Stormwater Permit Notice of Intent

Water Quality Information

DHEC has developed this web application to assist operators of construction activities, industrial facilities, and Municipal Separate Storm Sewer Systems (MS4), subject to the NPDES stormwater program, with identifying water quality information necessary to comply with their permit. This tool will assist the user in determining the classification of receiving waters, location of water quality monitoring stations that receive stormwater discharges from the facility, and status of assessed water quality monitoring stations, including impairment and TMDL status. It is necessary to use this tool in concert with the applicable permit to determine requirements for best management practices, monitoring, etc., found in NPDES stormwater permits. For program assistance, please refer to the DHEC’s stormwater website (www.scdhec.gov/stormwater). Suggestions or comments on the web application can be emailed to ‘[email protected]’.

For best view of application the recommended browser is Internet Explorer 7 or higher with a screen resolution at 1024 x 768 or greater. Please note in the ‘Water Information’ form the final tab visible should be ‘Report’. If this is not visible, temporarily disable unnecessary toolbars associated with your browser or change the resolution of the screen. Applicant must see this tab to report and print assessed data associated with permit application.

Type in the address. Hit enter or click on “Locate”. If the address tool does not locate the site exactly, there are tools in the forms that follow that will provide ways to move the site location.

The site will be plotted (red drop “A”) and the image will zoom to map center and the watershed layer will be turned on.At this point, it is important to read the instructions within the framed form and move through the application sequentially. Next, click on the “Water Info” icon.

The following instructions will help to navigate through the forms.Please keep in mind all information can be cleared and reentered. You can switch back and forth between forms.With this, it is still recommended to follow the forms sequentially.

When initiating the form, the “red” address drop will turn “blue”. In the Stormwater NOI Information form, type in name and select permit type. Next, click on the “General Information’ tab.

Use ‘Zoom’ tools to verify location. The roller ‘front center’ on a mouse allows user to zoom in and out. If ‘zoom’ appears locked, click on a ‘zoom’ magnify tools and click on the map to reinitiate tools.

The legend can be closed by clicking on the ‘X’ in the upper right corner and turned back on by clicking on the legend icon in the upper tool bar.

Layers within the legend can be turned on and off by checking the boxes adjacent to the layer.

Clicking on the top portion of the form or legend while holding the mouse button down allows the tool to be dragged and placed anywhere on the screen.

The information in the top gray portion of the form will populate automatically.

If the site is incorrect, select the ‘clear’ tool (all the information and the drop will be removed), Then select the ‘arrow’ tool in the form adjacent to the clear tooland relocate manually by clicking on the map location. The form will repopulate with the new information.

Lat/Longs can also be used to locate a site. 1. Enter the coordinates as degree decimals. Make sure to enter a negative sign in front of longitude (see example in form -82.1752).2. Click on the ‘lat/long’ button.

If needed, a tool for convertinglat/long to degree.decimals can be found at: http://andrew.hedges.name/experiments/convert_lat_long/If the Lat/Long tool is used to locate the site, you may have to zoom out to see the site.

3. To repopulate the form, select the ‘arrow’ tool in the form and click on the map location. The form will populate with the new records.

After site location, please continue to read the instructions between the boxes. This will help guide the process.Water classifications are “PROVISIONAL”. There may be specific areas, such as locations of tidal nodes for saltwater Classifications, that may have to be discussed with DHEC personnel.

Use the ‘navigation’ tools to zoom into the site. Make sure the map location has adequate resolution to select a stream.If a higher resolution is required, simply zoom in. It may take a few seconds for the screen to refresh to the higher resolution.During this time the map image will appear blurry.

1. Once the map is ready, click on the “Select Stream” tool. Just click and release…no need to hold down the left button.2. Slide the cursor back over the map to the stream or water body closest to the facility.

With the cursor over the stream, click on the stream. 3. The name and classification will be populated in the form.4. If the incorrect stream was selected, use the clear button to remove the info and click on the ‘select’ button again.

1. If a stream is selected that is not named according to the USGS 1:24,000 stream dataset, an “Alert Notification” will appear.It states the stream is unnamed and prompts the entry of a local name. Click ‘OK’ on the alert box.

Obtain the distance between the facility and the nearest point to the waterbody. 1. Click on the ‘measure’ tool and release. The cursor will now appear as a red scope. 2. Slide mouse over facility. Locate the scope at the bottom of the drop. 3. Click and hold down and drag the mouse to the stream.

This is one of the few times in this application where the mouse is dragged. Drag the mouse until reaching the nearest point of the waterbody previously selected. A “pink” line will be drawn and remain even after the mouse button is released. A small clock will appear until the distance in calculated andautomatically entered into the form. Feel free to repeat this exercise. The distance will clear and repopulate. The program will include ‘stray’movements of the mouse as part of the distance. A precisely straight line does not have to be drawn. This is meant to be a close estimate. Permit requirements are to list measurements in feet.

1. When the distance is obtained, click on the ‘Select Stream’ tool adjacent to ‘Nearest Downstream Waterbody’.The measured distance line will be removed. The distance will stay recorded.

2. Slide the cursor over the waterbody immediately downstream of the nearest one previously identified and click. 3. This form is complete. Click on the “Water Quality Information” tab to continue.

2. Click on the station. The map will temporarily ‘grey’ and messages will present information about the station selected and provide guidance on additional station selections.

1. Click and release the ‘Select Station’ icon. Slide the cursor back over the map and place the cursor over the nearest downstream monitoring station (blue dot). The station will have a label indicating station ID.

The selected station will turn ‘red’ with a number corresponding to the number of stations selected (i.e. a “1” for the first station, a “2” for the second).

Take care to confirm the initial monitoring station is downstream of the site as are all subsequent stations selected. Clicking an upstream or sidestream station at any point in the operation or omitting a station located between two which you have click could require you must later repeat the entire NOI tool in order to confirm the parameter has been sufficiently addressed.

In this example, when clicking on the second station another ‘Alert’ appears stating all parameters were sampled except for macroinvertebrates (BIO). When clicking on a station, the initial message pertains only to the current site.After hitting “OK” the program will evaluate information from all sites. In this case, the ‘BIO’ station previously accessed upstream was recognized and a ‘third’ message sentindicating no additional sites need to be selected.

Bio stations are limited in number in comparison to water quality sites, so numerous stations may have to be selected and a considerable distance traveled before having the parameter is assessed. Please follow instructions in the second ‘Alert’ above.

If a parameter is assessed at an upstream site,when an additional site it populated the parameter is populated with “A” for accessed upstream and not the value at the current site. This holds the client responsible for parameter support status determined closest to the facility.

When a station is selected the support levels associated with the site are displayed in the Water Quality Info table. The site will either be fully supporting (F), not supporting (N), within a TMDL shed (T) or not accessed (X).

The first twelve parameters must be accounted for in freshwaters. In addition, fecal coliform (shellfish) must be accessed within the coastal critical area and nutrients/chlorophyll must be assessed for waters immediately upstream of a lake/reservoir or within one.

If an additional site is selected after all parameters were accessed, all “A’s”will be displayed. This particular site is a small lake station and the nutrients have been populated.

MACROINVERTEBRATE STATIONS

n this example, the first station was a macroinvertebrate(Bio) site. Since these sites evaluate ‘aquatic community structure’ they are considered to reflect the conditions of all the parameters.

In this case, the community structure fully supports the standards, so it is assumed the water quality is good and metals/nutrients also meet standards.

The opposite is true as well. If community structure is poor, it is assumed water quality conditions are poor.

The exception to this rule is for fecal coliform. Whether the station fully supports or not, if fecal coliform is not sampled at the site, additional stations must be selected to quantify coliform support level.

TMDL STATIONS

If a station is associated with a TMDL, it will be populated with a ‘T’ and listed as a ‘Parameter to be addressed (not supporting standards) in the application report.

When all appropriate parameters are assessed,click on the Total Maximum Daily Load Sites/Sheds tab to continue.

When the TMDL tab is initiated, the TMDL watershed (lavender polygons) and stations (orange dots) area automatically turnedon. Use the ‘zoom’ tools or mouse roller to zoom out and allow sight of several miles in all directions of the facility location.

If the facility is within a TMDL watershed, use the select tool to select the TMDL station closest to the facility.It will populate with a number on the map and record the actual station number in the form.If the facility in not within a TMDL watershed, skip to the report tab.
