Sinceitsinception,theTennesseeValleyAuthority(TVA)hasmaintainedaproudhistoryofenvironmentalleadership.OnMay18,1933,PresidentFranklinRooseveltsignedtheTVAActtocreateanAgencythatservesthepeopleoftheTennesseeValley.TVA’sMissionto“servethepeopletomakelifebetter”isachievedthroughworkinthreemainareas:

TVAremainscommittedtothisMissionwhichrepresentsTVA’ssustainabilityprinciplesthatarecarriedoutthroughvariouspolicies,strategiesandprograms.InAugust2010,theTVABoardofDirectorsadoptedaVision,tobe“oneoftheNations’leadingprovidersoflow-costandcleanerenergyby2020.”ThisvisionhelpsTVAleadtheTennesseeValleyregionandthenationtowardacleanerandmoresecureenergyfuturewhilemeetingtheneedsofitscustomersandpromotingastrongfoundationforasustainablefuture.In2015TVApublishedanupdatedIntegratedResourcePlan(IRP)thatguidestheagencyinmakingdecisionsaboutenergyresourcesusedtomeetfuturedemandforelectricitythrough2033.ThisstudyreinforcestheimportanceofTVA’spowerbeingreliable,affordableandsustainableintothefuture.TheIRPdiscusseswaysthatTVAcanmeetfutureelectricitydemandeconomicallywhilesupportingTVA’sequallyimportantmandatesforenvironmentalstewardshipandeconomicdevelopmentacrosstheValley.TVA’sEnvironmentalPolicyis“toprovidecleaner,reliable,andaffordableenergytosupportsustainableeconomicgrowthintheTennesseeValleyandtoengageinenvironmentalstewardshipinabalancedandecologicallysoundmanner.”TVA’spursuitsintheseareasbenefitthewell-beingofitsemployees,customersandthenaturalresourcesitstewards.Thesepursuitsincludemanyenvironmentalsustainabilityprograms,includingtechnologyinnovation,environmentalstewardship,compliance,andagrowingrenewableenergyportfolio.TVA’sNaturalResourcePlanguidesitsnaturalresourcestewardshipefforts.TVAisuniqueamongpowergeneratorsinthatitwascreatedtonotonlyempowertheeconomicaspectsofSoutheastbutalsotoprotectandimprovethenaturalresourcesoftheTennesseeValleyregion.TheNaturalResourcePlanaddressesTVA’smanagementofbiological,cultural,andwaterresources;recreation;reservoirlandsplanning;andpublicengagement.Thegoaloftheplanistointegratetheobjectivesoftheseresourceareas,providefortheoptimumpublicbenefit,andbalancesometimesconflictingresourceuses.TheplanalsoguidesTVAinachievingtheobjectivesofitsEnvironmentalPolicyforamoresystematicandintegratedapproachtonaturalresourcestewardship.

TVAalsoworkstointegratethegoalsofExecutiveOrder(EO)13693,PlanningforFederalSustainabilityintheNextDecade,includingclimatechangeadaptation,intoitsexistingbusinessoperations.ThiscomprehensiveStrategicSustainabilityPerformancePlan(SSPP)addresseskeyaspectsofTVA’senergy,environmental,economic,andsocialresourcesandresponsibilitiesintothenextdecade.AspartofthisSSPP,TVAhasestablishedtargetgoalsfortheagency.ThesegoalsarepartofTVA’sbusinesspracticesandaretrackedalongwithotherbusinessobjectives.TVA’sSSPPisdrivenbythe:
Ø GoalssetforthinExecutiveOrder13693,theEnergyPolicyActof2005(EPAct05),andtheEnergyIndependenceandSecurityAct(EISA)of2007
Ø TVAEnvironmentalPolicyØ TVAIntegratedResourcePlanandtheNaturalResourcePlan
TVAcontinuestoservethepeopleoftheTennesseeValleywithlow-costandreliableelectricity,ahealthyenvironmentandaprosperouseconomywithoutcompromisingtheabilityoffuturegenerationstodothesame.Wedothisbyutilizingintegratedresourcemanagementandbusinessplanningpractices.TVAreceivesnotaxpayerfundingderivingvirtuallyallofitsrevenuesfromthesalesofelectricity.TheTVAbudgetformeetingtheprovisionsoftheSSPPwillbebaseduponnon-appropriateddollarsandissubjecttotheavailabilityoffundingasTVA,initsdiscretion,deemsappropriateandpracticabletoachievetheTVAmission.

OverviewSection14ofExecutiveOrder(EO)13693,PlanningforFederalSustainabilityintheNextDecade,directsFederalagenciestodevelop,implement,andannuallyupdateamulti-yearStrategicSustainabilityPerformancePlan(SSPP).TVAsubmitteditsfirstSSPPtotheWhiteHouseinJune2010.ThisdocumentistheseventhannualupdatetothePlan.VisionTheTVAMissionincludesservingtheTennesseeValleythroughprovidingaffordableandreliableenergy,environmentalstewardship,andeconomicdevelopment.AchievingtheEO13693,EPAct05,andEISA2007goalsdirectlysupportsthebroaderTVAMission.Sustainabilityfocusesonenvironmental,economicandsocialcriteria,aspectsthatareintegraltoTVAanditsmission:v TheTVAEnvironmentalPolicyandcommitmenttocleanerenergycorrelateswiththe
environmentalaspectofsustainability.TVAeffortstomanagenaturalresourcesresponsibly,reduceemissions,increaseuseofrenewableenergy,allwhileprovidingaffordableandreliablepower,arecentraltothiscommitment.
v TVA’seconomicdevelopmentcommitmentmirrorstheeconomicaspectofsustainabilitythroughgoalsofincreasingcapitalinvestmentandattractingandretainingqualityjobsforthepeopleandbusinessesservedbyTVA.

TVA’sEnvironment&EnergyPolicygroupisthepointofcontactwiththeOfficeofManagementandBudget,andtheCouncilonEnvironmentalQualityforsustainabilityreporting.TVA’sEnvironment&EnergyPolicygroupalsoleadsTVA’sSustainabilityProgramandgovernancestructure,whichincludessubjectmatterexperts(SMEs)andrepresentativesfrommultiplebusinessunitsworkingtogetherandwithTVA’sSustainabilityProgramtoprovideleadershipandfocusforTVA’sefforts.ThesesstaffcomprisetheTVASustainabilityWorkingGroup.TheobjectiveofTVA’sSustainabilityProgramistoreducethenon-powerblockcomponentoftheTVAenvironmentalfootprintasafederalagency.TheprogramachievesthisobjectivebyissuingandmaintainingtheTVASSPP,increasingawarenessandengagingemployeesonsustainability,andimplementingactionstoreduceTVA’sinternalenvironmentalfootprintthroughcross-organizationalcollaboration.

PerformanceSummaryProgress,challengesandStrategiesandPlannedActionsforeachgoalareaidentifiedintheSSPParesummarizedbelowforthepastyear’sperformance:
Goal1:GreenhouseGas(GHG)ReductionProgress-TVAfinishedFY2016ata22.2%reductioninGHGScope1&2emissionsandisontrackinmeetingitsFY25reductiontargetof31.2%.Inaddition,TVAfinishedFY2016ata24.5%reductioninGHGScope3emissionsandhasexceededitsFY2025reductiontargetof20.7%.Challenges-RelianceonthedefaultFederalGreenhouseGasReportingGuidancemethodologiescontinuestopresentmetriccalculationdifficultiestoaccuratelyshowScope3goalprogress.ResultsshowTVAtobelaggingbasedontheFederaldefaultaccountingmethodologieswhichassumesetdistancesandanaveragetypeofvehicleused.ImproveddatacollectionwouldenableamoreaccuratecalculationforpersonalvehicleuseandenableTVAtobetteraccountforemployeesusingalternativeformsoftransportation.Additionally,TVAagreedinFY13toapplythepetroleumreductiongoalandalternativefuelrequirementstoitslightdutyvehicles.Duetothislatestart,ithasbeenchallengingtocatchupwiththecurrentrequirementofa20%reductionfromtheFY2005baseline,butwecontinuedtomakeprogressinFY2016.Strategies&PlannedActions-ForScope1and2greenhousegasemissionsrelatedtobuildings,TVAplanstocontinueEISA2007andgoal-subjectenergy/watersurveysandprojectupgradestohelpmeetgreenhousegasreductiontargets.ForScope1greenhousegasemissionsrelatedtofleetvehicles,TVAwillcontinuetoreducepetroleumuseinfleetvehiclesbyreducingemployeetravel,increasingutilizationofalternativefuel,andoptimizingitsfleetsize.ForScope3greenhousegasemissionsrelatedtocommutertravel,TVAwillcontinueitseffortstocollectbetterdataandincreaseawarenessoftheenvironmentalandfinancialbenefitsofusingalternativemodesofcommuting.ForScope1,2and3greenhousegasemissionsinventory,TVAhaspurchasedanagency-widecommercialcarbonaccountingdatabaseinFY2013andthedatabaseisnowinproductionstatus.Goal2:SustainableBuildingsProgress-TVAfinishedFY2016at4.7%reductioninenergyintensityexceedingthe2.5%reductiongoalandinvested$3.0Monimprovementsresultingin$360,000inannualsavings,3,786MWhinenergyconsumptionsavingsatbothcoveredandnon-coveredfacilities.TVAfinishedFY2016at4.8%basedongrosssquarefeetforbuildingmeetingtheSustainableGuidingPrinciples(SGP).Challenges-TVAcontinuestoapplytheSGPstoitstwolargestofficecomplexesandtodate,85%oftheSGPrequirementshavebeencompletedatbothcomplexes.Ifpartialcreditwouldbegivenforthisworktheagencywouldhavealreadyexceededthe15%byFY2025target.TVAcontinuestobechallengedbyreducedfundingasTVAisself-fundedreceivingnoappropriateddollars.Strategies&PlannedActions-TVAplanstocontinuecompletingSGPprojectsthatwerepreviouslyunderway.TVAplanstocontinueusingtheEnergyStarPortfolioManagerSustainableCheckListtotrackSGPprogressforexistingbuildingsanditsowninternaldatabase(Tririga)totrackbuildingenergy/wateruse.TVAwillcontinuetoreviewallnewbuildingdesignsandmajorrenovationsforincorporationofthenewSGPsofitsgreaterthan5,000squarefeetbuildingsbyFY2025.TVAis

planningonimplementingtheSGPsatnewbuildingsthroughnewconstructionbudgetsandatexistingbuildingsthroughprojectreviewduringbusinessplanning.InordertomeettheenergyintensityreductionTVAcontinuestoimplementcost-effectiveenergysavingprojectsinbothgoalsubjectandexcludedbuildingsbasedonfundingavailability.Goal3:Clean&RenewableEnergyProgress-TVAexceededlastyear’srenewableenergygoalof10%finishingat10.9%forFY2016.TVAisontracktowardmeetingthe30%goalbyFY2025.Challenges-Nochallengesareanticipatedinmeetingthecleanenergyorrenewableenergygoals.Strategies&PlannedActions-TVAplanstomaintainitscurrentprogressbycontinuingtomakehydromodifications(HMODs)atitshydroelectricplants.HMODsincreasetheamountofenergygeneratedbytheturbine,byincreasingtheturbine’sefficiency.ThisadditionalenergyisconsideredtoberenewableenergythatisgeneratedandusedonsitebyTVAbuildings.TVAalsoplansonincreasingthepurchaseofrenewableenergycertificates(RECs).TVApurchasesRECsforitslargeofficebuildingsthroughlocalpowercompanies,whichparticipateinTVA'sGreenPowerSwitchandSoutheasternRECsprogram.TheseRECpurchasesarebudgetedandfundedthroughTVA'sFacilitiesManagementgroup,whichalsopaysforTVA’sutilitybills.Goal4:WaterUseEfficiency&ManagementProgress-TVAfinishedFY2016witha39.8%reductioninGal/GSFcomparedtoitsFY2007baseyear.WatersurveyswereconductedatmultipleTVAsitescovering~1.8millionsquarefeet.Challenges-NomajorchallengesareforeseenconsideringTVAisalreadytrendingaheadoftheannualwaterreductiontargets.However,TVA’swaterusecouldfluctuateduetoitsagingwaterinfrastructurethatispronetoleaking.Strategies&PlannedActions-TVAcontinuesidentifyingandfixingwaterleakswhichhavehelpedkeepwaterusagefromrising.TVAplanstousewaterutilitybillstomonitorwaterusageandtoidentifylargeincreasesinusagethatmaybeduetowaterleaks.Areaswherepotablewaterusecanbedivertedtonon-potablewatersourceswillcontinuetobeidentified.Goal5:FleetManagementProgress-WhileTVAisnotcurrentlymeetingitsoverallfuelreductiontarget,fleetpetroleumconsumptionisdown8.4%relativetotheFY2005baseline.InFY2016,TVA’suseofalternativefuelequaled1.5%oftotalfuelused.TVA’salternativefuelusehasincreased368%sinceFY2005andwellexceedsthealternativefuelusetarget.TVA’sprogressinthereductionofper-milegreenhousegasgoalis13.3%abovetarget,areductionof4%overFY2015.Challenges-TVA’sserviceterritoryrequiresemployeestotraveltourbanandveryruralareasonaverage2,000milesmoreannuallythanutilityindustrypeers.TheavailabilityofGHGcompliantvehiclestosupportTVA’smissionandthegeographiccoverageareaimpactsTVA’sopportunitytoimproveperformanceinthisarea.Fuelingoptionsinruralareasarelimited.MiscodedE85fueltransactionsbyretailsupplierscontinuetoimpacttheaccuracyofreporting.TVAwillcontinuetopurchasealternativefuelvehiclesthatmeetcoremissionrequirements.Themostcost-effective

andfuel-efficientoptionswillinfluencethevehicletypespurchased.ThefulfillmentoftheFleetAlternativeFuelConsumptionGoalisdependentupontheavailabilityofproductandfunding.Strategies&PlannedActions-TVAwillcontinuetolookforadditionalmethodstoreducepetroleumconsumptionwithrenewedemphasisontheuseofalternativefuels.EffortswillbemadetoincreaseEVutilizationandtoenhancecommunicationonE85purchasing.TVAwillcontinuetopromotetheacquisitionofalternativefuelvehiclesafterfirstconsideringtheGHGrequirementsofEISA141.ImprovingaccuracyoffuelconsumptionalongwithfocusingonvehicleidlingwillimproveTVA’sperformanceinthisarea.Goal6:SustainableAcquisitionProgress-ThepercentageofSustainableAcquisitionachievedfortheFirstQuarterFY2017was86%andfortheSecondQuarterwas81%,ascalculatedbyTVA'smethodology.Biobasedpurchaseswereat61%foreachquarter,whichsurpassesestablishedtargetof50%ofcontractsinproductstobedelivered.Challenges-Providingcontinuingeducationtoourbuyersandensuringthatallassignedgreencodesareaccurateisachallenge.BarrierstoincreasedadoptionofBiobasedCleaningproductswereidentifiedasreducingeffectivenessofproducts,highercostofBiobasedalternatives,andlackofknowledgeconcerningBiobasedattributesandcertificationsbyvendorsalesstaff.Strategies&PlannedActions-TVA’sSustainableAcquisitionstrategyforFY2017willfocusonthereviewandupdateofTVApolicies,programs,andstandardtermsandconditionsinourpurchaserequestandcontractingprocesses.TVAwillreviewourofficefurniturepurchasingprocesses.BiobasedtargetsforFY2017are$800,000inspendon200purchaseorders(orcontracts).Highlights:TVA's"SustainableAcquisitionTraining"coursewasupdatedanddeployedthroughTVA’sLearningManagementSystem.Goal7:PollutionPrevention&WasteReductionProgress-InFY2016,TVAreported12,233tonsofnon-hazardousMSWofwhich577tonswererecycledforatotalwastediversionrateof4.5%. Challenge-Implementingrecyclingatmanysmallerbuildingsatremotelocationshasbeenchallengingduetothelackoflocalrecyclinginfrastructureandavailablemarkets.TVAhasworkedwithfacilitymaintenancepersonnelandevenemployeesateachlocationtofindwaystocollectandtransportrecyclablestootherlocations.OnenewchallengethatimpactsTVAinmeetingthewastediversiongoalistheremovalofsourcereduction.InthepreviousEO/wasteguidancesourcereductionwasallowedinhelpingagenciesmeetthewastediversiongoal.Strategies&PlannedActions-TVAwillcontinuewithcurrentstrategiesincludingcomplyingwiththeemergencyplanningandcommunityrighttoknowrequirementsofSection301–313.Inaddition,coordinationwithSupplyChainAcquisitionencouragessourcereductionandrecyclingincontractsanddevelopemployeefocusedmessagingonbenefitsofrecyclingandreduction.TVA

willalsocontinuetocoordinatewithappropriatebusinessunitestoensureHFCrecyclingequipment/contractedservicesareavailableasappropriate.Goal8:EnergyPerformanceContractsProgress-TVAawarded$22.9milliontowarditsFY2016performancecontractingtargetof$22.5million,exceedingitsinitialandrevisedtargetsandmeetingthePresidentialchallengeaheadofschedule.TVAmetits2016performancecontractingtargetsaheadofschedule.TVAmetitscommitmentthroughtheimplementationofprojectsidentifiedbyitsenergy,waterandsustainabilitysurveys.Challenges-TVA’scostcuttingeffortshasmadefundingenergy,waterandsustainabilityprojectsmoredifficult.MovingforwardTVAmayhavetorelyonprojectsfundedbyotherTVAbusinessunitsthatcarrybudgetforrenovations,operationandmaintenance,andmodernizationefforts.Itwillbeevenmoreimportanttocoordinateandincorporateenergyperformanceintotheseprojects.Thebiggestchallengewillbeinfluencingandcapturingenergyandwaterbenefitsoftheseprojects.Strategies&PlannedActions-TVAasaproviderofutilitybasedESPCswillcontinuetoself-funditsownenergy,waterandsustainabilityprojects.TVAissettingatargettoimplementprojectstotaling$2.5MforFY2018and$2.5MforFY2019foratotalinvestmentof$5.0M.TVAtracksprojectsthroughitsInternalEnergyManagementProgramandreportsprogressinmeetingGoal8throughMAXCollectandtheEISA432ComplianceTrackingSystem.Integration-TVA,asanenergyprovider,hasitsownFederalEnergyServicesProgramthatoffersUtilityEnergyServiceContracts(UESC)toFederaldirect-servecustomersandFederalnon-directservecustomersinitsregion.Goal9:ElectronicsStewardship&DataCentersProgress-TVAhasbeenabletomaintain>95%compliancewiththegoalofacquiringEPEATregisteredelectronics.TVAhasshiftedprimarilytoSolidStatestorageinlaptopspurchasedandistransitioningtoSolidStatestoragefordesktops.AlleligibledisplaydevicesarecurrentlybeingmanagedforpowersettingsthroughMicrosoftGroupPolicyObjectsandthosethatmustbeexemptedhaveuniquepoliciesapplied.TVA’sprimarydatacentersinChattanoogaandKnoxvillehaveachieved<1.5PUE.Smallersitedatacentersarebeingevaluatedforimprovements.Challenges-Currently,TVA’sgreatestEPEAThardspotislargepaneldisplays.TVAhasacentralizedinvestmentrecoveryorganizationthedisposesofsurpluselectronicequipment.ThisfunctionwasrecentlytransferredfromtheITorganizationwhichresultedinthediscontinuingoftheuseofcertifiedrecyclers.Resourcelimitationspreventimplementingpowermanagementsolutionsthatprovidemoredetailedreportingofresults.Budgetconstraintsandsitespecificlimitationswillaffecthowmanydatacenterlocationscanachievethe<1.5PUE.Operationalrequirementswillcontinuetooverrideotherconsiderations.

StrategiesandPlannedActions-TVAhasshiftedprimarilytoSolidStatestorageinlaptopsandwearetransitioningtoSolidStatestoragefordesktops.Thisshiftisresultinginreducedenergyconsumption.TVAisalsore-establishingdisposalofsurpluselectronicswithcertifiedrecyclers,andwecontinuetomonitorelectronicequipmentsurplusprocesstolookforadditionalopportunitiesforprocessimprovement.TVAisalsocurrentlyevaluatingsitedatacentersforopportunitiestoimproveenergyefficiencygoalsandseekingamoreaggressivePCPowerManagementsolution,whichwillallowustomanagemorePC'sinourfleetinastrategicfashion.
