Sbortly after noon yesterday quitea crowd gathered at Union Square towitness a tiro extinguishing displaywhich had been previously announced.Among those present were GovernorCarter, Chief Engineer Thurston, oftho Flro Department, the members ofthe Tiro Commission and of the Hoardof Underwriters. The exhibition badbeen arranged in the Interest of a sub- -stance now on the market known asMagic Dry Ponder Klro Extinguisher.The test was tried upon a small scalefirst. Some packing cases measuringperhaps one foot by three feet werasaturated with kerosene and sctllght.A fairly liberal sprinkling of tho Ma-gic Powder was effective In puttingout tho lire. However, this was onlypreliminary. A wooden structureabout four feet by four feet, and somatwelve feet In height, had been provid-ed ah tho crucial test. This also
a copious bath of kcroscno andwas soon enveloped In flames, notwithstanding that quantities of thtMagic powder were energetically ap-plied by two persons.
As tho flames mounted higher andhigher. It hecamo apparent that theywere beyond control, At this JuncturoChief Thurston was seen to approachMr. Clarence W. Macfarlano, who wasnmong the Interested group of spectators; nnd after a hurried conference.In which tho Chief asked Mr. Macfar-lano to get ono of his UnderwriterKlro Extinguishers, tho latter quicklydisappeared in tho direction of thoCnpllol building. Six of these devicesnrc kept In constant readiness foremergencies In different parts of thobuilding, and ono of them was securedby Mr. Macfarlano. Tho contrivance)was handed by him to a gentleman, astranger who was standing In thocrowd, nnd who turned Its contentson to tho burning structure, which atthis time was constantly enveloped Inflames. Owing to tho heat that wasgiven off It was not possible to approach nearer than twelve or fifteenfeet. Prom this dlstanco tho streamof chemical liquid was turned on, andwithin the space of two minutes thofire was out.

TERRITORY AND PROVIDING A BOARD OESUPERVISORS THEREFOR.
Be it Enacted by the Legislature of the Territory of Hawaii:
CHAPTER I. POWERS AND LIMITATIONS OF COUNTIES.
Section 1. Each County shall bo n body corporate nndlmvo all tho powers specified in this Act nnd such other powersas arc necessarily implied therefrom ; nnd ns such body corpornto Bhall exercise tho following powers through a Board ofSupervisors, namely:
1 To have and uso n corporate seal ;
2 To buo and bo sued in its corporate name ;H To purchase and hold lands within its defined bound-
aries;4 To mnnngo ond dispose of ita property ns tho interest of
its inhabitants niny require ;5 To mako such contracts and to do nil things necessary and
proper to carry into execution tho foregoing powers and all otherpowers vested in said County or in any officer thereof;
Provided, however, that no contract involving nn expenditureof public funds amounting to Five Hundred (1500) Dollars ormoro shnll lie nwnrded except to tho lowest bidder nftcr t
for tenders, and no public work or requisition formaterial therefor shall bo divided or parceled out for tho pur-pose of evading tho provisions of this Section, and no work in-
volving tho expenditure of Tivo Hundred (500) Dollars ormore shall 1k done except by controct ns nbovo set forth ;
0 No County shnll in any manner give or loan its credit toor in aid of any jicrson or corporation; and any indebtedness orliability incurred contrary to this provision shall bo void.CHAPTER. II. ELECTIONS, QUALIFICATIONS, BONDS, ETC.
Skc. 2. At each regular' general election held after tho ap-proval of this Act, there shnll bo elected in-ea- of tho Countiesof tho Territory a Rourd of Supervisors, which shnll consistof fivo members, ono of whom shall bo elected nt large and with-out reference to his residencu within tho County, and who shallbo tho Chairman of said Board, which said Hoard shall havotho immediate management and control, within tho limitationsprescribed by this Act, of public affairs of tho County in whichsaid Board shnll hare been elected, and shnll exercise till thopowers of tho County.
Skc. 3. Tho Board of Supervisors, bo elected, shall takotheir respectivo offices nt twelve o'clock meridinn on tho firstlegnl dny in tho month of January next succeeding their elec-tion and shall hold office for two years and until their suc-cessors arc elected and have qualified.
Sec. 4. Tho rules and regulations governing elections shall,so far ns npplicnble, govern nil elections held hereunder.
Skc. 5. All tho provisions of law relating fo elections, andcontests of election, qualifications, oaths, bonds and removal ofCounty officers shnll apply to tho Board of Supervisors and thomembers thereof, except as herein modified or provided.
Skc. 0. Each member of tho Board of Supervisors shall givea bond of Fivo Thousand (Y000) Dollars.
CHAPTER III. MEETINGS OF BOARD.
Skc. 7. Meetings of tho Board for tho transaction of busi-ness shall bo held on tho first Tuesday in each mouth, a majorityof tho members shall constitute a quorum. A special meetingmay bo ordered by n majority of tho Board. Tho order shnll bosigned by the members calling such meeting, and lie entered intho minutes. Notico of such meeting shall lie published by thoClerk nt least ono dny in advance in a newspaper published intho County or posted in n public plnco near the post office atthe County Scat, and ho shnll nlso give notico personally or bymail to tho inombors not joining in tho order. Tho order shnllspecify tho business to bo transacted nt such specinl meetingnnd nono other shall bo transacted.
Skc. 8, All meetings of tho Board shall bo public and thobooks, records and accounts of tho Board shall bo kept at thooffice of tho Clerk, open at nil times for public inspection.
Skc. 9. Tho Chairman of tho Board of Supervisors shallpresido at all meetings of tho Board and, in case of tho nbsoncoor inability to net, tho members present nt nnymeeting shnll,by resolution, nppoint ono of their own number to servo nsChairman pro tern while tho nbicnco or disability of tho Chair-man shall continue Any appointment of a Chairman pro ternshall lie by resolution entered of record upon tho minutes ofthe meeting.
Skc. 10. Tho Chairman shall havo a voice and voto uponall mutters beforo tho Bonrd.
CHAPTER OF BOARD.
Skc. 11. Tho Board may mako all necessary nnd convenientrules nnd regulations, not inconsistent with law, relating to thocalling nnd holding of its meetings, general nnd special, andtho preservation of order at its meetings.
Skc. 12. Each Board shall uso tho County Seal to authen-ticate all such records, documents and papers as may Iks neces-
sary or proper, which seal shall bo in the custody of tho Clerkof tho Board.CHAPTER VI. GENERAL POWERS AND DUTIES OF BOARD.
Skc. 13. In tho furtherance and not in tho limitation of thopowers nnd authority tiy this Act intended to bo vested in nndbo exercised by tho said sovcral Boards, it is hereby expresslyprovided that tho several Boards, within their respectivo juris-dictions, shall havo tho administration of tho affairs of tho sev-
eral Counties, within tho limitation prescribed by this Act, and,subject only to tho laws of tho Territory now in forco of at anytimo hereafter to bo enacted, to this end shall hnvo power:
1. To dofino tho duties of all officers appointed by suchBonrd not herein defined ;
2. To fix tho snlnry or pay of all employees not fixed by thoLegislature ;
3. To enforco tho preservation of pence and good order inall streets and other places in tho County ;
4. To appoint such subordinate officers as they may deemnecessary for tho public service, when provision for their payhas been mndo by tho Legislnturo ;
5. To supervise tho expenditure of nil public funds receivedfrom nil sources ;
0. To enforco oil claims on behalf of tho County nndnil Inwful claims agninst tho County ;
7. To rcgulato by ordinance within tho limits of tho County,nil local polico, sanitnry nnd other regulations not in conflictwith tho gcnoral laws of tho Territory, or rules and regulationsof tho Territorial Bonrd of Health, and fix n pcnnlty for thoviolntion of said ordinances.
Si:o. 14. Tho Board may, at nny time, with or without no-
