2015-16/4th Meeting of the Students’ Senate
The 4th Meeting of the Students’ Senate was held on Sunday, 9th August in the
Senate Hall, New SAC. It was called to order by the Chairperson, Students’ Senate
at 2:30 PM.
Item No. 1 To confirm the Minutes of the following meetings: i. 2015-16/3rd Meeting
The Minutes could not be circulated due to a technical error and will be circulated once
they are prepared.
Item No. 2 Announcements and Remarks, if any
The following announcements were admitted by the Chairperson, Students’ Senate:
The General Secretary, Cultural Council informed the Senate that the Fresher’s
night was successfully organized on 8th August, 2015 and that a DJ night will be
organized on 9th August, 2015.
The President , Student’s Gymkhana announced that the President of India ,
Dr.Pranab Mukherjee will be addressing all the Centrally Funded Technical
Institutes through video conferencing on 10th August , 2015 and that the
conference will be hosted by the Director, IIT Kanpur. He further requested the
Senators to attend the conference and also inform their batch mates about it.
The Finance Convener announced that the clubs under the Gymkhana can start
using SSF after 1st October, 2015.
Item No. 3 To note the decisions taken by the Students’ Senate over the mailing list since the last meeting.
The Senate noted the various decisions that were taken over the mailing lists.
Item No. 4 To consider the reply of the Senators, to the show cause notice
issued to them for not complying the following attendance rule:
Missing more than 3 meetings without notification
The Senator present in the meeting informed the Senate, against the show cause notice,
their reasons for missing various meeting of the Senate. After due consideration, the
Senate then accepted the reply of the Senator with the caveat that if he misses another

meeting, he shall cease to be a Senator. Out of those Senators who were absent, one
Senator has submitted the request to defer his defense to the show-cause notice on
medical grounds. The Senate accepted this request and further decided that the other
Senators who were issued a show cause notice and were not present in the meeting to
reply to their show cause notice, shall cease to be Senators.
Item No. 5 To consider the reply of the Festival Coordinator, Techkriti'15 to the show-cause notice issued for failing to present the post-conduction report.
The Festival Coordinator, Techkriti'15 informed the Senate, against the show cause
notice, his reasons for failing to present the post-conduction report. He stated in his
defense that he had not been checking his mails for the past two months and his phone
had got stolen and thus he could not take any phone calls. After much deliberation, the
Senate decided to not accept this reply and deemed his action as irresponsible and
negligent. A censure motion against the Festival Coordinator was then proposed by the
President, Student’s Gymkhana and seconded by the General Secretary, Science and
Technology Council and the Chairperson, Students’ Senate. After due discussion, the
Senate unanimously passed the censure motion and directed the Chairperson, Students’
Senate to notify the institute authorities about the same.
The Senate also directed the Festival Coordinator, Techkriti'15 to write an apology mail to
the students for his unavailability during the last few months along with his new contact
details.
Item No. 6 To consider for ratification the list of names for the team of
Antaragni'15.
The Festival Coordinator, Antaragni’15 presented the list of names and the Senate ratified
the list as presented.
Item No. 7 To consider for ratification, the list of names for the Election Council.
The Chief Election Officer submitted the list of names for the team of Election Council
for the consideration of the Senate. The Senate noted that the names were for the by-
election only and the list may be updated before the General Elections. On finding some
ambiguities in the list the Chief Election Officer was directed to go through the list again

and get it ratified on the mailing list. The updated list is attached under Appendix-1 of the
minutes.
Item No. 8 To consider the post conduction report of Techkriti’15.
The Festival Coordinator, Techkriti’15 presented the report for the consideration of the
Senate. The Senate noted that the purpose of the Post Conduction report is to maintain
records about the sequence of events that happened during the festival. The post-
conduction report shall further highlight the details that were not present in the pre-
conduction report and if any changes were made during the conduction of events based
on what was presented in the pre-conduction report.
Keeping all this in mind the Senate noted that the Post Conduction report submitted by
the Festival Coordinator was lacking in substance and had been in general copied as it is
from the pre-conduction report. There was no mention of the events that were held or
the problems the team faced while organizing the festival. The Senate then rejected the
report and directed the Festival Coordinator, Techkriti'15 to submit a new report that
should, in particular contain details about the following: Hospitality, transport ,Open-Fest
Model, changes in Events from the pre-conduction report and the circumstances due to
which these changes happened, Talks and Exhibitions and the problems faced while
organizing them, any social initiative taken up during the festival, professional shows and
the problems faced while organizing them and recommendations.
The Senate further directed the Festival Coordinator, Techkriti'15 to be present in all the
meetings of the Students’ Senate till the Finance report is accepted.
Item No. 9 To consider the issue pertaining to the MoUs signed by Techkriti’15 team after the deadline.
The Chairman, COFA (T) presented this item for the consideration of the Senate. The
Senators pointed out that the details of the MoUs be presented to the Senate before any
further discussion is carried out. Keeping this is mind, the Senate decided to take up this
item along with the Finance Report of Techkriti’15.
Item No. 10 To consider the resignation of a Students' Senate Nominee from
the Senate Students' Affairs Committee

The Senate accepted the resignation of one of the Students’ Senate Nominee to the
Senate Students' Affairs Committee (SSAC), Mr. Gautam Pratap Singh, who had
submitted his resignation to the Chairperson, Students’ Senate, citing personal reasons.
Further, the Senate accepted the recommendation of the Nominations Committee for the
name of Mr. Shubham Atreja as the Senate nominee to the Senate Students' Affairs
Committee (SSAC).
Item No. 11 To consider the pre-conduction report of By-Elections (2015-16)
and other election related documents.
The pre-conduction report was presented for the consideration of the Senate by the Chief
Election Officer. The Senate noted that the final list of posts for which election will be
held will be ratified on the mailing list. It was also noted that the elections will be held on
a Sunday as opposed to Saturday since Saturday will be a working day for the UG Y15
students. The Senate noted that this is strictly a one-time exception and in future, the
elections should continue to be organized on Saturday, as has been the norm. The
Senators then suggested some changes in the report and after due discussion, the Senate
accepted the report with some changes. The final report is attached under Annexure-2 of
the minutes.
Item No. 12 To consider the pre-conduction report of Fresher’s Inferno'15.
Mr. Gaurav Singh presented the report on behalf of the General Secretary, Games and Sports Council for the consideration of the Senate. During the course of the discussion, the following points were noted:
The point structure for Inferno shall be different from the overall point structure of GC, as Inferno shall follow the point structure of Inter-IIT sports meet. The same shall be clearly mentioned in the Pre-Conduction Report of GC.
The complaints, if any will be addressed by the student level GRC before being passed on to the GRC. The student level GRC has the following composition:

The pool Veeras may not have to participate in the following set of events: o If there is no Inter-IIT team for the particular team. o If the event involves direct physical contest between the two teams.
Keeping these in mind, the Senate then accepted the report. The updated report is presented under Annexure-3 of the minutes.
Item No. 13 To consider the proposed names for the faculty members of the Festival Advisory Committee (Techkriti'16).
The Senate ratified the names of the faculty members of the Festival Advisory Committee
(Techkriti’16) as proposed by the Festival Coordinator.
Item No. 14 To consider the proposal regarding the refund of caution money taken by the clubs.
The agenda item was deferred for consideration in the next meeting.
Item No. 15 To consider the proposal for Gymkhana Hall of Fame Board.
The issue was presented by the proposer, Senator, UG Y14, Mr. Simrat Singh for the
consideration of the Senate. Mr. Simrat Singh proposed that the Senate hang up boards
displaying the names of Gymkhana Awards recipients in the SAC to maintain record and
to make it accessible. After much deliberation the Senate decided to reject this proposal as
there was already a book present in the SAC that held records of the recipients of the
awards. The President, Students’ Gymkhana was directed to update the records. The
names will also be displayed on the student’s senate website to improve accessibility.
The Senate also noted that the Gymkhana awards were a token of gratitude to a student
who had worked for the Gymkhana and the awards should not be something that the
students should work for.
Item No. 16 To consider the pre-conduction report of General Championship'15-16.
The President, Students' Gymkhana presented this item for the consideration of the
Senate.
He pointed out that the points distribution has been decided keeping in mind that the
points for the first position should not be less than the combined sum of points for all the
other positions. After much deliberation, the Senate accepted the report as presented.

Item No. 17 Questions and Remarks, if any.
The following questions were raised and remarks made by the Senators :
1) Mr. Rishikesh Mishra, Senator UG Y11 asked the President, Student’s Gymkhana to
check the records and see if Mr. Abhishek Singh , Senator , UG Y11, is still a registered
student of the institute as he has not been seen in the campus and has not been attending
Senate meetings.
2) Ms. Richa Agarwal, UG girls’ representative presented an issue that the contact details
of some students are mentioned on the website of the Gymkhana Festivals against posts
which are not ratified by the Students’ Senate. The Senate noted that there are students
who may want to work as a part of the team as volunteers without opting for a post and
they may be an important point of contact for the outsiders. Hence, while the Festivals
may mention their details as a point of contact, no post can be mentioned against their
names unless, it is ratified by the Senate.

One additional agenda item was raised by Mr. Vedant Goenka, Senator, UG Y13:
Item No. 18 To consider a change in the procedure of booking Lecture Halls for the activities conducted by the Students’ Gymkhana.
Mr. Vedant Goenka, Senator UG Y13 raised the point that the procedure for booking
lecture halls is cumbersome as it requires signatures from at least four different
authorities. The Senate noted that the booking of a lecture hall is very trivial and is a part
of everyday activity under the Students’ Gymkhana. Therefore, keeping in mind the
nature of work involved, the Senate desired that the process be simplified and hence
directed the Chairperson, Students’ Senate to take this matter up with the Dean, Students’
Affairs.
The meeting was adjourned at 7:30 pm by the Chairperson, Student’s Senate.

Introduction:
Fresher’s Inferno is scheduled to be held from the 14th-16th of August, 2015. The vision of
this is to find a pool of talented students who can take part in Inter-IIT, to encourage
sportsmanship, to promote and create a better harmony, understanding and friendly
interaction among the students of the IITK as well to foster a close association among
them and to provide a platform for every student to get a taste of competitive sports and
team play. Meetings were held to decide the rules and competitions to be held,
regulations, schedule, point system etc. The pool structure is according to the final
decision of Senate.

The core team shall consist of the following members:

All the hall sports secretaries were consulted in a meeting and their recommendations
were considered to shape the present format for fresher’s Inferno. Taking
recommendations from previous general secretaries, efforts were made to book sporting
facilities for conduction of intra-hall trials. The weightage for the fresher’s inferno is 25%
of the total for inferno.

1. Athletics:

2. Badminton Singles:
• Matches will be conducted in an individual format rather than in a team
championship format. 7 entries will be taken from each Boys pool and 4 entries
will be taken from girl’s pool.
• Draws will be made through lottery.
• Regular knockout format till the finals will be followed.
• Each victory of a player will earn 2 points for the boy’s pool and 4 points for the
girls pool.
• The one who finishes 1st will get a bonus of 5 point with no victory points. The one
who finishes 2nd will get a bonus of 3 points. The one who finishes 3rd will get a
bonus of 2 point with no victory points. The one who finishes 4th will get no bonus
points.
• Points of halls in the same pool would be added and the pool with highest points
will get 10 GC points, the pool in 2nd place 7 GC points and so on.
• All matches will be conducted in a best of 3 formats with one set of 15 points.
3. Badminton Doubles:
• 1 pair will be taken per pool .

• League format will be applied between teams and one who tops the league gets 10
GC points and so on.
• All matches will be conducted in a best of 3 formats with one set of 21 points.
4. Basketball:
• 1 team per pool with 12 players each will be taken.
• League format will be applied between teams and one who tops the league gets 10
GC points and so on.
• There will be 2 quarters of 15 minutes each.
5. Chess
• 2 entries will be taken per pool.
• 1 point will be given for a win, 0.5 point for a draw and 0 for a loss.
• League format will be applied between teams.
• The pool with highest points will get 5 GC points, the pool in 2nd place 3.5 GC points
and so on.
6. Phatta:
• 1 team per pool will be taken with 9 players a side.
• League format will be applied between teams.
• Each inning will be of 10 overs.
• 2 bowlers will be allowed to bowl a maximum of 3 overs.
• The GC points will be 10 points for 1st place, 6 points for 2nd and so on…
7. Football:
• 1 team per pool will be taken (Among 16 players, 5 subs).
• Matches will be conducted in a knockout format.
• League format will be applied between teams.
• Halves will be of 20 minutes each with a break of 5 minutes.
8. Lawn Tennis:
• 1 team consisting of 4 players will be taken from each pool.
• League format will be applied between teams.
• The matches between the pools will be played in order – 1st singles – doubles-2nd
singles.
• The pool in 1st place will get 15 GC points, the pool in 2nd place 10.5 GC points and
so on…
• All matches will be conducted in one set win format.

9. Squash:
• 2 entries will be taken from each pool.
• Draws will be made through lottery.
• Regular knockout format till the finals will be followed.
• The pool in 1st place will get 10 GC points, the pool in 2nd place 6 GC points and so
on…
• All matches will be conducted in a best of 3 formats with one set of 11 points.
10. Table Tennis:
• 7 entries will be taken from each boy’s pool and 4 entries will be taken from girls
pool.
• Draws will be made through lottery.
• Regular knockout format will be followed
• Point structure will be similar to that of badminton’s
• All matches will be conducted in a best of 3 formats with one set of 15 points.
11. Volleyball:
• 1 team per pool will be taken.
• League format will be applied between teams
• The GC points will be 10 points for 1st place, 6 points for 2nd and so on… Matches
will be conducted in a best of 3 formats with one set of 25 points.
12. Powerlifting:
• There will be three categories: - below 62 kg, 63-77 kg and above 77 kg.
• 2 entries will be taken per pool per category.
• Each player will have to perform three lifts: - deadlift, bench press and squats.
The weights of the three events will be added to calculate his cumulative weight.
• The GC points will be 10 points for 1st place, 6 points for 2nd and so on…
13. Sports Quiz:
• There will be open entries for the prelims of the sports quiz and each team will
consist of three members.
• The top two teams from each pool will be selected for the finals considering their
performance in the prelims.
• Pools which qualify in the poster making event will get a head start of 20 points.
• The GC points will be 10 for 1st place, 7 for second and so on…

Two entries will take part in the speed climbing competition. Each team will be given two
chances. Best timing of the 4 attempts will be considered.
NOTE – Leaving the wall in any stage will end that attempt. Timer will be paused in
between change intervals. Touching the hooks on the wall in any form will lead to
disqualification.
15. Kho-kho -:
1 team from each pool will be taken
League format will be applied between teams.
The GC points will be 5 for 1st place ,3.5 for second and so on…
16. Card and board games:
It will consist of two events- poker and carrom with both events carrying 2.5
GC points
2 players from each pool forming a team will participate in carrom and will
play league format game.
2 players from each pool will participate in poker
17) Skating
There will be only one event- Speed skating.
Every pool will have a team of 2 members. Each participant will be given 2 trials of which best will be chosen for final scoring.
For final scoring, weightage of best timing will be 50% and average of the
two will be 50%.
The rules will be provided on the spot by the co-ordinators.
Disruption/Postponement:
Any event abandoned, or disrupted due to unavoidable reasons shall be postponed or
Continued as the case may be and as per rules specified in the current rules of the
respective Federations/ Associations. In case where the Federation/ Association rules
cannot be implemented, the decision will be left to the General Secretary, Sports, whose
decision shall be final.
Conduct/Protest:
For all games and sports, the decisions of the Referees/Umpires will be final and binding
and no protest will be entertained. Therefore any team leaving the field of play as a mark

of protest and conceding a walk over shall be deemed to have lost the fixture and will be
eliminated from the event. Only the remaining teams will be considered as participants
in that event. A team/competitor shall be permitted a grace time of 15 minutes from the
announced timing of an event and then a walkover shall be awarded unless genuine
reasons beyond control are presented and accepted by the core team. The umpire present
may take an independent decision at his discretion with consent from the participating
teams and General Secretary, Sports or Festival Coordinator.
Grievance Redressal Committee:
Any grievances not solved by the organizing team shall go to the GRC. The GRC will
comprise of the following: i) Dean Student Affairs ii) Associate Dean, Students’ Affairs ii)
Counsellor Games and Sports Council iii) President, Students Gymkhana iv) Chairperson,
Students Senate
