No. 7210/20.WHEREAS by Section 42 of "The Land Act, 1398,"it is made lawful for the Governor to direct that anyReserve shall vest in and be held by any Municipality,Road Board, or other person or persons to be named.in the order, in trust for any of the purposes set forthin Section 39 of the said Act, or for the like or otherpublic purposes to be specified in such order: Andwhereas it is deemed expedient that Reserves Nos. 17630(Sinclair's Soak), 17629 (Yardine Soak), and 17631should vest in and be held by the Honourable the Minis-ter for Water Supply, Sewerage, and Drainage, in trustfor the purpose of "Water": Now, therefore, His Ex-cellency the Governor, by and with the advice andconsent of the Executive Council, cloth hereby direct

that the before-mentioned Reserves shall vest in and beheld by the Honourable the Minister for Water Supply,Sewerage, mill Drainage, in trust for the purpose afore-said; subject, nevertheless to the powers reserved tohim by Section 41 of the said Act.

WHEREAS under the provisions of Section S of "TheRoad Districts Act, 1.919," the Governor may by Orderin Council sever ally portion of a District and annexsuch portion to an existing District, and may abolishany Ward of a Road District and constitute new wardsfrom the territory thereof : And whereas it is desirableto sever a portion of the Corrigin Road District andonex the same to the Pingelly Road District, and to

a portion of the Wickepin Road District and annexsame to the Pingelly Road District, and further to

abolish the East Ward of the Pingelly Roach Districtand divide the territory thereof into two Wards: Now,therefore, Nis Excellency the Governor, by and with theadvice and consent of the Executive Council, (Loth here-by sever a portion of the Corrigin Road District, asdescribed in Schedule "A" hereto, and annex the sameto the Pingelly 'Road District, and cloth sever a portionof the Wickepin Road District, as described in Schedule" B" hereto, and annex same to the Pingelly Road.District: And (loth hereby abolish the East Ward ofthe .Pingelly "Road District, and divide the territorythereof into two Wards with the boundaries, names, andnumber of members as defined and allocated in Schedule"C" hereto.

On the Westward by lines commencing at the afore-said intersection and extending Northward along thesaid production and West boundary of Reserve 10973,West boundaries of Locations 12478, 12471, 5604, 5963,and 8579, part of the South and the West boundariesof Locations 7122 and 5553, West boundaries of Loca-tions 5816, 4810, and 3895, part of the South, the West,and part of the North boundary of Location 6609, theWrest and part of the North boundary of Location 6009,the West boundaries of Locations 0998 and 6999 to thestarting point. -One litember.

South-East Ward.Bounded on the Northward by lines commencing at

the North-West corner of Location 3924 and extendingEastward- along the North boundary o II said Location3924 and the South boundary of the North-East Wardto the District boundary, and along part of the Districtboundary to the North-East corner of Location 9992.

Water Supply, Sewerage, mid Drainage has ordered aRate of One shilling and sixpence in the pound for theSouthern truss, Weston itt, and Bullfinch Water Districtsand Two shillings in the pound for the Ala reel LochWater District, to be made and levied for the year end-ing 31st. December, 1921, upon all rateable hunt entered_in. the Rate Books, the making up of which is publishedin the Government Gu:elte of th February, 1921, andlocal newspapers ; that the ininimuni rate for the above-mentioned period on each separately assessed parcel ofland, the annual rate of which at One shilling and six-pence in the pound in the Southern Cross, AVcitonicc, andBullfinch Water .Districts and Two shillings in the poundin the Marvel. Loch Water District would_ not exceed.t.;1 shun be £1; and that a memorandum of such orderhas been duly entered i it the several Rate Books andsigned.

The said rate is payable in accordance with theBy-laws loathe under the aforesaid Act.

1-1-0. (1.) The annual license fee for vehicles en-gaged in heavy traffic, that is to say, in carrying anyheavy substance, including stone, bricks, lime, timber,in bulk, earth, gravel, mineral, or other materials_ orliquid matter, the weight of the load being not less than10cwt. per wheel, is hereby increased as follows:

Two- wheeled vehicles, by- £3 per wheel per annum.Hour- wheeled vehicles, by £2 10s. per wheel per

annum.(2.) Such amounts shall be additional to the license

fees prescribed by "The Traflic Act, 1919."(3.) This By -law shall not apply to:

(a) a vehicle which is only engaged in fieavy cart-ing upon some special occasion for whichthe permission in writing of the Board con-trolling. the roads on which the vehicle isused has been first had and obtained foreach and every occasion.

(b) a vehicle used by a farmer or settler carryingcereals or orchard produce.

(4.) Any person_ who Shall use on any road any vehicleengaged in heavy traffic as herein defined, for whichvehicle the additional license fee has not been paid inrespect of a current license, shall be liable to h. penaltynot exceeding £20 additional to being liable for costof any damage as may be assessed by the magistrate.

(5.) This Regulation shall have effect only in thoseRoad Districts where the public office of the Board issituated South of the 25th parallel of South latitude.
