STATUS UPDATE• Apex continues to liaison and consult with the City of

Calgary Departments to discuss pertinent development issues as they arise with intent to move this project forward.

• Following a year of Standard Development Agreement negotiations between the City and UDI Calgary, City Council approved a new Offsite Levy Bylaw (2M2016) on January 11, 2016. Also approved with the bylaw was a Council backed Work Plan with the intent to focus on the logistics and implementation of Growth Management going forward.

• City staff has begun work on the Terms of Reference and started field investigations in Q3-2015 for the updated Belvedere Master Drainage Plan (MDP). Field investigations will continue in this spring leading up to a drilling program to monitor the area’s hydrogeology.

• The City has begun work and public engagement on a 17th Avenue SE Corridor Study from Stoney Trail to the Town of Chestermere (City of Calgary east limit).

STANDARD DEVELOPMENT AGREEMENT (SDA) NEGOTIATIONS

• Purpose of 2015 Negotiations: Conduct a review of the Off-site Levy Bylaw to ensure fairness and equality to all parties involved in the City’s growth.

• Goal of SDA Negotiations Achieved: New Off-site Levy Bylaw (2M2016) was approved unanimously by City Council on January 11, 2016. A high level Work Plan was approved with the bylaw which directs City personnel to work with industry to resolve issues identified during the off-site levy negotiation process. Council updates are required every six months. Term for the bylaw is 5 years.

• The Work Plan has been broken down into six initiatives: Initiative 1: Establish Industry/City Collaboration Committee Initiative 2: Phasing Growth/Land Supply Strategy Initiative 3: Established Area Strategy Initiative 4: Funding Growth Strategy Initiative 5: Process Improvements Strategy Initiative 6: Industrial Strategy

• Deadline for Work Plan Initiatives: December 2016.

WORK PLAN INITIATIVE 2: PHASING GROWTH/ LAND SUPPLY STRATEGY• Reviewing Ten (10) Approved Area Structure Plans (ASPs); Seven (7) of which have Growth

Management Overlays (GMOs)

• Create criteria (establish objectives & principles) and complete the inventory of candidate areas establishing the anticipated costs for each of the ten ASPs.

• Establish principles to “break the log jam” and remove GMOs.

WORK PLAN INITIATIVE 4: FUNDING GROWTH MANAGEMENT• Establish principles that align with the Growth management process.

• Mandate is to look at potential funding mechanisms that a developer can use to bring on land that requires services not currently funded by the City.

• How to advance growth before the necessary infrastructure is identified in the City’s budgets?

• Gather information and analyze annual operating costs to better understand impacts on budget resulting from advancement of additional growth areas.

Combined Goal: Two committees work together to prioritize infrastructure to open up lands and match investment capacity of The City along with identifying other options for landowners to provide alternative funding mechanisms.

17TH AVENUE CORRIDOR STUDY• City of Calgary is conducting a study of the 17th Ave SE corridor between Stoney Trail and the

east City limit (116th St. SE).

• It is an important regional connection between Calgary and Chestermere as part of the Primary Transit and Primary Cycling Networks.

• Public input was sought in January of 2016 and included area residents, business owners and employees, roadway users and Ward 10 Councilor Chabot.

• Options are still currently being evaluated and the preferred option will be presented in a final report due in June 2016.

• The initiation of this study may indicate the potential prioritization of Belvedere lands over other growth areas.

GAME CHANGERS: WHAT HAS THE POTENTIAL TO IMPACT BELVEDERE ASP

CURRENT STATUS?

1. Work Plan Initiatives: Advancement of City funded infrastructure for the area; defined funding and financing solutions for developers to advance infrastructure.

2. Another major area developer: to fund and finance a servicing solution to advance the Belvedere lands.

Current timing projections have not changed since the last update. Development of the Stoney View Lands is still believed to occur within the next 5-10 years.
