LegalFoundationoftheStudentProgressionPlan

Section1008.25,FloridaStatutes,Student

Progression

Currentlawrequiresthateachschoolboardestablishacomprehensiveprogramforstudentprogression,whichshallbebaseduponanevaluationofeachpupil’sperformance,includinghowwellthestudentmasterstheperformancestandardsapprovedbythestateboard.Thedistrictprogramforstudentprogressionshallbebaseduponlocalgoalsandobjectives,whicharecompatiblewiththestate’splanforeducation.1. ItistheintentoftheLegislaturethateachstudent’sprogressionfromonegradetoanotherbedetermined,inpart,uponproficiencyinreading,writing,science,andmathematics;thatdistrictschoolboardpoliciesfacilitatesuchproficiency;andthateachstudentandhisorherparentbeinformedofthatstudent’sacademicprogress.2. Eachdistrictschoolboardshallestablishacomprehensiveprogramforstudentprogressionwhichmustinclude:

a. Standardsforevaluatingeachstudent’sperformance,includinghowwellheorshemasterstheperformancestandardsapprovedbytheStateBoardofEducation.

b. Specificlevelsofperformanceinreading,writing,science,andmathematicsforeachgradelevel,includingthelevelsofperformanceonstatewideassessmentsasdefinedbythecommissioner,belowwhichastudentmustreceiveremediation,orberetainedwithinanintensiveprogramthatisdifferentfromthepreviousyear’sprogramandthattakesintoaccountthestudent’slearningstyle.

c. Appropriatealternativeplacementforastudentwhohasbeenretained2ormoreyears.

TheSt.LuciePublicSchoolDistrictStudentProgressionPlangivesconsiderationtothebestinterestofindividualstudentsandcomplieswithstatestatutesandStateBoardofEducationdirectives.Itisintendedthattheplanprovidetoschoolpersonnel,parents,studentsandinterestedcitizenswritteninformationwithregardtostudentadvancementthroughthedistrictschoolsystem.Aswithallpolicyhandbooks,periodicreviewandrevisionisundertakeninordertoretainguidelinesthatareconsistentwiththeintentoftheBoardandlegislativeactions.

A. DocumentationforAdmissionThe parents of students seeking admission to St. Lucie CountyPublicSchoolsmustprovidethefollowingdocumentation:

Evidenceofbirthdate;oneofthefollowing: birthcertificate baptismalcertificateshowingthedateofbirth aninsurancepolicyonthechild'slife,whichhasbeeninforcefortwoormore

years abonafidecontemporaryBiblerecordofthechild'sbirth accompanied

byanaffidavitsworntobytheparent apassportorcertificateofarrivalintheUnitedStatesshowing theageofthe

child atranscriptofrecordofageshowninthechild'sschoolrecordof at least

four (4)years prior to application stating date ofbirth orfailing any of the above, an affidavit of age sworn to by the

parentaccompaniedbyacertificateofagesignedbyapublichealthofficerorotherdesignatedlicensedpracticingphysicianthatstatesthatthechildhasbeenexaminedbythesameandthisindividualbelievesthattheageasstatedintheaffidavitissubstantiallycorrect.(F.S.1003.21)

Evidenceofarecentphysicalexamination,withinoneyearofenrollmentinschool.Certification of required immunization for poliomyelitis, diphtheria,rubella,rubeola,chickenpox/varicella,pertussis,mumps,tetanus,seriesofhepatitisBandothercommunicablediseases,asdeterminedbyrulesoftheDepartmentofHealthandRehabilitativeServices.(F.S.1003.22)Certificate of Immunization as described in (F.S. 1003.22) andSchoolBoardPolicy5.04.Evidence of recent physical examination as described in (F.S.1003.22)andSchoolBoardPolicy5.04.232).Statesthatstudentmustreporttothedistrictatthetimeofinitialregistrationanypreviousexpulsions,arrestresultinginachargeoranyjuvenilejusticeactiontakenagainstthestudent.

B. PlacementofStudentsInterstateCompactonEducationalOpportunityforMilitaryChildrenS.1000.36,F.S.

ThepurposeoftheInterstateCompactonEducationalOpportunityforMilitaryChildrenistoremovebarrierstoeducationalsuccessimposedonchildrenofmilitaryfamiliesbecauseoffrequentmovesanddeploymentoftheirparents.ExceptasotherwiseprovidedinSectionC,thiscompactappliestothechildrenof

Active‐dutymembers of the uniformed services, includingmembers of theNational

GuardandReserveonactive‐dutyorderspursuantto10U.S.C.ss.1209and1211; Membersorveteransoftheuniformedserviceswhoareseverelyinjuredand

medicallydischargedorretiredforaperiodof1yearaftermedicaldischargeorretirement;and

Membersoftheuniformedserviceswhodieonactivedutyorasaresultofinjuriessustainedonactivedutyforaperiodof1yearafterdeath.

Specifythatthisinterstatecompactappliestolocaleducationagencies.

Thiscompactdoesnotapplytothechildrenof: InactivemembersoftheNationalGuardandmilitaryreserves; Membersoftheuniformedservicesnowretired,exceptasprovidedinSectionA; Veteransoftheuniformedservices,exceptasprovidedinSectionA;and OtherUnitedStatesDepartmentofDefensepersonnelandotherfederalagency civilianandcontractemployeesnotdefinedasactive‐dutymembersoftheuniformed

services.ClassroomTeacherTransferRequestProcess:AparentrequestingthathisorherchildbetransferredtoanotherclassroomteachermustputtherequestinwritingtothePrincipal.Therequestshouldincludethereasonforthetransfer.Thispolicydoesnotgiveaparenttherighttochooseaspecificclassroomteacher.Suchrequestswillbeconsideredandtheparentwillreceivenotificationofapprovalordenialwithin2weeksofreceivingthewrittenrequest.Iftherequestfortransferisdenied,theparentwillbenotifiedofthereasonforthedenial.Teacherteachingout‐of‐fieldStudentTransferRequestProcess:Aparentwhosechildisassignedanout‐of‐fieldteachermayrequestthathisorherchildbetransferredtoanin‐fieldclassroomteacherwithintheschoolandgradeinwhichthechildiscurrentlyenrolled.Theschoolmustapproveordenytheparent’srequestandtransferthestudenttoadifferentclassroomteacherwithinareasonableperiodoftime,nottoexceed2weeks,ifanin‐fieldteacherforthatcourseorgradelevelisemployedbytheschoolandthetransferdoesnotviolatemaximumclasssizepursuanttos.1003.03ands.1,Art.IXoftheStateConstitution.Iftherequestfortransferisdenied,theschoolwillnotifytheparentandspecifythereasonsforthedenial.Thisprovisiondoesnotprovidetheparenttherighttochooseaspecificteacher.EducationalRecordsandEnrollmentAchild’sofficialeducationrecordscannotbereleasedtotheparentsforthepurposeoftransfer,thecustodianoftherecordsinthesendingstateshallprepareandfurnishtotheparentacompletesetofunofficialrecordscontaininguniforminformationasdeterminedbytheInterstateCommission.Uponreceiptoftheunofficialeducationrecordsbyaschoolinthereceivingstate,thatschoolshallenrollandappropriatelyplacethestudentbasedontheinformationprovidedintheunofficialrecordspendingverificationbytheofficialrecords,asquicklyaspossible.Whenthestudentenrolls,thereceivingschoolshallrequestthestudent’sofficialeducationrecordfromtheschoolinthesendingstate.Uponreceiptoftherequest,theschoolinthesendingstateshallprocessandfurnishtheofficialeducationalrecordstotheschoolinthe

receivingstatewithin10daysorwithinsuchtimeasisreasonablydeterminedundertherulesadoptedbytheInterstateCommission.

WhentransferringfromothercountieswithinFloridatheparentwillberequestedtosigna30‐dayexemptionformattheschoolsiteinorderforthestudenttobeadmittedtoclassuntiltheCertificateofImmunizationissenttotheschoolfromthepreviousschooldistrictorpresentedtotheschoolbytheparent.Studentswhoareexperiencinghomelessnessandstudentswhoareknowntothedepartment,asdefinedins.39.0016,shallalsobegivenatemporaryexemptionfor30daysschooldays.MandatoryexclusionfromschoolisrequiredbyFloridalawaftertheexpirationofthe30‐dayexemptionand/ortheimmunizationrecordisreceivedandthestudentisnotincompliancewiththeFloridastaterequiredgrade/ageappropriateimmunizations.A30dayimmunizationexemptionforimmunizationscannotbegiventostudentsiftheyare: 1)enrollinginschoolforthefirsttime(initialenterer). 2)transferringinfromanotherstate. 3)transferringinfromanothercountry.ThesestudentsmustprovidetheschoolwithanupdatedImmunizationRecord(DH680form)certifyingcompliancewiththeFloridaCompulsorySchoolImmunizationLawinordertobeadmittedorallowedtoattendschool.StudentsshallbeexemptfromtheimmunizationrequirementiftheypresenttotheschoolavalidDHForm681forreligiousexemptionfromimmunizations.Studentswillbeallowedtocontinuetheirenrollmentatgradelevelinthereceivingstatecommensuratewiththeirgradelevel,includingkindergarten,fromalocaleducationagencyinthesendingstateatthetimeoftransition,regardlessofage.Astudentwhohassatisfactorilycompletedtheprerequisitegradelevelinthelocaleducationagencyinthesendingstateiseligibleforenrollmentinthenexthighestgradelevelinthereceivingstate,regardlessofage.Astudenttransferringafterthestartoftheschoolyearinthereceivingstateshallentertheschoolinthereceivingstateontheirvalidatedlevelfromanaccreditedschoolinthesendingstate.

AssistancetoTransitioningStudentsfromMilitaryFamilies‐1003.05,F.S.Dependentchildrenofactivedutymilitarypersonnelwhootherwisemeettheeligibilitycriteriaforspecialacademicprogramsofferedthroughpublicschoolsshallbegivenfirstpreferenceforadmissiontosuchprogramseveniftheprogramisbeingofferedthroughapublicschoolotherthantheschooltowhichthestudentwouldgenerallybeassigned.Ifsuchaprogramisofferedthroughapublicschoolotherthantheschooltowhichthestudentwouldgenerallybeassigned,theparentorguardianofthestudentmustassumeresponsibilityfortransportingthestudenttothatschool.Forpurposesofthissubsection,specialacademicprogramsincludemagnetschools,advancedstudiesprograms,AdvancedPlacement,dualenrollment,AdvancedInternationalCertificateofEducation,andInternationalBaccalaureate.

MarriedandUnmarriedPregnantStudentsCompulsoryAttendance

Marriedandunmarriedpregnantstudentremainunderthecompulsoryattendancelawandarerequiredtoattendschool.

Studentswhoare16yearsofagecanvoluntarilywithdrawfromschoolwiththesignedconsentofthestudentandparentontheIntenttoTerminateSchoolEnrollmentform.

StudentsdroppingoutofschoolmustalsocompleteaDropoutSurveyandExitInterviewwiththeschool.

TeenParentProgram PregnantstudentsareeligibletoattendtheDistrict‘sTeenParentProgramand/or

attendthepublicschooltowhichtheyareassigned.MaximumAgeGeneralEducationStudents

Studentswhohavereachedtheir20thbirthdayonorbeforeAugust31stareineligibletoattendapublichighschoolandshallbereferredtoIndianRiverStateCollegeoranalternativesetting.Studentswhoareoverageforgradeandforwhomanattainablegraduationplancannotbedevelopedwithinthecomprehensivesettingwillbereferredforvoluntaryplacementinanalternativesetting.ExceptionalEducationStudentsAnyexceptionaleducationstudentwhoreceivesacertificateofcompletionordefersacceptanceofthestandarddiplomahasuntiltheendofthesemesterinwhichhe/sheturns22tomeetthegraduationrequirements.ExtenuatingCircumstancesAcommitteecomprisedofAssistantSuperintendents,principal,schoolsocialworker,guidancecounselor,andteachersshallevaluatetheevidencerelatedtoextenuatingcircumstancesanddetermineisspecialconsiderationiswarranted.TheSuperintendentisauthorizedtomakeanexceptiononthebasisofthecommitteereviewingtheevidenceofextenuatingcircumstances.

C. AttendanceCompulsorySchoolAttendance&DeclarationofIntenttoTerminateSchoolEnrollment(F.S.1003.21)PursuanttoSection(F.S.1003.21),allchildrenwhoareeithersixyearsofageorwhowillbesixyearsoldbyFebruary1,orwhoareolderthansixyearsofagebutwhohavenotattainedtheageof18years,mustattendschoolregularlyduringtheentireschoolterm.Astudentbetween16and18yearsofageisnotsubjecttocompulsoryattendanceifthestudentcompletesaformaldeclarationofintenttoterminateschoolenrollmentwiththedistrictschoolboard.Thedeclarationmustacknowledgethatterminatingschoolenrollmentislikelytoreducethestudent‘searningpotentialandthatthedisenrollmentwillbereportedtotheDepartmentofSafetyandMotorVehicles.Thedeclarationofintenttoterminateschoolenrollmentmustbesignedbythestudentandthestudent‘sparentorlegalguardian.Theschoolmustnotifytheparentorlegalguardianofreceiptofthestudent‘sdeclarationofintenttoterminateschoolenrollment.Astudentwhoattainstheageof18yearsduringtheschoolyearisnotsubjectto

compulsoryschoolattendancebeyondthedateuponwhichheorsheattainsthatage.OfficialAttendanceOfficialdailyattendanceisrecordedduringsecondperiodforfulltimehighschoolstudentsbutisrequiredforeveryperiodofinstruction.Forpart‐timehighschoolstudentsthefirstscheduledperiodofthedayoncampuswillbeusedtodeterminedailyattendance.EnforcementofAttendance(F.S.1003.26)ParentisRequiredtobeContacted

Aftereachunexcusedabsenceorabsenceforwhichthereasonisunknown.MeansofParentContact

ReferralstoStudentServices

Referpriortooruponthe10thunexcusedabsenceinany90‐dayperiodandafterschooleffortstoresolvehavenotbeensuccessful. SchoolswillprovideStudentServiceswithdocumentationofeffortstoresolvethetruancy.

Parent/GuardianResponsibilityEachparentandguardianofachildwithincompulsoryattendanceageisresponsibleforthechild‘sattendanceasrequiredbylaw(F.S.1003.24).Theonlyconditionsunderwhichtheparentorguardianisnotresponsibleare:

Thestudentmissedschoolwiththepermissionoftheprincipal. Thestudentcannotattendduetothefinancialinabilityoftheparenttoprovide

necessaryclothesforthechildandthisinabilityisreportedinwritingtotheDepartmentofStudentServicesorassoonastheinabilityisdetermined.NotreportingthefinancialinabilitytotheDepartmentofStudentServicesdoesenabletheschooldistricttopursueallinterventions,includingfilingatruancypetitionintheCircuitCourt.TheinabilitytoprovideclothesmustbesubstantiatedbytheDepartmentofStudentServices.

Thestudentdoesnotattendduetosickness,injury,orotherinsurmountablecondition,whichmakesattendanceinadvisable,andthestudentisnoteligibleforHomebound/Hospitalizedservices.

ProjectROCKStudentssuspendedout‐of‐schoolwhoattendProjectROCKcanbecodedasR(ProjectROCK)forthedatesthattheschoolconfirmsthatthestudentattendedtheprogram.AdayofattendanceatProjectRockwillnotcountasout‐of‐schoolsuspension.

committee.Theparentwillberequiredtocomplywiththerequirementsofahomeeducationprogrampursuantto(F.S.1002.41),asisanyparentinvolvedinahomeeducationprogram.Iftheparentofachildwhohasbeenfoundtohaveexhibitedapatternofnon‐attendanceandwhohasbeenenrolledinhomeeducationfailstoprovideaportfolioforreviewbythecommittee,thecommitteeshallnotifythe superintendent of schools and StudentAssignment. Thesuperintendentshallterminatethehomeeducationprogramandrequiretheparenttoenrollthechildinanattendanceoptionprovidedunder(F.S. 1003.01),within3days. Thedisablingconditionordiagnosiswithanymedicalimplicationsforinstruction, Astatementthatthestudentisunabletoattendschool, Theplanoftreatment, Recommendationsregardingschoolre‐entryandotherschool‐relatedactivities;and; Anestimateddurationoftheconditionorprognosis(b).Theteamdeterminingeligibilitymayrequireadditionalevaluationdata.Thisadditionalevaluationdatamustbeobtainedatnocosttotheparent.(c).Aphysicalreexaminationandmedicalreportbyalicensedphysicianorphysicians,whichmayberequestedbytheadministratorofexceptionalstudenteducationortheadministrator’sdesigneeonamorefrequentbasisthanannually,mayberequiredifthestudentisscheduledtoattendschoolpartofthedayduringarecuperativeperiodofreadjustmenttoafullschoolschedule.Thisphysicalreexaminationandmedicalreportshallbeobtainedatnocosttotheparent.

   

ThecompletedHomebound/HospitalizedreferralmustbesenttotheESEDistrictOffice.Aneligibilitymeetingisscheduledatthestudent’sassignedschool.Proceduresforprovidinganindividualeducationalplan(IEP)orindividualizedfamilysupportplan(IFSP).IEPorIFSPshallbedevelopedorrevisedfollowingdeterminationofeligibilityinaccordancewiththisrule.Astudentmaybeassignedtobothahomeboundorhospitalizedprogramandtoaschool‐basedprogramduetoanacute,chronic,orintermittentconditionascertifiedbyalicensedphysician,asspecifiedinsubparagraph(2)(a)1.ofthisrule.ThisdecisionshallbemadebytheIEPorIFSPteaminaccordancewiththerequirementsofRule6A‐6.03028or6A‐6.03029,F.A.C.

Instructionalservices.Thefollowingsettingsandinstructionalmodes,oracombinationthereof,areappropriatemethodsforprovidinginstructiontostudentsdeterminedeligiblefortheseservices:

(a)Instructioninahome.Theparent,guardianorprimarycaregivershallprovideaquiet,cleanandwell‐ventilatedsettingwheretheteacherandstudentwillwork;ensurethataresponsibleadultispresent;andestablishascheduleforstudentstudybetweenteachervisitsthattakesintoaccountthestudent’smedicalconditionandtherequirementsofthestudent’scoursework.

(c)Instructionthroughtelecommunicationsorelectronicdevices.WhentheIEPorIFSPteamdeterminesthatinstructionisbytelecommunicationsorelectronicdevices,anopen,uninterruptedtelecommunicationlinkshallbeprovidedatnoadditionalcosttotheparent,duringtheinstructionalperiod.Theparentshallensurethatthestudentispreparedtoactivelyparticipateinlearning.

(d)Instructioninotherspecifiedsettings.TheIEPorIFSPteammaydeterminethatinstructionwouldbebestdeliveredinamutuallyagreeduponalternatesettingotherthanthehome,hospitalorthroughtelecommunicationsorelectronicdevices.

extracurricularactivities,classranking,graduation,anddeterminingcreditrequirementsforgradeclassification.Upon receipt ofPASS (P) and FAIL (F) letter grades for an identifiedstudent,anidentifiedstaffmemberforthereceivingschoolshallrequestinwritinganinterpretationofthelettergradesfromthesendingschooldistrict(s).Writtencorrespondencebetweenthereceivingschool'sstaffmemberand/orlettergradesverificationfromthesendingschooldistrict(s)willbeplacedintheidentifiedstudent'scumulativefolderforfuturereference.ParticipationInInterscholasticExtraCurricularActivitiesStudents entering the ninth grade must maintain a cumulative grade pointaverageof2.0oraboveona4.0scaleinthecoursesrequiredforgraduation.(F.S.1003.43).Studentsinthe9thand10thgrademustmaintainaGPAof2.0oraboveinthesemesterprecedingparticipationininterscholasticactivitiesoracumulativeGPAof2.0orabove.Ifthestudent‘sGPAfallsbelowthecumulative2.0,thestudentmustenteracontractualagreementwiththedistrict,theappropriateextracurriculargoverningassociation, andthe student‘s parent. thesameoracomparablecourseForgivenesspoliciesforelectivecoursesshallbelimitedtoreplacingagradeof“D”or“F”ortheequivalentofagradeof“D”or“F”withagradeof“C”orhigher,ortheequivalentofagradeofa“C”orhigher,earnedsubsequentlyinanothercourse.Theonlyexceptiontotheseforgivenesspoliciesshallbemadeforastudentinthemiddlegradeswhotakesanyhighschoolcourseforhighschoolcreditandearnsa“C”,“D”or“F”ortheequivalent.Insuchcases,thedistrictforgivenesspolicymustallowforthereplacementofthegradewitha“C”orhigherortheequivalent,earnedsubsequentlyinthesameorcomparablecourse.Inallcasesofgradeforgiveness,onlythenewgradeshallbeusedinthecalculationofthestudent’sgradepointaverage.Anycoursegradenotreplacedaccordingtodistrictforgivenesspolicyshallbeincludedinthecalculationofthecumulativegradepointaveragerequiredforgraduation.Note:Mostcollegesanduniversitiescalculategradepointaverages(GPAs)basedonallcoursesattempted.6A‐1.09941StateUniformTransferofHighSchoolCredits.The purpose of this rule is to establish uniform procedures relating to the acceptance oftransferworkandcredit forstudentsenteringFlorida’spublicschoolsEffectiveJuly1,2013,theproceduresshallbeasfollows:

1. Credits and grades earned and offered for acceptance shall be based on officialtranscriptsandshallbeacceptedat facevaluesubject tovalidationifrequiredbythereceiving school’s accreditation. If validation of the official transcript is deemednecessary,orifthestudentdoesnotpossessanofficialtranscriptorisahomeeducationstudent, credits shall be validated through performance during the firstgradingperiodasoutlinedinsubsection(2)ofthisrule.AssessmentrequirementsfortransferstudentsunderSection1003.4282,F.S.,mustbesatisfied.

2. Validationofcreditsshallbebasedonperformanceinclassesatthereceivingschool.A student transferring into a school shall be placed at the appropriate sequentialcourse levelandshouldhaveaminimumgradepointaverageof2.0attheendofthefirst grading period. Students who do not meet this requirement shall have creditsvalidatedusing theAlternativeValidationProcedure, as outlined in subsection (3) ofthisrule.

3. Alternative Validation Procedure. If validation based on performance as describedabove isnot satisfactory, thenanyoneof the followingalternatives shall beused forvalidationpurposesasdeterminedbytheteacher,principal,andparent:

a. Portfolioevaluationbythesuperintendentordesignee;b. WrittenrecommendationbyaFloridacertifiedteacherselectedbytheparent

andapprovedbytheprincipal;c. Satisfactoryperformanceincoursestakenthroughdualenrollmentoratother

publicorprivateaccreditedschools;d. Satisfactoryperformanceonnationally‐normed standardized subject area

assessments;e. Satisfactoryperformanceonastatewide,standardizedassessment;or

f. Writtenreviewof the criteriautilized for a givensubject provided by theformerschool.

EarlyExamsExaminationswillnotbegivenpriortotheregularlyscheduledtime.Studentswhofailtotakethescheduledfinalexaminationsforgoodand sufficient reasons may be allowed totake theexaminationspriortothebeginningofthenextschoolterm.Transferstudentsmayuponwrittenrequesthavetheirfinalexamstobemailedtothereceivingschool.Inexceptionalcases,individualarrangementsmaybemadebytheprincipalwithinthecurrentstateregulationsandSchoolBoardPolicies.ExamExemptionsDistrictschoolboardsshallnotallowschoolstoexemptstudentsfromacademicperformancerequirementsbasedonpracticesorpoliciesdesignedtoencouragestudent

Allwork,regardlessofthenumberofdaysabsent,mustbemadeuponorbeforegradesaredueinthefinalquarteroftheschoolyear.

Studentswhoseworkisturnedinaftertheendofthegradingperiodforquartersonethroughthree,willreceivean“I”orincomplete.Iftheworkisturnedinon‐time,thestudentwillreceivethegradeforthework(seegradeprovisionsforstudentsingrades9‐12below).

Incompletegradesbecome“F”or“0”ifnotreplacedwiththegradeforthemakeupworkthatwasturnedinontime.

Studentswilltakeannouncedtestsonfirstdayofreturntoschool.Studentwillbeallowed2‐daystopreparefortestsassignedduringtheabsence.

9‐12 Provisions

Mustrequestmakeupwork;studentswillnotbepenalizedformakeupworkthatisrequested,butnotprovidedbytheteacher.

Uponstudent’srequest,theteacherwillinformstudent/parentofworktobemadeupasspecificallyasplanswillallow,butisnotexpectedtodevelopspecialassignments.

V. PROMOTION,ACCELERATIONANDRETENTIONHighSchoolPromotionRequirements

Cohort‐BasedGradePlacementHighschoolstudentsmustearn24or18(ACCEL)designatedcreditstograduate.Gradeplacementwillcorrespondwiththestudent’snumberofyearsinhighschooluntiltheendoftheirfourthyear.ThiswillbeknownasCohort‐BasedGradePlacementwherebythestudentbeginshighschoolasafreshmen,thesecondyearofhighschoolattendancewillcarrythedesignationofsophomore;thethirdyearofhighschoolattendancewillcarrythedesignationofjuniorandthefourthyearofhighschoolwillcarrythedesignationofsenior.

*StudentsseekingACCELdiplomawillbepromotedtoseniorstatusatthebeginningoftheirfifthsemesteriftheyhave14creditsandmeetthefollowingrequirements:

Forthepurposesofparticipatinginsenioractivities,astudentmustbedeclareda"senioringoodstanding."Thisdesignationrequiresthatstudentshaveearned17creditsandareontracktograduate.StudentsontracktoearnACCELdiplomamustmeettheabovementionedcriteriabeforeparticipatinginsenioractivities.

CreditTowardsGraduationForGrades9‐12HighSchoolDefinitionofCreditandTransferofCreditGuidelinesForthepurposesofrequirementsforhighschoolgraduation,onefullcreditrepresentsaminimumof135hoursofinstructioninadesignatedcourseofstudywhichcontainsboardapprovedstudentperformancestandards. Onefullcreditmeansaminimumof120hoursofbonafideinstructioninadesignatedcourseofstudythatcontainsstudentperformancestandardsforpurposesofmeetinghighschoolgraduationrequirementsinadistrictschoolthathasbeenauthorizedtoimplementblockschedulingbythedistrictschoolboard.Districtsmayoffercoursesofmorethan135hoursforcredit. Schooldistrictsmaydeterminethehoursofattendancebystudentstoreceiveacreditorhalfcredit.Astudentmaybeawardedcreditforlessthan135hoursofinstructionifheorshehasdemonstratedmasteryofthecourserequirementsandCommonCoreStandards/NextGenerationSunshineStateStandardsasprovidedbytheschooldistrictstudentprogressionplan. Thisclarificationincludesawardingcreditforcoursestakeninsummerschool,throughperformance‐basedinstruction,blockschedulingorcoursemodificationsthatcombinecourses.TheStateBoardofEducationshalldeterminethenumberofpostsecondarycredithoursearnedthroughdualenrollmentthatsatisfytherequirementsofthedistrict’sinterinstitutionalarticulationagreementaccordingtos.1003.235,F.S.,andthatequalsonefullcreditoftheequivalenthighschoolcourseidentifiedins.1007.271(6),F.S.Thehourlyrequirementsforone‐halfcreditareonehalfoftherequirementsspecifiedin(1)(a).(s.1003.436(1)(2),F.S.).Theschooldistrictmaintainsaone‐halfcreditearnedsystemthatincludescoursesprovidedonafull‐yearbasis. One‐halfcreditshallbeawardedifthestudentsuccessfullycompleteseitherthefirstorthesecondhalfofafullyearcoursebutfailstosuccessfullycompletetheotherhalf..Inordertoearncoursecredittowardgraduation,astudentmustdemonstratemasteryoftheBoard‐adoptedstudentperformancestandards(s.1003.436(2),F.S.).

Highschoolcreditwillbeawardedtostudentswhodemonstrate60%mastery of thecourse performance standards as evidenced byteacher‐madetests,criterionreferencedtests,teacherobservation,classprojects,homework,orotheractivitiesasidentifiedbytheteacher, with the exception of courses with state End Of CourseExamswhentheexammaybeusedtoearncreditforthecoursethroughtheCreditAccelerationProgram(CAP).

Level 1 Courses ‐ no student may be granted credit toward a highschoolgraduationforenrollmentinanyLevel1courseunlessthestudent‘sassessmentindicatesthatamorerigorouscourseofstudywould be inappropriate. Inwhichcase a written assessmentoftheneedmustbeincludedinthestudent‘sindividualeducationalplanorinastudentperformanceplan,signedbytheprincipal,theguidancecounselor,andtheparentorguardianofthestudent,orthestudent,ifthestudentif18yearsofageorolder(F.S.1003.43).

PerformanceIndicatorsTheteachermustprovidecompelling,verifiableevidencewhenstudentperformanceonappropriategrade‐levelassessmentsisnotbelievedtobeindicativeofdailyclassroomperformance.

DocumentationofEvidenceTeacherswillassessstudentperformancebasedonassignmentsandclassroomparticipation.Avarietyofassessmentprocedureswillbeusedtodeterminemasterystandardsforpromotionalpurposes.Teachersshallmaintainadequatedocumentationandevidenceofstudentwork.

Teachersareencouragedtomaintainaportfolioofstudents‘dailyassignments,writingjournals,reading samples,classroomobservation,etc.,todocumentstudentperformance.A student portfolio contains a systematic collection of evidence used by theteachertomonitorthestudent‘sacademicgrowthoveraperiodoftime.

Portfolioassessmentshallbedefinedintermsofthefollowingcharacteristics:

ongoing; multidimensional,providingavarietyofmeasures; student‐centered;and authentic,requiringstudentstoapplywhattheyhavelearned.

DeficiencyReportingtoParents/GuardiansorAdultStudentsInadditiontofamilyaccessandreportcards,parentsmustbenotifiedinwritingorbydocumentedphonecallsatanytimeduringagradingperiodwhenitisapparentthatthestudentmayfailorisdoingunsatisfactoryworkinanycourse orgrade assignments.The teachermustmaintain alldocumentation oftheparentcontactforoneyear.Theopportunityforaconferencewiththeteacherorprincipalmustbeprovidedfortheparentsorguardiansofanychildoranadultstudentwhomay fail and/orbe retained.For studentswith disabilities, parentswillbenotifiedofstudent‘sprogressonIndividualEducationalPlanannualgoalsaswellasreceivereportsofprogressaccordingtothesamefrequencyasparentsofnon‐disabledstudents.

Parents aretobenotifiedannually inwritingastotheprogressofstudentstowardachievingstateanddistrictexpectationsforproficiencyinreading,writing,mathematics and science including the results on state assessment test.(F.S.1008.25)Parentsmustbeinformedthatthestateassessmentsnotthesoledeterminerofpromotionandthatthefollowingareconsideredasadditionalevaluationstodetermineifthechildisreadingatorabovegradelevel:additionalevaluations,portfolioreviewsandotherassessments.Astudent‘sfinalreportcardforaschoolyearshallcontainastatementindicatingend‐of‐the‐yearstatusregardingperformanceornonperformanceatgradelevel,acceptableorunacceptablebehaviorandattendance,andpromotionornon‐promotion.

GraduationRequirementsforTransferstudentsStudentstransferringintogrades9or10mustfulfillthegraduationrequirementsoftheirclass.Studentstransferringintogrades11or12musttakeafullscheduleofcoursestocomplyascloselyaspossibletothegraduationrequirementsoftheirclass.Requirementsof St.LuciePublicSchoolsarenotretroactiveforstudentswhotransfertoSt.LucieCountylateandwhocannotmeetFloridagraduationrequirements.ThesestudentsmustmeetthegraduationrequirementsoftheStateorschoolsystemfromwhichtheytransferred.Thesestudentsshallalsobeassignedfull‐classloadseachyearandshalltakeasmanyrequiredcoursesaspractical.IfthesestudentsmeetthefollowingcriteriatheyshallreceiveaSt.LuciePublicSchoolsdiploma.

Transferstudentswillnotreceiveadiplomaif:Acoursehasbeenfailed(nostudentisrequiredtotakeconcurrentlytworequiredcoursesinthesamediscipline).StudentsmaycontinueinschoolforoneadditionalyeartoreceiveadiplomaiftheydonotchoosetoacceptaCertificateofCompletion.Uponwrittenapprovaloftheprincipalordesignee,ahighschoolstudentneedingcreditsforgraduationmayattendIndianRiverStateCollegeAdultHighSchool.LateDiplomaStudentswhomeettheassessmentrequirementsforgraduationlateareentitledtoadiplomafromtheirlasthighschoolattended.Thereisnotimelimitationforwhenastudentmayreceivetheirdiploma. Itistheresponsibilityofthelastcomprehensivehighschoolthatthestudentattendedtoimplementthefollowingprocedure:Thestudentwillneedtoproducedocumentsthat,whenreviewedbytheschool,confirmthatthegraduationrequirementshavebeenmet.IfthestudentisusingtheSAT,ACTorPERTtoprovideconcordant/comparativescoresthestudentmustprovidetheschoolwiththeoriginaltestresults,notacopy. Theschoolwillorderadiplomaoncegraduationisverified.Althoughtherewillbeawaittimeforthediploma,theupdatedtranscriptcanbeprovidedimmediately.AllhardcopydocumentationwillbesenttotheRecordsCenterwithacoversheetforinsertioninthestudent‘scumulativerecord.SecondYearSeniorAny studentwho did not complete the graduation requirementswho isentitledtoacertificateofcompletion,mayrefusethecertificateofcompletionandelecttoremaininthesecondaryschooloneitherafull‐timeorapart‐timebasisforuptooneadditionalyear,andreceivespecialinstructiondesignedtoremedyhisidentifieddeficiencies.If the student elects to receive the certificateof completion the studentforfeitstheopportunitytoreceiveinstructionbyremaininginthehighschoolasasecondyearsenior.Theawardingofotherthanastandarddiplomadoesnotprecludeastudentwithdisabilitiesfromreturningtoschooluntilastandarddiplomaisawardedorthestudentagesout.

ESEstudentswhoreceiveacertificateofcompletionhaveuntiltheendofthesemesterinwhichtheyturn22tomeetthegraduationrequirementsinordertoreceivetheirhighschooldiplomafromthehighschooltheyattended.Acceleration/ACCELTheSt.LucieSchoolDistrictoffersmanyopportunitiestoourstudentsincludingAcademicallyChallengingCurriculumtoEnhanceLearning(ACCEL)options.(F.S.1002.3105)Weofferwhole‐gradeandmidyearpromotion;subject‐matteracceleration;virtualinstructioninhighergrade‐levelsubjects;andtheCreditAccelerationProgram.ACCELoptionsareeducationaloptionsthatprovideacademicallychallengingcurriculumoracceleratedinstructiontoeligiblepublicschoolstudentsinkindergartenthroughgrade12.EligibilityCriteriaforACCELoptionsInordertoparticipateinwhole‐gradepromotionandmid‐yearpromotion,highschoolstudentsmustearntherequiredcreditsrequiredforpromotion,havepassedtheirgradelevelstateassessmentandbeonanearlygraduationplan.Insecondarygrades,studentsmayaccelerateingradelevelonlybysubjectareaaccelerationofferedattheschoolsiteorthroughvirtualeducationinordertoearnrequiredcreditsforpromotion. GraduationCeremonyParticipation: Studentsgraduatingasemesterearlywillbeeligibletoparticipateinthe

graduationceremonywiththeircohortclassandwillbeaskedtoindicatesuchintent.

Studentsgraduatingayearearlywillbeeligibletograduateinthegraduationceremonynearesttheirgraduationdate. Thesestudentswillberankedwiththeclassthattheyaregraduatingwith,providedtheyhaveachievedseniorstatusandindicatedintenttograduatebytheendoftheirfifthsemesterofhighschool.

Documentedsuccessfulemploymentforthenumberofhoursperweekspecifiedinthestudent’stransitionplan,fortheequivalentof1semester,andpaymentofaminimumwageincompliancewiththerequirementsofthefederalFairLaborStandardsAct.d. Gifted SpeechImpairment Homebound/Hospitalized VisuallyImpaired

RetentionTheprincipalwillestablishproceduresfornotifyingparentsofastudentwhoisnotmeetingpromotion requirements.Parentsof a studentwith disabilities,who isnotmakingsatisfactoryprogressthroughouttheyear,shouldbenotifiedbyconveningtheIEPteam.TheIEPshouldbereviewedtoensurethatappropriategoals,specialeducationservices,andprovisionsforprogressmonitoringareinplacetoaddressthelackofexpectedprogress. Ifastudentisbeingconsideredforretention,theparentsmustbenotifiedbytheclassroomteachernolaterthantheendofthethirdnineweekperiod.ProgressMonitoringAssessmentsForstudentswithdisabilities,thefollowingappliesasitrelatestoProgressMonitoringAssessments:Anystudentwithadisabilityscheduledwithageneraleducationcoursecodewillparticipateingeneraleducationprogressmonitoring.AnystudentwithadisabilityscheduledwithanAccesspointcoursecodewillparticipateinalternateprogressmonitoring.

ExtendedSchoolYearExtendedschoolyearisbasedonrequirementsoftheIndividualswithDisabilitiesAct(IDEA)andimplementingregulationsat34CFR‐300.309.Extendedschoolyear(ESY)servicesmustbeconsideredbytheindividualeducationalplan(IEP)orfamilysupportplan(FSP)teams(forchildrenagesthreethroughfiveyears)aspartoftheprovisionofafreeandappropriatepubliceducation(FAPE)forstudentswithdisabilities.Extendedschoolyearserviceshavebeenidentifiedincaselawasindividualizedinstructionalservicesbeyondtheregular180‐dayschoolyearforstudentswithdisabilitiesreceivingspecialeducationservices. ESYisdefinedinmoredetailat34‐CFR300.309(b)as―specialeducationandrelatedservicesthat(1)areprovidedtoachildwithadisability;(i)beyondthenormalschoolyearofthepublicagency;(ii)inaccordancewiththechild‘sIEP;and(iii)atnocosttotheparentofthechild;and(2)meetthestandardsoftheStateEducationAgency(SEA)Parental requests forESYservicesmust beconsidered. However, if theESYservicesarerequestedbytheparentbuttheIEPorFSPteamdoesnotseetheprovision of therequestedESY services as necessary for provision of FAPE,thenawritteninformednoticeofrefusalmustbeprovided.DeterminationofESYServicesDeterminationoftheneedforESYservicesisanIEPorFSPteamdecision(forchildren agesthreethroughfive years)designed to ensure the provision ofFAPE.TheneedforESYservicesmustbedeterminedforeverystudentwithadisability(Pre‐K–12),everyyear. Assignmenttoastandardcoursetaughtbyaspecialeducationteacherwiththesamestudentperformancestandardsasthoserequiredofnon‐exceptionalstudentsinthe DistrictStudentProgressionPlan;or

Assignmenttoabasiceducationclassforinstructionthatincludes: accommodationsspecifiedintheIEPtoaccommodatethestudent‘sdisability.

Thedistrictshalldeterminewhichofthesestrategiestoemploybaseduponanassessment of the student‘s needs and shall reflect this decisioninthestudent‘sindividualeducationplan.

The aforementioned requirements for graduation apply equally tostudentsinexceptionalstudenteducationprograms,whowillreceiveastandarddiploma;however,Section(F.S.1003.438),andRule6A‐6.0312,FAC,authorizedistrictschoolboardstomodifycoursesandprogramsforstudentsinspecialeducationprograms.

As outlined below, basic courses shall be modified by providingnecessaryaccommodationstoassurestudentswithdisabilitiestheopportunitytomeetthegraduationrequirementsforastandarddiploma.Vocationalcoursesandprogramsofstudyshallbemodified,asnecessary,toassurestudentswithdisabilitiestheopportunitytomeetgraduationrequirementsforastandarddiploma.

Accommodations to basic courses shall not include modification to thecurriculum frameworks, course description, or student performancestandards.
