PurposeoftheStudy:Toconductacomprehensiveanalysisandevaluationofthegovernancepolicies
andprocesses
related
to
the
Pearl
River
Valley
Water
Supply
District;
to
examine
the
balance
of
equity
intereststhatimpactmultipleconstituencyinterestsandtoassurethatfuturerevenuestreamsareself
sustainingtosupporttheongoingprovisionofservicesinamannerthatbestservesthepublicinterest
andprovidestaxpayerswithmaximizedoutcomesfortheirinvestmentoftaxdollars.
GeneralOverviewofStudyActivities
Thestudywillengageinaseriesofcommunitymeetingsandworkshopstogaininputandinformationfrombothresidentialandcommercialleaseholders.
InterviewswillberequestedwithPRVWSDBoardMembers,theExecutiveDirector,andtheBoardAttorneytoseektheirinput.
InterviewswillbeconductedwithareaRealEstatebrokersandAppraiserstoexaminehistoricalmarkettrendsandtoexamineissuesassociatedwithmaintainingand/orenhancing
propertyvalues
InterviewswillbeconductedwithCountyTaxAssessorsandothercountyandmunicipaldecisionmakers,toincludeCommunityDevelopmentorganizations,toexaminecurrentand
potentialfuture
policies
that
may
impact
the
PRVWSD,
residential
and
commercial
leaseholders,countyandmunicipalgovernmentalentities,andthegeneralpublic
Legislation,accountingrecordsandfinancialreportswillbereviewed. Surveyofexistingfacilitiesandinfrastructure,toincludepublicareasandresidentialand
commercialareas.

ExplorationofsimilarlysituatedstateentitiesinMississippiandinotherstateswillbeconductedtoexamineandcomparethegovernancestructureandpoliciesoftheseentities.
ComparisonofPRVSWDresidentialordinancesforcompatibilitywithsurroundingmunicipalitiestoinclude:
o ExaminationoftheProtectiveCovenantsthatGovernLeaseholdersandtheEnforcementoftheseCovenantswithafocusonmaintainingandprotectingproperty

o ExaminationoftheRentalPropertyRegistration&LicensingOrdinanceforcompliancewithnormativemunicipaltypecodesandexaminetheneedforadditional
