Strukturne poslovne statistike preliminarni rezultati Varijable i indikatori za preduzeda za 2013.godinu

Structural Business Statistics preliminary results Variables and indicators of enterprises, 2013

Agencija za statistiku Bosne i Hercegovine objavljuje saoptenje o godinjim strukturno poslovnim statistikama (SPS) za preduzeda Bosne i Hercegovine. Saoptenje sadri osnovne strukturne varijable i indikatore koji su rezultat redovnog Godinjeg strukturnog poslovnog statistikog istraivanja za preduzeda-SPS koje su zajedniki sprovele statistike institucije u Bosni i Hercegovini (Agencija za statistiku BiH, Federalni zavod za statistiku FBiH i Republiki zavod za statistiku RS-a) u skladu sa vaedim standardima EU u ovoj oblasti statistike. Istraivanjem su obuhvadena preduzeda, ali ne i preduzetnici. Dalji razvoj strukturnih poslovnih statistika de idi u pravcu potpunog obuhvata svih jedinica koje se bave trinom proizvodnjom.

SPS istraivanjem za 2013. godinu obuhvadeno je 24 790 aktivnih preduzeda sa ukupno 385 206 zaposlenih osoba. Od ukupnog broja preduzeda obuhvadenih ovim istraivanjem najvedi broj preduzeda je iz podruja Trgovine i iznosi 9 950 (40,1%), zatim iz podruja Usluga 7 727 (31,2%), iz Industrijskih djelatnosti 5 094 (20,6%) i Graevinarstva 2 019 (8,1%). Struktura zaposlenih pokazuje da je najvedi dio zaposlenih angaovan u Industrijskim djelatnostima (podruja B, C, D i E) i iznosi 44,1%, zatim u Trgovini 25,0%, te Uslugama 22,9% i Graevinarstvu 8,0%. Slina struktura je i kada se posmatra uede djelatnosti u stvaranju dodane vrijednosti po faktorskim trokovima, gdje su Industrijske djelatnosti uestvovale sa 42,0%, Usluge sa 26,5%, Trgovina sa 24,0% i Graevinarstvo sa 7,6%. Posmatrano po veliini preduzeda, kod Industrijskih djelatnosti, Graevinarstva i Usluga najvede uede (50% i vie) u svim varijablama imaju srednja i velika preduzeda, dok u podruju Trgovine najvede uede imaju mala preduzeda.

Agency for Statistics of Bosnia and Herzegovina published first release on the annual Structural Business Statistics (SBS) for enterprises of Bosnia and Herzegovina. First release contains main structural variables and indicators resulting from the regular "Annual Structural Business survey for enterprises-SBS," which was conducted by the statistical institutions of Bosnia and Herzegovina (Agency for Statistics of BiH, Institute for Statistics of Federation of BiH and Institute for Statistics of Republika Srpska) in accordance with applicable EU standards in this field of statistics. The survey covered enterprises, but not entrepreneurs. Further development of structural business statistics will go in the direction of full coverage all units engaged in market production. SBS survey covered 24 790 active enterprises with total of 385 206 persons employed in 2013. Of the total number of enterprises covered by this survey, the largest number of enterprises was in Trade and was 9 950 (40.1%), then in Services 7 727 (31.2%), Industrial activities 5 094 (20.6%) and Construction 2 019 (8.1%). Employment structure shows that the largest part of persons employed were engaged in the Industrial activities (Sections B, C, D and E) and was 44.1%, then 25.0% in Trade, Services 22.9% and Construction 8.0%. Similar structure is when we observe share of activities in creating of value added by factor costs, where the Industrial activities had a share of 42.0%, Services 26.5%, Trade 24.0%, and Construction 7.6%. Observed by size of enterprise, in Industrial activities, Construction and Services the largest share of all variables (50% and more) have medium and large enterprises, while in the Trade the largest share have small enterprises.

METODOLOKA OBJANJENJA Statistika strukturnih poslovnih istraivanja predstavlja opdi okvir za prikupljanje podataka svih aktivnih jedinica trinih proizvoaa (preduzeda i preduzetnika). Na osnovu podataka strukturnih poslovnih istraivanja vri se obraun varijabli i indikatora po podrujima i oblastima djelatnosti, kao i po klasama zaposlenih, koji su potrebni za analizu strukture djelatnosti poslovnih subjekata, strukture inputa i outputa proizvodnog procesa, konkurentnosti i drugih vrsta analize. Pravna osnova Pravna osnova za provoenje strukturnih poslovnih istraivanja su Petogodinji program statistikih aktivnosti Bosne i Hercegovine, Godinji plan rada Agencije za statistiku koji se donose na osnovu Zakona o statistici u BiH (Slubeni glasnik BiH br. 26/04 i 42/04), zakona o statistici entitetskih zavoda, njihovih planova i programa. U Evropskoj zajednici strukturne poslovne statistike regulisane su osnovnom EU Uredbom br. 295/08 i Uredbama za implementaciju br. 250/2009, 251/2009 i 275/2010. Cilj istraivanja Cilj istraivanja o strukturnim statistikama preduzeda jest pradenje poslovanja trinih proizvoaa i osiguravanje podataka koji su u potpunosti u skladu sa evropskim standardima. Podaci prikupljeni istraivanjima strukturnih poslovnih statistika koriste se za analizu strukture poslovnih subjekata po djelatnostima (vrijednost proizvodnje, dodana vrijednost, zaposlenost itd.), analizu faktora koritenih u procesu proizvodnje (broj zaposlenih, sredstva zaposlenih, investicije itd.), analizu nacionalnog i regionalnog razvoja. Takoe, podaci strukturnih poslovnih statistika predstavljaju znaajne inpute za procjene nacionalnih rauna i obraun pondera za izraunavanje indeksa u kratkoronim statistikama. Izvori i metode prikupljanja podataka Podaci za kompilaciju SPS varijabli i indikatora su prikupljeni statistikim istraivanjem Godinje strukturno poslovno statistiko istraivanje za preduzeda. Koritena je kombinovana metoda uzorka i punog obuhvata. Metoda punog obuhvata koritena je za preduzeda sa 20 i vie zaposlenih, a metoda uzorka za preduzeda sa manje od 20 zaposlenih. Jedinice posmatranja Nekoliko razliitih vrsta statistikih jedinica koristi se za provoenje SPS istraivanja. Najvedi broj SPS podataka odnosi se na preduzede kao statistiku jedinicu. Za izraun regionalnih podataka koristi se lokalna jedinica, a za izraunavanje iste djelatnosti jedinica po vrsti djelatnosti. Podaci objavljeni u ovom saoptenju se odnose na preduzede kao jedinicu posmatranja.

NOTES ON METHODOLOGY Structural Business Statistics survey represent a general framework for data collection of all active units of market producers (enterprises and entrepreneurs). Structural business survey data are used for the calculation of variables and indicators by Sections and Divisions of activities, and by classes of persons employed that are needed for analysis the structure of activities business units, the structure of inputs and outputs of production process, the competitiveness and other types of analysis. Legal basis The legal basis for the implementation of Structural Business surveys are Five-year statistical programme of Bosnia and Herzegovina, Annual statistical plan of the Agency for Statistics which are adopted based on Law on Statistics of BiH ("Official Gazette" No. 26/04 and 42/04), laws on Statistics of the entities Institutes, their plans and programs. In the European Community, structural business statistics are defined by the EU Regulation No 295/08 and implementing Regulations No 250/2009, 251/2009 and 275/2010. The aim of survey The aim of survey on Structural Business Statistics is monitoring of business market units and providing comparable data in accordance with European SBS standards. Data collected through Structural Business surveys are used for analysis of the structure of business entities by activities (production value, value-added, employment etc.), analysis of factors used in the production process (number of persons employed, compensation of employees, investments etc.), analysis of national and regional development. In addition, Structural Business Statistics data are used also as input for national accounts estimates and for weights which are used for calculation of the index in short-term statistics. Source and methods of data collection Data for the compilation of SBS variables and indicators are collected by statistical survey "Annual structural business statistical survey for the enterprises." It was used the combined method of sample and full coverage. The method full coverage was used for enterprises with 20 or more persons employed, and the sample method for enterprises with less than 20 persons employed. Observation units Several statistical units are used for the compilation of SBS survey. Most data refer to the enterprise as a statistical unit. For the calculation of regional data is used local unit, and for the calculation of activity is used kind of activity unit. Data published in this first release refer to the enterprise as a observation unit. 11

Obuhvat Istraivanjem su obuhvadena aktivna preduzeda iz Statistikog poslovnog registra (SPR) koji vodi i odrava Agencija za statistiku BiH u saradnji sa Federalnim zavodom za statistiku FBiH, Republikim zavodom za statistiku RS-a i podrunicom Agencije za statistiku BiH u Brko Distriktu. U ovom saoptenju obuhvadena su aktivna preduzeda koja su, prema glavnoj djelatnosti, svrstana u sljededa podruja djelatnosti: B Vaenje ruda i kamena, C Preraivaka industrija, D Proizvodnja i snabdijevanje elektrinom energijom, plinom, parom i klimatizacija, E Snabdijevanje vodom; uklanjanje otpadnih voda, gospodarenje otpadom, te djelatnosti sanacije okolia, F - Graevinarstvo, G Trgovina na veliko i na malo; popravak motornih vozila i motocikala, H Prijevoz i skladitenje, I Djelatnosti pruanja smjetaja te pripreme i usluivanja hrane (Hotelijerstvo i Ugostiteljstvo), J Informacije i komunikacije, L Poslovanje nekretninama, M - Strune, naune i tehnike djelatnosti, N Administrativne i pomodne uslune djelatnosti, P Obrazovanje (sva privatna preduzeda), Q Djelatnosti zdravstvene i socijalne zatite (sva privatna preduzeda) i S Ostale uslune djelatnosti (oblasti 95 i 96). Istraivanjem su obuhvadena preduzeda, ali ne i preduzetnici. Proirenje obuhvata istraivanja na potpunu poslovnu ekonomiju odvijati de se postupno do potpune implementacije EU Uredbe. Klasifikacije Za provoenje istraivanja strukturnih poslovnih statistika koritena je Klasifikaciji djelatnosti - KD BiH 2010 (EU NACE-Rev 2), prema kojoj se i objavljuju podaci u ovom saoptenju. Odreeni SPS pokazatelji prikazuju se i po grupama proizvoda na bazi KPPD BiH 2010 (EU CPA 2008). U okviru SPS istraivanja podaci se prikupljaju i obrauju isprekidano po regijama. Kako u BiH-i jo nije uvedena klasifikacija regija u skladu sa EU NUTS 2007 klasifikacijom, podaci se prikazuju samo prema administrativnoj podjeli, tj. za BiH, entitete i Distrikt Brko. Definicije varijabli Broj preduzea Broj preduzeda obuhvada sva preduzeda koja se bave trinom proizvodnjom i koja su registrovana u poslovnom registru u populaciju koja je predmet posmatranja. Ovaj broj se koriguje za greke, posebno greke okvira uzorka. Ukljuuju se samo aktivne jedinice, preduzeda koja su ostvarila promet ili imaju zaposlene u bilo kom vremenskom periodu tokom referentne godine. Iskljuuju se sve privremeno neaktivne (uspavane) ili stvarno neaktivne jedinice. Broj zaposlenih osoba Broj zaposlenih osoba define se kao ukupan broj osoba koje rade u jedinici posmatranja (ukljuujudi vlasnike koji rade, partnere koji redovno rade u jedinici, i nepladene lanove porodice koji redovno rade u jedinici), kao i osobe koje rade izvan jedinice kojoj pripadaju i koja ih plada (npr. trgovaki predstavnici, dostavljai, timovi za popravke i

Coverage The survey covered active enterprises from Statistical Business Register (SBR) which kept and maintained by the Agency for Statistics of BiH in cooperation with Institute for Statistics of Federation of BiH, Institute for Statistics of RS and Branch Office of Agency for Statistics BiH in Brcko District. This first release covered active enterprises, which are classified by main activity in the following Sections: B- Minning and Quarrying, C Manufacturing, D - Electricity, gas, steam and air conditioning supply, E - Water supply; sewerage, waste management and remediation activities, F Construction, G - Wholesale and retail trade; repair of motor vehicles and motorcycles, H - Transportation and storage, I - Accommodation and food service activities, J Information and communication, L Real estate activities, M Professional, scientific and technical activities, N Administrative and support service activities, P Education (only private enterprises), Q - Human health and social work activities (only private enterprises ) and S Other service activities (divisions 95 and 96).

The survey covered enterprises, but not entrepreneurs. Expanding of survey to full coverage of business economy will take place gradually until full implementation of the EU Regulation.

Classifications Classification of Economic Activities KD BiH 2010 was used for conducting Structural Business Statistics survey (which is in line with the EU NACE Rev. 2), according to which the data are published in this first release. Certain SPS parameters are shown also by groups of products based on KPPD BH 2010 (EU CPA 2008). In the framework of SBS data broken down by regions is collected. As in BiH has not yet introduced the classification of regions according to EU NUTS classification 2007, data are shown only by administrative breakdown, ie. for BiH, entities and District Brcko. Definitions of variables Number of enterprises Number of enterprises includes all enterprises engaged in market production and are registered in the Statistical business register in the population that is the subject of observation, corrected for errors, in particular frame errors. Only active units which either had turnover or employment at any time during the reference period should be included. Dormant (temporarily inactive) and inactive units are excluded. Number of persons employed The number of persons employed is defined as the total number of persons who work in the observation unit (including working proprietors, partners working regularly in the unit and unpaid family workers working regularly in the unit), as well as persons who work outside the unit who belong to it and are paid by it (e.g. sales representatives, delivery personnel, repair

Dodana vrijednost prema faktorskim trokovima se izraunava iz ostvarenog prometa, plus kapitalizovana proizvodnja, plus drugi operativni prihodi (ukljuujudi operativne subvencije), plus ili minus promjene na zalihama, minus nabavka dobara i usluga, minus drugi porezi na proizvode koji su vezani za promet ali nisu odbitni, minus carine i porezi vezani za proizvodnju. Carine i porezi vezani za proizvodnju su obavezna, nepovratna pladanja, u keu ili naturi koji su nametnuti od strane vlade, u vezi sa proizvodnjom i uvozom dobara i usluga, zapoljavanjem radne snage, vlasnitvom ili upotrebom zemljita, zgrada ili druge imovine koritenih u procesu proizvodnje, nezavisno od koliine ili vrijednosti proizvedenih ili prodatih dobara i usluga. Trokovi zaposlenika Trokovi zaposlenika su ukupne nadoknade, u keu ili naturi, pladene od strane poslodavca zaposleniku (redovnim ili privremenim zaposlenicima, kao i radnicima koji rade kod kude) u zamjenu za izvreni rad tokom referentnog perioda. Trokovi zaposlenika, takoer ukljuuju poreze i doprinose za socijalno osiguranje zadrane od strane jedinice, kao i obavezne i dobrovoljne doprinose na teret poslodavca. The number of employees does not include voluntary workers. Turnover Turnover comprises revenues calculated from sales of products, goods and services by the reporting unit to third parties during the reference period, excluding deductible VAT. Financial and extraordinary revenues are excluded. Value added at factor costs Value added at factor cost is the gross income from operating activities after adjusting for operating subsidies and indirect taxes. It can be calculated from turnover, plus capitalised production, plus other operating income (including operating subsidies), plus or minus the changes in stocks, minus the purchases of goods and services, minus other taxes on products which are linked to turnover but not deductible, minus the duties and taxes linked to production. The duties and taxes linked to production are compulsory, unrequited payments, in cash or in kind which are levied by general government in respect of the production and importation of goods and services, the employment of labour, the ownership or use of land, buildings or other assets used in production irrespective of the quantity or the value of goods and services produced or sold. Personnel costs Personnel costs are defined as the total remuneration, in cash or in kind, payable by an employer to an employee (regular and temporary employees as well as home workers) in return for work done during the reference period. Personnel costs also include taxes and employees' social security contributions retained by the unit as well as the employer's compulsory and voluntary social contributions. Included are all gratuities, workplace and performance bonuses, ex gratis payments, thirteenth month pay (and similar fixed bonuses), payments made to employees in consideration of dismissal, lodging, transport, cost of living and family allowances, commissions, 13

Promet po zaposlenoj osobi Promet po zaposlenoj osobi dobija se dijeljenjem ukupno ostvarenog prometa sa ukupnim brojem zaposlenih osoba. Ovaj indikator izraava prodajnu sposobnost poslovnog subjekta odreene djelatnosti. Dodana vrijednost po zaposlenoj osobi Dodana vrijednost po zaposlenoj osobi dobija se dijeljenjem ukupne dodane vrijednosti sa ukupnim brojem zaposlenih osoba. Ovaj indikator se koristi za mjerenje produktivnosti rada. Uee dodane vrijednosti u vrijednosti proizvodnje Uede dodane vrijednosti u vrijednosti proizvodnje dobija se djeljenjem ukupne dodane vrijednosti sa ukupnom vrijednosti proizvodnje. Prosjeni trokovi rada po zaposleniku Prosjeni trokovi rada po zaposleniku dobijaju se dijeljenjem ukupnih trokova rada sa ukupnim brojem zaposlenika. Ovaj indikator prikazuje prosjene trokove zaposlenika u nekoj djelatnosti. Bruto operativna stopa profitabilnost Bruto operativna stopa - profitabilnost predstavlja procentualno uede bruto poslovnog vika u prometu.

Average personnel costs per employee Average personnel costs per employee is obtained by dividing the total personnel costs with number of employees. This indicator shows the average costs of employees in certain activity. Gross operating rate profitability Gross operating rate - profitability represents the percentage of gross operating surplus in turnover.
