what it is and how it could plunge South

Africa back into the dark ages

ransparent governance, free expression and a free

press are essential components of democracy. TThey are the means by which all people in South Africa,

especially the vulnerable and poor, can hold our

government to account.

The bill in question, entitled the Protection of

Information Bill, also known as 'The Secrecy Bill', had

its first version introduced to parliament in 2008 to

provide a new statutory framework to provide direction

to those in the government charged with information

protection – a necessity for even the most democratic

of states. A key aim was to substantially reduce the

amount of state information that is protected from

disclosure while providing more effective protection to

information that truly requires safeguarding. The

original bill seemed like a genuine attempt to identify

which information should be classified, who may

classify it and other necessary requirements for the

protection of information so that any other information

can be made available to the public to be able to ensure

government transparency. The major and dramatic

changes that have subsequently been made to that

original 2008 bill which appear in the 2010 bill are

drastic enough to warrant severe encroachment on an

individual's freedom of speech and to be considered

unconstitutional.

Corruption, lack of accountability and service delivery

failure permeates every level of government; at

national level, in all nine provinces and in most

districts. This bill will protect corruption and

unaccountability by granting a wide range of public

officials the right to classify information as secret and

by criminalising whistle-blowing and imposing jail

sentences on those who publish classified information.

The 2010 bill has been revised so substantially that it

has the opposite effect to the 2008 version. Ronnie

Kasrils, the man who was in charge of introducing the

original bill, noted that the 2008 bill included a

classification principle that read: ”the classification of

information is an exceptional measure and should be

used sparingly” and in the 2010 bill the words “should

be used sparingly” have been deleted. There have also

been changes to the way in which information is

declassified and the introduction of mandatory

minimum sentences while the original bill only

provided for very stiff maximum penalties for the more

serious offences and did not impose any minimum

sentences. These minimum penalties could mean a

lengthy jail term for a journalist that is merely reporting

a local government's squandering of taxpayers money.

The ANC has recently proposed significant concessions

on the bill which have been welcomed by all opposing it

in its current form, although it is felt that much still

needs to be done before it can be considered

constitutional and passed. Amongst those critical of

the bill are Archbishop Desmond Tutu, late Kader

Asmal, Ronnie Kasrils and COSATU. The upheaval of

opposition has been immense, with a snowballing

effect beginning from the initial media uproar and

subsequent formation of the Right2Know campaign.

The vast, enterprising and unconstrained network of

new media has enabled education of the bill and its

consequences if passed unaltered and people have

responded by relaying the information in any form at

their disposal.

The belief is that the bill is unconstitutional and

could have disastrous consequences for democracy

should it be passed in its current form.

With proper education and information, people should

at least read more about the bill and its criticisms and

decide what is just, but more importantly to act on it.

so 'n ongewilde besluit? StelliesJol het gaan

ondersoek instel.

hiermee saamgaan.

Eenvoudige aktiwiteit soos blikskud het in 'n reuse

reklame veldtog ontaard met massiewe borde,

gedrukte T-hemde en plakkate van plaaslike besighede

wat as borge dien.

tydens JOOL.

urfer-Model-Actress Roxy Louw was born on the

9th of June 1987. She's a very down to earth girl, Shaving achieved hugely throughout her life in the

limelight, and becoming a popular South African icon

and role model for many young people. Though she's

still very young, she has experiences and wisdom of an

“old-soul”. Her father is the famous ex rugby legend

Rob Louw, and her mother studied psychology, giving

her enough books to read to help her develop into the

adult she is, enabling her to cope with the hectic life

she has. She found time in her crazy schedule and

agreed to an interview with Denise Kotze from the

StelliesJol MAGAZINE team:

How did growing up with a famous dad, Rob

Louw, affect your childhood, social life and

transformation into adulthood?

It was difficult growing up as all eyes were on me. I had

to respect my dad's name and make sure I didn't do

anything that he wouldn't approve of.

The kids at school also couldn't understand why my

family was getting so much attention from the media,

which wasn't easy either. It was hard blending in.

But on the positive side, I received honest advice

from the best sportsmen in the world of rugby, cricket

and swimming, as my dad has many friends due to his

amazing nature.

The fact that I had to work twice as hard as other

kids did at sport also made me a toughie for the bigger

world. The day I flew into Brazil for my first surfing trip

in grade 11, 'Rob Louw' wasn't behind my name, and

today I am still on posters throughout Brazil, America

and across other parts of the world. The fighter in me

won. Everything happens for a reason. When you get

knocked down you stand up stronger, because you

know how it feels to be knocked down and you prepare

to avoid the next punch.

You were taking a break from modelling when

you heard that you were announced as the

sexiest girl in the world by FHM at age 22, with

over two million votes. What did that mean to

you and how did that affect your life?

It came as a huge shock, as I had just left my agency

and started my own website www.roxylouw.com

where I started managing myself.

When I got that call in Durban, I was soooo

surprised! It was such an honour! With no one pushing

me and without an agency behind me, I WON with

record votes. Super stoked!

You were in the movie Blue Crush 2 that was

shot locally. How did you find this new

experience and where are you planning to go

with your career in acting?

I live life like I ride the waves. Planning doesn't work as

we never know if that next swell is going to come.

If it comes then great, I'll pack my bags and go, but

if not then I am happy to carry on as is.

I thoroughly enjoyed the set of Blue Crush 2. We

were a huge cast and production team (Universal

Pictures doesn't go small) and it was long hours of

working and waiting in the cold, but I was in such a

working spirit that I didn't even need to rest. I had time

in the day to finish a couple of books and I still enjoyed

a glass of wine with the other actors after we wrapped

up in the evenings. I will definitely do it again, without a

doubt!

What is it like working with a brand like Oakley,

where travelling is part of the job as well as a

huge perk?

I love working with Oakley International! It's HARD

work, but the travelling part is definitely my favourite. I

am blessed that they have taken me to places where

few people have been. I try sponge as much as I can on

my adventures and absorb all the different foods and

cultures.

if not then I am happy to carry on as is.

I try sponge as much as I can on

my adventures and absorb all the different foods and

cultures.

So what does Google+ bring to the table? Firstly, it

combines all the utility of content sharing with all the

Google desktop applications you need to literally

perform almost every task you would on your PC on the

net. Google+ is all about getting your digital life into

the cloud - the online community of applications, data

and networks that are the very direction in which

modern ICT is heading. No more flash disks,

accessories and bulky software packages clogging your

hard drive, soon you’ll be able to work, share, browse,

store and play online, needing nothing more than an

interface - be it PC, laptop or mobile to access your data

and networks.

Secondly, Google+ offers new ways of controlling the

content you share, and who in your network you share

it with. You arrange your friends, colleagues, family

and followers into ‘circles’ and you can interact with all

or some of your circles at will. Sharing a picture with a

particular circle of friends is as easy as collaborating on

a business proposal with a particular circle of

colleagues, and of course, your interactions can be

undertaken via message, internet phone or video.

Google+ is not going to replace Facebook with its 750

million (and growing) users, nor is it going to overrun

Twitter - where the amount of information tweeted

daily amounts to just over 8000 copies (and growing)

of Tolstoy’s War and Peace. What it is going to do is

offer you a simple, fast and innovative way to work on

the internet and within your private and professional

networks; be it searching for - and sharing content,

communicating with colleagues, friends and family, or

collaborating on projects professionally around the

world.

o, what’s all the hype about Google+? Well, there Sare various ideas playing together at once here.

Some see it as Google’s latest volley in its siege against

the windmills of social media megastardom, currently

occupied by such giants as Facebook, Twitter, and even

Microsoft and it’s MSN community, i.e. the places

where you poke your friends, share your photos and

cool stuff you found on the web, whilst commenting

endlessly on each others’ lives, and yes, Google+ is

that, sort of.

Others view it as the latest twist in Google’s attempts to

win the platform wars, now playing both on your

computer screens and your smarter mobile devices,

the opponents here being Google’s Android, Apple’s

iOS and Microsoft’s mighty Windows empire. The key

concepts in this particular snafu are integration and

sharing across devices and platforms- that means you

want to be able to create a document, image or

whatever file, using your home PC, and be able to

access it on your laptop whilst travelling, as well as on

your mobile, and edit and share it on all these as well.

Apple’s software and hardware products are

particularly good at this - wirelessly syncing iPhones,

iPads and Mac products into the iCloud. Windows is

catching up and Google+ does all this too... kind of.

Talking of clouds, content sharing is another field of

dispute that some consider Google a recent, but

potentially powerful contender in. Very few sites that

have content they want to spread around - from the

most innocent microblogs to the news and

entertainment monoliths sporting all the bells and

whistles- can afford not to offer users and viewers the

facilities to share and refer their content. I’m talking

about those ‘Like’ ‘Tweet’ and ‘Share’ buttons you’ll find

nestled somewhere in the margins of the page, many

of which will now be sporting a ‘+1’ button. That last is

Google’s foray into content sharing- the pages you +1

are visible on your Google profile- and as Google+

develops, so will the facility in pages across the length

and breadth of the web to share your content on

CHANGES FOR THE

BETTER: TACKLING

STELLENBOSCH’S

WASTE PROBLEM

t's in your house, your class rooms and probably Ieven your car: the packaging, food scraps, beer

bottles and million other day to day items which we

throw away as part of our modern day existence.

But where exactly is away? Where does it all go?!

Well if, like me, you live in Stellenbosch until recently

everything you tossed in your black bag at home,

dumped in a bin outside Mc Donald's or left on your

table at Bohemia was bagged, trucked and dumped

here (see image below). The land fill site just a

stones throw from the centre of town. That was a

shock to me. What came as more of a surprise was to

learn that our landfill site is full and that by

continuing to use it Stellenbosch Municipality will be

contravening the environmental planning

permissions it received to build it. Ooops. As you can

imagine every guest house owner, rate payers

managed. Two years ago for example, used plastic

was trading at a higher price per tonne than grapes.

Yet we continue to throw it away and complain about

unemployment?

So what's being done and where should we be

heading with this issue?

Waste contamination and separation are key issues.

Paper, for example, is easy to recycle but if its soaked

in oil and tomato sauce from the braai scraps that

land on top of it in the dustbin its no longer useable.

Similarly the financial viability of recycling becomes

problematic if too much labour time needs to be put

into separating recyclable waste from non-

recyclables. Think of recycling as waste farming.

You can't really mix Cab Sav, Semillon and Merlot

grapes and expect a good wine. So if they were all

harvested into the same baskets in the vineyard and

had to be separated again before pressing we'd have

bad wine and a lot of farmers going out of business.

So what is Thys doing? The good farmer - He is

taking a close look at what Stellenbosch's waste

streams can yield and trying to adapt those streams

into marketable 'fresh produce'. The key factor

which pertains to us is the issue of waste separation

at the point of disposal to overcome the

contamination problem and make waste farming

viable. This is the logic behind all the double brown

association and wine farmer is falling over

themselves to volunteer a piece of their back yard for

the next mountain of festering, toxic, garbage

(belching methane and permeating the ground

water). Not.

Enter Thys Serfontein: Stellenbosch's new waste

manager. Fresh from his progressive revamp of the

Overberg's municipality waste system he was a

prize catch for the municipality, and a behind the

scenes hero of environmental sanity.

As far as Thys is concerned Stellenbosch has two

options: We can either drastically reduce our waste

stream (think 3Rs here: Reduce, reuse, recycle) and

then pay to truck the highly reduced remainder of

our waste stream to Cape Town's well managed

landfill site 65kms away. Or, we can carry on as we

were and face the reality that every 10-20 years we

are going to have to carve off another large slice of

our town to accommodate yet another rubbish

dump.

In my mind sending anything to landfill is a bit of a

daft idea because in the long run it's economically

inefficient has serious environmental ramifications.

Fortunately Thys agrees. According to him, it would

be far too expensive to truck all our waste to Cape

Town's landfill and besides, most of what we throw

away has a significant commercial value if properly

bins which have appeared in Stellenbosch over the

last few years; one for recyclables and the other for

contaminating non-recyclables. This is a great

initiative which just needs our buy-in. The

municipality is also rolling out separate waste

collection for recyclables and non-recyclables in a

number of the town's suburbs; clear bags for

recyclables and black bags for non recyclables.

Behind the scenes they are also rolling out a number

of other good initiatives such as improved waste

separation and recycling facilities at the landfill for

everything from building rubble to garden waste.

Thys and his team at the municipality are just some

of the many people working towards making

Stellenbosch a greener and more competitive town

going into the future, but they need our buy-in for

their initiatives to excel. For more news on what

Stellenbosch is doing to transform itself into a more

sustainable town watch this space in the next issue.

REIS MOSAMBIEK, DEUR MARINETTE POTGIETER REIS MOSAMBIEK, DEUR MARINETTE POTGIETER

derdewêreldse land eintlik 'n skatkis vol natuurlike

juwele is.

is.

frases wat jy as 'n studente toeris moet onthou:

REIS MOSAMBIEK, DEUR MARINETTE POTGIETER REIS MOSAMBIEK, DEUR MARINETTE POTGIETER

derdewêreldse land eintlik 'n skatkis vol natuurlike

juwele is.

is.

frases wat jy as 'n studente toeris moet onthou:

Alternatiewelik, is daar akkommodasie in gastehuise

beskikbaar vanaf ongeveer R350 per persoon.

Ongeveer 120 kilometer suid van Maputo, lê Ponta do

wye verskeidenheid tropiese seelewe.

Afrikaners laat les (in Portugees) opsê.

Inhambane-provinsie.

jaarliks honderde toeriste daarheen, veral Suid-

Afrikaners.

sal weet waarvan ek praat.

daguitstappie in Barra. Teen ongeveer R90 buite

surfers is. (Ja, Mosambiek het

golwe...) Een van die must-sees van

hierdie nederige dorpie, is Dino's

Bar. Alhoewel ou oorle Dino jou

ongelukkig nie persoonlik sal kan

bedien nie, kan hy nog steeds

sorg dat jy elke oomblik by sy kroeg geniet.

rowwe diamant. Maar, hierdie land

het ongelooflike potensiaal om in

'n edelsteen geslyp te word waar

toeriste hulle harte kan verloor.

n my case the end of the holidays were heralded by Imy first year neighbour communicating loudly to

his 'bru' in the flat block over the road at sparrow fart

on Sunday morning. After yelling 'Phillip' for about 30

minutes, Phillip was either not back yet, my neighbor

passed out or got bored from the exertion so, finally it

stopped.

So there I was at 7am on Sunday morning, lying in bed

alone, feeling decidedly tearful. The tearfulness was

not due to the lack of someone in my bed (though it

probably contributed to the reason for this solitary

situation) but rather the death of yet another holiday.

Yet again I had not spent my holiday saving orphans,

kayaking the Amazon or even climbing something

he Irish Winter brings together two of my favorite ways to drink coffee. It is Ta subtle transformation of the classic Irish Coffee recipe by including the

new Kahlua Coffee Cream, one of my favorite enhancements for the average

cup of coffee. The same Irish whiskey, coffee and luscious whipped cream

topping are in this drink, but it is that liqueur that brings a unique creaminess to

the base of the drink.

Ingredients:

• 1 part Kahlúa Coffee Cream

• 1 part Jameson Irish Whiskey

• Freshly brewed coffee

• whipped cream for garnish

Preparation:

1. Combine ingredients in a mug or Irish coffee glass.

2. Stir to combine.

3. Top with whipped cream.

he Irish Winter brings together two of my favorite ways to drink coffee. It is Ta subtle transformation of the classic Irish Coffee recipe by including the

new Kahlua Coffee Cream, one of my favorite enhancements for the average

cup of coffee. The same Irish whiskey, coffee and luscious whipped cream

topping are in this drink, but it is that liqueur that brings a unique creaminess to

the base of the drink.

Ingredients:

• 1 part Kahlúa Coffee Cream

• 1 part Jameson Irish Whiskey

• Freshly brewed coffee

• whipped cream for garnish

Preparation:

1. Combine ingredients in a mug or Irish coffee glass.

2. Stir to combine.

3. Top with whipped cream.

ROXY BURNS...she is on fire!

BY ELIZNA PAYNE

Roxy Burns has touched ground in

Australia, Italy, the United Kingdom,

Wales, Beijing, USA and Holland, all for

the love of her life, cycling. This gifted

cyclist and Stellenbosch local has a long

list of achievements, with the highlight in

2010 when she held the ICU world

number one para-cyclist position for her

performance on the track. She currently

ranks fourth for track and fourth for road

cycling. Elizna Payne from the

Ste l l iesJo l MAGAZINE t eam

interviewed Roxy and this is what she

had to say:

You recently took part in the para-

cycling world championship in

Montichiara, Italy. How was the

experience?

Cold!! It was still winter and icy cold! It

was a great experience; to know you are up against the

best in the world is amazing. And to see how your

training paid off – hopefully!

In my case, I didn't perform as well as I hoped. There

were many factors that may have played a role, the one

was definitely the temperature. I ended up with a

fourth place in the 500m, which is my event. I didn't get

my personal best, which was disappointing, but my

overall position was a good one. In the other race, the

3000m, I ended sixth.

Just to be in another country and culture is always fun,

trying to communicate with the locals who can't speak

any English. These tours, for me, are not only for the

competition but for the whole experience.

What would a typical day in the life of Roxy

Burns look like in preparation for an event like

this?

For this specific event we were training very hard, and

the training would be different each day. I was training

six days a week, normally twice and even up to three

times a day. Training would vary from gym to core

sessions, to on the road bike on the road trainer, to

heavy, heavy track sessions in the Bellville Velodrome.

Tell us about your disability and how it affects

your everyday life.

is that a child will be in a wheelchair by teens and not

survive past early twenties.

AT affects my balance and fine motor skills, but luckily

you don't need fine motor skills on the bike. Although I

have to work hard on improving my balance, I am not

too affected by it.

You did a BA degree in sport science. What do

you aim to accomplish with this degree?

Yip, I graduated in March 2011. At the moment, I am

about to start studying a post graduate teaching

course through UNISA, I am really looking forward to

it, I have spent the past six months just training, and

it'll be good to have something else to do. I hope to get

my post grad teaching certificate at the end of next

year and go teach overseas somewhere.

Where do you find inspiration to stay

motivated?

My main motivation is my goal, and that is to win a

medal at London Paralympics in 2012. I know in order

to win a medal I have to get to a certain time, and to get

a certain time you have to train. Also to qualify for

London we have to get points for the country and you

get points by getting good placings at competitions, so

I have to train hard in order to get these positions.

Who is your role model?

Role model… People always ask this, and I always

struggle to answer... I don't really have a role model…

I really admire Oscar Pistorius - for doing so well and

staying such a nice guy. Achmat Hassiem as well, both

these boys are such nice people, and are so good at

what they do.

I hope that I can be as humble as they are, as well as

achieving my goals.

What is your favorite thing about Stellenbosch?

Stellenbosch has always been my home. So I'll always

love Stellenbosch just because I do! =)

But it's such a pretty town close to mountains and the

sea, and the city! I love the nature. The student vibe is

very catching, if you walk on SU campus, you feel like a

student. Stellenbosch has a good community, students

and not. People are friendly and helpful. It's also full of

culture, lots of music and festivals.

Can we expect to see you at the 2012

Paralympic games in London?

Definitely!! Long way to go still, but I'll be there!

I’m just nuts for StelliesJol.com
