About the Road Efficiency Group (REG) • A collaborative initiative by the road controlling

authorities of NZ – we are in this together, sharing the risks and benefits!

• It’s our responsibility to provide long-term stewardship of our roading assets.

• This means making smart, whole-of-life, value-for-

money investment decisions to deliver the right level of service.

Why REG? • Land transport

delivery model unchanged since 1989.

• Expenditure increases 2003 – 2010 not sustainable.

• GFC 2008 • GPS 2012 & 2015

Why REG cont.

• RMTF = NZTA, TLAs, industry reps • Opportunities:

- better value and performance through collaboration and best practice asset management - consistent classification of roads and levels of service

Establishment of Road Efficiency Group (REG).

What’s driving all this? • Transport system is backbone of export-led economy. • Business Growth Agenda

o Raise ratio of exports to GDP from 30% to 40% by 2025. • Issues for road asset management:

o Changing demographics o Land-use changes o Increasing costs of input o Aging of existing pavements and bridges o Funding limitations o Increased traffic volumes and heavier vehicles. o Increased level of service expectations of road users.

What are the practical implications?

• a change in thinking for all of us – will require effort! - we all have areas where we can grow and improve

• more sophisticated asset management • optimised decision making • applying and developing appropriate technologies

Classifying your network

• Use the RAMM ONRC upgrade

• ‘How to’ video & manual available

When classifying your network:

• Importance of consistency, coherence and local knowledge

• Consider: • Updating/cleaning up RAMM data • Cross-boundary classifications • Local/regional consistency for scenic routes and

tourist destinations • Critical connectivity – life-line or significant place • Access to ports, inland ports, airports and

hospitals – direct connection

3 phases: timeframe – Sept to Dec 2014 Phase 1 – following classification • Discussion with Agency PIM:

• Roads changed from ‘default’ classification and reasons

• Identification of any Cross-boundary issues • Identification of issues of consistency, e.g.

tourism • Need to decide how going to approach metros

and large urban areas

Phase 2: • Regional moderation (RAG/TAG):

• Use of Agency Geospatial tool • Discussion of:

• Identification of any cross-boundary issues • Local/regional consistency - classification categories &

qualitative criteria • How the Geospatial tool will work:

• RCA classified network uploaded to the tool • Networks displayed at moderation sessions • Any agreed changes provided as a data file for RCA

to input back into RAMM then maps locked down for 2015-18 NLTP, AMPs and national moderation

Phase 3: • National moderation (ONRC project team):

• Assessment of the national network – are the proportions of classification categories about right?

• Not proposed that any RCA classifications would be changed during this process
