1. General provisions

1.1 Stringent Regulations for the Sea Trade Port of Korsakov and the Pogranichnoye port station (hereinafter referred to as – the Port) are issued based on the RF Government Enactment of the Council of

Ministers #1299, dated 17/12/93, and in execution of the Federal Law’s article 5 “On the internal sea waters, territorial sea and area belonging to the RF”, dated July 31, 1998, in addition to the “Vessels’ general rules of navigation and moorage in ports and approaches in the Russian Federation territories”. The Stringent Regulations specify the Port’s particularities.

1.2 The Stringent Regulations requirements apply to all Russian and foreign

vessels in the water area of the Port and port station irrespective of their departmental identity and patterns of ownership. They also apply to physical and juridical persons performing their activities in the water area and territories of the Port.

Ignorance of the Stringent Regulations requirements is no excuse and will not relieve from liability for their violation. The violators will be brought to responsibility in accordance with the RF Legislation. These Stringent Regulations become effective since the date of their announcing in the Notices to mariners, and the Stringent Regulations of 1998 will consider null and void.

1.3 The federal state authority “Marine Administration of the Sakhalin Ports”

implements the public supervision of following the national rules and regulations and international treaties of the Russian Federation on the navigation safety of life at sea, and environmental pollution prevention. The authority also provides piloting, information and icebreaking service in the water areas of the Sakhalin ports, Pogranichnoye port station, Aniva and Terpeniya Bays, and inshore waters washing against the western coast of the Sakhalin island, to the south from the parallel of latitude 52 50.0 up to the Terpeniya mull.

1.4.1 The territory supervised by the Marine Administration of the Port of

Korsakov ( MAP) includes three separate areas:

a) The 1st area – is the territory of the north pier restricted on the sea side by cordons of berth Nos. 1 - 9, and on the land side – by the boundary line spreading to 270.5m from the east end cordon of berth No.9 in the direction of 68° and further up to the east end cordon of berth No.1

b) The 2nd area - is the territory of the south pier restricted on the sea

side by cordons of berth Nos. 1- 4, by south and west margins of the pier and further on the west side – by the adjoining road bridge.

c) The 3rd area - is the territory of the inner harbor berths, 20m wide, beginning from the berth cordons and spreading all over the line between A – E marks.

1.5.1 The MAP supervised seawater area:

- In the south the port seawater area is restricted by the south pier berths No.4-1 and by the boundary line drawn in the direction of 260° from the point of the highlighted sign/mark of the Korsakov port.

- In the east the port seawater area is restricted by the boundary line

drawn from the east end of berth No.4 (at the south pier) in the direction of 360° until its crossing the straight line drawn from the location point of the entrance mark/sign of the inner harbor north entrance in the direction of 270° up to the end of the middle wave breaker, and then up to the northern quay pier.

- It further spreads out along the north breakwater and the shore line

up to the north pier.

- The boundary line runs further all along the berth line of the north pier and up to the end of berth No.9.

- In the north the port water area is restricted by the boundary line,

drawn from the east end point of berth No.9 in the direction of 323°.

- In the west it is restricted by the circular arc 4 miles in radius, with the center of circle located at the point of the highlighted sign/mark of the Korsakov port, crossing the port water area restricting lines on the north and south sides.

Part of the water area between the north and south jetties restricted in the west by the line connecting the ends of these jetties, and in the east by the boundary line of the water area, - is considered to be the inner roads area of the port. The rest of the port water area refers to the outer roads.

The exterior water areas are open to winds of W, N and S directions. The outer harbor depth ranges from 9 to 20m. The sea ground is sandy, and near the shore it is stony. On the external water area there is an area forbidden for anchoring, fishing with the bottom-dwelling gears, bottom-dwelling trawling, underwater and dredging works, blasting and floating with the anchor-chain paid-away. The area restricted with the lines connecting the following marks:

1) Lat. - 46 05 50, Lon. - 142 27 50; 2) Lat. - 46 05 50, Lon. - 142 32 50; 3) Lat. - 46 00 50, Lon. - 142 32 50; 4) Lat. - 46 00 50, Lon. - 142 27 50. The internal water area of port also includes the part of the internal harbor, limited from the south by the line connecting the southern boundary of moorage (point “A”) with the middle of the internal harbor middle breakwater, in north with the moorage cordons and northern middle breakwaters. The internal water area and the port’s berths are open to the winds and sea disturbance of SW, W and NW directions. It should be taken into consideration that there’s a sand bar of depths less than 5 m in the eastern part of the internal roadstead.

1.6 The port can accommodate vessels as follows: - up to 15m draft - in the outer roads, and - up to 7.5m draft - in the outer roads.

1.7 Under the Stringent Regulations there are local near-coastal traffic lines from the Korsakov port to Novikovo, and from the Korsakov port to Taranai.

Section A. The Korsakov Sea Trading Port 2. Navigation in the water area of Korsakov port 2.1 Navigation rules

2.1.1 Simultaneous vessels’ passages in and out of the port inner roads area are prohibited.

2.1.2 The vessels arriving in the inner roads and departing from the port shall

proceed at a minimal rated speed, allowing maintaining the control of the vessel.

2.1.3 Anchor dredging is prohibited in the inner roads of the port. In

exceptional cases and at the discretion of a pilot it is allowed to drop anchor to expedite berthing of a vessel.

2.1.4 While moving the vessel within the port water area, all the cargo booms,

ladders, and other protruding/overhanging parts of the vessel structure should be pulled in.

2.1.5 When coming alongside berth Nos.1-4 of the south pier the captains of the vessels should take into consideration low and high tide currents in way of the berthing line and separately located solid block. (During the high tide period the current is of northern direction, while in the low tide the current direction changes to the south.

To avoid falling foul of the berthside (or solid block) in low tide the vessel shall pass the south pier edge at a distance not less than 50 m.

2.1.6 Navigation without a radar station (or with faulty radar on board) is

prohibited in the port water area if the visibility is less than 5 cables. 2.1.7 Every 4 hours and/or when approaching the point of embarkation, the

captain of the vessel navigating in the local near-coastal traffic lines shall report to the ship owner and the State Supervision Authority of the Port (SSAP) about his location, action, and the time of arrival/departure.

2.2. Vessel movement control

2.2.1 In the port water area and the nearby water area – a permissive ship motion procedure has been established.

In the port water area any motion like berthing, mooring and unmooring in the inner and outer roads of all departments’ vessels, as well as belonging to the Navy, Federal Border Service, Customs, shall be carried out only based on the permit given by the State Supervision Authority of the Port (SSAP), which is located in the territory of the port, (at berth No.5 of the north pier), on the third floor of the Port Control Center building. Communication with the State Supervision Authority of the Port (SSAP) is maintained on channel 16 VHF, the call sign is “Korsakov-Radio 3”, the working channel is 13, office phone number’s 2-33-22.

2.2.2 The captain of the vessel shall report to the State Supervision Authority of

the Port (SSAP) about commencement and completion of any motion operations mentioned in the item 2.2.1.

2.2.3 The State Supervision Authority of the Port (SSAP) gives a permit for and

supervises over the vessel motion and positioning in the inner/outer roads of the port, but a permit for vessel mooring, unmooring and coming alongside the berth will be given by the ship owners/berth renters’ dispatcher-on-duty upon prior coordination with the State Supervision Authority of the Port (SSAP).

2.3. Piloting

2.3.1 Piloting all vessels, Russian or foreign, within the Port area is obligatory when berthing the port pier or LLC “Pristan” pier, or berth changing.

2.3.2 The pilot meeting and boarding point is at outer roadstead, its

coordinates are as follows: 46 37 30 of the north latitude, 142 44 0 of the east longitude. Captain of the vessel is allowed to unmoor and proceed to pilot's pick up point on his own.

2.3.3 The following types of the RF flag ships are free from piloting:

- ships with gross tonnage less than 600 rt; - ships with gross tonnage up to 4000 rt having faulty bow thruster; - ships of short distance (local) traffic,

captains and their mates who are experienced enough in command duties, and who had passed the quiz on the stringent regulations of the harbormaster commission and received the appropriate certificates of proof for navigating without a pilot, and also captains who constantly navigate within the territory of declared compulsory pilotage and have the release from the compulsory pilotage obtained in accordance with established order; vessels and ships of Navy, sea guardian border forces and the RF Customs as advised by the appropriate command.

2.3.4 Piloting is provided daily between 7:30 a.m. and 11:00 p.m. by licensed pilots from piloting service of Sakhalin MAP that holds license issued in due course.

2.3.5 The vessel’s piloting within internal roadstead is regarded as local port

piloting while other piloting provided being the external piloting.

2.3.6 The following shall be referred to internal port operations: - berthing; - berth leaving; - berth changing. Changing berth from the moorage of southern pier to the moorage of northern pier and conversely, as well as the shifting the vessel in one pier up to the distance more than the length of the ship's hull shall be considered as two operations. The following shall be referred to external port operations: - unmooring; - mooring;

- piloting the vessels from inner roadstead beyond the bounds of the port water area.

2.3.7 Captains of the vessels are to apply for piloting services through their marine agents:

- when approaching the Port - captain shall apply to the Harbor Master 2 hours before coming to roadstead and confirming 30 minutes before the above term; - if accommodating in the port and planning to leave or change place of mooring 2 hours before estimated departure.

Application shall not be cancelled later than 1 hour before the time appointed for piloting.

2.3.8 If it is impossible to board a pilot at outer roadstead point specified in the item 2.3.2 of the Stringent Regulations because of the metocean conditions (the windspeed is 12 m/s or more, wave height is 1 m or more), then the piloting shall be carried out by the pilot with the leading technique up to the safe area of pilot boarding (debarkation) or the berth. Pilot on a berth is to communicate via VHF radio hand set.

2.3.9 Pilots once boarded on a ship shall present the piloting certificates and

hand out a piloting receipt to a captain of the vessel. Captain of vessel shall hand out a piloting card of a standard pattern to the

pilot, to provide the pilot with the information on the vessel control and condition specifics, technical navigation and communication equipment allocation on the deck-bridge, their setting and operation methods, the captain also shall fill in the piloting receipt, verifying all entered data with his signature.

If required, captain may add comments regarding pilotage. From the moment of the pilot’s arrival at the vessel and till his leaving, according to the International Code of Signals, the “H”-flag (‘HOTEL’) shall be raised (“I have a pilot onboard”).

2.3.10 If captain questions pilot’s recommendations, he has a right to refuse pilot’s services. In this case, if the vessel approaches berth for moorage or being remoored, captain when possible should stop the vessel’s movement and call for another pilot. If the vessel swings off, captain is allowed to continue acting on his authority.

2.3.11 Pilotage of vessels with faulty marine powerplant, steering gear and propulsive system or towing of complex crafts shall be performed only upon agreement with the Harbor Master on condition that not less than two berthing tugs are available.

2.3.12 In the event pilotage of the vessel is postponed for more than twenty (20)

minutes and more because of failure to timely prepare vessel or crew, a pilot may be called away from the board and Captain of the vessel is obliged to pay 50% of the pilotage.

2.3.13 Pilot Service shall not responsible for delays caused by the following:

- application for pilotage is lodged in violation of term provided in Item 2.3.7;

- boarding of pilot is impossible because of the stormy weather; - Captain of the vessel and pilot consider lead pilotage unacceptable under the circumstances; - towing support for specific pilotage is inadequate.

2.4 Towage provision

2.4.1 Captain of the vessel shall submit the application for towboat service to shipping agency one hour prior to the beginning of mooring operations. Sufficiency of towing support shall be determined by the captain of the vessel together with the pilot, in case of his participation in mooring operations.

2.4.2 In the event towing procedure is postponed for more than thirty (30), the

owner may call the tow-boats away. In this case a ship owner shall pay the time spent by towboats for approaching the vessel, return and time of waiting for the towing operation to start.

2.4.3 The port (towing company) shall not be responsible for possible delays of

towing procedure in case of untimely application filing or because of the force majeure appearing in the port.

2.4.4 Request on the canceling the ordered tow-boat shall be sent to the

tugboat owner (towing company) by the marine agent (ship-owner) not later than 30 minutes before the time set in request.

2.4.5 While towing operations with the self-propelled vessels the control over

the towage shall be exercised by the captain of the vessel being towed, regardless of the fact whether it runs its own engines or not. The captain of the tow shall exercise the towing operations on moving the non-propelled craft. While towing with more than one tugboat the captain of the most powerful leading tugboat will have control over the operations.

2.4.6 Towing of non-self-propelled floating craft behind the stern of the tugboat is allowed in the inner roads area with restricted towing line length up to 30 meters. In the conditions of the sea swell in excess of 1.5 m. the entry of the tow convoy to the inner roads of the port is allowed using a longer length of towing line, however, upon arrival in the inner roads, the length of the towing line must be shortened up to 30 meters.

2.4.7 Towage of the vessels with damaged power plant, steering control and

anchor gear can be carried out only in condition that the windspeed does not exceed 12 m/s.

2.4.8 In case the vessel staying in the port water area can not maneuver safely

by itself or endangers safe operation of other vessels, the Harbor Master can send a tugboat (or tugboats) to assist this vessel without the prior request from the captain of the vessel.

The captain of the vessel can not reject the tugboat services and the tugboat work shall be paid regardless of the request availability. In case a vessel, staying in the port water area, needs a prompt assistance of a tugboat, the vessel shall call it with an acoustic signal consisting of three long and one short sound signals. The sound signal shall be duplicated by VHF call on channel 16.

2.4.9 On condition that ice density at the port’s berth is 8-10 points, the use of tugs for the vessels with gross capacity more than 600 is required when mooring and/or casting off.

2.5. Ice navigation

2.5.1 The period from January 15th till March 31st is the winter navigation period in the port. During this period the vessels having the ice class of “L-1” only are admitted to the port.

2.5.2 There are no icebreaker escorting services provided in the port. The

captain of the vessel upon coordination with the State Supervision Authority of the Port (SSAP) determines the possibility of self-navigation.

2.5.3 The captains running the vessels inwards/outwards of the port, shall

report to the port authorities from the Aniva Bay and the Strait of Laperouz as follows:

a) While approaching the ice edge (or after passing it) it is necessary

to inform the Harbor Master (Port Master) about it and to report the position of the vessel.

b) During the self-voyage in ice at least once per hour it is necessary to report to the shift-man of State Supervision Authority of the Port (SSAP) on frequency 2264 kHz the position of the vessel, the heading, the vessel speed and the observed ice conditions, and to follow the instructions given by him.

c) Upon arrival at the port the captain of the vessel shall submit to the

Harbor Master the ice chart of the ice conditions, observed from the vessel and to transmit such information over the radio while outwards of the Aniva Bay.

2.5.4 The captains of the vessels and ship-owners via their marine agents in

the State Supervision Authority of the Port (SSAP) can receive the facsimile map of the ice conditions in the Aniva Bay and the Strait of Laperouz.

2.6. Navigation rules for undersized boats

2.6.1 The following vessels shall be referred to as undersized vessels: self-propelled vessel with the gross tonnage less than 80 gross tons with the main engine with a power less than 55 kilowatts (75 horsepower), or with the outboard motors independent of power, sailing not-self-propelled vessel with gross tonnage less than 80 gross tons, and also other not-self-propelled vessels (rowboats with the load capacity of 100 kilograms and more, and pneumatic vessels with the load capacity of 225 kilograms and more).

2.6.2 In the port water area the navigation is permitted for the undersized

vessels, registered in accordance with the established order under control of those who have the appropriate diplomas, certificates of competency or certifications confirming the right to control the vessel, issued by the authorized organizations.

2.6.3 For the undersized vessels the following is prohibited:

2.6.3.1 navigating in the outer roadstead if the windspeed is 10 m/s or more,

and/or if visibility is less than 3 cables; 2.6.3.2 navigating in anchorage areas which can clutter vessels maneuvering; 2.6.3.3 approaching to the vessels anchored in the water area;

2.6.3.4 anchoring at the port’s berths and mooring to the vessels anchored at

the port’s berths

2.6.4 Approaching to the located in the port’s water area foreign vessels without permission of the Border and Customs services is prohibited for all vessels.

2.6.5 Navigation of pleasure boats, yachts, motorboats and other private

sport floating crafts in the inner roads water area of the port is allowed only upon receiving the permission of the State Supervision Authority of the Port (SSAP)

2.6.6 Conducting of any training or boat racing of rowing boats, sailing crafts

and motorboats are prohibited in the port’s water area.

Upon authorization of the State Supervision Authority of the Port (SSAP) and subject to approval by boarder guard authorities it is allowed to float the lifeboats from a vessel board anchored in the port’s outer roadsteads, on condition, however, that these rescue facilities are equipped with portable VHF radio-set and continuous watch-keeping is provided on channel 16.

The scheduled time for keeping the rescue facilities afloat shall be reported to the shift manager of the State Supervision Authority of the Port (SSAP).

3. Vessels arrival and departure procedures in the port

3.1 Reporting on arrival at port

3.1.1 Information about the vessel’s arrival at port shall be sent by the captain of the vessel in the address of the Harbor Master directly or via the marine agent (shipowner) not later than 48 hrs prior to arrival, and it should be confirmed not later than 4 hrs before arriving.

3.1.2 In addition to the information specified in item 3.1.3 of the General Rules

the vessel’s captain also shall report to the Harbor Master directly or via his marine agent, by radio or phone number 4-10-30, or fax number 4-04-32, about the following:

3.1.2.1 International Maritime Organization ID-number; 3.1.2.2 Marine agent's name and its juridical address; 3.1.2.3 Marine machinery condition which affects the maneuvering data and

safety of the vessel.

3.1.3 In addition to the information specified in item 3.1.2 of the Stringent Regulations captain of the tugboat towing the non-self-propelled vessels and captain of the vessel being towed, taking into account data of item 3.1.3, also shall report about the following:

3.1.3.1 overall dimension of the towed vessel, its maximum towing train length,

beam, draught; 3.1.3.2 rate of roll and draft difference of the towed vessel.

3.1.4 Captains of the vessels with the bulky loads besides the information

specified in item 3.1.3 of the General Rules and item 3.1.2 of the Stringent Regulations shall also report about the information in accordance with the item 3.2, part 3 of “Code for the safe loading/unloading practice of the bulk carriers” (IMO Resolution A862 (20) of November 27, 1997).

3.1.5 Taking into account information mentioned in item 3.1.3 of the General

Rules, additionally to the information of item 3.1.2 of the Stringent Regulations captains of the tankers shall also report about the following:

3.1.5.1 Ballast quantity onboard (isolated, clean, and muddy); 3.1.5.2 Presence of non-decontaminated cargo tanks.

3.1.6 Captains of vessels, heading to the port from foreign countries, directly

or via his marine agent, shall report to sanitary-quarantine department (SQD) on sanitary condition of vessel not later than 48 hours before vessel approaching to the rendezvous point of pilots.

3.1.7 When approaching the port water area within the range of VHF

communication area, not later than 1 hour before arrival at the port outer roadsteads, captain of the vessel shall contact the State Supervision Authority of the Port (SSAP) by VHF to report about the updated ETA, purpose of the vessel’s calling in port and to receive a permit for anchorage.

3.1.8 All the delays in the port due to non-compliance or imperfect fulfillment

of the stipulations of the above said item shall be chargeable to the account of the vessel.

3.1.9 Owners of the towed vessels and other towed crafts prior to long

distance towage, not later than 15 days before its start, shall inform the Harbor Master about the following:

- ferrying draft approved by the Russian maritime register of shipping (RMRS);

- passage plan; - instruction on the towage safety assurance; - RMRS license for towed vessel ferrying.

3.2 Port arrival formalities

3.2.1 Arrival formalities are carried out in the State Supervision Authority of the Port (SSAP) via the marine agents.

3.2.2 It’s a must for the vessels arriving from abroad to pass through the

sanitary-quarantine inspection, border and customs control.

For the purpose of arrival formalities, beside the documents specified in items 3.2.1 and 3.2.2 of the General Rules, it is necessary to provide the following:

- copies of licenses of shipowner or operator; - documentation for the hazardous or bulky loads transportation if it’s

planned to use the vessel as a bulk carrier; - copies of freight manifests (cargo sheet for coastal traffic) for all

cargoes; - freight declaration (information) when providing the vessel for

loading. Admittance to vessels is forbidden for all persons (except the pilot) until completion of the inward formalities by the port authorities and free practice is permitted.

3.2.3 The arrival formalities for passenger-carrying launches performing the passenger transportation in the inner water area should be completed once a month.

3.2.4 Arrival and departure formalities for all vessels arriving at the Port of

Korsakov, irrespective of their departmental identity, except Russian vessels accomplishing the cropping of water biological resources, will be completed in the State Supervision Authority of the Port (SSAP) of the Port of Korsakov, regardless of the place of anchorage/berthing in the port or place of loading/unloading of the vessel. The port dues shall be paid to the Marine Administration of the port, and towage dues to the tugboat owners. Light dues shall be paid to the hydrographic service. The payments shall be made prior to the vessel’s departure.

3.2.5 The marine agents will arrange transportation of the port authority

commission to the inner/outer roads for clearing the vessel in/out, as well

as back-transportation of the authorities from the vessel. The port inwards/outwards formalities will be performed by the port authorities on board a vessel if the high seas conditions are not in excess of force 3.

3.2.6 Upon arrival at the port from abroad the vessels shall keep their

distinguishing flags/call signs hoisted until the clearing-in procedure is fully completed, and when departing from the port – from the time the port authorities arrive on board and until the clearing-out formalities are over.

3.3 Departure formalities

3.3.1 Vessel clearing-out procedures (formalities) are being carried out pursuant to the provisions of article 3.3 of General Rules of Navigation either on board the leaving vessel or in the office of the State Supervision Authority of the Port (at the discretion of SSAP) upon completion of loading operations and deck cargo fastening on board, and on condition no other factors can prevent the vessel from sailing.

The vessel having current debts on payment of the port dues shall not be allowed to sail out of the port.

3.3.2 The vessel's readiness for departure is being checked on week days from 8 a.m. till 5 p.m. by the check inspector, and on days-off and also in case of short-term stay of the vessel by the Shift Manager of SSAP in the round-the-clock mode based on the vessel's departure turn.

3.3.3 Besides the documentation specified in item 3.3.5 of the General Rules,

the following shall be provided:

- copies of freight manifests; - certificates of the cargo securing; - certificates of the secure cargo stowage and dunnage with the

stability calculations.

3.3.4 The request for the vessels check shall be made by the captain of the vessel or his marine agent over VHF, or by phone on week days from 8 a.m. till 3 p.m.

3.3.5 Whilst departure formalities accomplishing, beside the documentation it’s

necessary to provide a SQD with the following:

- international certificates of the immunization (if the vessel is heading to the area where such vaccines are necessary);

- ship’s sanitary journal; - vessel’s sanitary certificate;

- medical records of the vessel’s crew as per the crew list.

The seal and attendant’s signature on the crew list shall be considered the SQD’s permission for leaving the port.

3.3.6 In case of unreasonable departure delay for more than 2 hours after completing the border control, the Federal Boarding Service’s checkpoint has a right to cancel its permission for leaving the port.

3.3.7 When the boarder and customs control starts, passing any thing from/to

the vessel and any movements of people to and from the shore are prohibited.

3.3.8 The formalities for the vessels of the local near-coastal traffic lines are

performed for the period of up to 30 days on condition that the vessel's documents are valid. If vessel makes several voyages during this period of time before every trip it is necessary to provide the SSAP over the VHF radio or phone the following:

- crew size; - changes in crew composition, if any; - passenger quantity; - consumables (fuel, water, etc); - type and amount of cargo; - forward and aft draughts.

3.3.9 “Neftegaz” type vessels performing supply voyages in the area of Morzh

bay and Aniva bay for self-elevating floating drilling rig support shall be referred to as the vessels of local traffic. Captains shall request the SSAP about permission for leaving the port over the radio along with the marine agent confirmation. In case such vessels head to another point of destination or out of Aniva bay area, they are required to formalize the departure in accordance with chapter 3.3 of the General Rules and chapter 3.3 of the Stringent Regulations.

4. Vessels berthing in the outer harbor water area of the port 4.1 Roadstead vessels’ anchorage

4.1.1 Roadstead vessels' anchorage with main engines put out of operation or faulty anchor gear is prohibited and may be permitted only by Harbor Master on condition that the towage support is available at the expense of ship owner.

4.1.2 Short-term anchorage at the internal roadstead is admissible upon

agreement with the Harbor Master.

4.1.3 Numbers and coordinates of anchoring points are specified in the table

(Attachment 8.3). Foreign-flag vessels are being anchored in area No.371 restricted by lines connecting the following points: 1) Lat. - 46 35 43, Lon. - 142 40 0; 2) Lat. - 46 35 43, Lon. - 142 41 30; 3) Lat. - 46 36 80, Lon. - 142 41 0; 4) Lat. - 46 36 80, Lon. - 142 40 0.

4.1.4 The marine agent’s floating crafts available in the port carries out transportation of people and cargo. Embarkation is performed at the “Б” (B) berth of the internal harbor.

4.2 Preparation of the berths for vessels’ mooring

4.2.1 The berth owner (lessee) will be responsible for the berth preparation for vessels’ mooring. A representative of the organization owning or renting the berth shall inform the SSAP about berth’s readiness one hour before the vessel’s approaching.

4.2.2 Preparation of the berths is performed in accordance with the part 4.2 of

the General Rules.

4.2.3 Whilst planning the mooring of vessels the berth owner (lessee) shall coordinate assurance of safe moorage with the SSAP taking into account of necessary towing provision for lashing and casting off in case of the whole-gale warning.

4.3 Mooring of vessels

4.3.1 Mooring operations in the Port of Korsakov are being performed 24 hours a day.

4.3.2 Mooring of vessels shall be performed in presence of representative of

the Port cargo processing facility and onshore mooring crew. In case there’s a flammable cargo onboard the SSAP fire safety inspector shall be presented. The Port cargo facility’s representative who should arrive at the berth not later than 20 minutes before vessel’s approaching shall determine the exact point of mooring.

4.3.3 To assure the safety of the berths when approaching the Port berths the

angle of approach should not exceed 200, and the vessel should proceed at a speed not exceeding the numbers specified in the table No.1:

4.3.4 Mooring of single-propeller vessels with gross tonnage of more than

1,000 tons with no thrusters shall be performed only with the towing support. During mooring operations, the towed vessel shall hand its towing-rope to towboats. However, towboats shall have their own towing-ropes of sufficient length. When mooring vessels painted with light colors, towboat bow fenders shall be covered with canvas blankets to avoid contamination of the vessel board.

4.3.5 Mooring of all vessels to port berths (except for berth No. 6) is performed

alongside, stern being directed to exit. Mooring to berth No. 6 is performed with the vessel’s starboard facing the berth. If necessary, mooring of vessels by other methods shall be performed upon permission of the Harbor Master.

4.3.6 Using of steel hawser when mooring vessels to port berths is prohibited.

Towboats performing operations for mooring and disconnection of self-propelled vessels from berths shall use towing ropes of these vessels. Captain of the towed vessel is responsible for proper condition and durability of towing ropes.

4.3.7 Ships and vessels of the Navy of Russia are moored to the Port berths

upon agreement with the dispatcher of the Port and the Shift Manager of State Supervision Authority of the Port (SSAP).

4.3.8 Simultaneous mooring operations on the adjacent berths are prohibited.

4.4 Vessels berthing

4.4.1 Berthing of foreign vessels in the second line is not admissible. Two lines of berthing for Russian vessels is admissible only upon the agreement with thew

4.4.2 Connecting of the vessel to the onshore electric, telephone and water

supply line shall be performed by the port specialized services only.

4.4.3 Attachment of mooring lines to the fendering is prohibited.

4.4.4 For the moored vessels it is admissible to rotate the propellers at minimum rotation for warming the engine up before leaving the port.

4.4.5 Vessels with malfunctioning marine power plant or steering gear, as well

as vessels with other damages shall be moored only upon agreement with the Harbor Master.

4.4.6 The following is prohibited while the vessel is being berthed:

- simultaneous going ashore of the vessel’s captain and chief mate; - simultaneous going ashore of the vessel’s chief engineer and

second engineer; - dismissing of more than one third of the vessel’s crew.

4.4.7 Readiness time of vessels’ engines when berthed shall not exceed the

following:

- 1 hour for the period from April to August; - 30 minutes for the period from September to March.

Marine power plant can be withdrawn from operation for a term exceeding the above only upon permission of the Harbor Master.

4.4.8 Berth depths are specified in the table No. 2:

4.5 Actions to be taken in storm

4.5.1 Upon receipt of the storm warning Shift Manager of SSAP shall transmit it over to all vessels in the Port via the VHF channel 16. Berthed vessels should be ready to leave the port within 30 minutes from the moment of receiving the prescription from SSAP of the Port or timely depart on one's own. Pilot on duty will assist the vessels’ captains.

4.5.2 Upon receipt of storm warning small-sized vessels should not leave the inner harbor.

Captains of small-sized vessels located beyond the inner harbor at the time of warning shall take immediate measures for prompt entering the inner harbor.

4.5.3 Berthing of vessels with gross tonnage up to 6,000 tons is acceptable at winds of W, SW and NW directions with speed up to 15 meters per second and height of wave up to 2 meters, and at 18 m/sec wind of all other directions. Vessels with gross tonnage over 6,000 tons are allowed for berthing at winds of SW and NW directions with speed up to 12 meters per second and height of wave up to 2 meters, and at 15 m/sec wind of all other directions.

Mooring and berthing of all vessels under other conditions can be permitted on the basis of weather forecast upon agreement with the Harbor Master.

Note: Vessels carrying petroleum product cargoes shall be moored and

berthed in accordance with ‘Manual for mooring operations, berthing conditions and processing of vessels, carrying petroleum cargoes, at berths’ (Attachment No. 8.4).

4.5.4 Vessels are towed away from berths as per the strict order of priority,

established by the Harbor Master. To ensure the vessel or berth safety, SSAP regulations on disconnection and towing the vessels away from berths are subject to immediate performance within terms, specified in the prescription.

4.5.5 In the event of emergency situation posing a threat to people and

vessel’s safety, the Harbor Master has the right to attract any vessel, being in the Port, for prompt response to emergency or for rendering the necessary assistance.

4.6 Mooring places change

4.6.1 In case of need to change the vessel’s mooring place the duty dispatcher of the stevedore company must apply to the SSAP and inform the vessel’s captain about that not later than 2 hours before the designated time, and it should be before 3 p.m., the present day if the places change is planned the working hours, and before 8 a.m., the next day if the places change is planned for the period after 5 p.m.

4.6.2 The marine agent shall preliminary coordinate places change of the

foreign-going vessels berthing at the pier or roadsteads with the border guard checkpoint and customs service not later than 2 hours before the operation.

4.6.3 Changing the place of vessel’s mooring is admissible only in the

presence of captain or captain mate and pilot onboard.

4.6.4 Shifting of vessels for the distance not exceeding the vessel’s hull with use of the breast line is admissible at good weather conditions (with wind speed up to 15 m/s and height of wave up to 1.5 m). Shifting of the vessel for distance exceeding the vessel’s hull is considered to be place changing and shall be performed with the towage providing only. The vessel’s captain in coordination with the pilot will determine the necessary quantity of tugboats.

4.6.5 In case the vessel does not follow the berth administration requirements

on pier leaving, the captain of the vessel (shipowner) will be responsible for the arisen actual loss of the port (pier) owner (lessee).

4.7 Moorage of vessels laid up and being repaired

4.7.1 Docking of vessels with decommissioning for long-term lay-up is conducted in the inner water area in accordance with items 4.7.1 – 4.7.7 of the General Rules upon written authorization of the Harbor Master.

Docking of vessels for long-term lay-up at the port’s berth is prohibited.

4.8 Prevention of environment pollution

4.8.1 Requirements of International convention MARPOL 73/78 with attachments No. 1-5, as well as requirements of Russian Legislation on Marine Environment Protection are applicable to the water area of the Port.

4.8.2 State supervision of adherence to requirements of Russian and

international rules for protection of environment from pollution is vested in Sakhalin Region Specialized Marine Inspectorate of Committee for Environment Protection (Spetsmorinspectorate).

4.8.3 Vessel’s valves, flat valves and other shut-off devices connected to the

board and which harmful contaminants are discharged through shall be locked and stamp-sealed personally by the captain or a person authorized by captain before entering the port and for the whole period of staying in the Port. For these procedures officers of a ship, responsible for technical operation of the vessel’s systems and devices through which the seawaters can be polluted, can be authorized.

4.8.4 For vessels staying at the port roadsteads the following is prohibited: 4.8.4.1 Overboard discharging of any oil-containing mixtures including pure

water load;

4.8.4.2 Overboard throwing of any wastes; 4.8.4.3 Building open fires and burning of any kind of garbage; 4.8.4.4 Contaminants discharging in air with violating the enforceable

standards; 4.8.4.5 Using of shipboard incinerators; 4.8.4.6 Any type of work on cleaning and painting of the vessels hulls; 4.8.4.7 Cleaning of hulls, holds and tanks.

4.8.5 It is allowed to discharge purified and sterilized wastewater within the port’s water area if the following conditions are observed:

• There is a unit approved by the Russian maritime register of shipping, purification and disenfection measure of which are in compliance with the norms, not exceeding 2,500 on coliform index, 50 mg/l on BOD, suspended matters are not exceeding 100 mg/l over the contents of suspended matters in washing-down water;

• Discharging is not of a major blowout type.

4.8.6 The garbage and food wastes are collected in the tanks (containers) provided by the port upon request.

Garbage collection from the foreign vessels is carried out upon permission

with the border guard checkpoint of Korsakov. 4.8.7 It is owners' (lessees') responsibility to keep berths, piers and the port

territory clean.

It is prohibited to discharge the garbage, industrial and sanitary wastes, contaminated snow, etc. Port cleaning technology shall be coordinated with the Sakhalin MAP and approved by the by the state authorities of ecological & sanitary control.

4.8.8 Transshipping of oil products in the port’s water area is admissible if

agreed measures on the safety assurance (including defense boom installing and oil-sweeper maintenance standby) are observed.

4.8.9 In the event of an emergency spillage of petroleum products captains of

vessels shall notify SSAP about it, follow "Emergency Spill Response Plan" and apply to marine agent for oil and garbage collecting vessel involvement. The message should also be delivered to Spetsmorinspectorate at 2-25-12 in Korsakov.

4.8.10 Information from the vessels about the pollution in the port’s water area

shall be delivered to SSAP over the radio on channel 16 and to Spetsmorinspectorate at 2-25-12.

4.8.11 Using of dispersants for cleaning is prohibited without conformance with

chief engineer of Sakhalin MAP and permission of state authorities of ecological and sanitary control.

4.8.12 According to the RF Legislation a fine shall be imposed on violators for

any rule breaking resulting in the environmental pollution. Fine imposing shall not remit the payments for the actual expenditure for the spill cleanup activities.

4.8.13 Ship is not allowed to leave the Port unless it discharged the oily

wastes, oil residues, or if it does not have the bilge water separator, and the holding tank capacity of which is not allowing to accomplish the voyage to the next port of destination or to discharge in registered area with observance of the MARPOL Convention 73/78 requirements. Such vessel will be allowed to leave the port only after issuing a certificate of standard pattern on polluted and sewage waters discharge

4.9 Vessels’ bunkering

4.9.1 Bunkering of vessels standing at the roadsteads is carried out by the fuelers at good weather conditions (with wind speed up to 15 m/s and height of wave up to 1.5 m), bunkering of vessels standing at piers is carried out by the refuellers if permitted by the fire inspector. If bunkering with the dark petroleum oil presence of clean-up vessel is obligatory.

4.9.2 Motor transport is fueled with POL on specially allocated places

equipped with appropriate gas stations.

4.9.3 Transfer of fuel from one vessel to another or from motor transport to

vessel is performed upon permission of fire inspector of Sakhalin MAP.

4.9.4 Civil vessels are fueled at berths No. 6 and 7 of the Northern Pier.

Fueling company shall be responsible for safe fueling.

4.9.5 Vessels during cargo operations and roadstead with cargoes not referred to fire hazardous category, can be fueled by way of specialized tankers upon agreement with Inspector of Fire Department.

4.9.6 To avoid fuel in water the fueling vessel is to have the drains closed. Any

fuel spilled should be immediately collected by rags and these are to be further disposed in a specialized container. It is strictly prohibited to flush spilled petroleum products overboard.

4.9.7 Service of vessels with petroleum products via fuel trucks shall be the

responsibility of MAP. Reverse discharge from vessels to fuel trucks is admissible upon agreement with the fire inspector, inspector of ecological control and chief port dispatcher.

4.9.8 Simultaneous offloading of petroleum products at berth No. 6 and fueling

of vessels at berth No. 7 are acceptable upon agreement with inspector of MAP subject to absence of oil products of 1 and 2 grade in tanker, or absence of empty non-degassed tanks used for storage of these grades of oil.

4.10 Usage of radio and wire communications in the port

4.10.1 Vessels standing at berths within the port water area shall ensure 24-hour radio watch on channel 16, VHF.

4.10.2 Radiocommunication on VHF working channels not related to the

navigation safety assurance is prohibited. 4.10.3 Radiocommunication channels, call signals of port services and

subdivisions are specified in table No. 3:

4.10.4 Ships navigating locally shall use 2264 kHz, channel 16, VHF during

radio watch

5. Cargo and passenger operations in the port of Korsakov

5.1. Cargo operations in the port 5.1.1 Operations with the labeled cargo in the port are prohibited. Bulk

cargoes are allowed for entering the port only upon receipt of declaration on cargo properties, suitability of cargo for marine transportation, loading/rigging procedures and stowage/trimming, from consignor.

5.1.2 Cargo processing facility No. 1 (CPF No. 1) is located on the southern

pier and cargo processing facility No. 2 (CPF No. 2) is located on the northern pier of the Port.

5.1.3 If there are no petroleum products of classes I and II and no non-

degassed tanks for such loads, according to the agreement with the fire inspector, it is allowed to carry out the simultaneous discharge of petroleum products to coast columns, the bunkering of vessels in moorage №7 and processing the dry-cargo vessels at the port berths. For the petroleum products discharge and bunkering of vessels in the port there are coast columns at the berth №1 of southern pier and on the berth №2 and 6 of northern pier.

5.1.4 If the tanker is loaded with the petroleum products of classes I and II,

then the simultaneous discharge of petroleum products from the tanker and processing of the dry-cargo vessel is allowed if there’s a gap between the vessels not less than 50 meters. In the event that 50m distance cannot be provided, vessels stand for processing according to the order of their approaching. Whilst discharging petroleum products and bunkering the vessels on the berth №6 and 3 northern piers and №1 southern pier the gantry cranes operating is prohibited.

5.1.5 Bridge cranes operate only if wind speed is not exceeding 15 meters

per second. If wind speed exceeds the above, bridge cranes shall be fixed (blocked) and tied by wire ropes in a storm-resistant manner.

5.1.6 Bulk cargoes shall be loaded only upon submission of cargo certificate

in accordance with Rules for loading non-cereal cargoes.

5.2. Passenger operations in the port

5.2.1 Passengers are boarded and debarked on berth No. 4 of the southern pier. In some scattered instances passenger operations at other berths are permissible but on the condition that it’s agreed with the Harbor Master and the berths are prepared for the passenger operations. In the place of passenger landing all cargo operations shall be stopped.

5.2.2 Head of passenger marine terminal and Administration of the

corresponding cargo area shall be responsible for preparation of berth for reception of passenger vessel.

5.2.3 Boarding and debarkation of passengers from vessel moored in the

second-hull manner are prohibited.

5.2.4 Upon vessel entering of port, head of passenger marine terminal shall coordinate time of boarding and debarkation of passengers with captain of the vessel.

5.2.5 Head of passenger marine terminal personally shall supervise

boarding and debarkation of passengers, and shall be responsible for maintenance of order on the berth and observance of safety rules in boarding and debarkation.

5.2.6 Securities of the Port Checkpoint shall not allow for gathering of

crowds on railways and on the main access road to the Port.

5.2.7 Conveyance of the passengers to the vessels on the roadsteads is carried out by the estuary launches or passenger boats equipped with the rescue equipment taking into account their passenger capacity. Conveyance of the passengers by the carrier vessels is permissible but not more than 12 passengers at once and on condition that the vessels are equipped with the rescue equipment. The captain of the vessel shall be responsible for passengers boarding (debarkation).

Combined conveyance of both foreign crews and citizens of the Russian Federation at the same time is prohibited.

6. Sanitary and quarantine regimen in the port

6.1 Captains of vessels, heading to the port from foreign countries and having suspicion on the infectious person onboard, shall report on that to sanitary-quarantine department (SQD) of the port and MAP, and then should act as directed.

6.2 Vessel arrived in port, shall raise a “Q” (“Quebec”) flag and not lower it

down until free practice is permitted. While free practice is not yet obtained only pilot is allowed to visit or leave the vessel.

6.3 Sanitary-quarantine inspection of vessels is performed all day round.

6.4 For the purpose to prevent movement of rodents from one vessel to

another, as well as from shore to vessel and back, administration of vessel shall take the following steps:

6.4.1 mooring ropes, the vessel is tied off to shore with, shall be

equipped with rat stops (shields, obstructing rat movement along the rope);

6.4.2 boarding stairs shall be raised 1 meter up above the berth surface

during night time;

6.4.3 boarding stairs shall be appropriately lighted during night time; 6.4.4 nets and tarpaulins, preventing cargoes from falling down into water, shall be removed and appropriately lighted if necessary.

6.5 If rodents are revealed onboard the deratization will be conducted on the

vessel irrespective whether there’s a certification for deratization release or not. In the event the vessel is considered a troubled one in view of the epidemiological situation, the necessity of the anti-epidemiological measures shall be determined by the State SanEpidNadzor representative.

6.6 The loading operations with the phytogenic cargoes shall be

implemented after obtaining permission from the port phytosanitary defense authority. Taking out the contagious components from the board is prohibited.

6.7 Cargo operations with the loads controlled by veterinary supervision are

carried out only after authorization by the frontier veterinary checkpoint. Taking out from the vessel to the coast of meat products, all kinds of animals and birds is forbidden without its permission.

7. Safety and protection of facilities located within the outer harbor water area of the port

7.1 Procedure, protection and movements within the port 7.1.1 Protection of vessel located in port and vessel's cargo is vested on

the vessel's crew, shipowner of charterer operating the said vessel. 7.1.2 Visitors and vehicles passage to the port territory is through the port

control entrance booths (CE) located on the territories of cargo processing facilities No. 1 and 2 and inner harbor (Attachment 8.1).

Bureau for pass issuance is located in CE rooms.

7.1.3 Parking lots for vehicles are located in front of control entrance

booths of cargo processing facilities No. 1 and 2 (Attachment 8.1). Vehicle parking on the port territory is prohibited.

7.1.4 The entrance to the port premises and the vehicles passage are

permissible on the passages of the standard form, issued by stevedore companies, which lease berths, or by bureau of passages with the presentation of identity document. The crewmembers of Russian vessels and the members of their families are allowed into the port by the documents proving their identities (passport of seaman or identity card), upon the muster roll and lists signed by captain and sealed with the vessel stamp. In the event of detecting onboard of those, who do not have the established documents for the presence on the vessel, the administrative penalties can be superimposed on the administration of the Russian vessels.

7.1.5 Entrance and leaving the port by the crewmembers of the foreign

vessels, standing in the port, is allowed only by the special passages, issued out by the checkpoint of the frontier guard service.

7.1.6 Traffic speed of non-rail transport on the port territory shall not

exceed 30 km/h.

7.1.7 Locomotives and sets of train cars enter port upon permit of port dispatcher.

7.1.8 Pedestrians shall move along side walks and pedestrian crossings. In

places, where sidewalks are absent, pedestrians are allowed to move along the edge of roadway contrary to the traffic.

7.1.9 Vessel captains shall instruct crewmembers, their families and

passengers on safety rules and fire safety while being in the port.

7.1.10 The berths lessees shall ensure free passage for the MAP vehicles,

passage of their employees to the vessels at the port berths upon presentation their certificate of employment.

7.2 Fire safety regimen on the port territory

7.2.1 Fire Inspector of Marine Administration of Korsakov Port shall

supervise fire safety regimen on the vessels and adherence to strict fire safety rules in the port on the territory of Korsakov Port.

7.2.2 Everywhere in the port there shall be prohibiting signs both in English

and in Russian saying “No smoking”, “Flammable”, etc., as well as permissive signs such as “Smoking Area” in designated areas.

7.2.3 The stocking of load at the distances less than 2 meters from the

railway lines, and less than 3 meters from the lines of the berths’ cordons, and less than 4 meters from the warehouses is forbidden.

7.2.4 Fire department requirements for fire safety in the port are mandatory

for all persons being on the port territory. In case of fire it is necessary to immediately declare fire alarm with the regular fire alarms aids, or to report to the fire-fighting service by the phone #‘01’. The originators of the false alarms shall be brought to responsibility. Those who broke the fire safety rules in the port shall be responsible according to the order established by the Russian legislation.

7.2.5 On all vessels standing in the port, the following shall be posted at

the clear view: - port days alarm timetable; - location of the nearest telephone.

7.2.6 Works producing open fire at the berthed vessels and in the port premises shall be performed upon permission coordinated with the fire inspector of Korsakov Port Marine Administration. Works producing open fire shall be at least 100 m away from tanker or fueled vessel.

7.2.7 When discharging the petroleum products or bunkering the presence

of fire-fighting vehicle with the fire-fighting crew alongside the vessel is compulsory.

7.3 Construction, operation and safety of port facilities

7.3.1 Construction of the transshipment complexes, water development

facilities, dredge and fill operations shall be permissible only

according to the plans approved by the MAP, and according to the design documentation coordinated with the supervisory environmental body regardless of the work originator, and object’s owner and/or lessee.

7.3.2 Facilities at the port territory and water area shall have the technical

passports. Berths shall have appropriate fender protection. Borders, numbers and berths’ length shall be marked on the berths’ ledgements. Bollards shall be numerated and indicate the clearance to the next bollard. The organization exploiting the berth shall be responsible for its fender protection, berths’ and bollards’ marking maintenance, and cleaning.

7.3.3 Enterprises and natural persons performing works in the port, not

later than 2 months upon work completion, shall submit to the Harbor Master materials required for correction of map and manuals.

7.3.4 Captain of the vessel, which damaged water development facility,

navigation support equipment, berth or its fender protection, must report to the SSAP immediately. Damage shall be reported in a record composed by the representative of MAP engineering office, the inspector of SSAP, by the vessel’s captain, by pilot and by the representative of the berth operator (stevedoring company).

7.3.5 Installation and operation of dredgers in the port water area shall be

performed upon the work schedule agreement with SSAP. Whilst agreeing the plan bagger master shall present to the Harbor Master the diagram of cables and anchors location, and also the place of the soil dump coordinated with environmental body.

7.3.6 Аny vessel or other object sunken within the port territory, and

presenting hazard for the navigation, must be refloated within time determined by the Harbor Master.

7.3.7 The owners of cable (tube) passages shall designate the places of

bedding with the warning signs. Cables (pipelines) must be sunk into the soil not less than for 2 meters.

7.3.8 In case of cable raising or its damage the captain of vessel must

immediately report to SSAP.

Leaving the port from the cable raise area shall be allowed only upon SSAP permission.

SECTION B

OUTER HARBOR OF KORSAKOV SEA TRADING PORT

1. General Provisions

1.1 The outer harbor of Korsakov port is located in the Okhotsk Sea by the northeastern seashore of the Sakhalin Island. The water area of the outer harbor is restricted with the lines connecting the following marks:

1) Lat. – 52 45, 0 north Lon. – 143 25, 0 east 2) Lat. – 52 47, 0 Lon. – 143 38, 0 3) Lat. – 52 38, 0 Lon. – 143 38, 0 4) Lat. – 52 38, 0 Lon. – 143 25, 0

On the outer water area navigating with the paid-away anchor-chain is prohibited. Two miles to the east from the water area of outer roadstead there is designated anchoring area with sizes 2 by 2 miles with the center coordinates at 52 41,5, north latitude; 143 41,5 east longitude; side directions are 0 to 180 and 90 to 270 (for the tankers awaiting cargo operations).

1.2 At the external roadstead water area of the Korsakov port (hereafter referred to as outer harbor) the "Vityaz" production complex is located, consisting of:

- Molikpaq platform installed at the point with coordinates Latitude:

52°42'50, 85" North, and Longitude: 143°33'50, 15" East, surrounded with the 500m wide safety area from the external edge of the platform;

- The FSO standing at the roadstead point with coordinates Latitude

52°41'56, 85" North, and Longitude: 143°33'22, 30" East, surrounded with the safety area with the R 1,145 meters, and the access area with the R 2.5 miles.

1.3 Navigation in the outer harbor is opened from May 15 to December 15.

2. Navigation in the water area of the outer harbor 2.1 Navigation rules

2.1.1 The authorization procedure for the vessels’ motion is established in the water area of outer harbor. All passages of vessels and floating crafts in the water area, and also anchoring, towing and setting to the range of oil loading shall be carried out only upon SSAP authorization.

When reaching the VHF coverage zone, but not later than 1 hour prior to water area borderline, captain of the vessel shall establish radio contact with SSAP at the VHF, call channel is 16, working channel is 10, and call sign is “Vityaz”.

2.1.2 The complex can accommodate the vessels with capacity up to

150,000t and draft up to 20 meters. Vessels with greater dimensions can enter the port upon the Harbor Master permit.

2.1.3 Vessels entering the safety area shall move at the minimum speed

allowing controllability of the vessel.

2.1.4 The captain of the vessel shall report to the State Supervision Authority of the Port about commencement and completion of any motion operations mentioned.

2.1.5 The SSAP in the water area has the following functions:

- establishes the connection between vessels; - controls the vessels’ motion and their following the course and

adhere to the moving speed; - administers the salvage and rescue operations, towing and other

works conducted within the complex water area. 2.1.6 All directions given by the SSAP in the water area are mandatory. In

the event that following the SSAP’s instructions is not possible, captain of the vessel shall report about the reasons of nonfulfillment.

2.2 Piloting

2.2.1 Pilotage for vessels in the water area of outer harbor is obligatory. Service request shall not be filed, the pilot arrives at the vessel when the vessel enters the anchorage area.

2.2.2 Pilotage of the vessels from the anchoring point to the FSO and back,

and pilotage for the mooring operations at the FSO shall be performed by the pilots of the Sakhalin MAP harbor pilotage service certified in a proper manner.

2.2.3 Pilots once boarded on a ship should present the piloting certificates

and hand out a piloting receipt to a captain of the vessel. Captain of vessel should hand out a piloting card of a standard pattern

to the pilot, to provide the pilot with the information on the vessel control and condition specifics, technical navigation and communication equipment allocation on the deck-bridge, their setting and operation methods, the captain also should fill in the piloting receipt, verifying all entered data with his signature.

If required, captain may add comments regarding pilotage. From the moment of the pilot’s arrival at the vessel and till his leaving, according to the International Code of Signals, the “H”-flag (‘HOTEL’) shall be raised (“I have a pilot onboard”).

2.2.4 Pilotage of vessels with faulty marine powerplant, steering gear and propulsive system or towing of complex crafts should be performed only upon agreement with the Harbor Master on condition that not less than two berthing tugs are available.

2.2.5 Pilot service shall not be responsible for failure of piloting on the following reasons:

- application for pilotage is lodged in violation of term provided in item 2.3.7; - boarding of pilot is impossible because of the stormy weather; - Captain of the vessel and pilot consider lead pilotage unacceptable

under the circumstances; - towing support for specific pilotage is inadequate.

2.3 Towage provision

2.3.1 Using of the tugboats whilst tankers mooring to the FSO is obligatory. 2.3.2 Service request for towage when mooring to the FSO shall not be filed,

towing is free of charge and it is included in the list of services provided by the complex.

2.3.3 While mooring to the FSO towing operations the control over the towage shall be exercised by the captain of the tanker.

3. Vessels entrance to the water area of outer harbor and departure 3.1 Information on arrival 3.1.1 In addition to the terms specified in item 3.1.2 of the General Rules the

tanker’s captain also shall report to the complex owner, “SEIC”, and the Harbor Master about the initial information on arrival directly or via his marine agent 7 days prior to ETA. All the delays in the tanker processing due to inadequate or untimely information on the arrival shall be chargeable to the account of the vessel.

3.1.2 Taking into account information of item 3.1.3 of the General Rules,

additionally to the information of items 3.1.2 and 3.1.6, Section A of the Stringent Regulations, captains of the tankers shall also report about the following:

- Ballast quantity onboard (isolated, clean, and muddy); - Presence of non-decontaminated cargo tanks. Upon receiving the request from the complex owner the tanker’s captain shall provide the consignee with all required information within two hours.

3.2 Arrival formalities

3.2.1 Arrival formalities are carried out on the vessel board by the representative of the State Supervision Authority of the Port (SSAP) in accordance with items 3.2.1-3.2.3 of the General Rules.

3.2.2 At good weather conditions (with wind speed up to 12 m/s and height of

wave up to 1 m) the commission members are brought by a passenger boat or a special boat directly to the anchored tanker.

At the wind speed exceeding 12 m/s and/or wave height exceeding 1 m,

the commission members shall be brought to the Molikpaq platform by a helicopter and then by a watercraft to the tanker.

3.2.3 The vessels arriving from abroad shall pass through the sanitary-

quarantine control, border control and customs clearance.

For the purpose of arrival formalities, in addition to the documents specified in items 3.2.1 and 3.2.2 of the General Rules, it is necessary to provide the following:

- copies of licenses of shipowner or operator; - documentation for the hazardous or bulky loads transportation if it’s

planned to use the vessel as a bulk carrier. Admittance to vessel is forbidden for all persons except the pilot until completion of the inward formalities by the port authorities and free practice is permitted.

3.2.4 Upon arrival at the outer harbor from abroad the vessels shall keep their distinguishing flags/call signs hoisted until the clearing-in procedure is fully completed, and when departing from the outer harbor – from the time the authority commission arrives on board and until the clearing-out formalities are over.

3.3 Departure formalities 3.3.1 The check of vessel’s readiness for departure shall start after completion of

arrival formalities. 3.3.2 Departure formalities shall be executed by the representative of the SSAP

on board in accordance with requirements of item 3.3 of the General Rules.

3.3.3 Besides the documentation specified in item 3.3.5 of the General Rules, for

the vessels wearing the Russian flag the following shall be provided to the SQD representative:

- international certificates of the immunization (if the vessel is heading to the area where such vaccines are necessary);

- ship’s sanitary journal; - vessel’s sanitary certificate; - medical records of the vessel’s crew as per the crew list. The seal

and attendant’s signature on the crew list shall be considered the SQD’s permission for leaving the port.

3.3.4 In the event the unreasonable departure delay for more than 2 hours after

completing the border control occurs, the Federal Boarding Service’s checkpoint has a right to cancel its permission for leaving the port.

3.3.5 When the boarder and customs control starts, passing any thing from/to

the vessel and any movements of people to and from the shore are prohibited.

3.3.6 The vessel having unpaid port dues shall not be allowed to sail out of the

port. 4. Vessels berthing in the outer harbor water area of the Korsakov port 4.1 Roadstead vessels’ anchorage 4.1.1 The vessel anchorage is carried out at the 2 x 2 miles area with

coordinates Latitude 52°41'5 North, and Longitude: 143°41'5 East, with the side directions 90-270° and 0-180°.

4.1.2 Roadstead vessels' anchorage with main engines put out of operation

and/or faulty anchor gear is prohibited and may be permitted only by Harbor Master on condition that the towage support is available.

4.1.3 Putting afloat the lifeboats from the tanker board and navigating in the

water area are prohibited except for the vessels supporting the ships in distress and/or accomplishing the salvage and rescue operations.

4.1.4 Leaving the vessel or the crew rotation at the Complex area is prohibited. 4.1.5 Approaching to the tanker anchored or standing beside the FSO is

prohibited for the vessels which are not related to the cargo operations and not having the permission from SSAP and border checkpoint.

4.2 Mooring of vessels 4.2.1 Reliable two-way radio communication shall be established before starting

the mooring operation:

- at the FSO – between the deck-bridge and the stern; - at the tanker – between the deck-bridge and the tank; - between the deck-bridges of the tanker and FSO and supplying vessel.

4.2.2 Prior to mooring the pilot shall check readiness of the tanker’s mooring

equipment and inform the complex administration about its readiness and coordinate the mooring plan with the tanker’s captain.

4.2.3 Mooring of the tankers shall be performed if the wind speed is not

exceeding 18 m/s, and/or the wave height is less than 3.5 m. 4.2.4 To secure the mooring operation a support ship is provided. Mooring is

accomplished by the guess-rope method being fed to the tanker from the FSO.

4.2.5 Disconnection is also made according to the mooring plan approved by

the pilot and captain of the tanker. Upon completing disconnection the complex equipment shall be returned to the support ship.

4.2.6 Mooring of the tankers with malfunctioning marine power plant and/or

steering gear, and or anchor gears is prohibited. 4.3 Mooring of vessels at the FSO 4.3.1 Tankers’ mooring at the guess-rope beside the FSO shall be permitted on

the condition that the wind speed is not exceeding 18 m/s, and/or wave height is less than 3.5 m.

4.3.2 The tanker’s engine shall always be ready to move during the entire

period of anchoring. 4.3.3 During the entire period of anchoring the tanker’s stern shall be tugged by

MSV. 4.4 Actions to be taken in storm 4.4.1 Upon receipt of the warning about storm, navigation circumstances

change or navigational regimen in the water area of outer harbor and its approaches, Shift Manager of SSAP shall notify all vessels in the water area of outer harbor.

4.4.2 Upon receipt of the storm warning or actual weather condition change all

cargo operations shall be stopped, and the tanker shall be ready to get underway.

4.4.3 Decision to unmoor the moored tanker shall be taken by the Harbor Master.

4.4.4 Depending on the forecast and actual weather conditions, upon the

Harbor Master’s permission the tanker after unmooring may stay anchored in the area directed by the SSAP.

4.5 Prevention of environment pollution 4.5.1 Vessel’s valves, flat valves and other shut-off devices connected to the

board and which harmful contaminants are discharged through shall be locked and stamp-sealed personally by the captain or a person authorized by captain before entering the outer harbor and for the entire period of staying in the outer harbor. For these procedures officers of a ship, responsible for technical operation of the vessel’s systems and devices through which the seawaters can be polluted, can be authorized.

4.5.2 Within the water area of outer harbor it shall be prohibited to discharge

overboard any oil-containing mixtures, waste oil, bilge and feces water, food waste, household rubbish, oilcloth, and other objects which are harmful for population health and marine living resources.

4.5.3 For vessels staying at the outer harbor or at the FSO the following shall be

prohibited:

4.5.3.1 overboard discharge of any contaminated waters including clean ballast water load, and throw overboard of any wastes;

4.5.3.2 building open fires and incineration of any kind of garbage; 4.5.3.3 any cleaning and painting of the hulls, including painting of bottom; 4.5.3.4 atmospheric releases in violation of standards; 4.5.3.5 using of shipboard incinerators; 4.5.3.6 washing of the holds, decks, and superstructures, with the water

discharge if it is polluted with the oil and/or other contaminants; 4.5.3.7 discharge of effluent impairing the seawater quality (color,

transparence, odor), and if the discharge results in visible floating particles.

4.5.4 There is no facility for the ballast water reception at the complex. Arriving

tankers must have the ballast segregated. Leaving the port is prohibited if

there is garbage, food and other waste accumulated onboard, and if there is no waste treating equipment or if it is nonfunctional.

4.5.5 During the entire period of cargo operation by the FSO side there shall be

a vessel with the OSR equipment at the alert, ready to install the oil boom. 4.5.6 For the purpose of preventing overflowing the residual capacity shall

constantly be controlled. 4.5.7 When performing the cargo operations the tanker’s crew and the FSO

staff shall exercise the control for purpose of timely detection of the oil (petroleum products) leaking.

4.5.8 In the event of detecting of the oil leakage from the pipeline, hose or valve,

oil transferring shall be stopped and remedial measures taken. 4.5.9 In the event of hose’s or pipeline’s breaking all cargo operations shall be

stopped immediately. 4.5.10 Before the loading start all means for oil spill recovery at the deck shall be

ready and the deck drains shut. Oil contaminated water shall be pumped to the slop tank or other sump capacity designated for such purpose.

4.5.11 After receipt of information on the oil spill, in accordance with the oil spill

response plan the SSAP representative makes an announcement and organizes the cleanup operations according to the oil spill contingency plan for the water area of the complex (OSCP).

4.5.12 Management of cleanup operations is the SSAP’s responsibility. 4.5.13 Using of dispersants without approvals of MAP and state authorities for

the environmental and sanitary supervisory is prohibited. 4.5.14 Information on the oil spill at the vessels in the Stringent Regulations’ area

must be transmitted to the marine operations coordinator over the radio at VHF, channels 16, 10 (call sign “Mooring Master”).

4.5.15 According to the RF Legislation damage recovery and a fine shall be

imposed on violators for any rule breaking resulting in the environmental pollution. Fines shall not excuse from payments for the actual cost of cleanup activities.

4.6 Usage of radio and wire communications in the port 4.6.1 Vessels in the complex’s water area shall ensure 24-hour radio watch on

channel 16, VHF.

4.6.2 Radiocommunication on VHF channels 6, 16, and 10, not related to the

vessels motion control and navigation safety is prohibited for all vessels and onshore organisations.

4.6.3 The vessels’ radiocommunication with the SSAP shall be performed on

VHF, channels 16 (call channel) and 10 (working channel), call sign is “Vityaz-1”.

4.6.4 Tanker’s radiocommunication with the supply tugboats and special

vessels shall be performed at VHF, channels 6, 10, and 16. 5. Cargo and passenger operations in the water area of outer harbor 5.1 Cargo operations 5.1.1 Before starting the cargo operations the representative of the SSAP shall

arrive at the tanker to coordinate the matters relating to the loading operations, and deliver the flowlines scheme to the captain.

5.1.2 Before starting the cargo and ballast operations the vessel must be

prepared in accordance with the requirements of International Safety Guideline for the Oil Tankers and Terminals. During the cargo operations the two-way radiocommunication between the vessels and bunkering master must be established.

5.1.3 During the cargo operations the following is prohibited on the vessel:

- any type of repair operations or painting at the open decks and over the side;

- cleaning of the cargo spaces in the area of cargo operations. 5.1.4 Before the cargo operations, the OIM and the tanker’s master shall

coordinate the shutdown procedures. 5.1.5 After the hoses are connected and the oil is fed into the pipeline, the

representative of the complex shall check all the equipment, and after that only the transfer rate may be increased. The maximum transfer rate is limited and shall not exceed 8,000 m3/hr.

5.1.6 During the entire period of the stowage operation the tanker operators

shall inform the FSO about the tanks’ filling, opening and shutting of the valves and any operations which may affect the pressure in the loading hose.

5.2 Passenger operations

5.2.1 The passenger operations are not carried out in the complex’s water area

except for transporting of the authority commission accomplishing the arrival and departure formalities for vessels, the FSO’s personnel and the Molikpaq platform upon the SSAP’s permit.

6. Sanitary and quarantine regimen in the water area of outer harbor 6.1 Vessels heading from foreign countries shall pass through the sanitary and

quarantine control preceding other controls. If there are no patients onboard the vessel arrived in port shall raise a “Q” (“Quebec”) flag and not lower it down until the quarantine is completed. Until completion of control process, only pilot is allowed to visit or leave the vessel.

6.2 The Nogliki department of the sanitary and epidemiological station performs

sanitary-quarantine inspection. 6.3 Vessels entering the outer harbor and having suspected infections among

crewmembers or passengers aboard shall anchor at the place directed by the SSAP.

6.4 It is strictly prohibited for the floating crafts to approach to the vessels

standing at the quarantine anchorage. 6.5 Sanitary-quarantine inspection of vessels is performed 24-hours at the outer

harbor. 7. Safety and protection of facilities located within the outer harbor water

area of the port. 7.1 Fire safety regimen in the water area 7.1.1 Hot works at the vessels moored to the FSO are inadmissible. 7.1.2 Using of the steel hawsers whilst mooring is prohibited. 7.1.3 During anchoring of the vessel, at least 30 m long ropes with hawser eyes

must be prepared and fixed on its tank and stern for the rapid taking for the tug without the vessel’s crew participation when emergency detachment from mooring buoys.

The SSAP and FSO’s captain shall be responsible for the fire safety at the vessels in the complex’s water area.

7.2 Construction, operation and safety of facilities in the water area

7.2.1 Construction of the water development facilities, dredge and fill operations shall be permissible only according to the plans approved by the MAP, and according to the design documentation coordinated with the supervisory environmental body regardless of the work originator, and object’s owner and/or lessee.

7.2.2 Captain of the vessel, which damaged the FSO, must report to the SSAP

immediately. The complex owner’s representative, vessel’s captain, and pilot in the presence of the SSAP’s captain on duty shall record the damage occurred.

The compensation of damage to water-engineering construction and

navigational equipment shall be made for the guilty party’s account. Section C Pogranichnoye Port Station 1. General provisions 1.1 Pogranichnoye Port Station is located in the Okhotsk Sea by the northeastern

seashore of the Sakhalin Island. The water area of Pogranichnoye Port Station is restricted in west - with the shoreline of Sakhalin Island, in north - with the parallel latitude 50 25, 0, N, in

south – with parallel latitude 50 15, 0, N, and in east – with the straight line connecting the points in the specified parallels and located 4 miles away from the shoreline.

1.2 There is the Tanker Loading Unit Site (hereafter referred to as Site) located in

the water area of the Pogranichnoye port station; the Site is restricted with the lines connecting the following marks:

1) Lat. – 50 19, 5 north Lon. – 143 47, 4 east 2) Lat. – 50 19, 5 Lon. – 143 51, 1 3) Lat. – 50 17, 5 Lon. – 143 50, 5 4) Lat. – 50 17, 5 Lon. – 143 48, 1

Fishing with the sea-floor equipment, seafloor sweeping, underwater and dredging operations, and navigating with the paid-away anchor-chain are prohibited in the Site’s water area.

1.3 In the Pogranichnoye Port Station there is no territory belonging to the MAP. 1.4 Navigation in the Pogranichnoye Port Station is opened from May 15 to

December 15. 2. Navigation in water area of the Pogranichnoye Port Station 2.1 Navigation rules 2.1.1 The authorization procedure for the vessels’ motion is established in the

water area of the port station. All passages of vessels and floating crafts in the water area, and also anchoring, towing and setting to the Site shall be carried out only upon the bunkering master’s authorization.

Captains of the vessels heading to the Pogranichnoye Port Station 1 hour prior to approaching to the water area border shall establish the radiocommunication with the oil-loading master at VHF, channel 16, call sign “Nabil-radio-3”.

2.1.2 The Site can accommodate the vessels with dimensions as follows:

* length – up to 165 m; * width – up to 23 m; * draft – up to 10 m.

2.1.3 Vessels’ motion in the water area of the port station shall be permitted on

the condition that the wind speed is not exceeding 12 m/s, and/or visibility range is not less than 10 cables.

2.1.4 Vessels in the water area of the port station shall proceed at the minimum speed allowing controllability of the vessel in the metocean conditions.

2.2 Piloting 2.2.1 Pilotage for vessels when mooring/unmooring in the water area of station

port is obligatory. Pilot is picked up aboard in the anchorage area. 2.2.2 Pilotage of the vessels in the water area of the port station is performed by

the pilots of the Sakhalin MAP harbor pilotage service certified in a proper manner.

2.2.3 Pilot shall stay onboard during the entire period of the loading operation. 2.3 Towage provision 2.3.1 Using of the tugboats whilst tankers mooring to the Site is obligatory. 2.3.2 Service request for towage shall not be filed. Towing is a fee-based

service. 2.3.3 While towing operations with the tankers at the Site the control over the

towage shall be exercised by the captain of the tankers or captains of the vessels being towed, regardless of the fact whether the vessel runs its own engines or not.

3. Vessels arrival and departure procedures in the water area of Pogranichnoye Port Station 3.1 Reporting on arrival 3.1.1 Information about the vessel’s arrival shall be sent by the marine agent

(shipowner) or by captain of the vessel to the Harbor Master not later than 48 hrs prior to arrival, then for the second time 24 hrs prior to arrival, and it should be confirmed not later than 4 hrs before approaching to the port station.

3.1.2 In the information on arrival captain of the vessel shall specify the data

according to the item 3.1.3 of the General Rules and item 3.1.2, Section B of the Stringent Regulations.

3.2 Arrival formalities 3.2.1 The arrival formalities are carried out on the vessel board by the duty

captain of the Korsakov SSAP’s branch in the Pogranichnoye Port Station (hereafter referred to as duty captain). Sanitary-quarantine inspection,

border and customs controls are accomplished in Korsakov port via marine agents according to items 3.2.1-3.2.3 of the General Rules.

3.2.2 The marine agent shall perform notifying of the authorities executing the

arrival formalities, as well as transportation of authority commissions to the vessel.

3.2.3 Transportation of the authority commission is permitted on condition that

wind speed is not exceeding 12 m/s and/or wave height is up to 1.5 m. 3.3 Departure formalities 3.3.1 Checking of the vessel’s readiness for departure and departure formalities

shall be executed by the duty captain according to the requirements of item 3.3 of the General Rules.

4. Vessels’ anchorage in the water area of the Pogranichnoye port station 4.1 Roadstead vessels’ anchorage 4.1.1 There is an area specially designated for anchoring in the water area of

the port station. It is limited with the lines of latitude 50 21, 5 and 50 23, 5, N, and lines of longitude 143 47, 5 and 143 51, 0, E accordingly.

4.1.2 Roadstead vessels' anchorage with main engines put out of operation

and/or faulty anchor gear is prohibited and may be permitted only by Harbor Master on condition that the towage support is available.

4.1.3 Putting afloat the lifeboats from the vessel’s board and navigating in the

water area is permissible only upon permit of the duty captain as agreed upon with Border Guard Service except for the vessels supporting the ships in distress and/or accomplishing the salvage and rescue operations.

4.1.4 Passenger transportation and cargo delivery to/from the vessels in the

water area of the port station are prohibited. 4.2 Mooring of vessels at the TLU Site 4.2.1 The bunkering master issues the permit for vessel’s mooring to the Site

buoys. 4.2.2 When mooring the vessel, captain shall follow the following:

* Vessels shall proceed at the minimum speed allowing controllability of the vessel;

* Bunkering master shall determine the tanker’s route and position at the Site;

* Mooring equipment of the tanker shall be prepared for the mooring to the Site’s buoys.

4.2.3 The mooring at the Site is performed with assistance of a boat if the wind

speed is not exceeding 12 m/s and/or the wave’s height is not bigger than 1.5 m.

4.2.4 Site vessels' mooring with main engines put out of operation or faulty

steering control and anchor gear is prohibited. At least two breast lines shall be connected to each buoy. In case of the breast line breakage there are spare hawsers in the coastal base.

4.3 Vessels’ berthing in the Site 4.3.1 Coming ashore for officers and crew of the vessel when berthing in the Site

is prohibited. 4.3.2 The main engine shall be in stand-by mode during the entire period of

berthing in the Site. 4.3.3 The tanker shall be moored in the way eliminating a possibility of the

tanker’s shifting under the wind stress. 4.4 Actions to be taken in storm 4.4.1 Upon receipt of the warning about storm, navigation circumstances

change or navigational regimen in the water area of port station and its approaches, duty captain via bunkering master on VHF, channel 16, shall notify all vessels in the water area of port station.

4.4.2 Upon receipt of the storm warning or actual weather condition change

(east direction wind is stronger than 12 m/s, and wave height is more than 1.5m) all cargo operations shall be stopped, and the tanker shall be ready to get underway.

4.4.3 Decision to unmoor the moored tanker shall be taken by the captain of the

vessel jointly with bunkering master. 4.4.4 Depending on the forecast and actual weather conditions, upon the

SSAP’s permission the tanker after unmooring may stay anchored in the area directed by the bunkering master.

4.5 Prevention of environmental pollution

4.5.1 Vessel’s valves, flat valves and other shut-off devices connected to the board and which harmful contaminants are discharged through shall be locked and stamp-sealed personally by the captain or a person authorized by captain before entering the port station and for the entire period of staying in the port station. For these procedures officers of a ship, responsible for technical operation of the vessel’s systems and devices through which the seawaters can be polluted, can be authorized.

4.5.2 For vessels staying in the port station the following shall be prohibited:

4.5.2.1 overboard discharging of any contaminated waters including clean ballast water load;

4.5.2.2 overboard throwing of any wastes; 4.5.2.3 building open fires and incineration of any kind of garbage; 4.5.2.4 contaminants discharging in the air with standards infringing; 4.5.2.5 using of shipboard incinerators; 4.5.2.6 work on cleaning and painting of the vessels hulls; 4.5.2.7 washing of the hulls, as well as holds and tanks;

4.5.3 During the entire period of cargo operation there shall be a vessel with the

OSR equipment at the alert, and the area of cargo operation shall be secured with the oil booms.

4.5.4 In the event of oil spill at the vessel’s deck or overboard loading and

ballast operations shall be immediately stopped. Captain of the vessel shall report via bunkering master to the SSAP about the oil spill on VHF, channel 14.

4.5.5 Upon receipt of information on the oil spill accident the bunkering master

shall make an announcement via the SSAP in accordance to the scheme of informing on the accidental oil spill; the area dispatcher on the oil spill response measures shall take action for spill cleanup activities according to the OSCP.

4.5.6 For oil-spill response management the headquarters shall be established

which will coordinate the activities of all port station’s services according to the OSCP. Using of dispersants for port water area clean-up operation without approvals of MAP and state authorities for the environmental and sanitary supervisory is prohibited.

4.5.7 Using of dispersants for port water area clean-up operation without approvals of MAP and state authorities for the environmental and sanitary supervisory is prohibited.

4.5.8 According to the RF Legislation damage recovery and a fine shall be

imposed on violators for any rule breaking resulting in the environmental pollution. Fine imposing shall not remit the payments for the actual expenditure of the spill cleanup activities.

4.6 Usage of radio and wire communication in the port station 4.6.1 Vessels in the port station water area shall ensure 24-hour radio watch on

VHF channel 16. 4.6.2 Radiocommunication on VHF channels 14 and 16 not related to the

vessels motion control and navigation safety is prohibited for all vessels and onshore organizations.

4.6.3 The vessels’ radiocommunication with the bunkering master shall be

performed on VHF channels 16 (call channel) and 14 (working channel), call sign is “Nabil-radio-3”.

4.6.4 Tanker’s radiocommunication with the supply tugboats and diving tender

shall be performed at VHF channels 16 and 19. Call sign for the diving tender is “Bot”.

5. Cargo and passenger operations in the port station 5.1 Cargo operations 5.1.1 For the cargo operations at the Site there are 6 mooring buoys installed.

They are equipped with the lights and their coordinates are:

At the end of the pipeline, in the point with coordinates Lat. – 50 18, 29, N, and Lon. – 143 48, 525, E, there are the 100 m manifold installed, and buoy marking the end of the pipeline with the coordinates Lat. – 50 18, 255, N, and Lon. – 143 48, 520, E.

5.1.2 Cargo and ballast operations in the port are performed according to the

working performance specifications and charts. Procedure and requirements of the working performance specifications and charts are obligatory to adhere for all port’s personnel and vessels crews involved in the cargo operations.

5.1.3 Before starting the cargo and ballast operations the vessel must be

prepared in accordance with the requirements of International Safety Guideline for the Oil Tankers and Terminals. During the cargo operations the two-way radiocommunication between the vessels and bunkering master must be established.

5.1.4 During the cargo operations the following is prohibited on the vessel:

- any type of repair operations or painting at the open decks and over the side;

- cleaning of the cargo spaces in the area of cargo operations. 5.1.5 In the event that oil-bulk stowage emergency stop is required the tanker

shall make three lasting sound signals with its blast signal or signal whistle.

5.1.6 Cargo operations at the Site are permissible at wind with speed up to

12m/s, and/or height of wave up to 1.5 m. 5.1.7 Upon completing the cargo operation and cargo paper formalities the

vessel shall immediately be unmoored and taken out from the Site. 5.2 Passenger operations Passenger operations are not carried out in the Site. 6. Sanitary and quarantine regiment in the Pogranichnoye Port Station 6.1 The Korsakov department of the sanitary and epidemiological station

performs sanitary-quarantine inspection 6.2 Vessels entering the water area of the port station and having suspicion on

the infectious person among crewmembers or passengers aboard shall anchor at the place directed by the duty captain of SSAP.

6.3 It is strictly prohibited for the floating crafts to approach to the vessels not being inspected by the sanitary and epidemiological control yet.

6.4 Sanitary-quarantine inspection of vessels performed all day around upon the

vessel’s arrival. 7. Safety and protection of facilities located within the water area of the

Pogranichnoye Port Station 7.1 Fire safety regimen in the water area of the port station 7.1.1 Hot works at the vessels at the Site are inadmissible. 7.1.2 Using of the steel hawsers whilst mooring is prohibited. 7.1.4 During anchoring of the vessel at least 30 m long ropes with hawser eyes

must be prepared and fixed on its tank and stern for the rapid taking for the tug hook without the vessel’s crew participation when emergency removal from mooring buoys.

Captains of the vessels shall exercise the control over fire safety rules obeying at the vessels at the Site.

7.2 Construction, operation and safety of facilities in the water area and

territory of the port station 7.2.1 Construction of the transfer complexes, water development facilities,

dredge and fill operations shall be permissible only according to the plans approved by the MAP, and according to the design documentation coordinated with the supervisory environmental body regardless of the work originator, and object’s owner and/or lessee.

7.2.2 Captain of the vessel, which damaged the Site’s equipment, must

immediately report to the duty captain of SSAP and bunkering master. The Site’s equipment owner’s representative and vessel’s captain in the presence of the bunkering master and SSAP’s captain on duty shall record the damage occurred.

The compensation of the damage connected with the Site’s equipment damage shall be made for the guilty party’s account.

7.2.3 Enterprises and natural persons performing construction and other works,

not later than 2 months upon work completion, shall submit to the MAP the materials required for correction of navigation manuals.

Appendix 1

Guidelines for mooring operations, anchoring conditions and processing of

the vessels with petroleum product cargoes at berths of the Korsakov Port

1. Petroleum product cargoes can be processed only by the enterprises, which are certified for this type of activity, hereafter referred to as “enterprise”.

2. It is the captain’s responsibility to ensure the vessel’s readiness for the

petroleum product offloading according to requirements of the Instructions for Prevention of Pollution from Ships (RD 31.04.23-94) prior to the vessel’s mooring to the berth.

3. Vessels’ mooring to the port’s berths is performed according to the item 4.2 of

the Stringent Regulations. In exceptional circumstances vessels’ mooring can be carried out in a different way upon agreement with the Harbor Master.

4. Mooring to the port’s berths is prohibited for the vessels with petroleum

product cargoes if: - the wave’s height is more than 1 m; - west direction wind speed is exceeding 10 m/s and east direction wind speed

is exceeding 15 m/s; - there is the harbor oscillation along the berths; - the vessel is not prepared for the petroleum product offloading; - the onshore facilities are not prepared for the petroleum product receipt.

5. Upon the mooring completion captain of the vessel must ensure installing of

the front ladder and nets and their secure mounting. 6. Upon the mooring completion the enterprise (owner or operator of the

column) checks its readiness for the petroleum product offloading and keeps records on the vessel’s cargo operation accomplishing.

7. Persons responsible for the cargo operations at the vessel and onshore

facilities must coordinate their actions on the offloading safety securing. 8. The enterprise which received the vessel for processing feeds and attaches

hoses, and permits the offloading only after checking the activities specified in item 5.
