for White Cell Role Players during Exercise Brilliant Joust 18 (BRJT18)

at Joint Force Training Centre

1. INTRODUCTION

The Joint Force Training Centre (JFTC), located in Bydgoszcz, Poland, conducts pre-deployment training activities, and routine NATO Command Structure (NCS) / NATO Response Force (NRF) / NATO Force Structure (NFS) training for tactical and operational elements from the individual level to formed headquarters.

2. BACKGROUND

BRJT18 will be a Joint Force Command Brunssum (JFCBS) sponsored NATO Command Post/Computer Assisted Exercise (CPX/CAX) for the NRF18 Joint and Component HQs in their “standby” phase. BRJT18 will be used to maintain the levels of proficiency achieved by the NRF C2 elements demonstrating their capability to plan and conduct operations. Ahead of the execution phase of this exercise a large volume of preparatory work will be necessary in order to ensure the success of the formal planning activities and milestones. Although BRJT18 will take place in the month of March 2018, this contract is meant also to facilitate the development of Main event List/Main Incident list (MEL/MIL) products, earlier in December 2017 and January/February 2018.

3. CONTRACTOR SUPPORT.

The contractor shall provide personnel, as described in the attached Enclosures, possessing the skills, knowledge and training to satisfactorily perform the services required by this Statement of Work (SOW). Specifically, the JFTC is seeking contractor support to provide specialists for the following functions/positions:

3.1. White Cell Role Player - Lakuta Ministry of Defence/Ministry of Interior Representative – Enclosure 1, 3.2. White Cell Role Player - Lakuta Political Representative (National/Regional Level) – Enclosure 2, 3.3. White Cell Role Player - Lakuta Host Nation Support Representative – Enclosure 3, 3.4. White Cell Role Player - Cerasia Union/Tytan Representative – Enclosure 4, 3.5. White Cell Role Player - Lakuta Military Liaison Officer – Enclosure 5, 3.6. 4. TYPE OF CONTRACT AND PERIOD OF PERFORMANCE

4.1. Type of Contract.

This is a Commercial Personnel Services Contract in accordance with the JFTC Special Terms

and Conditions for Commercial Personnel Services Contracts in Support of Training Events

(JFTC STs&Cs); as such it is a Level of Effort contract with a maximum limit or fraction thereof

as set forth in the Statement of Work. All employer responsibilities for the Contractor Personnel

performing under this Contract shall lie with the Contractor. The contractor shall apply best

efforts towards accomplishing the contract work as described in paragraph 5 of this SOW.

4.2. Period of Performance. Specific contractor support per function/position is defined in the enclosures to this SOW.

5. SCOPE OF WORK Detailed scope of work per function/position is defined in the enclosures to this SOW.

6. PERSONNEL REQUIRED FOR THE STATEMENT OF WORK

6.1. Overview.

The Contractor shall provide the qualified and experienced resources able to execute the

described work. The services shall be performed by a professional individual educated,

experienced, qualified and skilled as described within this SOW.

6.2. Experience, Skills and Language Requirements.

The Contractor shall meet the position-specific minimum professional requirements. Detailed

experience, skills and education requirements per function/position are defined in the

enclosures to this SOW.

6.2.1. Essential Language Skills.

Native English language speaker or individual presenting very good command of spoken and written English, with a proven ability to communicate effectively orally and in writing at the level of (SLP) NATO STANAG 6001 - 3333 (Listening, Speaking, Reading and Writing). To meet this requirement the Contractor must provide one of the following pertaining to the Key Personnel’:

NATO STANAG 6001 – 3333 certificate,

Common European Framework (CEF) B2+ Vantage+ certificate,

Council of Europe (COE) B2 Vantage certificate,

Association of Langue Testers in Europe (ALTE) level 3 Independent User certificate,

Cambridge ESOL – FCE certificate,

International English Language Testing System (IELTS) - level 5 certificate. In lieu of the certificates it will be at the discretion of the JFTC contract award authorities, to consider equivalent English proficiency the following:

Evidence having an English-speaking background*, or

Evidence of being employed for at least 24 months within last 3 years in a position that’s required the Key Personnel to carry its duties in English language as primary. To document fulfilment of this requirement a written reference on company letterhead from the employer providing their contact details and details of employment with them is mandatory, or

Evidence of provision of the services under the contract (as the prime contractor or sub-contractor) for at least 24 months within last 3 years with tasks required the Key Personnel to carry its duties in English language as primary. To document fulfilment of this requirement a written reference on company letterhead providing their contact details and details of service provided to them is mandatory. * The JFTC will consider the Key Personnel to have an English-speaking background if it can be proved that the Key Personnel: o completed primary and at least three years’ secondary schooling provided in English as primary language, or o completed at least five years’ secondary schooling at schools provided in English as primary language, or o completed at least minimum three year’s university or post-graduate studies provided in English as primary language.

7. PLACE OF PERFORMANCE

The Contractor will be providing the services at: 7.1. Joint Force Training Centre premises at Szubinska 2 street, 85-915 Bydgoszcz, Poland during Exercise BRJT18 phase IIIB execution. 7.2. Static War Headquarters (SWHQ) Castlegate, Ringstraße, 52441 Linnich, Germany during MEL/MIL Incident Development Workshop and MEL/MIL Scripting Workshop.

8. CONTRACTOR PERFORMANCE REQUIREMENTS/REPORTING.

8.1. Contractor Performance Coordination The Contractor shall be assigned to the Contracting Officer Technical Representative (COTR).

The COTR may provide additional guidance as required or requested and may prioritise tasks.

The Contracting Officer (CO), in consultation with the COTR(s), shall administer the Contract

and has final authority to determine if the Contract/SOW should be amended, extended, or

cancelled for evolving requirements, new tasking, and/or technical non-performance. The COTR

shall:

Resolve outstanding disputes, problems, deficiencies, and/or questions on the technical aspects of the SOW;

Review (and approve) all Contractor duties for completeness and accuracy. The COTR’s written approval of work reported and deliverables submitted is mandatory for Contractor’s invoices to be successfully processed. The COTR, while authorised to make direct “without commitment” engagement with the contractor, will not have delegated authority to make any commitments or changes that affect price, quality, quantity, delivery, scope or other terms and conditions of the contract.

9. QUALITY AND ACCURACY OF PRODUCT AND SERVICES

The Contractor is responsible for ensuring the quality and accuracy of its products and services are maintained. The Contractor agrees to:

9.1. Incorporate appropriate management practices for quality assurance of all data, documentation and support the JFTC’s inspection and acceptance procedures necessary to ensure that data and documentation is prepared and delivered in accordance with the contract. 9.2. All deliverable documents, whether draft or final, shall be delivered as an electronic file using an appropriate Microsoft Office suite file format compatible with Office 2010 prior to final submission for JFTC’s review, comment and editing.

10. FURNISHED PROPERTY, SERVICES AND RESOURCE MATERIALS 10.1. The Contractor shall:

10.1.1. Provide all personnel, equipment, tools, materials, supervision, and other items and services (except as otherwise specified) necessary to support all work requirements under this Contract. The BRJT18 Role Players will be required to bring the appropriate clothing in keeping with the roles he/she is playing.

10.1.2. Ensure that all equipment carried/brought into NATO premises (i.e. laptops, tablets etc.) is reported. This equipment shall be checked and registered by the responsible Security Officer prior to its usage.

10.1.3. Be responsible for proper utilization and safeguarding of all NATO property provided for Contractor use. At the end of the assignment, all NATO facilities, equipment, and materials shall be secured. Contractor personnel must immediately report damage to NATO facilities and equipment upon discovery of such damage. Equipment found to be defective must also be reported in a timely manner to allow for repair or replacement. These reports will be submitted to the designated COTR. 10.2. The JFTC will:

10.2.1. Arrange all necessary onsite: working space, office supplies, workstations etc., and other materials and logistics required in the performance of services under this SOW.

11. SECURITY AND CONFIDENTIALITY REQUIREMENTS

11.1. Security Requirements. 11.1.1. With the reference to the personal security clearances (PSC) and facility security clearance (FSC) the Directive on Classified Project and Industrial Security (AC/35-D/2003-REV5) applies. 11.1.2. Personal Security Clearance (PSC). The Contractor shall be responsible for obtaining all needed security clearances for its personnel performing the services under this SOW prior to starting work on this SOW. The

Contractor must secure a NATO Secret PSC to work at JFTC. No waiver to this requirement shall be granted. There is no possibility to assign any personnel without having the needed clearance in place. If the Contractor cannot assign personnel with the required security clearance on the start date, the Contractor shall be liable for bid non-compliance or immediate contract termination. The Contractor must provide advance written proof of the ability to assign fully cleared personnel prior to contract award. 11.1.3. Contractor’s Facility Security Clearance (FSC).

The facility of the Contractor/Sub-contractor shall hold a NATO Secret Facility Security Clearance without storage capabilities where required by applicable national regulations. 11.1.4. The Bidders may provisionally participate in a bidding process pending final receipt of the national clearances. However, all clearances required to execute the contract should be in-place prior to contract award. 11.1.5. Security Conditions. The Contractor must adhere to current security conditions at the JFCNP, JFTC and other work sites. The Contractor personnel shall comply with all local host nation, NATO security provisions and other policies and procedures, as required. Access passes will be provided subject to the JFTC regulations. 11.2. Confidentiality requirements.

The Contractor shall keep confidential any information obtained under or in connection with this

Contract and shall not divulge the same to any third party without the prior written consent of

JFTC. The provisions of this Clause shall continue in force notwithstanding the termination of

this Contract regardless of the cause for termination.

12. OWNERSHIP OF WORK

JFTC will retain ownership of all documents and products produced under the contract. Documents shall be identified as being the property of JFTC and shall not be copied, reproduced or utilized for any other purpose, without the written consent of JFTC. The Contractor shall have the right to retain file copies only when agreed to by JFTC, and it does not infringe upon an individual's rights to confidentiality.

13. NON-COMPLIANCE

JFTC reserves the right to refuse services and to remove from the Contract any individual provided by the Contractor due to poor performance, misconduct, security breaches, or if found to be or suspected to be under the influence of alcohol, drugs, or other incapacitating agent or any other reason based on a failure to satisfy the requirements of this SOW. The Contractor shall remove immediately the personnel from performing under this Contract upon notification by the Contracting Officer. Once the Contractor is notified that a particular individual has been disqualified, the Contractor shall not provide services of such person in any JFTC function,

unless reinstatement is granted by the Contracting Officer. 14. MISCELLANEOUS

14.1. Personal Appearance.

Personnel working under this contract shall present a professional appearance commensurate

with standards delineated for government civilian/military personnel acting in similar capacities.

14.2. Working Hours.

The Contractor’s key personnel shall provide services during period of performance starting

from 07:30 a.m. CET until 08:30 p.m. CET every day (lunch time included) regardless of

weekends and holidays. The number of working hours may vary depending on daily schedule

and tasks.

14.3. Coffee, Tea & Water fee

During TE at JFTC mandatory fee for unlimited Coffee, Tea & Water (10 PLN per day) will be

collected from all TE participants.

15. POINTS OF CONTACT

15.1. All questions concerning the work requirement, schedule, and project coordination shall be referred to the following Contracting Officer’s Technical Representative (COTR). The Contractor shall coordinate the development and delivery of all deliverables prepared under this contract with the COTR. 15.2. WHITE CELL ROLE PLAYER –

LAKUTA MINISTRY OF DEFENCE/MINISTRY OF INTERIOR REPRESENTATIVE

4. TYPE OF CONTRACT AND PERIOD OF PERFORMANCE

4.2. Period of performance

4.2.1. MEL/MIL Incident Development Workshop between 11 and 15 December 2017 (5 days, travel days not included) – conducted at SWHQ Castelgate (DEU).

4.2.2. MEL/MIL Scripting Workshop between 29 January and 05 February 2018 (8 days, travel

days not included) – conducted at SWHQ Castelgate (DEU).

4.2.3. Exercise BRJT18 phase IIIB (execution, including five days of Exercise Control (EXCON)

training between 07 and 23 March 2018 (17 days, travel days not included) – conducted at

JFTC Bydgoszcz (POL).

5. SCOPE OF WORK 5.1. General Description. COM JFTC will be Officer Directing the Exercise (ODE), and as such JFTC is responsible for the Exercise Control (EXCON) organisation, including the White Cell (Role Players and Exercise Media Play). 5.2. Tasks for the BRJT18 Role Player - Lakuta Ministry of Defence/Ministry of Interior REP.

5.2.1. Functional Statements: The Lakuta Ministry of Defense/Ministry of Interior (MoD/MoI) Representative (REP) will interact with Joint Task Force Headquarters (JTF HQ) about all the activities of the Armed Forces and Police Forces of Lakuta. 5.2.2. Reports to: Chief White Cell. 5.2.3. Specific Duties: Former military or police personnel with operational level experience and knowledge of military/police organization acting as Lakuta Chief of Defense or Chief of Police.

6. PERSONNEL REQUIRED FOR THE STATEMENT OF WORK

6.2.2. Essential Experience

Demonstrable knowledge and understanding of current global issues.

Demonstrable knowledge of NATO and NRF operations.

Demonstrable recent experience (past three years) as a member of the EXCON

organisation as White Cell/Grey Cell Role Player as Ministry of Defence/Ministry of

Interior Representative of a NATO exercise (preferably as a participant of one of

BRJT18 related exercises).

Experience with NATO SOROTAN scenario.

6.2.3. Essential Skills

Ability to portray a wide variety of officials, and to switch roles quickly with limited

preparation time between the different engagements.

Ability to work within a small team under constraints of time.

Ability to work autonomously, while constantly assuring that all information provided to

the Training Audience is in line with the scenario and MEL/MIL.

Ability to work within a multi-national, multi-cultural environment.

Ability to work effectively within a rapidly changing environment.

Proficiency in use of Microsoft Office Software (Outlook, Word, PowerPoint, Excel).

6.2.4. Desirable Skills

Demonstrate knowledge of the Joint Exercise Management Module (JEMM).

Functional Statements: The Lakuta Political REP will interact with JTF HQ about all activities of National/Regional Governmental agencies representing the state executive, the Senior Ministers of the Eastern, Southern and Western Regions and the Leaders/Deputies of the KIU People’s Party (KPP), MIU Tribe Party (MTP) and the SIU Tribe Party (STP). 5.2.2. Reports to: Chief White Cell. 5.2.3. Specific Duties: 1. Personnel with knowledge/experience in political organizations at National/Regional level and in social/tribal/religious dynamics acting as state executive, the Senior Ministers of the Eastern, Southern and Western Regions and the Leaders/Deputies of the KPP, the MTP and the STP. 2. Capable of acting as national/regional representatives and authorities of HN emergency services. 3. Capable of timely process and sharing relevant information to:

a. Contribute to the creation of a common situational awareness. b. Facilitate decision-making within and between JTF HQ and their respective national or regional ministerial office. c. Assess their ability to deliver the necessary humanitarian assistance to populations in need and the adequate level of access and delivery of basic services. d. Assess governance and participation including the ability of providing essential state services, managing state resources, guaranteeing political moderation and accountability, and ensuring civic participation and empowerment. e. Assess National/Regional vulnerabilities, needs and capacities in order to prioritize areas of intervention. f. Assess the condition of existing national or regional facilities responsible for providing essential services to local population, to identify availability, functionality and shortfalls. g. Contribute to the assessment of the level of security at IDP camps. h. Contribute to the assessment of the condition of food and water security in IDP camps to highlight shortfall areas. i. Contribute to assess whether the state of food and water provision services to the affected population are sufficient to ensure access to an adequate quantity and quality of food and water for survival, hygiene, and reducing health risks. j. Contribute to the assessment of the condition of places of cultural or religious significance. k. Contribute to the assessment of the condition of National/Regional environmental/ecological control infrastructure and waste management. l. Contribute to the assessment of humanitarian needs to identify the type and extent of existing and possible future critical humanitarian needs and potential contribution to address them. m. Contribute to assess the state of security / law enforcement / emergency services, including their effectiveness and efficiency, ethos, compliance with human rights, and the existence of civilian oversight mechanisms for accountability of those forces. n. Contribute to the assessment of private sector facilities. o. Keep JTF HQ aware about their capability of supporting the provision of critical aid to a stricken population in an affected area. This may include victims of natural or manmade disasters, displaced persons and refugees. p. Keep JTF HQ aware about their capability of supporting the provision of transportation and distribution of shelter, settlement and non-food items to the stricken population in affected areas. q. Keep JTF HQ aware about their capability of supporting the establishment and security/maintenance of relocation/DPRE/IDP/self-settled camps, as necessary.

4. Capable of providing an appropriate level of expertise in Civil Administration, Civil Infrastructure, Economy and Commerce, Humanitarian Assistance, and Cultural Affairs. 5. Capable of providing evaluation of the condition of regional and national key infrastructure in order to support operations and other emergency situations. 6. Capable of assessing the condition of existing regional and national facilities responsible for providing essential services to local population, to identify availability, functionality and shortfalls. 7. Capable of liaising and conducting integrated planning and execution with JTF HQ and other actors operating in the affected area.

6.2.2. Essential Experience

Demonstrable knowledge and understanding of current global issues.

Demonstrable knowledge of NATO and NRF operations.

WHITE CELL ROLE PLAYER – LAKUTA HOST NATION SUPPORT REPRESENTATIVE

4. TYPE OF CONTRACT AND PERIOD OF PERFORMANCE

4.2. Period of performance

4.2.1. Exercise BRJT18 phase IIIB (execution, including five days of Exercise Control (EXCON)

training between 07 and 23 March 2018 (17 days, travel days not included) – conducted at

JFTC Bydgoszcz (POL).

5. SCOPE OF WORK 5.1. General Description. COM JFTC will be Officer Directing the Exercise (ODE), and as such JFTC is responsible for the Exercise Control (EXCON) organisation, including the White Cell (Role Players and Exercise Media Play).

5.2. Tasks for the BRJT18 Role Players - Lakuta Host Nation Support Representative. 5.2.1. Functional Statements: The Lakuta Host Nation Support (HNS) REP acting as a representative of national organization will interact with JTF HQ and Joint Logistics Support Group (JLSG) about the overall support provided to the NATO Force deployed to the Area of Operation in order to sustain NATO mission in accordance with Host Nation Support (HNS) Memorandum of Understanding (MOU), Concept of Requirements (COR), Statement of Requirements (SOR), Technical Arrangements agreements logistic support and services if required by NATO. HNS can be requested by all NATO Forces for Force elements, assets and resources. The logistic support/services must fulfil demands and requirement of NATO standards and safety instructions. He/she facilitates decision-making within and between JTF HQ or JLSG and their respective central office and contributes to the assessment of the condition of national/regional environmental/ecological control infrastructure and waste management. 5.2.2. Reports to: Chief White Cell. 5.2.3. Specific Duties: 1. Provide capacities for contracted logistic support and services to the NATO mission. 2. The logistic support is expected in the following areas:

a. Real Life Support (RLS) Services. b. Infrastructure. c. Warehousing. d. Storage of Weapons and Ammunition.
