State Transportation Commission June 2017 www.TalkPATransportation.com Every two years, the State Transportation Commission (STC) and the Pennsylvania Department of Transportation (PennDOT) update the Twelve Year Transportation Program (TYP). The TYP is PennDOT’s list of all transportation projects for the next 12 years. The first step in the TYP Update process is the release of the biennial Transportation Performance Report (TPR). The 2017 TPR was released in February. It is Pennsylvania’s report card on the performance of its statewide, multimodal transportation system. The next step in the process is to invite public input on transportation investment priorities. Public input is an important part of hearing from our customers as the program update process begins. At the end of our six-week public comment period, we documented more than 5,200 survey visits, 250 online meeting registrations, and received nearly 3,600 transportation concerns. How Do You Travel?Survey participants were asked to rank modes of transportation based on the frequency of their use. ‘Drive Alone’ was ranked more frequently used than any other mode. It’s important to note that a quarter of the respondents who said they drive alone less frequently were more likely to use a wide range of alternative ways to travel.

Transportation Issues Identified Across PennsylvaniaOf nearly 3,600 transportation issues submitted statewide, customers identified roadway concerns most frequently. Pedestrian and bike issues were also numerous, but they both remained a distant second to

roadways. In some instances, participants mapped issues that they later determined were already being addressed by a specific project on PennDOT’s 2017 TYP. In total, nearly 520 concerns met this criteria. The planned project data was generated through PennDOT’s MPMS IQ Program which is a web-based GIS mapping application available to the public at http://www.dot7.state.pa.us/MPMS_IQ/Splash.aspx.

How Much Would You Spend?Funding all of Pennsylvania’s transportation modes requires a balanced budget based on available resources. In the budgeting exercise, many survey respondents agreed with PennDOT’s current budget allocations for its transportation system. Preferences for increasing or lowering PennDOT’s budget for each transportation category are also shown below.

Transportation PrioritiesWhen asked to identify their individual transportation priorities, survey respondents ranked Road Pavement, Bridges and Traffic Flow the highest priorities. A total of 10 priorities were provided.

These results underscore the complexity of Pennsylvania’s challenge to balance competing transportation priorities and plan for diverse transportation needs.

Survey participants also had the opportunity to identify transportation areas that were not included in the list of 10. The following are the categories of the most frequent entries:
