Strategic Sourcing Guidelines for Capital Improvement Projects The University of Kansas Office of Design and Construction Management July 20, 2016 Background The University of Kansas (KU) Changing for Excellence (CFE) initiative included an analysis of KU’s business practices and recommendations from the Huron Consulting Group on ways to potentially improve efficiency in a number of business operations, including construction. Strategic Sourcing Guidelines for

Capital Improvement Projects

The University of Kansas

Office of Design and Construction Management

July 20, 2016

Background

The University of Kansas (KU) Changing for Excellence (CFE) initiative included an analysis of KU’s

business practices and recommendations from the Huron Consulting Group on ways to potentially

improve efficiency in a number of business operations, including construction. Huron’s “Phase II

Business Case Executive Summary: Construction – All Campuses” (dated November 4, 2011),

available online at http://cfe.ku.edu/documents/phase2-Construction.pdf provides additional

background on projected cost savings and improved business practice recommendations.

A key component of this initiative is to implement a strategic sourcing program which will leverage

KU’s purchasing power across projects, departments and campuses, and will take advantage of

aggressively negotiated discount pricing for the procurement of goods and services for KU

construction projects. The Office of Design and Construction Management (DCM) has been tasked

with implementing this element of the KU strategic sourcing initiative.

The strategic sourcing initiative seeks to achieve maximum cost effectiveness and other long-term

benefits to KU in the procurement of materials and equipment for construction projects.

Preferred or Required Manufacturers and Vendors

The University of Kansas has identified manufacturers and vendors for specific goods and services

that are to be used as standard components in KU construction projects. This will result in a number

of benefits to KU, including:

More efficient and cost-effective operation, maintenance, repairs and replacement.

Improved operation and reliability of campus-wide networks and control systems.

Enhanced public safety and emergency responses.

Consistent and enhanced campus aesthetics.

Support of KU standards based on performance, initial cost and life cycle cost, and other

factors.

The University has negotiated contracts with preferred manufacturers and vendors, or has identified

other State of Kansas, cooperative or institutional contracts which provide discount pricing and other

benefits to the University, as identified in the attached table.

Preferred Manufacturers: KU prefers that materials from the indicated manufacturers be specified as

the basis of design and utilized on all KU construction projects. Project designers and contractors are

to incorporate them to the greatest extent possible in each capital improvement project.

Required Manufacturers: Materials identified with an “RM” abbreviation in the “Required Mfr.” column

shall be specified and bid as no-substitution components from the indicated manufacturers only,

unless otherwise approved in writing by KU, strictly on a per-project basis.

Required Vendors: Materials and services that are available from a KU, state or institutional contract

shall be bid and procured solely from that source. The exception to this is if an alternate bid is taken

for procuring an item from a different source and it is determined during a review and comparison of

those competitively-bid alternates to KU’s contract prices included in the base bid, that it is in KU’s

best interests to accept that alternate bid.

Vendors identified with an “RV” abbreviation in the “Required Vendor” column are the only source that

the indicated materials can be purchased from for all KU projects.

Project Designer and Contractor Guidelines

Preconstruction / Design Phase:

The Architect/Engineer (A/E) serving as the project designer and, on CM At-Risk projects, the

Construction Manager (CM) shall review KU’s list of preferred manufacturers and vendors and shall

develop the design to include those components to the greatest extent possible and beneficial to KU.

If the A/E feels that materials from other manufacturers offer greater value to the University for the

Project, the A/E shall submit a written recommendation to utilize components from other

manufacturers or vendors, and shall review them with KU as early as possible during the design

phase, for written response and direction from the University.

Bidding Phase:

The A/E shall develop construction documents which clearly indicate items which are required/no-

substitution materials and services, and if applicable, required vendors for those materials and

services. The A/E shall assist KU and, on CM At-Risk projects, the CM in developing bidding

documents and bid forms which include provisions for bidders to submit alternate bids for materials

and services from vendors not on KU’s preferred vendors list.

The bid documents shall reference the KU, state, cooperative or institutional contract numbers, which

bidders shall provide to vendors, along with the specific KU project name and project number, when

requesting pricing utilizing the terms of those contracts; example project: School of Business – New

Building, KU #234-8585. Vendors shall provide pricing which is more competitive than KU’s standard

contract terms, if available at the time of bidding due to prevailing market conditions, vendor incentive

programs or other factors.

The A/E and, on CM At-Risk projects, the CM shall review and evaluate the competitively-bid

alternate pricing with KU’s vendor contract pricing included in the base bid and shall recommend an

award of bid based on whichever appears to be in KU’s best interests. This evaluation shall include

consideration of lowest initial cost, as well as life cycle costs, operating costs, ease of maintenance,

contractual incentives, delivery time and other relevant issues.

DCM shall track cost savings from strategic sourcing and other cost reductions/costs avoided for each

project.
