed building will be connected to existing one with full access to each level. So the floorplate are on each production level will be greatly extended.

3.1.2 Height As indicated in the SLEP2012 Height of Buildings Map extract below (Figure 3.2), the maximum

building height shown for the subject site on the Height of Building Map is 12m. Clause 4.3(2) –

Height of buildings states: The height of a building on any land is not to exceed the maximum height

shown for the land on the Height of Buildings Map.

The proposed maximum building height of 21.1m is a significant breach of the height control. While

it is acknowledged that the proposed building height is necessary for the operational needs of the

site in recognition of this noncompliance, Clause 4.6 of the SLEP 2012 suitably justifying the addition

building height can be found in Appendix B.

3.1.3 Floor Space Ratio The subject site is located in the area required a maximum floor space ratio (FSR) for the site of 1:1

(Figure 3.3). The propose building will potentially increase the gross floor area by approximately

500m2, which ensure the site FSR to be 1:1. Check the drawing of site area in Appendix C for more

details.

3.1.4 Heritage

As indicated in the SLEP2012 Heritage Map, there is one local heritage item I220 in our Enfield site.

The more detailed information can be found in “Schedule 5 Environmental heritage” of SLEP 2012

under the Environmental Planning and Assessment Act 1979, which is:

“Strathfield South Weston Milling— NB Love building and administration block—old flour mill and

administrative building 22–28 Braidwood Street Lot 1, DP 186047; Lot C, DP 387825 Local I220”

As seen from the map below (Figure 3.4), the subject site (Lot B, DP 387825) does NOT belong to any

part of heritage item. Heritage values would therefore not impede to the development.

The area around the heritage buildings has been registered as the heritage impact area, which

indicates any proposed works within this area will potentially impact on the heritage item (Figure

3.5 Item: I220). Seen from Figure 3.6, the proposed building is clearly out of heritage area. Therefore,

the proposed works are supported from a heritage perspective and are recommended to Council for

approval. Please check Appendix D for “Heritage Impact Statement”.

3.2 ENVIRONMENTAL IMPACT

3.2.1 Streetscape

The subject proposal is located in the zone IN1 General Industrial of north Strathfield, it can be

considered as an extension of existing mill building. It greatly improves the unity of entire feed mill

section. On the existing mill building, there are certain amounts of steam pipes, drain pipes and

concrete edge that can be seen from street view (Figure 3.7). And windows on the side are in

different sizes and patterns. The proposed building will have tidy and clean surfaces with patterned

window sets. In addition, all external pipes and will be relocated inside of building.

The proposed building will comply the current industrial and BCA standard, please check the

Appendix E for BCA Assessment Report.

3.2.2 Intensification of use

Production volume

As discussed in chapter 2.2.1, there is no additional production volume as planned, but it will

be determined by product demand and plant maintenance requirements.

Employment

The new mill will provide short term employment opportunities in construction and

manufacturing industries. There will also be additional employment created indirectly by the

new mill through the purchase of construction equipment and materials, plant hire and

maintenance. The number of jobs directly and indirectly resulting from construction is

difficult to estimate. It is likely that the majority of jobs produced will be in the Sydney

Region although this would depend on which firms are awarded contracts. There is no

impact on current operational staff.

Traffic movements

Operational

Mill operation will increase truck traffic due to the improvement of production

efficiency. Please check the Appendix F for “MAURI Enfield Traffic Management

Plan”. It will not increase demands for parking.

Construction

Delivery of construction materials will generate about two to four truck movements

each day over the 8-month construction period. A further 10 to 12 light vehicle

movements could be expected daily. These would be less than the subsequent

operational traffic movements and would therefore be acceptable.

3.2.3 Noise

The noise from mill operation

Please check the Appendix G for more details.

Construction noise

Noise Control Guidelines specify that for construction works exceeding six months duration,

noise from construction activities should not exceed background noise levels by more than

5dB(A). This criterion will apply to this project because construction will take approximately

8 months, although the final three months will involve plant installation and commissioning

only.

3.2.4 Dust

Atmospheric dust emissions are currently controlled at the mill by operation all grain and product

handling areas under negative pressure and exhausting all extracted air through fabric filter dust

collectors. Atmospheric dust discharges and fugitive dust emissions from the plant are not significant.

Please check the Appendix H for “Inhalable Grain Dust Monitoring and Assessment”.

3.2.5 Waste Management

Please check the Appendix I for “Waste Management Plan”.

3.2.6 Stormwater

Please check the Appendix J for the drawing of site stormwater drainage plan.

3.2.7 Designated Development

The subject site is considered as an agricultural produce industry which processes (grind, mix and

mill) more than 100,000 tonnes of agricultural produce per year. However, the proposed

development can be clarified by following factors:

There is no major change onsite for last 50 years. The boiler room had been upgrade in 2005 which reduced emission from burning the gaseous fuel by 70%.

The new development is designed for similar production plan with higher efficiency and less dust emission. It will improve the condition of surrounding land.

It will be minimum impact, as the new development will replace the existing production with latest technologies which will greatly reduce the pollution and energy consumption.

4 The capacity of the receiving environment to accommodate changes in environmental impacts;

The proposed building will comply with current industrial and BCA standard which allows the development to adapt the environmental changes in a long term.

Chapter 4

CONCLUSION

This application seeks approval for the expansion of Enfield Feed mill and involves the demolition of

old building and constructs a new industrial standard building for new milling equipment.

The development application has been assessed in accordance with the relevant equipment of the

Environmental Planning and Assessment Act 1979.

The proposed development is located within an IN1 “General Industrial” zone under the provision of

Strathfield Local Environmental Plan 2012 (SLEP 2012).

It is considered that the proposed development is acceptable in its current form for the reasons

outlined in this report and the proposal demolition of the current structure will enable the site to be
