1. Introduction

Rwanda Co-operative Agency is a Public Institution in charge of Promotion, Registration and

Regulation of Cooperatives in the Country. The overall objective of Rwanda

Cooperative Agency (RCA) is to develop the capacity of cooperatives across

Rwanda so that they can access capital, technology and new management

approaches and techniques, to promote savings and credit cooperatives (SACCOs)

in order to increase access to finance among Rwandans and thus financial

inclusiveness for all, and also to regulate the cooperative societies.

Co-operatives are registered by type of co-operative and other characteristics such as their

kind of economic activity, their number of members, their share capital and their location as

well as their date of creation. The number of registered co-operatives and people joining

co-operatives increase as the days go by and this proves that Rwandans are now

understating the importance of working in co-operatives. The institution has the following

vision and mission:

Vision

To promote an automous and economically viable cooperative movement founded on the

cooperative values and principles and is able to enhance social integration and uplifting

the standard of living of its members.

Mission

To develop the cooperative sector such as it serves its members equitably, efficiently and

empowers them economically.

This report aims to present the status of co-operative movement in Rwanda mainly in terms

of type, number, memberships and share capital of co-operatives as well as their distribution

in the country. It is also a helpful tool for both internal and external Users of cooperative data.

2. Why Co-operatives are so special

Cooperatives are enterprises that produce goods and services like any other

enterprise. They differ from other enterprises in that their owners, known as

“members”, organize their activities to serve their needs first, before seeking to

maximize profits or increase their share in the market. Cooperatives are interested

above all in enhancing their members’ capacity to produce or to consume. Profits

generated are either reinvested in the enterprise or returned to the members.

Many cooperatives may produce goods or services for sale in the market, and may

make significant profits, while others may simply provide a service to their members.

Some cooperatives may distribute the profits from the sale of products among the

members but most allocate any benefits to the development of the cooperative,

limiting the compensation to members in proportion to their transactions with the

cooperative. That is why in many countries, cooperatives are considered as non‐

profit organizations.

As a rule, a cooperative is owned by many members and each member has equal

voting rights, independently of the capital they invest. This is known as the “one

member one vote” principle.

3. Understanding Co-operative

There is an emerging consensus that cooperatives are autonomous associations of

persons united voluntarily to meet their common economic, social and cultural

needs and aspirations through jointly-owned and democratically-controlled

enterprises. As a business model, cooperatives are based on the values of self-help,

self-responsibility, democracy, equality, equity and solidarity. The members of these

associations believe in the ethical ideals of honesty, openness, social responsibility

and caring for others.

These values and ethical ideals have led to the formulation and revision of the

principles upon which cooperatives operate. The last revision of the principles was

made in 1995 during the Centenary celebrations of the International Co-operative

Alliance (ICA) when the ICA adopted the seven universal principles of cooperatives

listed below.

4. Why Co-operatives are important for the economy

The main strength of cooperatives is that they pool the resources of their members

and as a consequence they allow their members to reduce costs, face the various

challenges of the enterprise and increase their individual visibility and their capacity

to negotiate prices and market their products: members, individually, would have

greater difficulties running their enterprise.

The pictures below show that working together leads to remarkable achievements.

5. Structure of cooperatives movement in Rwanda

The cooperative organizations may constitute among themselves unions, federations

and confederation for the better management of their property and the defense of

their common interests.

1.1. Primary cooperatives

This is a primary basic type of a cooperative where members voluntarily decide to

gather their thoughts, strengths and assets with the common purpose of maximizing

profit through providing any activity.

1.2. Unions

Three (3) or more primary cooperatives may join together to form a cooperative

Union. Such a Cooperative Organization shall be referred to as a secondary

Cooperative Organization. Only primary Cooperative Organizations may be

members of a cooperative union. No primary Cooperative Organization shall be a

member of two (2) cooperative unions at the same time.

Cooperative union by-laws shall provide for a delegate representation and the

mode of voting in a General Assembly meeting.

A cooperative union may carry out complementary economic and service activities

to those of its affiliates.

1.3. Federation

Three or more cooperative unions may join together to form a cooperative

Federation at national level. Such a cooperative federation shall be referred to as a

tertiary cooperative organization.

1.4. Confederation

Three or more cooperative federations may join together to form a cooperative

confederation at the national level. Such a cooperative confederation shall be

referred to as the APEX cooperative organizations at the national level.

6. How can cooperative activities be financed?

The greater the amount of capital held by the cooperative, the greater its ability

to purchase members’ products, invest in different activities that generate

income and make other improvements to the running of the business.

Capital for the operation and improvement of the cooperative business can

come from three main sources:

➢ directly from members themselves;

Members help finance the operations and growth of the cooperative

through:

• one-time or annual membership fees

• member’s contributions with no individual ownership

attached, such as service fees.

• member share capital

• individual member deposits with the cooperative

which may be used for business

• deferred payment to members for part or all of their

produce delivered to the cooperative

Member share capital represents individual member commitment to

the cooperative form of business. It also identifies the individual

member’s financial stake. It is withdrawn only when the member

leaves the cooperative. Some other forms of member contributions,

usually related to patronage, are more variable but once given

cannot be withdrawn and hence are a particularly useful form of

cooperative capital.

➢ from retained surpluses generated by the cooperative business;

➢ From outsiders (as grant, as short-term loan, as long-term loan and as

trade credit offered by a supplier).

7. Importance of Statistics of cooperatives

It is important to collect statistics in co-operatives for many reasons. Statistics allow

the ICA to analyze progress and trends in the growth and development of co-

operatives. The data also has a key role for research, education, technical

assistance, planning and public policy. Statistics also allow the movement to be able

to compare itself to companies or other forms of enterprise. In other words, statistics

allow us to tell our story with proof.

Statistics on cooperatives are essential to quantify the impact they have on their

members and on the economy as a whole. They can provide evidence on whether

members of cooperatives really have higher levels of production and consumption

than other business owners, and how they cope in times of crisis. Statistics on

cooperatives can also provide evidence of production levels of cooperatives

throughout economic cycles. For self-employed workers, particularly those in the

informal sector can help understand the extent to which cooperatives have a role in

entrepreneurship. For workers in general, it can throw light on the relationship

between employment, consumption and other areas of work and life.

Therefore, cooperatives create jobs in many areas such as Saving and credit, Transport

(bus), Dairy, Mining, Beekeeping, and Irish potato, Wheat, Maize and Tea farmers.

Fourth Rwanda population and housing census 2012 reveals that the population with 16

years and above is 6,903,741. The number of cooperative members is 3,816,591. Thus,

55.3% of Rwanda populations at age of 16 are members of cooperatives.

Co-operatives increased from 919 in 2005 to 8,995 in March 2018 with 3,816,591

registered members.

According to the location of cooperatives, western province has the highest number

of registered cooperatives, that is, 24.9% of both financial and non-financial

cooperatives while Kigali City has the least meaning 14.3% of cooperative

organizations.

Referring to business activities, the agricultural sector has the highest number of

registered cooperatives (27% of all cooperatives) as well as the highest number of

people (297,996 farmers) operating with cooperatives.

According to economic aspect of cooperatives, the share Capital increased from

7,153,335 frw in 2005 to 44,319,426,152 frw in March 2018 for both financial and non-

financial Co-operatives.

Savings in U-SACCO have increased from 6.3 Billion in 2010 to 59.76 Billion Rwandan

Francs in February 2018. This without any doubt has changed the lives of people

working with credit and saving cooperatives.

So far, all loans disbursed by U-SACCOs from the beginning of 2009 of U-SACCOs up

to February 2018 is 237,381,443,376frw where 70% were granted to men, 26% to

women and the rest for solidarity groups. SSIFICATION OF COOPERATIVES INRWANDA

The co-operative sector in Rwanda is large and diverse. It consists of agricultural,

Handicraft and artisanal Cooperatives, savings and credit (448 Co-operatives),

trading cooperatives, service cooperatives, transformation, mining, housing

cooperatives, fishery, transport (Motorcycles and Bus Transport) Co-operatives etc.

The figure below shows that agriculture coops cover 27.0% of registered coops while

1.0% are fishing cooperatives. The number of unions has increased of the last years

but there is a need to strengthen them because most of them do not generate

income.

Note that 19.9% of registered cooperatives are located in Northern Province.

The highest number of cooperatives registered in northern province are in

agriculture sector.

The figure below shows that western province has the highest number of registered

cooperatives and share capital collected while Kigali City has the least number of

registered cooperatives. Moreover, Southern province has the highest number of

people joined cooperatives.

h) Summary of number cooperatives by province according to economic

aspect

According to economic aspect, the highest number of cooperatives were formed in

agriculture sector where the eastern province has the highest number of agricultural

cooperatives, that is 27% of all registered cooperatives.

In addition, 14 out of 15 federations are located in Kigali City while it has the least number of

cooperatives in general.

The highest number of cooperatives is found in Western province, that is, 25% of the

registered cooperatives.

The government of Rwanda has contributed a lot in cooperative promotion where the

number of registered cooperatives increases from 2500 in 2008 to 8,995 in March 2018 for

both financial and non-financial cooperatives.

Statistical report

There is a need to sensitize members to open accounts since the is a gap between

registered members and members with accounts. The percentages of registered members

without an account are as follows: Kigali City: 21%, Eastern province: 15%, Northern

province: 13%, Southern province: 8%, and Western province: 5%.

The table below shows the number of registered members, collected capital, deposits in

financial cooperatives from 2010 up to February 2018.

Statistical report

The figure below shows the trend of deposits in SACCOs from 2010 up to February 2018.

Savings and credit cooperatives provide financial services to millions, including poor and

low-income people in Rwanda which leads to access to finance. In addition, Umurenge

SACCOs provided loans to 687,547 people from 2009 to date.

10. Conclusion

The Government of Rwanda views cooperatives as a potential vehicle through which the

cooperative members could create employment and expand access to income-

generating activities, develop their business potential, including entrepreneurial and

managerial capacities through education and training; increase savings and investment,

and improve social well-being with special emphasis on gender equality, housing,

education, health care and community development.

More than 3.6 million of Rwandan populations have joined cooperatives and this without

any doubt has changed their lives. That is, 55.3% of the populations, at the age of being

cooperative member, are now operating in cooperatives. The number of cooperatives in

different social-economic sectors has increased. In addition, cooperatives create

employment and pay taxes which contribute a lot in the development of the country.

Cooperatives members easily access loans from the saving and credit cooperatives

(SACCOs).
