1 INTRODUCTION
1.1 GENERAL
This document is an integral part of the NPOC Services. It defines a number ofBSC user-formulas. The user-formulas are based on STS counters in the BSCobject types. By applying the user-formulas to collected STS statistics thenetwork performance can be evaluated. The user-formulas can also be a usefultool in network optimization activities.
Note: In this document does not mention any STS user-formulas for GPRS. Butit should be added after GPRS function activated.
1.2 OWNERSHIP AND UPDATES
The owner of this procedure is the NPOC, Central Optimization Group.
The NPOC Manager is responsible to maintain and update the document.Updates can only be implemented upon agreement between involved parties,i.e. the NPOC and it’s interfacing counterparts.

4.2 SDCCH STATISTICS
Since the cells are structured in underlaid and overlaid subcells the formulas inOverlaid and Underlaid Subcell Statistics should be used to evaluate theperformance of underlaid and overlaid subcells together. And to evaluate theperformance of the underlaid subcells the formulas in Underlaid SubcellStatistics should be used and for overlaid subcells the formulas in OverlaidSubcell Statistics should be used.
Remark 4.2 Please note that the counters CNUCHCNT and CNUCHSUB mayshow incorrect values if the BPC configuration, for SDCCH channels, in theBSC differs from the actual hardware configuration in the BTSs.
If the feature “Adaptive configuration of logical channels” is active the formulasS_TRAF_CH and S_AVAIL does not mean anything. Then S_AV_NR isrecommended to use instead.

When using adaptive configuration of logical channels the countersCNUCHCNT, TNUCHCNT, CNUCHSUB and TNUCHSUB are not updated whena BPC supporting SDCCHs is reconfigured to a BPC supporting TCH or viceversa. But for the counters CAVAACC, TAVAACC, CAVASUB and TAVASUBthe opposite is true. That is, these counters are updated every time an SDCCHis reconfigured to a TCH and vice versa.
Note: We are not using “Adaptive configuration of logical channels” at thebeginning. But it might be needed for any purpose in the future.

4.3 TCH STATISTICS
Since the cells are structured in underlaid and overlaid subcells the formulas inOverlaid and Underlaid Subcell Statistics should be used to evaluate theperformance of underlaid and overlaid subcells together. To evaluate theperformance of the underlaid subcells the formulas in Underlaid SubcellStatistics should be used and for overlaid subcells the formulas in OverlaidSubcell Statistics should be used.
Remark 4.3 the number of defined channels can be system defined oroperator defined. This is set on a per cell or channel group basis.
System defined means that the number of defined TCH channels is calculatedas 8 * (number of frequencies in the cell/channel group) minus the number ofBPCs used for BCCH and SDCCH in the cell/channel group.
Operator defined means that the number of defined TCH channels iscalculated as the required number of BPCs defined by command for thecell/channel group minus the number of BPCs used for BCCH and SDCCH inthe cell/channel group. The operator defines the number of channels via theparameter NUMREQBPC.
The counters TNUCHCNT and TNUCHSUB may show incorrect values if theBPC configuration, for TCH channels, in the BSC differs from the actualhardware configuration in the BTSs.
For example, if synthesizer hopping is used and the number of channels aresystem defined. TNUCHCNT and TNUCHSUB counts the number offrequencies, used for syntheziser hopping, times eight minus the BPCs used forBCCH and SDCCH in the cell/channel group, whereas the real number of usedBPCs is a smaller value.
When using adaptive configuration of logical channels the countersCNUCHCNT, TNUCHCNT, CNUCHSUB and TNUCHSUB are not updated whena BPC supporting SDCCHs is reconfigured to a BPC supporting TCH or viceversa.
Formulas including TNUCHCNT and TNUCHSUB should therefore be handledwith care.
