The Status of Projects in Execution (SOPE) Report for FY10 provides information on all International Bank for Reconstruction and Development (IBRD), International Development Association (IDA), and trust funded projects that were active as of June 30, 2010. The report is intended to bridge the gap in information available to the public between the project appraisal document or program document, disclosed after the Bank approves a project, and the implementation completion report, disclosed after the project closes. In addition to the project progress description, the FY10 SOPE report contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.TRANSCRIPT

Introduction
The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank’s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes.
In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons
of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.

Project Development Objectives: The objectives are to: (a) strengthen and streamline federal and regional
institutional structures for environmental and natural resource management; (b) improve federal and regional
environment policy and strategy formulation and implementation; (c) upgrade environmental and natural resource
management systems; (d) address priority environmental management investment needs through the setting up of
initial capitalization of the National Pollution Abatement Facility; (e) assist in the financing of economically viable,
high priority resource recovery/pollution abatement projects in the country; and (f) facilitate the flow of donor funds
and resources to the environmental protection sector.

Following the government’s request, the project was extended by 18 months to complete the technical assistance
component supporting preparation of a large-scale national project to address past environmental liabilities.
Progress toward achieving development objective(s): The development objectives related to technical assistance
components of the project were completed in 2002 and partially achieved. Progress reached in fiscal year 2010 towards
achieving objectives related to pollution abatement investments was limited. Only two small pollution abatement investments
were completed, and more than USD 20.4 million of uncommitted National Pollution Abatement Facility resources were
cancelled. The progress on preparation of Past Environmental Liability Project funded by the project is limited.

The project was restructured through a 4 month extension to allow for the completion of key contracts and
installation/roll out of information technology equipment in the territorial offices of the Federal Financial Markets
Service.
Progress toward achieving development objective(s): The project funded the continued development of the
securities market legal framework which resulted in submission to Parliament of several key draft legislation
strengthening investor protection such as the insider trading and price manipulation law. An automated document
workflow system supporting the modernization and automation of the business functions of the securities Regulator,
the Federal Financial Market Service (FFMS) was successfully procured and installed in all 13 territorial branch
offices of the FFMS. In addition, the project supported the financial sector policy agenda of the Ministry of Finance
and the development of the legal and organizational framework that will underpin the new Financial Agency
responsible for managing the assets and liabilities of the Sovereign. Finally, the project supported the development
of a new operation on Financial Education and Financial Literacy designed to strengthen consumer protection in
financial services.

The Project Development Objectives (PDOs) were revised in order to harmonize the appropriate wording in the
Loan Agreement (LA) and Project Appraisal Document (PAD) with respect to Development Objective, as in the
PAD, the PDOs were inadvertently put into broader strategic context in comparison to the LA.
Progress toward achieving development objective(s): The Project is progressing well towards achievement of the
Development Objectives. The legal framework was improved through preparation of normative documents on
internal control in line ministries and drafting model recommendations for regional and municipal governments on
restructuring of overdue debt and preparation of model procedures for asset management at sub-national level with
respect to different classes of assets. In addition, institutional capacity of sub-national governments was
strengthened through development of methodological recommendations on grants rewards for improvements in
public financial management, development of a series of methodological recommendations for budget
administrators on risk management, assessment of efficiency of asset management, and automatization of financial
management.

Progress toward achieving development objective(s): The policy and institutional reforms associated with the
formation of a modern Treasury organization have been mostly completed. Currently, the rollout of new Federal
Treasury Automation System (FTAS) is in progress (initiated in January 2010 and completed in 14 regions). The
FTAS rollout in remaining 69 regions is expected to be completed by January 2012 to achieve project objectives.
The Federal Treasury is expected to submit a request for the extension of project closing date until June 30, 2012 to
complete the remaining activities.

Project Development Objectives: The objectives are to improve the business climate in St. Petersburg through a
set of multi-sector reforms and investments in selected cultural sites that are critical to preserve St. Petersburg's
position as one of Russia's top centers of culture and arts and to enable its future development as an international
cultural destination.
Progress toward achieving development objective(s): The reforms under the city (adjustment) component of the
project were successfully completed in 2007. As a result, the number of new small and medium enterprises
registered in St. Petersburg has been more than doubled since 2002 and far exceeded the target magnitude; the
number of private transactions for land and real estate is also nearly double the target value. The creditworthy status
of St. Petersburg continues to be confirmed by Standard & Poors, Moody's and Fitch ratings. The indicators
pertaining to the project's adjustment component will be revisited at the end of the project in 2012 during
preparation of the Implementation Completion Report. The indicator on the preservation of St. Petersburg's position
as the center of culture, which measures growth in tourism, is attributable to the investment component and remains
relevant. The city continues to attract an increasing number of tourists. The number of tourists has grown by more
than 150 percent since project approval and reached 4.6 million visitors per year. Overall this figure is stable and
didn't change in 2009 despite the influence of the global economic crisis.

Progress toward achieving development objective(s): The automation and streamlining of business processes of
the Federal Customs Service was dependent on the procurement and installation of several large-scale IT systems
which required a two year extension of the closing date. The extension became effective in mid 2009 after some
delay. The delay put all procurement activities on hold in the first half of 2009 but most packages have been
procured according to schedule after the extension was agreed. Accordingly, there has been good progress towards
achievement of the development objectives during fiscal year 2010.

information flows and operational procedures to make them simpler for citizens. Cadastre offices have been
equipped with advanced technology to ensure better connectivity amongst the offices. Average time to process a
survey for new property is reduced from 2 months to 20 days. Technical surveys are no longer required for
secondary transactions. Overall client satisfaction is increasing.

statistical office. The country statistical information and computer system received a strong impulse for development
and renovation based on project activities launched recently. The population census data processing was supported
by the development of software and acquisition of advanced equipment. Strengthening of human capacities was
reached through timely and intensive upgrading/retraining of statistical staff. Index of users# trust to statistical data
overreached the planned increased and equals to 1.029. The disbursement went up, though there are delays against
expected schedule. The Project implementation gained some pace. A satisfactory dialog is preserved with a new
appointed head and renewed senior management team of National Statistical office. The country statistical
information and computer system received a strong impulse for development and renovation based on project
activities launched recently. The population census data processing was supported by the development of software
and acquisition of advanced equipment. Strengthening of human capacities was reached through timely and
intensive upgrading/retraining of statistical staff. Index of user trust of statistical data exceeded the planned
increased and equals to 1.029. The disbursement went up, though there are delays against expected schedule.
Actions to improve and accelerate the implementation have been discussed and agreed with the counterparts.

registration and cadastre offices in the country. This decision is important for achieving the project objectives,
although it has caused delays in Project implementation. The Government has also made progress on selecting
standardized software for registration and on making the archival system more efficient.
