Coover, P.E., has worked in both private and public sectors for over 35 years, including experience as City Engineer for the City of Fayetteville. He is intimately familiar with the governmental and political processes and realities of successful projects. He has experience in projects for cities, institutions, commercial entities and contractors throughout the US. Gary provided engineering services for major projects on the University of Arkansas Campus (Northwest Residential Quad Complex, Pat Walker Health Center, Harmon Avenue Parking Facility), feasibility and design of projects for Walmart and Sam’s Club in Missouri and Nebraska, plus large infrastructure projects in Hawaii and Pago Pago. Military and aviation experience comes from being Director of Engineering for CooverClark Architects in Denver, Colorado, where he provided engineering design and review of military and aviation projects nationwide from Delaware to Wyoming to North Dakota to Louisiana. This national experience and perspective is invaluable and is something not possessed by many local firms. He is the author of Secrets of the Selection Committee, published by Rollston Press in 2016, and has conducted corporate presentations, nationwide webinars, and presented at the SAME Small Business Conference.

HISTORIC PRESERVATION

Projects have included detailed historical research and measured drawings of historic houses, buildings, and subdivisions including the Montrose, Avondale and Westmoreland additions in Houston, Texas. Gary has lectured on historic neighborhoods at the Rice University School of Continuing Studies, written historical walking tours, and is a former Historic District Commission Chairman.

Best Auto Reconditioning Facility, Lowell, AR Bryan Hunt of Hunt Auto Group desperately needed to get out of inadequate leased facilities and build his own automobile maintenance, repair and reconditioning facility to serve his rapidly expanding wholesale automobile business. On a 5-acre site in an industrial area of Lowell, AR, he decided to construct an 18-bay facility that included maintenance, repair and

reconditioning facilities, office space, transport truck pick up and drop off areas, plus areas for temporary parking of cars that had been reconditioned or were waiting to be reconditioned. Coover Consultants provided all preliminary and final engineering, including site plan, paving & grading plan, utility plan, erosion control plan and landscape plan.

Detention pond analysis and design was required by the City of Lowell, which also included coordinating with Springdale Water Utilities due their facilities in the immediate area of the pond’s outfall structure. The City had plans to substantially improve Lincoln Street, however, the date of actual construction had not been set. Consequently, the driveways had to be designed to work with both the existing street grade and profile as well as the future grade and profile which was significantly different.

In spite of a very tight construction schedule, the facility opened on time and on-budget. The project required numerous variances and Planning Commission approval. Total construction cost was $1.2M.

Indoor Tennis Facility, Pinnacle Country Club, Rogers, AR Pinnacle Country Club had six outdoor tennis courts but no indoor courts, so they decided to construct a special building to house four additional tennis courts indoors. The total building area was 48,814 square feet, and also included a large general fitness area for treadmills, stationary bicycles, golf simulator, yoga and pilates classes. A juice bar was included in the design, along with a full bar and limited food serving area that would overlook the tennis courts. The selected 2.3-acre site was located in a low area near the golf course maintenance building that for years had been used as an organic dumping ground for sod and grass clippings and for burning or depositing other debris. Adjacent to the site was an unnamed tributary of Osage Creek with a drainage area of 1,200 acres. A HEC-RAS flood study was required by the City of Rogers to determine the 100-year floodway and floodplain in order to set the finished floor elevation of the building. A geotechnical study was performed to determine the extent of unsuitable material onsite, and a tree protection and planting plan was required by the City. The project also included extensive channel improvements and stormwater management and erosion control measures. Coover Consultants performed all engineering and drainage calculations, HEC-RAS analysis, coordinated the geotechnical study, prepared site, paving & grading, utility and erosion control plans and handled all City reviews and approvals including project representation at Planning Commission meetings. VW of Northwest Arkansas, Rogers, AR

Due to a change in automobile dealerships, VW of Northwest Arkansas had only a few months to relocate their entire showroom, offices, and inventory. The owner of the VW dealership, Bryan Hunt, had previously purchased the abandoned Kmart in Rogers, Arkansas, and was using a portion of the building for his Rogers Outdoor Sports business and showroom. The eastern portion of the building was selected to house the new VW dealership. Approximately 15,000 SF was dedicated for showrooms, offices and parts, with approximately 55,000 SF for the maintenance shop and warehouse in back. Coover Consultants prepared the site and landscape plans for City approval for the conversion of the old Kmart parking lot into an automobile dealership parking lot. The original plans had to be recreated in AutoCAD, then adapted with reconfigured landscape islands and striping. The new layout had to be coordinated with the traffic flow of the adjacent Hobby Lobby and Frisco Station Mall, and a new traffic lane had to be created across the center of the parking area. All changes had to meet City of Rogers site and landscape criteria, as well as strict VW design guidelines. The new parking lot configuration also had to create outdoor showroom parking, visitor parking, handicap parking, and coordinate and line up with the new service bay entrance which was punched into the side of the existing building. Total construction cost to convert the old abandoned Kmart into a beautiful new VW dealership was approximately $2.4M.

Arkansas Law Enforcement Training Academy, Springdale, AR The Benton County Law Enforcement Assistance Program (LEAP) is a volunteer organization of community leaders who work constantly to improve the training facilities of the Arkansas Law Enforcement Training Academy (ALETA) in Springdale, AR. This is the training facility in Northwest Arkansas where all area police officers must pass an exhaustive 12-week training regimen to become certified. Coover Consultants was asked to provide conceptual master planning services to envision how to develop the current 70-acre site into a first class public safety training complex. This is where nationwide experience comes in handy – Gary has worked closely with Tactical Design out of Chicago and has provided planning and design services for similar training facilities for the National Guard at Camp Guernsey in Wyoming and for regional law enforcement and first responders in Eagle County, Colorado.

The existing site currently has an administration/classroom building, one pistol range, two simulation training houses, a training bus and a fitness track, but has the room and the potential to be so much more. Depending on funding availability, additional law enforcement training facilities for ALETA in Springdale could one day include: Skills Pad Driving Course, Skid Pad Driving Course, EVOC and NEVO training, Pursuit Course, Crash Investigation, Wilderness Search & Rescue, Clandestine Lab Detection, WMD Training, K-9 Course, Urban Course Tactical Village, Rifle Range, Live Fire Shoot House, Helipad, Barracks, Dining, Fitness, plus additional Classrooms and Training Simulators. In addition to Master Planning services, Coover Consultants also provided preliminary cost estimates and phasing scenarios to show how the facility can grow effectively as capital improvement funds become available.

Uptown Centre at Steele Crossing, Fayetteville, AR What if Fayetteville had an eco-friendly multi-use development with a spectacular pedestrian bridge that provided a dramatic counterpoint to Crystal Bridges in Bentonville? That was the goal of the development concept created by Coover Consultants for the unused and almost neglected lands along the floodplain in the Steele Crossing development in the Uptown Fayetteville area near the Northwest Arkansas Mall. Complementing existing city park property along Mud Creek and tying into and augmenting the Mud Creek Trail system, the concept focused on the natural beauty of the creek instead of facing adjacent roads. The plan included retail, office, multi-family and condo uses plus large open public spaces.

This development was connected to the existing Mud Creek Trail and Walmart shopping area to the north by proposing a towering red “Razorback” pedestrian bridge resembling a huge letter “A” that could be seen for miles and identified as a focal point for the entire Uptown Fayetteville area.

The Coover Consultants scope included a survey of signature pedestrian bridges worldwide, special floodplain and natural area design considerations, plus preliminary engineering design and costs for complete buildout. Total project costs for this 27 acre development were estimated to be approximately $35-45M.

Dollar General, Springdale, AR Dollar General has had a sharp increase in business during the economic recession, and has embarked on an extensive nationwide expansion plan that included building another store in Springdale, Arkansas, on W. Huntsville Avenue near Gutensohn Road. Coover Consultants was selected by Bartlett Architecture to develop the site civil plans for Dollar General Store #13293 and to run the project through the City’s Large Scale Development process. The fact that the selected site had little to no drainage outfall created a major design challenge. To adequately address the drainage issues Coover Consultants designed a Low Impact Development (LID) bio-retention pond to manage excess stormwater and to protect downstream residential properties. At the time it was built it was the largest LID bio-retention system in the City of Springdale. Coover Consultants also prepared the Site Plan, Paving & Grading Plan, Utility Plan, Landscape Plan, Erosion Control Plan, and all civil details sheets per City of Springdale criteria. The plans were approved by city staff and were approved unanimously by the Springdale Planning Commission.

Rite-Pak Office/Warehouse, Rogers, AR Warehousers of breaded and battered food products, Rite-Pak had grown to the point where they were quickly running out of storage space in their rented building. Needing to expand to larger premises, and desiring to own rather than rent, they turned to vacant land they owned on New Hope Road a short distance away from their current facility. Although they had previously obtained a preliminary site concept from another engineering firm, they preferred the concept from Coover Consultants that worked much better with the existing contours and the anticipated truck turning movements.

Coover Consultants also did an analysis of pallet stacking and placement in order to maximize storage while still allowing forklift access to the various stacked products. Due to special foodstuff requirements, the building had to be designed to be rodent-proof with paving around the building instead of landscaping. A drainage study was required by the City of Rogers and the Arkansas Highway and Transportation Department to determine runoff and stormwater detention and outfall requirements to New Hope Road.

Coover Consultants provided the site, paving and grading, utility, landscape and erosion control plans, the drainage study, and also developed preliminary building elevations for eventual architect coordination. The plans allowed for the development of a second warehouse, either for future expansion or rental. The office was located to provide maximum site views and security, and to allow for future check-in and check-out of trucks and delivery vehicles. The construction cost estimate for Phase 1 was $1.1M.

Air Structure Tennis Facility, Pinnacle Country Club, Rogers, AR As an affordable option for providing all-weather tennis facilities, Pinnacle Country Club decided to cover two of their existing clay courts with an inflatable air structure by Arizon Structures. The fabric structure is supported completely by air which is constantly supplied by electrically operated blowers. A natural gas electrical generator provides backup power capabilities.

Due to the addition of the above-ground structure, site drainage had to be re-routed in two different directions to the nearby stone-lined creek and an adjacent detention pond. Coover Consultants provided all site engineering design services, including City of Rogers Planning Department approval. Final construction cost was $400,000

71B Auto Auction, Springdale, AR Adding yet another aspect to his automotive group, Bryan Hunt decided to go into the wholesale automobile auction business and locate it on 20 acres of land that had been owned by his family for some time. Coover Consultants was hired to provide site, utility and drainage plans, plus a drainage and detention study to convert the property into a sizable automobile auction facility. Unfortunately, the previous lessee had not fulfilled all of its development commitments to the City of Springdale, requiring extensive coordination with the City to make sure it was done right this time.

All of the buildings on the site were existing, so all improvements had to be designed to work within that constraint. A significant portion of Coover Consultants’ work was coordinating with the City of Springdale Planning Department and Springdale Water Utilities. In order for the site to work as an auction site with large numbers of vehicles and transport trucks, numerous variances and waivers were applied for and obtained from the Springdale Planning Commission.

The drainage study was based on existing site contours, and since there was only one place where the detention pond could be feasibly constructed, the analysis considered flows into the proposed pond as well as those that naturally bypassed the pond. Consequently, the pond was oversized accordingly so the net effect would be no increase in the downstream watershed. The facility opened on schedule, preceded by a ribbon-cutting ceremony and BBQ attended by the mayor, city council and city planning commission. The final construction cost was $0.75M.

HHOD Grading & Tree Preservation Plans, Fayetteville, AR For all homes to be built in the Hillside/Hilltop Overlay District (HHOD) in Fayetteville, the city requires a site-specific grading plan along with a detailed tree preservation plan. Local developer Mark Zweig purchased several lots in the Summit Place subdivision located just southeast of N. College and Township in Fayetteville, AR. He wanted to take maximum advantage of the hilly terrain and building houses on the hillside that allow expansive views of the Ozark Mountains to be a part of each home.

Coover Consultants provided grading and tree preservation plans per the HHOD requirements for the first three lots of what is planned to be a community of 127 unique Neo-Craftsman style homes. Special attention was given to driveway locations and elevations to make sure underground utilities were properly protected. Coover Consultants had previously provided replatting and construction plans for Summit Place, so we were familiar with the unique characteristics of this hillside development and the many issues that needed to be accounted for in the grading and tree preservation plans.

Starbucks, Fayetteville, AR Always looking for more prime coffee shop locations, Starbucks Coffee Company selected a site along Martin Luther King Jr. Blvd. near I-540 in Fayetteville. Coover Consultants was asked to provide site civil design services for converting the former Best Auto and former KFC facility into a modern establishment that met all the site and drive-through requirements established by Starbucks corporate office. Main Entry Road & Guardhouse, Pinnacle Subdivision, Rogers, AR Originally designed in the 1980’s, the main entry road and guardhouse for Pinnacle Subdivision and Country Club in Rogers, AR, did not work well from a functional standpoint, nor did the buildings reflect the look or status of the homes within the premier gated community. The entry lanes off the main road were at a difficult angle and were not wide enough for two vehicles, and the building had blind spots and low eaves that were regularly hit by entering and exiting trucks. Due to previous work in Pinnacle and experience with access control points (ACP) for the military, Coover Consultants was tasked with finding a way to make the roads function more effectively and to design a new guardhouse that would satisfy the needs of the subdivision security staff, subdivision owners, and Property Owners Association (POA). Coover Consultants met with City of Rogers Planning Staff and conducted onsite interviews with Pinnacle security staff to discuss workflow, processes and equipment requirements. Adjoining intersection roadway plans were obtained and a new configuration was designed that corrected the previous alignment issues. CooverClark Architects developed several conceptual floor plans and building elevations for review and approval by security staff, subdivision owner and POA. Of the three concepts presented, a dramatic angular asymmetrical design was preferred over more traditional French Ornamental and Contemporary Palladian concepts.

Dollar General, Sonora, AR

The recent construction of a multi-million dollar school complex in the rural community of Sonora along US Highway 412 on the far eastern side of Springdale, Arkansas, convinced Dollar General

of the viability of adding an additional store along the state highway in this fast-growing rural area. Bartlett Architects selected Coover Consultants to develop the site civil plans for this Dollar General Store and to run the project through Washington County’s Large Scale Development process. Coover Consultants prepared the Site Plan, Paving & Grading Plan, Utility Plan, Landscape Plan, Erosion Control Plan, and all civil details sheets per Washington County criteria. Coover Consultants also prepared the Conditional Use Permit (CUP) for this project. The site survey was provided by Global Surveying Consultants out of Little Rock and the septic system design was provided by WR Consulting from Bentonville. Summit Place Subdivision Replat, Fayetteville, AR Originally designed and constructed on a hillside overlooking N. College Avenue and Township Street in Fayetteville back in 2005, the Summit Place Subdivision unfortunately became a victim of the economic downturn, selling only one lot out of 53. TMS Development hired Coover Consultants to engineer the Preliminary Plat/Replat of the existing subdivision to make smaller lots to better address current market needs and demands. Special effort was made to minimize ground disturbance to comply with the provisions of the Hillside/Hilltop Overlay District (HHOD) and a unique Conservation Easement was added to the back of every lot to ensure continued tree protection. Water and sewer utilities required relocations and extensions, and provision was made to connect the subdivision to the city’s extensive trail system. The new Preliminary Plat had 123 lots to be sold in five phases, and was unanimously approved by the Fayetteville Planning Commission Coover Consultants also contacted and coordinated with all the private utilities to vacate the back 5’ of a pre-existing 25’ Utility Easement so future homebuilders would be able to meet the criteria of the new Neighborhood Conservation zoning. There will still be a couple of lots that are going to require some pretty creative architecture, but that can be a good thing since the views from Summit Place are pretty amazing in places.

George’s Refrigeration, Rogers, AR As Northwest Arkansas continues to grow and expand, its local businesses often need to expand as well to increase their share of the business and meet the demands of additional new customers. George's Commercial Refrigeration & Heating has been providing complete heating, air and commercial refrigeration services for residences and businesses in Northwest Arkansas since 1978. Their existing 3,000 SF office and shop needed to be expanded, so they called Coover Consultants to provide site civil design services and run the plans through the City of Rogers Large Scale Development plan review process. Although they were only adding 4,000 SF of additional storage space, the city required the entire site to be brought up to current development code requirements, including landscaping, screening and the installation of a stormwater detention pond. Coover Consultants also identified and devised a solution to a drainage problem created when the city widening of First Street which allowed runoff from the street to impact the existing building.

Spring Creek Custom Machining, Lowell, AR The owner of Spring Creek Custom Machining in Lowell, Arkansas desperately needed additional shop space, but major renovations were required by the City for the site and the building façade since the property had since become subject to the requirements of a design overlay district, The gravel parking area in front was required to be hard-surfaced, trash and loading areas had to be screened and the site had to have additional landscaping in front and back. Although the design overlay guidelines required brick or stucco building elevations, Coover Consultants was able to get a substantial variance from this requirement by upgrading the existing metal building with architectural lighting and decorative awnings. Designed on a short time frame, Coover Consultants was able to obtain unanimous approval for all variances from the City Planning Commission and City Council. Coover Consultants prepared all site, paving and grading, landscaping and building elevation plans. Final construction cost was $125,000 for all building, site and landscape improvements.

Dollar General, Rogers, AR As part of their expansion into Northwest Arkansas, Dollar General selected a site on US 71B, also known as 8th Street in Rogers, AR. Coover Consultants was hired by Bartlett Architects to develop the full site civil plans for this Dollar General Store and to run the project through the City of Rogers Large Scale Development process.

Automobile Auction Facility, North Little Rock, AR

As Hunt Auto Group continues to expand their facilities statewide and regionally, they hired Coover Consultants to prepare preliminary site concepts for a large new automobile auction facility to be located near I-40 in North Little Rock, AR.

Coover Consultants worked with Thad Kelly, Architect, to develop site and building plans to provide for a 6-bay auction barn, check-in building and reconditioning center. Initial cost estimates indicated the buildings would cost approximately $3M and sitework almost $10M.

Coppermine Lodge, Beaver Lake, Benton County, AR Coover Consultants provided preliminary engineering and land records research services for a development feasibility study to convert the Coppermine Lodge Resort on Beaver Lake near Rogers, AR, into an exclusive 16-lot lakeside luxury housing subdivision. Deeds and plats were researched from the original 1894 patent from President Grover Cleveland up to the present, including US Army Corps of Engineers Beaver Lake flowage easements and numerous conflicting boundary surveys. Tasks also included efforts to determine ownership of the existing launching ramp, meetings with Benton County and the Corps of Engineers Beaver Lake Project Office to determine allowable fill and construction on the property, plus potential access options for existing neighboring boat docks. In addition to studying utility options and extensions, a conceptual site plan was developed with 16 lots ranging in size from 10,206 SF to 22,381 SF, along with a central access road and site for a community pavilion.

Habitat for Humanity, Bentonville, AR

The Bentonville operations of Habitat for Humanity have been so successful that their RESTORE facility was overflowing with merchandise to the point of having to store many items outside in their parking lot. Consolidated Rental Car Terminal and Service Center Facilities Louis Armstrong New Orleans International Airport (MSY), New Orleans, Louisiana

A major 45-acre landside project to consolidate all of the airport’s rental car facilities within walking distance of the existing main terminal, consisting of a 30,000 SF Customer Service Center, 3-story Parking Garage and 6 Rental Car Service & Maintenance Facilities.

The project included relocation of the airport fire protection well and main utility building, relocation of the main electrical switchgear system, relocation of planning and development offices, relocation of terminal maintenance warehouse and shops, and coordination with the airport, FAA, traffic consultant and all stakeholders.

This massive project included a detailed phasing plan since the airport had to remain in continuous operation during the entire construction process. This was especially true for the main utility building and switchgear system, since this included all electrical and fire protection for the entire airport.

Since the site had been previously developed over the past decades with few extant plans, numerous site issues surfaced as design progressed, compounded by a very poor survey that needed constant ground-truthing and updating. There were also ownership issues between the airport and Shell Oil/Motiva Enterprises that were discovered during the course of the design.

Camp Guernsey Joint Training Center Cantonment Master Plan Wyoming Army National Guard, Guernsey, Wyoming

Site civil engineer for Cantonment Master Plan for Camp Guernsey. The cantonment area serves as the center of the Training Center and provides an environment for day-to-day living and working at the large training facility.

The plan identified potential construction, demolition, preservation, transportation, and AT/FP force protection measures within the planning period.

The planning process included a detailed review of significant planning, goal setting, forecasting, and programming contributions that have previously occurred.

The focal point of decision making in the planning process occurred during planning charrettes that included WYARNG, Town of Guernsey officials, and major tenants. Participants were presented three concepts that demonstrated three alternative future land use futures for the training center.

The alternatives were discussed within the context of detailed site analysis of physical, regulatory, economic, and jurisdictional features. The resulting product was a consensus land use vision for the 2008-2018 planning period. When additional opportunities and/or funding become available, the master plan will provide guidance to support a vision for the future.

Yampa Valley Regional Airport (HDN), Hayden, Colorado

Yampa Valley Regional Airport is a public airport located east of Hayden and west of Steamboat Springs in Routt County, Colorado. It supports the only scheduled passenger services to Northwest Colorado and is also used for general aviation, particularly larger private aircraft unable to operate at Steamboat Springs Airport (Bob Adams Field). It has 6 gates that can hold the Boeing 757, Boeing 737, Dash 8, Airbus A319, CRJ200 and the CRJ 700 that visit the airport.

As part of their nearly $18M expansion the terminal, apron and parking lots, and per FAA requirements, they hired an outside consultant to perform an independent fee analysis of their proposed runway resurfacing project. Tasks included detailed cost and manpower estimates.

The design consisted of more than 180,000 SF of new construction of multi-use facilities consisting of a Joint Forces Headquarters & Readiness Center, Field Maintenance Shop (FMS) and State Maintenance Facility (SMF).
