1. Overview

High School + Art

This public art plan outlines the vision for the art allocation of the development at 10440 No. 2 Road in Richmond BC. This site was, since the year 1956, the location of Steveston Secondary School until the year 2008, when it merged with another school in Richmond leaving the building empty. The site was purchased by Polygon Homes in 2013, and a plan is now being developed to convert the site into a 5 acre public park and a townhome development.

Polygon views the history of the high school - and its shared history among the lives of thousands over its lifetime as significant, and proposes that it be celebrated through a work of public art.

The school had a long history of community involvement and charitable works; notably featuring an in-house salmon hatchery constructed in 1988, which enabled students to participate in their local ecology by releasing thousands of fish into streams annually. Beginning in 1983, students also sponsored an orphanage in Guatemala by fundraising throughout the school year. Groups of students would visit once a year and contribute volunteer efforts to make improvements to the building. To this day, former students are active in an Alumni association, with regular reunions and fundraisers for community projects.

This public art project is therefore an opportunity for the alumni to participate in a work that celebrates the school and its impact on many lives. Polygon is interested in including alumni in the selection of an artist or artists to execute the piece.

2. Location

The residential portion of the site will be bisected by a public greenway that will connect the public realm from Wallace rd to the neighbourhood park. The site offers a few potential locations for the artwork:

• At the site entrance, where it will be most visible from the street, for both pedestrians and vehicular traffic. A daycare may be located just south of the entrance, which implies that this location will experience the most traffic on a daily basis.

• Along the greenway, where the art may take the form of a series of pieces, or be integrated into the paving.

• Within the park, where the pedestrians visiting the site will be able to discover the art.

Each of these locations is suggestive of various potential materials and forms of expression. When shortlisted artists come to the concept development stage, they will be able to propose artworks in more than one location if desired. Artists will be asked to consider how the art might integrate into site in response to the landscape and architectural features. At the concept development stage, more detailed drawings will be provided.

4. Process – Open Call

Open Competition Process:

4.1 Request for Qualifications.This call is open to professional artist residents of British Columbia to submit qualifications for consideration by the selection panel. Artists will have 4 weeks to prepare their submissions. This call will be advertised in Kelowna, Vancouver, Victoria and Richmond.

Artist Submissions* Open Call RFQ credentials package:The credentials package must be limited to six letter sized pages, and submitted digitally in pdf format. It should be tailored to this project and consist of the following:

• Expression of Interest• Curriculum Vitae• Descriptions of 3 works, chosen for their relevance to this project, and

complete with images, budget information and a brief description of the process and materials (artists may use concepts which they developed for past processes but were not realized).

• References

Files under 10MB can be emailed directly, but files over this size must be sent over an online file transfer service such as Hightail or Dropbox.

4.2 Assemble a Selection PanelA selection panel of 5-7 members will be assembled to review the submissions and select a short list of 5 artists to develop concept proposals.The public art consultant proposes to create a process based on community input. Steveston High School Alumni will be both asked to participate in the selection panel and asked to serve as a resource for the artists who are shorlisted.Composition• 1-2 Steveston High School alumni with special knowledge/interest in the arts• Developer or developer’s representative• Design consultant: Architect or Landscape Architect• Richmond Art professional

4.3 Create a Shortlist Through discussion and vote the selection panel will create a shorlist of 5 artists. Artists will be given an information package that will include historical information about the school and its community, landscape and architectural drawings, and will have a resource in Steveston High Alumni from whom to draw.

4.4 Review Concept SubmissionsSelected artists will be given an honorarium of $1000.00 to develop their work. Their concept presentations should include the following:

• A scaled maquette or rendering of the proposed artwork• Concept statement• Material samples• Sketches and renderings as needed to convey the relationship of the piece to its

surroundings• Budget, including but not limited to material costs, artist fees, legal fees, consultant fees,

site lighting (if required)• Timeline• Maintenance considerations

The artists will be given an allotment of time to present their concepts to the Panel, and the Panel will have the opportunity to interview the artists on the presentation day. Through discussion and vote, they will choose one artist to execute the commission.

6. Artist Work Schedule

During the artwork development, the artist must be available to meet with the developer and project consultants periodically. The public art consultant will work with the artist and developer to determine project milestones and schedule coordination meetings with project necessary project team members.
