Return to Work programs are widely accepted as best practice and essential for mitigating absence and disability, as well as arranging workplace and logistical support to get employees who are out back to work and productive as quickly as possible.

Opioids cause an estimated 16,000 fatalities an-nually in the USA alone. They’re also frequently prescribed for the types of injuries where there is generalized pain. Employers are often unaware of the risks of opioid use for certain conditions, as well as the limitations and problems managing the return to work of a worker who is currently using prescribed opioids to manage pain.

In this session, you’ll learn what ‘red flags’ to watch for that might indicate inappropriate or exces-sive opioid use. You’ll hear a case study involving opioids that ended badly for both the employer and the employee, and what could have been done to achieve a better outcome. Twenty one jurisdictions have legalized medical marijuana and two states—Colorado and Wash-ington— have legalized the possession of small amounts of marijuana for recreational use. The following year PSEG began its transformation to a centralized, integrated program for managing all absence and disability—both occupational and non-occupational. Health professionals have been trained in clinical models that suggest that disability arises from specific health or mental health impairments. These models have given rise to the view that effective management of disability requires the reduction or eradication of impairment. However, research demonstrates that these more traditional health care approaches are not effective for the 10-15% of claims that represent 80% of the costs.

Closing KeynoteThe PPACA and the US Disability Epidemic: Cure or Curse?

Join us for an insightful discussion around the key aspects of PPACA implementation that will directly affect work disability outcomes, how these outcomes could vary greatly among different states and regions, and what employers can do to ensure that they get the best results for their employees.

As the Patient Protection and Affordable Care Act (PPACA) gradually becomes implemented across the country, many disability experts are wonder-ing what impact it will have on work disability incidence and duration. Some speculate that the effect will be a net positive—better health through improved care and preventive services, more broad access to care that will reduce disability, and incentives to reduce ineffective or unnecessary treatments that can lead to poor outcomes. Others are concerned that the influx of new patients, es-pecially into primary care and certain underserved specialties will create delays in accessing treatment, distract providers from contributing to RTW, and encourage a trend toward more diagnoses and over-medicalization of symptoms, with resulting increased disability.

With so many unknowns, the outcome is impos-sible to predict with certainty; however, some key factors are likely to dominate as health care for all unfolds.
