STATEMENT OF REASONS FOR MAKING THE SIDE ROADS ORDER

1 INTRODUCTION

1.1 This is the Statement of Reasons of Lancashire County Council (“the Council”) for making the

Lancashire County Council (Preston Western Distributor, East West Link And Cottam Link

Classified Roads) (Side Roads) Order 2018 (“the Order”). This is a non-statutory Statement

provided in compliance with paragraph 11.1 of the Local Authority Circular 1/97 (Department

for Transport).

1.2 This Statement:

1.2.1 identifies the powers under which the Order is made (Section 2);

1.2.2 sets out the background to the Order (Section 3);

1.2.3 describes the existing highway arrangements (Section 4);

1.2.4 provides a general description of the proposals and details of the works proposed

(Sections 5 and 6);

1.2.5 sets out the Council’s reasons and justification for making the Order (Section 7);

1.2.6 sets out the arrangements for the inspection of documents (Section 8); and

1.2.7 sets out contact details for further information (Section 9).

2 POWERS UNDER WHICH THE ORDER IS MADE

2.1 The Order is made under sections 14 and 125 of the Highways Act 1980 (“the Act”). Section

14 of the Act authorises the Council in relation to a classified road:-

2.1.1 to stop up, divert, improve, raise, lower or otherwise alter a highway that crosses or

enters the route of the road or is or will be otherwise affected by the construction or

improvement of the road;

2.1.2 to construct a new highway for purposes concerned with any such alteration as

aforesaid or for any other purpose connected with the road or its construction and to

close after such period as may be specified in the Order any new highway so

constructed for temporary purposes.

2.2 Section 125 of the Act provides that any order made by the Council under section 14 or section

18 may authorise the Council to stop up any private means of access to premises adjoining or

adjacent to land comprised in the route of the classified road, or forming the site of any works

authorised by the order and to provide a new means of access to any such premises.

2.3 The purpose of the Order is to enable the Council to stop up existing highways, stop up private

means of access, carry out improvements to existing highways and construct new highways

with respect to roads that cross or join the new Classified Road which is to be constructed as

a dual carriageway between the junction of the A583/ A5085 at Lea, Preston and the M55 at

Bartle to form the ‘Preston Western Distributor’; a single carriageway link from the Preston

Western Distributor to the B6241 Tom Benson Way/ Lightfoot Lane and; a single carriageway

link road from the Preston Western Distributor to Cottam Way. The Order will also enable the

improvement of the M55 motorway by constructing new slip roads forming a new junction

‘Junction 2’ of the M55 motorway. The motorway slip roads will form part of the M55 motorway

and will be constructed by the Council on behalf of Highways England, pursuant to an

agreement in accordance with section 6 of the Act. Highways England will be responsible for

the future maintenance of this improved special road. The land required for the construction of

the Classified Road and related works will be the subject of a compulsory purchase order to

be made shortly by the Council.

3 BACKGROUND TO THE ORDER

3.1 The Classified Roads are the Preston Western Distributor Road, East West Link Road and

Cottam Link Road, linking the A583/A5085 at Lea with the M55 at Bartle to support the delivery

of the North West Preston Strategic Location and improve access to the Strategic Road

Network from the Enterprise Zone site at Warton. The special roads will provide new roads

linking the Classified Road to the M55 Motorway and forming a new motorway junction.

3.2 Lancashire County Council has proposed the scheme to support delivery of the North West

Preston Strategic Location which would accommodate over 5500 new houses. The Preston

Western Distributor would also improve access to the strategic road network from the

Enterprise Zone site at Warton and the Westinghouse Springfields site at Salwick.

3.3 The objectives of the scheme with particular regard to the traffic generated by the North West

Preston Strategic Location are to:

3.3.1 give easier access westwards to the strategic road network without having to use

narrow country lanes;

3.3.2 provide options to avoid peak hour congestion in Preston city centre for east-west

journeys;

3.3.3 give access to the motorway network without using M55 Junction 1 at Broughton,

which has limited future capacity;

3.3.4 enable provision of a new park and ride railway station in the Cottam area to serve

new development; and

3.3.5 allow bus priority measures, public realm enhancements and improvements to

prioritise and promote use of public transport, walking and cycling along the B5411

Tag Lane/ Woodplumpton Road and A583 Riversway corridors and in Lane Ends local

centre (The Cottam/Ingol to the City Centre Corridor).

3.4. The provision of the proposed highway scheme for these stated purposes will provide better

connectivity to the wider strategic road network, with concomitant benefits to the delivery of

new development and economic growth in the wider area.

3.5 Preston was granted ‘city’ status in 2002 and is the commercial and administrative centre of

Lancashire. It is the headquarters for a number of public and private sector organisations. It

has a large mixed economy with strengths in knowledge and service economies, higher value

manufacturing, such as optical engineering and aerospace and a significant public sector.

3.6 Preston provides a key focal point for value added growth in Lancashire, particularly in the

higher value service sectors. The presence of UCLan (University of Central Lancashire), now

the 6th largest university in the UK offers a significant driver for knowledge based economic

growth. As a major employment hub, the city acts as a large net importer of labour both from

within Lancashire and from outside of the county.

3.7 The other major influence on our transport system is the destinations people want to travel to.

As well as principal employment locations, Preston hospital, sixth form colleges and major

retail developments attract large numbers of people. Superstores also provide a focus for trips

and are present across most of the major urban areas.

3.8 Preston acts as Lancashire’s strategic transport gateway and hub. As well as being a major

stop on the West Coast Main Line, the city has two junctions on the M6 motorway to the east

of the City and one on the M55 to the north.

3.9 Whilst the advantage of Central Lancashire’s location will support future economic growth, its

location also presents a challenge in terms of journeys that cross Central Lancashire to reach

other destinations. The continued and effective operation of the strategic transport networks

is essential if Central Lancashire is to remain competitive both nationally and internationally.

3.10 Central Lancashire operates a relatively well-connected labour market with strong commuting

flows between Preston, South Ribble and Chorley. There are also strong links with its

surrounding areas notably Warton (BAE Systems,) and Salwick (Springfields Fuels Ltd

operated by Westinghouse UK Ltd) to the west and Samlesbury (BAE Systems) to the east.

These links will become stronger as the Enterprise Zone develops.

3.11 These commuter movements currently take place in a highway network reaching capacity.

Whilst public transport in the urban areas is comprehensive, and there is a good and

developing cycling network and pedestrian facilities, the reality is that the car is the dominant

travel choice for most people for most journeys.

3.12 Proposed housing developments in the north-west Preston area would currently see the new

residents of the proposed circa 5500 homes using either narrow country lanes or Preston’s

already congested urban roads on a daily basis. The network has already reached a critical

point in terms of the levels of additional traffic that could be accommodated. Access to the

motorway networks would involve a journey through Preston city centre or using M55 Junction

1 which in particular is reaching capacity with little or no scope for upgrade.

4 THE EXISTING HIGHWAY ARRANGEMENTS

4.1 The North West Preston Strategic Location is approximately 319 Ha located approximately

6km north of Preston City Centre and immediately south of the M55. It is divided in two by the

West Coast Mainline. The nearest access to the motorway network is via Junction 1 of the

M55 which also connects with the A6 Garstang Road running north-south. The B6241

Eastway/ Lightfoot Lane provides east-west linkage through the development area running

along the northern edge of Cottam, Ingol and Fulwood. The unclassified section of Lightfoot

Lane provides additional east-west capacity between the railway line and the A6. From Cottam

the B5411 Tag Lane and B6241 Tom Benson Way provide access to the city centre. All

primary and distributor roads are single two lanes with the exception of the A6 between the

M55 and Beech Drive where the road is single four lanes.

4.2 There are a number of constraints on the existing highway network that limit capacity during

peak hours. These include:

4.2.1 Peak hour queues and delays at the M55 Junction 1 roundabout;

4.2.2 Peak hour congestion on the A6 along its whole length;

4.2.3 “Rat running” on Lightfoot Lane between the A6 and Eastway/ Lightfoot Lane

junction;

4.2.4 The West Coast Mainline (WCML) railway provides a constraint to east-west

movement on the B6241 Lightfoot Lane;

4.2.5 Peak hour queues and delays at Tom Benson Way/ Tag lane roundabout; and

4.2.6 Semi-rural substandard roads to the west linking southwards to Blackpool Road.

4.3 Unlocking the development potential of the area relies upon good transport networks; inclusive

of road, bus, pedestrian and cycling provisions to provide the capacity and connectivity to

satisfy travel demands.

4.4 The East West Link Road has been positioned to run through the central zone of the proposed

residential development area as a multi-modal transport corridor in the form of a district

distributor road, main public transport route and parallel cycle/ pedestrian route. It will be the

primary access route to the strategic road network from this development area via the Preston

Western Distributor Road, providing fast and efficient bus services and encourage walking and

cycling within the surrounding residential area. Utilising the Preston Western Distributor Road

and the new Junction 2 of the M55 will relieve further burden on the existing M55 Junction 1.

4.5 Without provision of the Preston Western Distributor Road the traffic generated by the new

development will increase pressure on existing residential and country lanes and villages.

Sidgreaves Lane and Lea Road, to the west of the development area would change due to the

proposed development and the desire to avoid congestion on the B6241. The standard of

these roads is not suitable for large volumes of traffic and there are a number of substandard

features along the route southwards towards Blackpool Road.

4.6 Preston Western Distributor Road will provide additional strategic highways capacity. This

strategic link will provide;

4.6.1 an alternative route to Preston centre from the M55, north-west Preston and the

A583/A584 corridor;

4.6.2 additional relief to the M55 Junction 1 and A6 corridor, providing a new alternative

choice;

4.6.3 relief to the B6241 Tom Benson Way;

4.6.4 facilitate access to the proposed Cottam Parkway rail station.

4.7 The Central Lancashire Highways & Transport Masterplan (CLHTM) highlights the issues in

north west Preston stating “…the new residents of over 5,500 homes having to use narrow

country lanes or Preston’s already congested urban roads on a daily basis. The network in

this area is already reaching a critical point in terms of the level of additional traffic that could

be accommodated.” The CHLTM identifies a number of schemes to address this issue of which

the Classified Road is one element of a wider suite of measures.

5 GENERAL DESCRIPTION OF THE PROPOSALS

5.1 The proposed scheme is in the north and west of Preston. The route begins at a new Junction

2 on the M55 in Bartle and travels southwards to the west of the North West Preston Strategic

Location. The road would then run east of Lea Town and then join the A583 Riversway/ A5085

Blackpool Road in Lea. The scheme can be described as being three elements.

5.2 The Preston Western Distributor Road

5.2.1 The Preston Western Distributor road providing north-south connectivity between

M55 and A583/A5085 with key junctions linking in the East West Link Road at the

newly formed roundabout, to be known as Saddle Junction, and the Cottam

Roundabout to provide a link to the existing Cottam Way, via the new Cottam Link

Road. The proposed new Preston Western Distributor will be approximately 4.3

kilometres long and 30 metres in width. This will consist of a dual 2 all-purpose

carriageway with an adjacent 3 metre wide combined cycletrack. The cycletrack will

be adjacent to the main carriageway on the eastern side running from Blackpool

Road at the south to the Saddle Junction at the north.

5.2.2 Junctions along the length of the Preston Western Distributor Road would be limited

to the two important connections referred to in 5.2.1 above. This will ensure as a link

in the strategic road network it promotes the purpose of efficient traffic movement

with minimum interactions.

5.2.2 Bartle Underpass just south of the M55 Junction will provide access under the

Preston Western Distributor Road alignment for landowner, highway maintenance,

public right of way and ecological use. Darkinson Lane Underpass will create a route

under the Preston Western Distributor Road alignment where it crosses Darkinson

Lane, providing passage for non-motorised users.

5.2.3 Becconsall Bridge will form the connection over the M55 as part of the new Junction

2. Bartle Lane Bridge will provide a realigned route for Bartle Lane over the Preston

Western Distributor Road route to the south of the existing Lane.

5.2.4 Lea Viaduct will provide the route over the Lancaster Canal, Preston to Blackpool

railway line and the fields in between. Savick Viaduct will enable Preston Western

Distributor Road to span over the Savick Brook navigable waterway and associated

flood plain.

5.2.5 A new junction of the M55 ‘Junction 2’ will be formed on embankment sited 3.99

kilometres east from the existing Junction 1 of the M55 and 7.65 kilometres west of

Junction 3 of the M55. Eastbound slip roads will connect to the Classified Road at a

roundabout 70 metres northeast of the existing M55 eastbound carriageway edge.

The westbound slip roads will connect to the Classified Road at a roundabout 70

metres southeast of the existing eastbound carriageway edge. A new carriageway

will cross the M55 on a newly constructed bridge.

5.2.6 Footpaths Woodplumpton 66, 69 and 64 converge to cross the motorway on an

existing footbridge over the M55. The north element of the new junction 2 severs the

footpath access to the bridge. As such the bridge will be removed as part of the work.

The footpaths will be diverted to the north of the junction utilising Footpath

Woodplumpton 65 with a new connection south using an existing access track 300

metres west of Sandy Lane, and meeting Sandy Lane at the existing motorway

crossing. The footpath will then link in to Footpaths Woodplumpton 94 and 69 to

return users to the south of the newly formed westbound slip roads. Access will be

provided under the Preston Western Distributor Road alignment via Bartle

Underpass where users can rejoin Footpath Woodplumpton 70 to reach Rosemary

Lane.

5.2.7 From the roundabout 70 metres to the south of the M55, the new highway will follow

a south-westerly route dropping back to existing ground level, north of Bartle Hall

Hotel and then into cutting as it passes the Hotel and the existing Bartle Lane 153

metres east of its junction with Lea Lane.

5.2.8 This section of road will sever footpath Woodplumpton 95 that provides access east-

west across the fields. The footpath will be diverted from a point 220 metres east of

its junction with Rosemary Lane from which point it will head south, following the

boundary of Bartle Hall Hotel to reach the old Bartle Lane alignment. Users will travel

west along the old Bartle Lane to meet the new Bartle Lane before turning east to

cross the Classified Road on the new Bartle Lane Bridge to meet Footpath

Woodplumpton 97. From this point the footpath diversion will turn north and follow

the field boundary until it intersects and joins the existing Footpath Woodplumpton

95 route 200 metres east of the initial diversion point.

5.2.9 Bartle Lane will be realigned south of the current position and taking the traffic over

the new Classified Road via a new structure and associated approach

embankments. The new Bartle Lane alignment will commence from a point 45

metres south along Lea Lane from the current Lea Lane / Bartle Lane junction, take

a route east before curving north to cross the access route to Moor Hall properties

and reconnect to the existing Bartle Lane 45 metres south of Lawton House eastern

property boundary.

5.2.10 The highway continues in a south-easterly direction crossing Lea Lane 125 metres

north of the junction of Lea Lane and Sidgreaves Lane, continuing to a roundabout

to be constructed in the existing fields at grade. The roundabout will form a

connection of the Preston Western Distributor Road, with the East West Link Road,

and a realigned Lea Lane. The roundabout will be located 95 metres northwest of

the Saddle Inn Public House, 105 metres southwest of the property known as White

House.

5.2.11 From the newly formed roundabout Lea Lane will head north from a point 94 metres

west of the existing alignment passing to the rear of the White House before curving

to the east to pass between White House and Ivy Farm crossing Lea Lane 41 metres

south of Ivy Farm then curving north to rejoin Lea Lane at the location of the Sitting

Goose Pub.

5.2.12 The section between the new roundabout and Ivy Farm will sever the route of

Footpath Newton-with-Clifton 1. The footpath route will be diverted to connect into

the footway network at the Saddle roundabout.

5.2.13 Lea Lane will also head west from the roundabout, passing behind Many Views and

Hillcrest properties before curving south to rejoin the existing Lea Lane at the junction

with Harbour Lane. An access will be formed from the new alignment of Lea Lane

80 metres east of the junction with Harbour Lane, to retain access to the existing

properties.

5.2.14 The main Preston Western Distributor Road will then take a south-westerly path

through existing fields in cutting for the 340 metres immediately south of the

roundabout before rising to embankment at a point 206 metres west of Earl’s Farm

and 240 metres east of Bryars Farm. This will become a roundabout to form Cottam

junction.

5.2.15 Footpath Lea 7 crosses the route following an existing field boundary between Brylea

Caravan Park (part of the Bryars Farm complex) and Earl’s Farm. Footpath Lea 7

will be rerouted from a point 105 metres west of the boundary of the Bryars Farm/

Brylea Caravan Park, before being routed south west on a newly formed footpath up

to the new carriageway. Users will then cross the Preston Western Distributor Road

carriageway at a pelican crossing point and follow the Preston Western Distributor

Road footway/ cycleway north for a short section before taking a footpath to the east

heading in a north east direction down the embankment and back onto the original

Footpath Lea 7 alignment.

5.2.16 From this junction Preston Western Distributor Road will continue south, rising on

embankment, crossing Lancaster Canal and Preston to Blackpool railway line on a

new viaduct 630 metres east of the existing railway crossing of C298 Lea Lane. The

road then begins to reduce in height and crosses Darkinson Lane approximately 4

metres above the existing Lane level at a position 135 metres east of Highfield

Bungalow.

5.2.17 The crossing of Darkinson Lane severs an access to a stable unit to the north of

Darkinson Lane. A new access will be provided to the west of the new alignment

and will require the removal or relocation of a building within the stable grounds.

5.2.18 From Darkinson Lane the route heads south between Lea Town and Ashton and Lea

Golf Club turning slightly east to cross Savick Brook/ Millenium Ribble Link 200

metres north east of the existing Goodier Bridge crossing.

5.2.19 Existing Footpath Preston 22 crosses the alignment in an east-west orientation that

will be severed by the Savick Brook Viaduct north abutment and approach

embankment. The footpath will be diverted locally in front of the abutment and under

the new viaduct, before returning to its original alignment.

5.2.20 The route continues south to meet the A583 and the A5085 forming a new

roundabout junction with these existing roads.

5.3 The East West Link Road

5.3.1 The East West Link Road provides and a predominantly east-west connection and

spine road through the new housing developments and connecting to Lightfoot Lane

at its eastern end and the Preston Western Distributor at the western end.

5.3.2 The proposed East West Link Road will be approximately 3.4 kilometres long and

15 metres in width. This will consist of a 7.5 metre wide two lane single carriageway

with an adjacent verges and 3 metre wide shared use footway/cycletracks on both

sides. The East West Link Road will be lit along its entire length. It will include 2

traffic signal controlled junctions to form connections with Sandy Lane and B5411

Tabley Lane. A roundabout junction will be formed at the eastern limit at the junction

with B6241 Tom Benson Way/ Lightfoot Lane.

5.3.3 There will be a number of T junctions along the length of the route providing access

to and from the adjacent existing and proposed residential developments.

5.3.4 East West Link Road commences from the new Saddle Junction roundabout and

takes an easterly route between the existing Saddle Inn public house and Crowlady

Farm. The route curves north and then continues east to meet Sandy Lane at a new

traffic signal controlled cross road junction 72 metres north of the existing Sandy

Lane and Maxy Lane junction.

5.3.5 Footpath Woodplumpton 98 currently uses the Crowlady Farm access from Lea

Lane and follows field boundaries east. The East West Link Road junction to the

roundabout severs this route. It is proposed to divert the footpath south onto the new

combined footway/cycleway to the north of the new East West Link Road

carriageway before turning north into the new Crowlady Farm access sited 255

metres east along the new route. The footpath will follow the Crowlady Farm access

to the field boundary where it will meet the existing route.

5.3.6 Further east, and some 570 metres along the East West Link Road from the junction

at Saddle Roundabout, there are Footpath’s Woodplumpton 101 and 100 which run

in a north-south direction along an existing field boundary. It is proposed that the

section under the East West Link Road will be absorbed into the Classified Road

with an uncontrolled crossing available across the carriageway and an access route

provided through the landscaped areas to the existing footpath routes.

5.3.7 Footpath Woodplumpton 102 which heads east from the same point but to the north

of the new alignment, will be diverted south onto the combined footway/cycletrack

running along the south of the East West Link Road carriageway. Access will be

provided from the combined footway/ cycletrack to the field network to rejoin the

existing Footpath Woodplumpton 102 route as it turns east then south east into the

field network.

5.3.8 From this junction the route follows a north east path to pass between the existing

Melbourne Industrial Estate and Landorn Boarding Kennels and to meet Tabley Lane

between the two properties. A traffic signal controlled cross road junction will be

formed at this location.

5.3.9 The route heads north east from this junction before turning south east then curving

east to follow an existing field boundary. The route then curves slightly north once

again to intersect the private means of access to Houghton House Farm and the

adjacent properties 146 metres from its junction with Lightfoot Lane. A new access

to these properties will be provided from the northern side of new East West Link

Road.

5.3.10 Footpath Woodplumpton 88 follows the private means of access to Houghton House

Farm and the adjacent properties and will be severed by the new East West Link

Road. An uncontrolled crossing point and connecting footpaths will be provided to

maintain connectivity over the new Classified Road.

5.3.11 The East West Link Road heads north east from the Lightfoot Farm private means

of access to pass between Green Banks and Houghton House Farm properties,

before curving east then south to cross Sandyforth Lane 295 metres northeast along

the Lane from its junction with Lightfoot Lane.

5.3.12 Sandyforth Lane is also the route of Bridleway BW89 and BW2. A signal controlled

Pegasus crossing will be provided on the line of the section of Sandyforth Lane

severed by the new route to ensure safe passage across the new road.

5.3.13 The route then curves south to intersect the existing B6241 Tom Benson Way/

Lightfoot Lane creating a new roundabout junction located 44 metres north-west of

the junction of Lightfoot Lane with Tom Benson Way/ Lightfoot Lane.

5.4 The Cottam Link Road

5.4.1 The Cottam Link Road provides a connection from the existing Cottam Way to

Preston Western Distributor Road with a connection provided, by means of an

intermediate roundabout, to Sidgreaves Lane to the north and provision for a future

access south from this junction to the proposed Cottam Parkway Station. The

proposed Cottam Link Road will be approximately 0.8 kilometres long and 15 metres

in width. This will consist of a two lane single carriageway with an adjacent 3 metre

wide combined cycletrack on the south side and a verge on the north side. Cottam

Link Road will be lit at its junctions.

5.4.2 Cottam Link Road commences at the Cottam Junction roundabout and takes a route

east on embankment and passing through existing farmland to the south of Earl’s

Farm buildings. An underpass will be provided to maintain connectivity of the farm

land.

5.4.3 An intermediary roundabout will be provided 197 metres due west of Sidgreaves

Lane and 120 metres south-east of Earl’s Farm buildings. This roundabout will

provide a connection in a north-easterly direction to Sidgreaves Lane, with the

connection point 197 metres south from the junction of Hoyles Lane and Sidgreaves

Lane.

5.4.4 Footpath Lea 7 currently follows the Earl’s Farm access track from the farm buildings

to Sidgreaves Lane. An uncontrolled crossing point will be provided at the point the

new route severs the footpath to ensure connectivity is maintained.

5.4.5 The existing junction of Sidgreaves Lane and Lea Road will move west by 30 metres.

5.4.6 From the intermediary roundabout the Cottam Link Road will continue east, at grade,

crossing Sidgreaves Lane at a position 200 metres south of the junction of

Sidgreaves Lane and Lea Road before curving in a north east direction to intersect

Lea Road 130 metres east of the junction of Sidgreaves Lane and Lea Road. A

double roundabout arrangement will be provided to form the connection of the

Cottam Link Road with Cottam Way and Lea Road.

6 DETAILS OF THE WORKS PROPOSED

6.1 New highways to be provided

6.1.1 New footpath from a point on Rosemary Lane 245 metres south of the junction of

Rosemary Lane and Crown Lane. From that point the footpath runs generally east-

northeast for 170 metres, following an existing access track then as a field edge

path. It then runs generally north-northeast for 60 metres as a cross field footpath

to join Footpaths Woodplumpton 65 and Woodplumpton 67.

6.1.2 New footpath from a point 380 metres generally east along Footpath

Woodplumpton 63, from the junction of Footpaths Woodplumpton 63, 64 and 65.

From that point the footpath runs south-southwest as a field edge footpath for 155

metres. It then runs generally south-southeast for 450 metres on an existing track

and then running generally east for 265 metres on an existing track to join Sandy

Lane at a point 285 metres south of the junction of Sandy Lane, Tabley Lane and

Woodplumpton Road.

6.1.3 New footpath from a point 310 metres east-northeast along Footpath

Woodplumpton 70 from the junction with Rosemary Lane. From that point the

footpath runs generally southeast for 290 metres as a field edge path. It then runs

east south east for 55 metres through the new Bartle Underpass under the Preston

Western Distributor Road. It then runs east-northeast for 270 metres, then south-

southwest as a field edge footpath for 35 metres to join Footpath Woodplumpton

69.

6.1.4 New footpath from a point 220 metres along Footpath Woodplumpton 95 from the

junction with Rosemary Lane. From that point the new footpath runs generally south

for 385 metres to join the existing C344 Bartle Lane. From here it turns west-

southwest for a distance of 68 metres and then running south for 14 metres to join

the new Bartle Lane.

6.1.5 New footpath from a point 420 metres along Footpath Woodplumpton 95 from its

junction with Rosemary Lane. From this point the new footpath heads in a generally

southern direction following field boundaries for a distance of 370 metres before

reaching the existing C344 Bartle Lane and then running generally north-northeast

for a distance of 50 metres to join the new Bartle Lane.

6.1.6 New highway from a point 36 metres south along C330 Lea Lane from the existing

junction of C330 Lea Lane and C344 Bartle Lane, heading east-northeast for 194

metres before running generally north for a distance of 138 metres to join the

existing C344 Bartle Lane.

6.1.7 New highway from a point on C330 Lea Lane 134 metres south of the junction of

C330 Lea Lane and the existing C344 Bartle Lane for a distance of 257 metres in

a generally southerly direction to join the Preston Western Distributor Road.

6.1.8 New footpath from a point on Footpath Newton-with-Clifton 1 386 metres east of

the junction of Footpath Newton-with-Clifton 1 and Harbour Lane. The new footpath

runs east-northeast for 95 metres to join the new Lea Lane.

6.1.9 New highway from a point on C298 Lea Lane 25 metres northeast of the junction

of C298 Lea Lane and Harbour Lane for a distance of 309 metres in a generally

north-northeasterly direction to join the Preston Western Distributor Road.

junction of C330 Sidgreaves Lane and C330 Lea Road for a distance of 188 metres

in a southwesterly direction to join the Cottam Link Road.

6.1.13 New footpath from a point on Sidgreaves Lane 77 metres south of the junction of

C330 Sidgreaves Lane and C330 Lea Road for a distance of 70 metres in a westerly

direction.

6.1.14 New highway from a point on the unclassified Sidgreaves Lane 276 metres south-

southeast of the junction of C330 Lea Road, C330 Sidgreaves Lane and the

unclassified Sidgreaves Lane for a distance of 66 metres in a north-northwesterly

direction.

6.1.15 New footpath from Footpath Preston 22 at a point 40 metres east of the junction of

Footpaths Preston 20 and Preston 22. The new footpath will follow a southerly path

curving east for a distance of 75 metres. The footpath will then extend in a

northeasterly direction to pass under the Preston Western Distributor Road and

curve north for a total distance of 88 metres to join Footpath Preston 22.

6.1.16 New bridleway from Darkinson Lane at a point 118 metres east of the property

boundary of 100 and 102 Darkinson Lane for a distance of 48 metres in an easterly

direction.

6.2.1 M55 motorway from a point 9 metres east of the eastern edge of Rosemary Lane

overbridge for a distance of 1280 metres in an east-southeasterly direction

7 REASONS FOR MAKING THE ORDER

7.1 The Preston Western Distributor Road was first introduced in 1969 as a strategic route in a

Government Green Paper ‘Roads for the Future’ as a westerly bypass of Preston. The principle

of a Preston Western Bypass was published in the Outline Plan for the Central Lancashire New

Town in 1974. This formed part of a substantial investment in transport infrastructure to support

the development of the new town area. The proposed road was a link from the M55 to the A583

on a route similar to that presented in the proposed scheme. The M55 motorway opened in

1975 with three junctions numbered 1, 3 and 4 but leaving out junction 2 for a connection to

the western bypass.

7.2 The Preston Box Western section of Preston Southern and Western By-Pass as it came to be

known, continued to be promoted into the early 1980s because of the contribution it would

make to relieving congestion on the internal roads of the new town and to ensuring that all

through traffic could avoid the congested centre of Preston. Subsequently, it briefly came to

form a Department for Transport scheme as part of the Government’s National Roads

Programme but was withdrawn in March 1994 in line with the then Government’s policy of

minimising the creation of new trunk route corridors in favour of using existing transport

corridors.

7.3 The Policy Framework for the scheme consists of the National Planning Policy Framework

(NPPF), the adopted Central Lancashire Core Strategy, the adopted Preston Local Plan 2012

– 2026 (Site Allocations and Development Management Policies). The North West Preston

Masterplan has been produced as guidance for the North West Preston Strategic Location and

expands on policy (MD2) in the adopted Preston Local Plan 2012 – 2026 which is a

Supplementary Planning Document. In addition, the Local Transport Plan and the Central

Lancashire Highways and Transport Masterplan sets out Lancashire County Council's

investment priorities for transport and travel in Lancashire, and its commitment to the

development of the scheme. The City Deal Infrastructure Delivery Plan 2015/18 sets out the

delivery programme for the highway and physical community infrastructure over a three year

period, the Preston Western Distributor and East West Link Road are part of this plan.

7.4 Paragraph 7 of the NPPF notes three dimensions of sustainable development:

7.4.1 Economic – contributing to building a strong, responsive and competitive economy,

by ensuring that sufficient land of the right type is available in the right places and at

the right time to support growth and innovation, by identifying and co-ordinating

development requirements, including the provision of infrastructure;

7.4.2 Social – supporting strong, vibrant and healthy communities, by providing the supply

of housing required to meet the needs of present and future generations; by creating

a high quality built environment, with accessible local services that reflect the

community's needs and support its health, social and cultural well-being; and

7.4.3 Environmental – contributing to protecting and enhancing our natural, built and

historic environment; and, as part of this, helping to improve bio-diversity, use natural

resources prudently, minimise waste and pollution, and mitigate and adapt to climate

change including moving to a low carbon economy.

7.5 The scheme will adhere to these by providing infrastructure that supports economic growth,

supports delivery of houses, enhances accessibility to services and provides solutions which

minimise environmental impact.

7.6 The Core Strategy for Lancashire was produced via collaboration between Preston City

Council, South Ribble Borough Council and Chorley Borough Council. The Core Strategy was

adopted by all collaborating councils (it was adopted by Preston City Council in July 2012).

The Core Strategy is a strategic document. In respect of the Preston Western Distributor Road

and East West Link Road area the relevant district council is Preston City Council.

7.7 The Core Strategy sets out a number of strategic objectives designed to set out the key issues

to be addressed in each policy theme. The objective concerning travel sets out to reduce the

need to travel by promoting more sustainable modes of transport and to improve the road

network to the north and south of Preston. Policy 3 sets out to improve the road network

between Cottam and Eastway. The scheme would improve the local network between Cottam

and Eastway and provides a combined cycletrack along its route.

7.8 The scheme would support the delivery of Policy 4 that concerns housing delivery.

7.9 Policy 1 'Locating growth' outlines where growth and investment will be concentrated this

includes the North West Preston Strategic Location and Cottam Strategic Site. Paragraph 5.47

and 5.48 sets out the need for infrastructure in the North West Preston strategic location which

would be considered in the Preston Local Plan 2012-2026.

7.10 The Preston Local Plan forms part of the Statutory Development Plan for Preston. This

replaces the Preston Local Plan 2004. Within this document the preferred route for the Preston

Western Distributor is safeguarded in Policy IN1 “A preferred route is safeguarded for the

Preston Western Distributor Road in the location shown on the Policies Map. Planning

permission will not be granted for any development that would prejudice the construction of the

road."

7.11 In paragraph 3.21 of the Local Plan it explains that Preston City Council recognises that

significant new investment in highways and transport infrastructure is required before there

can be significant development at North West Preston.

7.12 In paragraph 3.23 it mentions that the Central Lancashire Highway and Transport Masterplan

proposes a North West Preston East West Link Road. This will be a local distributor to serve

the new development. It is crucial to deter through traffic and local generated traffic from using

the congested routes to the east. The East West Link Road is considered in more detail within

the North West Preston Masterplan.

7.13 The North West Preston Masterplan had been produced as a guidance for the North West

Preston Strategic Location. The East West Link Road is an important part of the new

development proposed in the North West Preston Masterplan to ensure that ready and

convenient access to and from the Preston Western Distributor is available for both local and

long-distance journeys and in order to deter through traffic and locally generated traffic from

using already congested routes to the east towards the A6, Preston City Centre, and M55

Junction 1.

7.14 The main priorities are to:

7.14.1 Improve access into areas for economic growth and regeneration;

7.14.2 Provide better access to education and employment;

7.14.3 Maintain the asset;

7.14.4 Improve peoples’ quality of life and wellbeing; and

7.14.5 Provide safe, reliable, convenient and affordable transport alternatives to the car.

7.15 The scheme will deliver additional capacity that will remove traffic from the local network and

provide access onto M55 and A583 while supporting the delivery of houses needed in the area.

The scheme will improve access to the Warton Enterprise Zone and Westinghouse

Springfields Works at Salwick whilst also providing improved access to Preston City Centre.

7.16 A combined cycletrack would be provided along the scheme. Providing a combined cycletrack

is an alternative to the car, be 2 metres from the road and would link up with the existing cycle

and footway network. The scheme will allow a priority corridor (The Cottam/Ingol to the City

Centre Corridor) to come forward and improve the public realm of the area.

7.17 In May 2016 a planning application for the Classified Road was submitted to the Development

Control section of the County Council and made known and available to the public.

7.18 On the 4th day of October 2017 the Council resolved to grant planning permission for the

construction of the Classified Road.
