BEGINNING OF SVEEP:
Systematic Voters’ Education and Electoral Participation
(SVEEP) was initiated by the Election Commission of India (ECI)
with the theme, it was realized that voter education backed by
higher level of facilitation was imperative. SVEEP thus was
initiated with these two components at its centre and with an aim
of strengthening the democratic fabric by promoting increased
participation in electoral process by all the sections of the
electorate. Specifically it aimed for 100% registration of all eligible
voters and maximum voter turnout during the General and
Assembly Elections.al Le

OBJECTIVES OF SVEEP
To increase “Voters turnout” in identified low turnout areas and polling
stations by
Setting target in Universal enrolment
Removal of Gender Gap in turnout.
Enhancement in the quality of Electoral participation in terms of
informed, ethical and inducement free voting by adopting supply side
expenditure control measures.
Increase in postal Ballot voting by facilitating and educating service
voters and employees.
ISSUES AND CHALLENGES
1. Improving Enrolment of Voters in the district by targeting:
o Registration of eligible voters
o Photo Inclusion of Electoral Roll
o Issue of EPIC
2. Improving Voter’s participation by concentrating on low turnout areas
in terms of:
o EP Ratio,
o Gender ratio,
o Concentrating on Youth (first time voters)
o Households mainly Women
o Industrial workers
o Other targeted population: Agricultural and other labour, Poor
and Low income people, Illiterate people, Socially backward
people and Urban class, Nomads
o Employees who are not aware of Postal ballot
3. Awareness on Ethical Voting for:
o Low income groups
o Remote villages
o Illiterates
4. Awareness on EVMs and Latest options:
o Exercising vote on EVM
o NOTA option
o VVPAT
5. Removal of Urban Apathy
o Areas of Industrial Agglomerations
o Areas of Cooperative Housing colonies and associations
STRATEGY ON ELECTORAL ENROLMENT – STEPS TO BE TAKEN:
By analyzing the LOWEST TURNOUT figures of each polling station,
R.Os had identified the following aspects:
1. Low enrolment areas to be identified in each constituency
2. Low voter turnout areas to be identified in each constituency
3. Analysis is to be done for each polling station/mandal
/constituencies.
Enrolment of Students from Colleges: Enrolling the first time voters in
colleges by conducting divisional level meetings of Principals/Nodal officers
nominated for each college/Ambassadors identified among the students by
EROs/AEROs (Action : Higher Education Dept.)
Placing of Voter enrolment Drop Boxes at various places: Placing drop
boxes for facilitating tourists, business persons, passengers, senior citizens,
students at bus stations, business centers, industries, old age homes,
colleges, and other community places to drop claims (Action : RDOs /
Tahsildars / MPDOs)
Identifying un enrolled students: Nodal officer appointed from college staff
as liaison officer for the purpose of identifying un enrolled students and
enrolling them as voters in coordination with concerned AEROs (Action :
Higher Education Dept.)
INITIATIVES TO BE TAKEN:
A) Rallies, Processions, workshops, seminars to be organized at all
ACs various places and various levels.
B) All Junior / Degree / Engineering / Medical Colleges have to be
covered – Coverage of 100% students enrollment has to be made
by obtaining certificates of under taking from colleges.
C) Kalajathas (cultural troops) have to be organized in the district
to create awareness among the rural electors to participate in
ethical voting

D) Facilities of enrolling new voters have to be extended up to
25/09/2018 and all the R.Os to be directed the elaborate
arrangements for registering new voters.
E) Information on Summary revision of electoral roll has to be
made available through Hoardings, Pamphlets, and Scrolling
News in electronic media.
F) A Theme song has to be prepared on voter awareness & CDs of
the same have to be distributed to colleges, Mandals, etc.
I. STRATEGY ON ELECTORAL PARTICIPATION:
DIVERSIFIED APPROACH: Various Interventions and Out-reach
programmesare to be adopted with diversified approach keeping in view
the geographic and socio economic profile of the district:

10. AUDIO VISUAL
MATERIAL
Audio visuals in the form of short films on voter
awareness have to be shown in local Electronic
Media, Televisions in Bus stations, Residential
localities, townships and Industries. Audio
visual C.Ds have to be prepared and
distributed to all the Returning Officers.
11. INVOLVEMENT OF
NATIONAL LITERACY
MISSION VOLUNTEERS
Involvement of Adult literacy wing of the district
in all villages by organizing rallies, processions
and meetings.
12. SUPPORTING VARIOUS
NGOS WORKING ON
THE SAME CAUSE
Material such as flexi banners, handouts, CDs
and material have to be distributed to NGOs
working on voter awareness.
13. PUBLICIZING THROUGH
OFFICIAL WEBSITE AND
OTHER SOCIAL MEDIA
Appeal of the District Collector, activities being
taken up in the district under SVEEP have to
be uploaded regularly and also awareness
campaigns, short films were uploaded in social
media

MONITORING & REVIEW:
a) Returning Officer has to be made responsible to carry out on the
activities suggested as above besides his/her initiatives in their areas.
b) Mid period review and constant monitoring of SVEEP programme in the
district has to be conducted to assess the progress in carrying out the
interventions including the timely and proper utilization of funds.
c) Regular video conferences have to be organized by DEO with all R.Os in
the district and R.Os who in turn conducted reviews with
AROs/Tahasildars/Officers concerned
d) The Programme has to be reviewed at the District level by the District
Election Officer and Joint Collector with a team of officers allotted for
implementing SVEEP activities.
Banners- A Total of 28 Banners was printed covering all polling stations,
public areas in municipalities & grampanchayaths.

Flexi- A Total of 23 Flexies were printed and distributed across Mancherial
covering all NSS Rallies.
All the publicity material will be uploaded in SVEEP Facebook and
Twitter for reference.
Similarly the content is aired on local TV networks every 1 hours and
scrolling is given for reaching wider electoral base in the district.
District Specific Initiatives:
Conduct of V.Os (Village Organization) meetings in all GPs and
making resolutions to enroll all eligible voters in their respective GPs.
Similarly in urban areas involving all SHGs (SLFs &TLFs) in a big way
and obtain resolutions.
