Furnish, install and remove VA Std. 3.07 block and gravel inlet protection.
O. Filter Bag
Furnish, install and remove filter bag. The bag is made of non-woven geotextile, "Geotex Mirafi 14ON"
(or equal), with a minimum surface area of 225 square feet per side. The dewatering bag has a nozzle
large enough to accommodate a four (4”) inch diameter pump discharge hose. This line item includes
appropriately sized pump and three (3”) inch clean stone or mulch underneath. Includes off-site disposal
of the filter bag and contents.
P. Non-Woven Filter Fabric
Furnish and install filter fabric "Geotex Mirafi 14ON" (or equal).
Q. Temporary Stone Construction Entrance
Furnish and install temporary construction entrance per Virginia Std. 3.02. Price includes cost for
providing wash rack and water.
R. Mobilization (Applicable to Disturbance > 2,500 SF in a single location)
All activities and associated costs for transportation of contractor's personnel, equipment, and operating
supplies to the site; establishment of offices, buildings, and other necessary general facilities for the
contractor's operations at the site; premiums paid for performance and payment bonds including
coinsurance and reinsurance agreements as applicable. Mobilization will not be considered as work in
fulfilling the contract requirements for commencement of work.
Demobilization includes all activities and costs for transportation of personnel, equipment, and supplies
not required or included in the contract from the site; including the disassembly, removal, and site
cleanup of offices, buildings, and other facilities assembled on the site specifically for this contract.
Price is a lump sum based on 5% of the contract amount.
S. Mobilization (Applicable to Disturbance < 2,500 SF in a single location)
One-time fee per job assignment for as-needed maintenance disturbing < 2,500 SF in a single location.
All mobilization and demobilization activities and associated costs for transportation of contractor's
personnel, equipment, and operating supplies to and from the site.

SECTION 02100 - SITE MAINTENANCE

A. Mowing/Clearing
a. Task Area #1 Ponds: Currently includes mowing access road or entryway; mowing entire dam
(front plus 10 feet from toe/top/back plus 10 feet from toe) taking care that slopes can exceed
3:1 on some dam sites; mowing 10 feet around control structure; mowing emergency spillway;
mowing 10 feet around outfall structure; mowing 10 feet on each side of the outfall channel.
Ideally the finished height of grass is between 6 inches to 8 inches. Clearing includes removing
all woody stock, brush and trees up to 2 inch diameter. All materials are removed and properly
disposed of off-site.
b. Task Area #2 Green Infrastructure: Currently includes mowing/clearing of and around the
facility out to three feet or to the curb, whichever is reached first. If part of the facility is
landscaped or planted with perennials, then mowing/clearing does not include the area that is
landscaped. Ideally, the finished height of the mow strip is between 2 inches to 4 inches.
Currently once per year for vegetated swales (LOS1, standard) clearing includes removing all
woody stock, brush and trees up to 2 inch diameter and undesirable woody plants not included
on the landscape plan. For facilities with bioretention-grade filter media, only light duty
equipment is used for mowing/clearing.
B. Mowing (Steep Slopes) /Trimming/Repair
Mowing extents will be provided by the County for each facility and will generally include: mow of the
road or entryway; mow entire dam (front plus 25 feet from toe/top/back) taking care that slopes can
exceed 3:1 on some dam sites; mow 25 feet around control structure; mow emergency spillway; mow
25 feet around outfall structure; mow ten (10) feet on each side of the outfall channel. Finished height
of grass is typically between 5.5-6 inches in height. Grass is not cut less than five (5) inches in height.
Mowing is done in a horizontal pattern. Mowing pattern up and down the slope is not allowed. Remove
all woody stock, brush and trees up to two (2) inches diameter.
Mowing will be performed on steep slopes and a Kut Kwick, Ventrac or equal must be capable of
traversing horizontally without slipping or impacting the earth (i.e., rutting, scalping).
Trim areas not accessible by mowing equipment, including but not limited to perimeters of sites,
shoreline, riprap areas. Use a string trimmer to trim vegetation to six (6") inches in height.
Remove and properly dispose of all material off-site. Also includes minor turf repair (e.g., minor bare
spot repair and seeding), as needed. Includes all mobilization, equipment, labor, material and disposal
costs.
C. N/A
D. Pond Control Structure/Riser Clearing
Remove trash, debris, floatables and other material from directly around and on top of the control
structure/riser. Confined Space Entry Permit will not be required. Remove and properly dispose of all
material off-site.
E. Pond Low-Flow Channel Clearing (25’ Radius)
Clear sediment, trash, debris, floatables and other material from the pond channel(s) and trash rack
within twenty-five (25’) foot radius of pond control structure/riser. Remove and properly dispose of all
material off-site. Assume three (3) CY for non-regional and four (4) CY for regional ponds.

F. Shoreline Clean-Up
Remove trash/debris from within fifteen (15’) feet of the wet side of the water surface elevation and
fifteen (15’) feet of the dry side of the water surface elevation (thirty (30') feet total). This may require
the use of a boat. Remove and properly dispose of all material off-site.
G. Trash/Debris Removal & Disposal
Remove trash/debris from various stormwater facilities including in all ponding areas, flow paths from
inflow to the control structure, and pre-treatment cells. Remove and properly dispose of all material off-
site.
H. Pond Low-Flow Channel Clearing (Per 25’)
Clear sediment, trash, debris, floatables and other material using handheld equipment from the pond
low-flow channel. Assume three (3) CY for non-regional and four (4) CY for regional ponds. Remove
and properly dispose of all material off-site.
I. Tree Removal (2” to 6” DBH)
Remove and cut flush live or dead tree two (2") inches to six (6") inches DBH. Remove and properly
dispose of all material off-site.
J. Tree Removal (7” to 12” DBH)
Remove and cut flush live or dead tree seven (7") inches to twelve (12") inches DBH. Remove and
properly dispose of all material off-site.
K. Tree Removal (13” to 24” DBH)
Remove and cut flush live or dead tree thirteen (13") inches to twenty four (24") inches DBH. Remove
and properly dispose of all material off-site.
L. Tree Removal (25” to 36” DBH)
Remove and cut flush live or dead tree twenty five (25") inches to thirty six (36") inches DBH. Remove
and properly dispose of all material off-site.
M. Tree Relocation (2” to 6” DBH)
Relocate tree as shown on the project drawings or instructed by County Project Manager. Includes all
operations in connection with the removal and relocation of the tree and other necessary items to dress
up and restore the disturbed area to include root pruning, soil amendments, watering, staking and deer
guards as needed.
N. Shrub Relocation (1 Gallon to 3 Gallon Container)
Relocate shrub as shown on the project drawings or instructed by County Project Manager. Includes
all operations in connection with the removal and relocation of the tree and other necessary items to
dress up and restore the disturbed area to include root pruning, soil amendments, watering, staking
and deer guards as needed.

O. Stump Removal and Grinding (Up to 12”)
Remove stumps up to twelve (12") inch diameter. The stump is ground to a minimum depth of three
(3') feet below the ground surface, with the exception of stumps in the area of a dam embankment. The
cavity is backfilled to be level with the adjacent ground with well compacted material. The disturbed
area is seeded and mulched. In the area of a dam embankment all imbedded stumps and roots are
completely removed. The cavity is backfilled with materials suitable for dam embankment construction.
The embankment material is overlaid with six (6") of topsoil, seeded and mulched. The final grade
matches the adjacent grades. Remove and properly dispose of all material off-site.
P. String/Line Trimming
String/Line trimming of perimeters of sites, shoreline, riprap areas, and other areas not accessible by
mowing equipment.
Q. Bushhogging (Or Equal)
Clearing of heavy vegetation. Remove and properly dispose of all material off-site.
R. Clearing and Grubbing
Remove low growth vegetation, including shrubs and small trees up to five (5”) inches in diameter, and
other waste materials or refuse on site that is not covered under other bid items. Grub to a depth of 12
inches below the ground surface. Remove and properly dispose of all material off-site.
S. Dethatching
Remove and dispose of vegetative debris after brush hogging or mowing as in the case of a meadow
or overgrown field. This work may be accomplished with tow-behind equipment or hand tools. Waste
material may include some woody plant stems such as brambles and seedlings under one (1") inch
diameter. Remove and properly dispose of all material off-site.
T. Excavation of Sediment
Removal of sediment from the bottom of existing pond (assuming mechanical removal). The volume of
dredged material will be calculated from the design plans, bathymetric surveys and /or field measured
as determined by the County/contractor. Temporary stockpiling of spoil material on site for the purpose
of drying and loading on truck is considered incidental to this line item. Remove and properly dispose
of all material off-site. Transport of sediment on public road for off-site disposal using a sealed or lined
tandem truck is considered incidental to this item. Waste collected as a result of excavation or dredging
is considered a potentially hazardous special waste and must be disposed of in accordance with
9VAC20-81, Fairfax County Code Sections 109.1-6 and 109.1-7, and any other applicable local, state
and federal guidelines.
U. Animal Burrow Repair
Repair animal burrow and erosion due to animal activity on top and side slopes of dam embankments
or elsewhere. Animal burrows within dam embankments and earthen berms are repaired by "mud-
packing" using a slurry mixture consisting of 90% soil (mostly sand), 10% cement and water. Disturbed
areas are backfilled with six (6") inches topsoil and stabilized with seed and mulch.
V. Blockage Removal/Dewatering Services-Without Pump
Drain and remove blockage without using a pump. This may require the use of a boat.

W. Blockage Removal/Dewatering Services-With Pump
Drain and remove blockage using a four (4") inch pump. Hourly rental for equipment rental time applies
for pump use time only. This may require the use of a boat.
X. Weeding
a. Remove all weeds. Weeds are considered plants that are not included in the approved
landscape plan. Weeding occurs in all areas of the facility including, curb cuts, pre-treatments,
and inflows. Remove and properly dispose of all waste material off-site.
b. Selective Weeding: Remove only Invasive Plants considered High Priority (Attachment E).
Weeding on facilities with bioretention-grade filter media (i.e., bioretention, vegetated swale,
and treebox filters) is done with hand tools. Remove and properly dispose of all waste material
off-site.
Y. Perennial Cutback
Cutback and dethatch all herbaceous vegetation in the facility to a height of 6 inches to 8 inches.
Currently, work is achieved using hand tools or in facilities with bioretention-grade filter media using
only manual labor and hand-held light duty equipment, unless otherwise specified or approved.
Remove and properly dispose of all waste material off-site.
Z. Pruning
Prune approved trees, shrubs, and other woody plants in accordance with the latest edition of the ANSI-
A300 pruning standards. Where specified in routine maintenance, this is done once annually in late
winter/early spring (i.e., March). Remove and properly dispose of all waste material off-site.
AA. Sediment Removal & Disposal by Hand
Remove accumulated sediment in infiltration beds, roof drain areas, pre-treatments, inflows, infiltration
beds, void spaces in stone armoring (e.g., at riprap, check dams, plunge pools), and both entrance and
outlet curb cuts of a facility. Remove and properly dispose of all waste material off-site.
BB. Underdrain Flush
Clear and dispose of all accumulated debris and sediment in underdrain systems. Work typically
involves a snake and/or use of a high-pressure water jet or sewer jet with spray nozzle but may involve
a combination vacuum and jet. The water jet equipment is generally mounted on a vehicle equipped
with a high-pressure pump and a 200 to 300 gallon water supply. A 3-inch flexible hose line typically
200 feet in length with a metal nozzle directs jets of water to loosen debris in pipes. This system is not
be used to clean erodible areas such as trench walls. Remove and properly dispose of all waste
material off-site.

well as recommendations for any soil augmentation or amendments is provided when pH, salts,
nutrients, percent solids, and organic matter are requested. A report is provided that includes the

Sieve analysis to determine USDA textural soil classification, soil organic matter content analysis using

Furnish and install VDOT No. 1 coarse aggregate stone (surge stone). A lining of geotextile fabric,
"Geotex Mirafi 14ON" (or equal), is placed between the stone and the underlying soil surface to prevent
soil movement into or through the riprap. Remove and properly dispose of all waste material off-site.
B. VDOT No. 57 Stone with Fabric Liner
Furnish and install VDOT No. 57 stone. A lining of geotextile fabric, "Geotex Mirafi 14ON" (or equal), is
placed between the stone and the underlying soil surface to prevent soil movement into or through the
riprap.
C. VDOT Class I Rip-Rap with Fabric Liner

Furnish and install grass seed mixture of 75% K-31 and 25% annual rye grass. Install at a rate of K-
31 seed (60lbs/acre application rate) and annual rye (15-30 lbs/acre application rate). Cover with
weed-free straw mulch layer and water.
B. Seeding – Fescue Overseeding
Furnish and install Tall fescue (150 lbs/ac) grass seed mixture.
C. Seeding – Kentucky 31 (K-31)

at a rate of 22 lbs/acre with cover crop (annual rye or equal) at 65 lbs/acre. Hand broadcast using
coarse sand as a bulking agent at a 4:1 (sand:seed). Cover with weed-free straw mulch layer and
water.
G. Seed Mix Supplied by the County
Pick-up, deliver and install non-cover crop seed mix supplied by the county. Evenly mix the non-cover
crop seed at a rate of 0.5 pounds/1,000 square feet (approximately 22 pounds/acre) with a seasonally
appropriate cover crop at 1.5 pounds/1,000 square feet (approximately 65 pounds/acre) and coarse
sand as a bulking agent at a 4:1 (sand:seed) by volume, unless otherwise directed by the
manufacturer. Broadcast evenly across the project area. Cover with weed-free straw mulch layer and
water.
H. Cover Crop of Annual Winter Rye (Secale cereale)
Furnish and install cover crop of annual winter rye (Secale cereale) according to manufacturer's
suggested rates, at least to 65 pounds/acre. Cover with weed-free straw mulch layer and water.
I. Cover Crop of Annual Rye [Warm Season] (Lolium multiflorum)
Furnish and install cover crop of annual warm season rye (Lolium multiflorum) according to

L. Drill Seeding
Drill the seeds into the prepared seedbed. The maximum depth for drilling grass seeds is ½ inch.
Unless shown otherwise in the Contract Documents, the maximum depth for drilling wildflower seeds
is ⅛ inch. Drill seed mix at 0.5 lbs/1,000 square feet with cover crop at 1.5 lbs/1,000 square feet.
M. Watering
Water landscaped areas as directed and approved by the County. The County may request additional
watering at any time. Watering may occur under the following conditions:
1. Plants that are in their first growing season after installation (June-September) receive the
equivalent of one (1") inch of water, if there has been seven (7) days or more without rain,
2. Established plants and sod beyond their first growing season receive the equivalent of one
(1") inch of water if temperatures have exceeded 95 degrees Fahrenheit for seven (7) days
or more,
3. Established plants beyond their first growing season receive the equivalent of one (1") inch of
water between June and September if there has been three (3) weeks or more with no rain.
N. Bioretention-Grade Filter Media
Furnish and install bioretention-grade filter media. This filter media conforms to the Virginia DEQ
Stormwater Design Specification No.9, which includes design, construction, and material
specifications. At a minimum, the media is composed of 85-88% sand, 8-12% soil fines and 3-5%
organic matter, and a materials ticket confirming that composition by volume is submitted to the
County.
Vegetation Management: The filter media is able to meet tests to confirm all material specifications.
Upon request the County may require the contractor to use VDOT Virginia Test Method 134, which
includes testing methods for particle size distribution (AASTO T88), organic content, Cation Exchange
Capacity, Bulk Density, pH, and extractable phosphorous. After the particle size distribution has been
completed, the textural analysis is determined using the USDA Soil Triangle. For this purpose, sand
is a soil particle with a diameter greater than or equal to 0.05 mm and less than 2 mm; silt is a soil
particle with a diameter of less than or equal to 0.05 mm and greater than 0.002 mm, and clay is a
soil particle with a diameter of less than 0.002 mm.
O. Topsoil
Furnish and install topsoil to a three (3") inch depth. Topsoil is a loam, sandy loam, clay loam, silt
loam, sandy clay loam, or loamy sand. Soils having low moisture content, low nutrient levels, low pH,
materials toxicity to plants and/or unacceptable soil gradation are not acceptable. Topsoil is not a

mixture of contrasting textured subsoils, and contains less than 5% by volume of cinders, stones,
slag, coarse fragments, gravel, vegetative matter, trash, or other materials larger than 1 1/2" (inches)
in diameter. It is free of plants or plant parts of Bermuda grass, Quack grass, Johnson grass,
Nutsedge, Poison Ivy, Phragmites, Canada thistle, or any noxious weeds and contain no substances
harmful to plant growth. The ideal topsoil has a pH between 5.5-6.5. Organic matter is greater than
5%. Maximum sand content in topsoil is 50%.
P. Topsoil – Install from Offsite Fairfax County Stockpile
Pickup, deliver, and install topsoil supplied by the County to a three (3") inch depth.
Q. Imported Clean Fill Material
Furnish and install clean fill material that is free of weeds, debris and contaminants. Documentation
