“All of us at Entropy would like to express our appreciation for the work of the team performed as Independent Engineer for the project finance of Entropy’s 5MW Cayman Solar Project by CIBC First Caribbean International Bank.
The project was the first utility scale solar project developed in Cayman Islands, which posed a unique set of challenges. A number of unusual design and engineering principals needed to be incorporated to address hurricane force wind loading, difficult soil and rock conditions, and the lack of a substantial service and support infrastructure to accommodate the service and maintenance needs of the plant. The team worked with us to fully understand and address potential risks, delivering their work professionally, on time, and on budget.”

Phoventus provides comprehensive environmental and
regulatory services for projects under development,
construction and/or operating. We do this to ensure
the long-term, sustainable, and profitable success of
our clients’ renewable energy and hybrid power project
portfolios.
In today’s world, energy project developers and operators
face ever-evolving regulatory, environmental, and
technical constraints. These restrictions are unique to
each project. Failure to understand these restrictions,
mitigate against them, and optimize project designs and
procedures around them, could result in project delays,
failures or budget overruns. Even the slightest delay
caused by these constraints can completely undermine
the financial viability of a project. At Phoventus, we use
our extensive environmental mitigation and adaptive
management expertise to alleviate these potential impacts
and to make sure this does not happen to our clients.
PROJECT DEVELOPMENT – ENVIRONMENTAL
AND PERMITTING SUPPORT
For those in the development or planning phase,
Phoventus helps ensure projects are designed to factor
in environmental and regulatory requirements from
the start. Clearly understanding the environmental and
regulatory constraints means power project developers
can ensure site design optimization - maximizing
generation efficiency and output while minimizing
environmental impact and cost. By deploying our broad
experience with development stage projects, we ensure
our clients’ development budgets are spent in the right
places to de-risk and advance their projects. Identifying
environmental constraints, designing in risk-mitigation
strategies, and optimizing designs in this way means
project plans can move through the planning/permitting
process smoothly, without delay, and with the best
possible chance of securing approval to proceed.
ASSET MANAGEMENT, ENVIRONMENTAL & REGULATORY SERVICES
11
OPERATIONS - ENVIRONMENTAL
CONSTRAINTS ANALYSIS
Environmental and regulatory constraints continue
to affect power projects throughout their lifetime. To
ensure revenue generation can be maximized, project
owners and operators must therefore balance the
challenges of short and long-term operating budget
requirements, on the one hand, with environmental
and regulatory constraints on the other. At Phoventus,
we help our clients do that by conducting thorough
environmental and regulatory constraints analyses and
then developing and implementing effective mitigation
and compliance strategies. As well as ensuring compliance
to environmental and regulatory legislation, this process
means we can help companies identify opportunities
to boost operational efficiency and profitability in the
long term. We constantly monitor regulatory changes,
industry trends, best practice strategy, and advancement in
technology and scientific understanding to ensure we can
deliver the best solutions for our owner/operator clients.
So ask yourself: Is your curtailment regime significantly
impacting revenue? If it is then we can help bring that to
a halt. Phoventus will help you unlock additional value
from your operating renewable assets by exploring the
alternatives available to you and developing a mitigation
plan. And we will support you through any regulatory
consultations and approvals processes.
Our services cover:
• Environmental and Regulatory
compliance obligation review and
analysis
• Environmental program
development and implementation
including training program
development and delivery
• Third party compliance program
evaluation
• Long-term mitigation strategy development
and implementation
• Commercial technology evaluation, contract
negotiations and program implementation

BloombergNEF PV Module Tier 1 List Methodology BloombergNEF has developed a tiering system for PV module makers based on bankability, to create a transparent differentiation between the hundreds of manufacturers of solar modules on the market. Since this basic categorisation has been used as an advertisement by certain manufacturers, but should never replace a proper due diligence process in product selection, this document explains the tiering criteria and its limitations.
1. Why divide the PV market into tiers? BloombergNEF is frequently requested by clients for a list of 'major' or 'bankable' suppliers - in common industry parlance, tier 1 suppliers - for use in manufacturing forecasts, preliminary competitor analysis, and other internal comparisons. It is very common for industry players to refer to 'tier 1' players, but these terms are seldom defined or described, which is unhelpful for firms outside the solar industry trying to get a basic overview.
We strongly recommend that module purchasers and banks do not use this list as a measure of quality, but instead consult a technical due diligence firm such as Edif ERA (formerly OST Energy), ATA Renewables, Sgurr Energy, DNV GL, Black & Veatch, TUV, E3, STS Certified, Clean Energy Associates, Solarbuyer, Pvbuyer, Enertis, Oravia, Leidos Engineering or Phoventus. These would usually consider what factory the module comes from, as well as the brand, and give an informed opinion on whether the modules will perform as expected.
2. Definitions 'Bankability' - whether projects using the solar products are likely to be offered non-recourse debt financing by banks - is the key criterion for tiering. Banks, and their technical due diligence providers, are extremely unwilling to disclose their whitelists of acceptable products. BloombergNEF therefore bases its criteria in what deals have been closed in the past, as tracked by our database – 26,300 photovoltaic financings worldwide as of December 2018.
We reserve the right to change these criteria at any time - particularly by requiring more information to consider a manufacturer tier 1. These tiers will be reviewed every quarter based on information added to BloombergNEF's database. Only project financings for over 1.5MW of capacity are included in the database. Portfolio financings count for tiering only for projects with defined locations, and where the debt is secured on all the assets together, ie, if one project in the portfolio underperforms the bank has a claim on the rest of the portfolio.
We only tier manufacturers which actually own production facilities and sell under their own brands. Companies which outsource production under brand names are not tiered.
3. Tier 1 Tier 1 module manufacturers are those which have provided own-brand, own-manufacture products to six different projects, which have been financed non-recourse by six different (non-development) banks, in the past two years.

The Hale Kuawehi Solar-Plus-Battery-Storage Project is a 33 MWac solar PV and battery energy storage project located in Hawai’i, in the United States. The project is in development and currently undergoing PPA negotiations. In November of 2018, Phoventus reviewed proposed methods of quantifying the performance of the plant for contractual purposes. Phoventus suggested an alternative MPR calculation based on the ASTM E2848-13(2018) standard for performance testing, along with the measurement standards recommended by the ASTM standard.
Size: 250MWac Type: Solar PVLocation: Texas
Full Due Diligence services and energy production estimates for various technological scenarios using PVsyst 6.60. and FLSR Plant Predict Estimates were done over a 35-year period to show the effect of module degradation on production. The project was modelled in different configurations to verify results. Module = FSLR Series 6.
Size: 996 MW ( 513 ) ProjectsType: Dual Axis, Single Axis and Fixed PV
Phoventus completed a series of multi-scope site inspections for four NERC compliant utility-scale PV solar facilities, net 377 MWdc of installed capacity. Scope of inspections included data collection for arc-flash studies, a comprehensive parts catalogue of equipment in use, as well as an inspection of spare parts inventory. Including completed a Failure Mode Effect Analysis (FMEA) for approximately 500 MW of installed capacity, on a part-by-part basis. For each component in each project, a Risk Priority Number (RPN) was calculated, indicating the impact of failure of that part. Though this methodology, critical components were identified as necessary for spare parts stocking. A database was created for easy viewing, fleet wide.
