I am encouraged by the increasing level of communication and coordination between the committees since then, including for example the joint committee meeting on the new San Francisco tall building guidelines happening this month.

When I was elected Vice President in 2017, I asked a few past SEAONC presidents for advice. Perhaps the best advice that I received was from Jon Kiland. Jon said I wouldn’t be able to do everything that I wanted to do or everything that needed to be done, so I should pick one or two issues that I felt were most important and focus on getting those done during my presidency.

I had some big picture ideas for what I wanted to do as president. I wanted to encourage more public outreach and volunteerism. I wanted to provide more business training opportunities to structural engineers.

I wanted to increase the level of equity and engagement in our profession. I wanted more SEAONC members engaged in code and standards development. I wanted to promote educational opportunities. I wanted to strengthen SEAONC’s relationships with SEAOC and NCSEA. I wanted to encourage structural engineering as a profession to college and high school students. While the SEAONC president perhaps should not show favoritism to any one committee, I still have a soft spot for the Construction Quality Assurance Committee. The CQA Committee was the first committee that I was an active participant in and the first committee that I served as chair of. My experience with this committee showed me how SEAONC can contribute to bettering our profession and also provided me my first experience in leadership. Since I joined the CQA Committee in 2002, its members have written several guidelines related to construction administration and special inspection, including guidelines for special inspection and structural observation, reviewing welding procedure specifications, reviewing concrete mix designs and inspecting wood framed construction. The committee has continued producing new guidelines, updating existing guidelines and responding to member questions about construction and inspection even though their active membership has declined over the last few years and their associated SEAOC committee has become inactive. The CQA committee is looking to infuse their membership with new, active members who are willing to share their lessons learned from construction administration and special inspection and build upon the extensive library of guidelines developed by the committee. Joining the committee is as easy as signing up on the website or by emailing the committee at [email protected].

Another important committee is the nominating committee for next year’s Board, which will be formed at our February association meetings in San Francisco and Mountain View. I encourage you all to come and help form the committee that will discern and nominate the next leaders of SEAONC!

Join us on Tuesday, February 5th for a presentation on Chase Center Arena in the Mission Bay neighborhood of San Francisco, which will be the new home to the Golden State Warriors beginning in the 2019 season. Magnusson Klemencic Associates provided structural engineering services, including on-site support during construction of the primary structure.

Introduction to FEMA P-2006, Example Application Guide for ASCE/SEI 41-13 Seismic Evaluation and Retrofit of Existing Buildings with Additional Commentary for ASCE/SEI 41-17

Since its original publication in 2006, ASCE/SEI 41, Seismic Evaluation and Retrofit of Existing Buildings, has become the consensus U.S. national standard for seismic evaluation and retrofitting. However, the methods in ASCE/SEI 41 are different in many ways from those used in the design of new buildings and can be challenging for those unfamiliar with its procedures. To assist users of the standard, the Applied Technology Council, with funding provided by the U.S. Federal Emergency Management Agency and with assistance from SEAOC, published an example application guide for ASCE/SEI 41, referred to as the FEMA P-2006 document. FEMA P-2006 provides helpful guidance on the interpretation and the use of ASCE/SEI 41 through a set of step-by-step illustrated design examples that cover key selected topics.

Drawing from FEMA P-2006 material, this seminar will provide an overview of ASCE/SEI 41, including a discussion of its foundational principles, performance objectives, analysis procedures, and acceptance criteria. Following the overview, the seminar will present example applications for steel braced frame, tilt-up concrete, steel moment frame, and concrete shear wall buildings. The target audience for this seminar is both practicing engineers who have limited or no experience with ASCE/SEI 41 and those engineers who have used it in the past but have specific questions.

SE3 - Diversity and Inclusion in the Workplace

We began our December SE3 committee meeting with a question to our members - “What does Diversity and Inclusion mean to you?” Our group responded with the following:

“Making everyone feel like their contributions and opinions are valued”“Welcoming and respecting all regardless of personal traits or preferences”“Having people with diverse backgrounds and perspectives at the table”“Being comfortable enough to not cover stigmatized aspects of my identity (i.e., Bringing my ‘whole self’ to work)”

These among other responses are a start in capturing our collective voices as we develop our Diversity and Inclusion (D&I) Initiative launch set for the Fall of 2019. We focus on expanding SE3’s mission with this launch as a means to dig deeper into the benefits of a diverse workforce. Oftentimes, “diversity” and “inclusion” are conflated and assumed to be one in the same thing. But the terms are in fact quite different. “In the context of the workplace, diversity equals representation. Without inclusion, however, the crucial connections that attract diverse talent, encourage their participation, foster innovation, and lead to business growth won’t happen.”1

We hope to continue such conversations throughout the year and invite all SEAONC members to participate. The SE3 D&I Initiative is currently led by SE3 member Ji Su Lee, who is also active at ARUP’s San Francisco office in Diversity and Inclusion workshops and programs.  Abstracts are  requested  for papers  to be presented as part of  the Technical, Business Practice, and Younger Member Programs of the 2019 SEAOC Convention.  The 88th Annual SEAOC Convention will be held at the Resort at Squaw Creek near Lake Tahoe, California, August 28 through August 30, 2019.     The Structural Engineers Association of California (SEAOC) is respected as an authoritative world leader in the practice of structural and earthquake engineering, as a nationally influential participant in structural code and standard development, and as a valuable resource to practicing Structural Engineers in California.  To this end, the 2019 SEAOC Convention Technical Committee’s goals are as follows:  Create a program that supports the advancement of the structural engineering profession, including how we are 

creating leaders, new and innovative information with practical and technical applications, global and social impacts, bringing together project teams, and supporting SEAOC’s vision for the future of structural engineering. 

Provide a balanced program to include a variety of different topics and new delivery formats that engage the audience and are more interactive.   Encourage as many different speakers and topics as possible. 

Celebrate structural engineering excellence in all areas of practice and discuss how the profession can accomplish it.  Provide an adequate time frame and formats for speakers to share information and allow for audience participation 

including questions and answers.  Create value‐added programs for attendees.  Seek to provide presentations that are lively, motivating, and interactive.
