As a program management and community outreach services firm, one of our duties is to help our clients meet their objectives and promote their messages effectively and responsibly. LISSETTE CALLEROS, Vice PresidentLissette is responsible for the Municipal Programs team and general company operations. Under her direction, the Municipal Programs team provides Program Management services, Construction Coordination services, Community Development services including labor compliance and housing rehabilitation services, grant writing and administration. Lissette provides funding administration to ensure that cities develop their projects in accordance with policy and procedural requirements, assists in determining eligible projects, and manages the City’s funding programs. Lissette also has experience in public relations coordination, community outreach efforts and community relations, focus group moderation in English and Spanish, business development and event planning.

Seeking, identifying, and implementing alternative funding mechanisms to maintain services and projects is vital to a community's sustained quality of life. Industry Program Management & Community Outreach
57/60 CONFLUENCE PROJECT
Program Management Services are provided to the Project Team for information coordination, funding strategy development and communication for a conceptual freeway interchange improvement project. As part of development mitigation requirements to improve the arterial, the project expanded to include close technical and funding programming coordination with the Los Angeles County Metro, LA County Districts 1 and 4 Supervisors, and Los Angeles County Recreation and Parks Department, California Department of Transportation (Caltrans), two local agencies and several private industry firms as members of the engineering design team.
Community outreach services include: design of logo and branding for the project, development of point of contact materials including project brochures, project folders, hand outs; design and development of the Free the Way website and community outreach efforts inclusive of presentations to garner support for the project.
Additionally, AVANT GARDE assisted in securing $8.8 million in Los Angeles County Proposition C funding in 2009 and $10 Million in TIGER funds in 2014. The Project is ongoing and expected to continue through construction with funding administration of various federal and local funding sources.

Temple City Funding Administration
ROSEMEAD BOULEVARD BEAUTIFICATION
AVANT-GARDE provides funding administration services for this $18 million federally funded project. AVANT-GARDE coordinates with the design engineer and City staff to ensure that the project is implemented in accordance with State and Federal funding guidelines, as well as provide fiscal advisement on the uses of local funds for various aspects of construction activities. Services include coordination with Caltrans, tracking of project costs for reimbursement purposes, preparation of reimbursement requests, preparation of preliminary environmental assessment documentation, preparation and submittal of construction contract award information and final project closeout coordination with Caltrans.

La Mirada Fund Management, Program Management & Labor Compliance Services
VALLEY VIEW AVE. AND ALONDRA BLVD. INTERSECTION IMPROVEMENTS
The City of La Mirada is a member of the Interstate 5 Joint Powers Authority to deliver regional arterial improvement projects to serve as bypass routes in advance of the I-5 Widening Project from the I-605 and the north Orange County line. The Valley View Avenue and Alondra Boulevard intersection, located approximately 1400 feet north of the I-5, will need to handle considerably more truck and commercial vehicle traffic as a result of the mainline ramp closures during the widening project. Both arterials are expected to be used for detour routes of freeway traffic and improvements are necessary to accommodate the volume expected.
AVANT-GARDE provided the Fund Management, Program Management, and Labor Compliance services for this federally funded $2.3 million project. Services include expedited obligation of federal earmark funds, coordination with I-5 JPA, QA/QC of specifications and estimates, detailed project accounting, bid administration support, labor compliance and certified payroll review.

Montebello Construction Coordination, Program Management & Community Outreach
WHITTIER BOULEVARD REVITALIZATION
In an effort to improve the downtown business district, the City of Montebello undertook a project to fully revitalize Whittier Boulevard in the heart of downtown Montebello. The total project cost approximately $10 million and was funded through a variety of sources including Section 108 and City RDA funds.
Due to the number of businesses and residents impacted, AVANT-GARDE provided a comprehensive community outreach and awareness campaign. Components of the campaign included: resident and business notification, community input meetings, monthly project newsletter sent to impacted businesses and residents and a community festival held at project completion. The community event, “Fall Festival”, has become an annual event in the City. When completed, the City was awarded APWA Project of the Year, 2007.

Industry Project Management
LEMON AVENUE / SR-60 INTERCHANGE
The cities of Diamond Bar and Industry, in cooperation with the California Department of Transportation District 7 (Department) and the Federal Highway Administration (FHWA), propose to construct a new interchange on State Route 60 (SR-60) at Lemon Avenue. The proposed project would improve traffic operations by providing direct access to SR-60 from the surrounding areas.
AVANT-GARDE provides Program Management Services on behalf of the City of Industry. As a 50% stakeholder in the project, Industry has retained our team to continually provide oversight of activities including the overall project schedule and provide as-needed advisement on matters of finance, grants, and administration to both cities of Industry and Diamond Bar. The objective is to ensure the project remains on schedule and on budget. The overall project budget is approximately $18 million.
The Project will construct a partial (three-legged) interchange, a WB on-ramp, and EB off-ramp from Lemon Avenue. It would also permanently remove the existing WB off- and on-ramps at Brea Canyon Road. An auxiliary lane from the proposed EB on-ramp to the connector to SB SR-57 would be constructed under this alternative. The existing soundwall along EB SR-60 west of Lemon Avenue would be removed and a new soundwall would be installed along the edge of pavement of the EB off-ramp and on-ramp.

Lynwood Housing Services
AVANT-GARDE was hired by the City of Lynwood to provide Housing Consulting Services. Initial responsibilities were to provide the City with options for the expenditure and commitment of HOME funds in the amount of $7 million of federal HOME funds distributed from the Department of Housing and Urban Development. Duties included property acquisition, due diligence activities and fund management. Services included, review of the CAPER and Consolidated Plan, publishing of public notices, management of IDIS system, coordination with HUD, and affordability analysis of properties to be purchased. Following careful assessment AVANT-GARDE recommended to the City that properties be identified for purchase that could be converted to affordable housing. A full range of services resulted in the successful acquisition and conversion of multi-family housing at four sites to affordable housing. In addition a detailed analysis was conducted of the City’s existing rehabilitation program. AVANT-GARDE provided AD HOC Committee presentations, closed session reports, and were the primary liaison between tenants, property owners, and the City. In addition, AVANT-GARDE's currently working on implementing the City’s Housing Rehabilitation program, and continues to provide on-call housing management services to the City.

Perris Housing Rehabilitation Services
AVANT-GARDE was retained by the City of Perris to perform a housing revitalization analysis and establish a program to include development of detailed program guidelines and procedures including criteria for eligibility and process for qualifications. AVANT-GARDE assisted the City in program implementation by assigning staff to carry out specific responsibilities to ensure program success. We monitored activities from beginning to end to ensure successful completion of the Rehabilitation work. Some activities included reviewing applications and documents submitted to ensure that residents qualified under the criteria established in the guidelines. Our staff worked with the residents for approval of the proposed rehabilitation work, developed the work descriptions needed and monitored the bidding process for contractor selection. In addition, our marketing team produced effective promotional materials which assisted with public awareness and kept residents and local interests informed.

South Gate Community Outreach
KAUFFMAN AND DOROTHY AVENUE STREET WIDENING AND TELEGRAPH ROAD MEDIAN
The Los Angeles Unified School District was in the process of building a new elementary schools south of Firestone Boulevard between Kauffman and Hunt Avenues. Due to the impending arrival of the new school, the City of South Gate planned to widen the residential streets surrounding the school and install a new median island on Firestone Boulevard. The improvements were intended to improve traffic flow and safety in the vicinity of the proposed school.
The AVANT-GARDE team was retained to provide the community outreach to support the Project. Services included the design and development of a series of project brochures and meeting notices; facilitation of four community meetings; production of presentation materials and PowerPoint. Materials were developed to communicate the Project’s purpose and need, benefits, project description and schedule. All materials and presentations were in English and Spanish.

Pasadena Housing Rehabilitation Services
AVANT-GARDE provided Interim Housing Manager Services to the City of Pasadena. As the Interim Housing Manager, AVANT-GARDE was responsible for Community Development Strategic Planning, Housing Production and Management, Housing Division Management, and housing production for the homeless.
We are currently providing fund management services including programs such as CDBG, HOME, and ESG. The scope of work for fund management services includes coordination with City Staff to review HUD funded program documents, funding status, action plans and proposed projects, coordinate and correspond with the HUD Program Manager. Our staff also conducts an analysis of each project to ensure that the projects are properly recorded in adherence with the funding source. In addition, we coordinate with City staff and identify new projects that will need to be recorded, conduct activity set up, activity funding, drawdown, activity completion and reporting in the IDIS system.

Maywood Funding Administration & Community Outreach
RIVERFRONT PARK
AVANT-GARDE provided project management support services along with funding administration for the development of this 7.3 acre park. This project was part of the City’s efforts to transform a blighted area along the Los Angeles River. Maywood Riverfront Park addressed the need to recycle brownfields to greenfields and served as a model project. This project has doubled the existing open space in the City of Maywood. The Riverfront Park project was comprised of 6 parcels of formerly industrial properties. The primary objective of the Maywood Riverfront Park is to create open space in a park deficient urban area and to enhance public access and linkages to the Los Angeles River.
Additionally, this highly sensitive project required extensive community outreach. Services included coordination between several agencies including EPA to facilitate community outreach meetings and assure the residents that the former brownfield site would become a safe greenfield project for the community to enjoy; preparation and distribution of press releases and project information for media use; development and distribution of notices and pertinent project information throughout the duration of the project; and assistance with grand opening of the park.

AVANT-GARDE provided funding administration, project management and outreach services for the $10.3 million renovation of the John Anson Ford Park into the Bell Gardens Sports Center in the City of Bell Gardens. Funding administration included management of two (2) Roberti Z’berg grants, two (2) per capita grants, Redevelopment funds, Community Development Block grant funds and Section 108 funding. Multi-funding Budget Management included project funding status Reports, requests for reimbursement and payment breardowns.
Marketing support services were provided to assist the City in securing a private/public partnership with Chivas International Soccer organization. Services included complete marketing package renderings that demonstrated facility signage and sponsorship opportunities.
When completed, the project received the APWA Project of the Year for 2007.
