Improved pedestrian and cycle connectivity in The Bays Precinct will assist in unlocking the potential of the waterfront and healthy travel choices for residents in the region. The Rozelle Rail Yards and City West Link (including the future West Connex) provides a considerable barrier on nearby residents to the north in Rozelle, Lilyfield, Balmain and beyond to accessing The Bays. The existing pedestrian and cycle infrastructure attached to the Anzac bridge is often dangerous and the missing link of an open Glebe Island Bridge does not connect commuters to destinations. A tunnel would not be appropriate due to regional flooding issues, but an elevated "living" or green bridge over this barrier would provide improved access not only to the Bays Precinct, but could also include a link back to the regionally significant open space facilities at Callan Park, "The Bay Run", Bicentennial Park and Wentworth Park. A new light weight swing-style pedestrian and cycling bridge over, and linked to the historic Glebe Island Bridge would provide the "loop" for recreational walkers, runners and cyclists, as well as access to the White Bay Power Station site and a commuter route to Pyrmont and the CBD (via Pyrmont Bridge). Whilst refurbishments/repair to the existing Glebe Island Bridge is in the tens of millions of dollars, a new light weight provides a more cost effective way of reinstating this link. This idea supports the ambition of the Bays Precinct by bringing in more of the surrounding areas without the need for roads or rail. It promotes sustainable and healthier travel choices with residents from Leichhardt or Balmain within four kilometres of the Precinct.

The idea of providing safe and direct pedestrian and cycle access from and to the Bays Precinct, over the City West Link and Rozelle Rail Yards will attract a considerable amount of local residents to the area. This includes the recreational value (including links to other regionally significant recreational spaces) as well as safer and more direct commuter access to local employment (including the CBD) than that which currently exists. Improved access to the recreation facilities will result in a high level of activation of the area both on weekdays and weekends.

The "living" bridge over the City West Link could be an iconic bridge for Australia. The idea of the living bridge is that it also becomes a destination, as a green space with points for seating, hideaway gardens and vegetation providing fruit/herbs but also shading the paths. It is an extension of the open space from Easton Park to Bicentennial Park. The built form of the new Glebe Island bridge is envisioned to be small, but could also be tied to, and pay homage to the old historic bridge with sympathetic materials, a viewing deck on the old bridge, etc.

It will reduce reliance on the already strained light rail system and road network and promote healthy travel choices.

The Bays Urban Transformation Call for Great IdeasThis Great Idea reflects the great Roman tradition of bridge building whereby bridges not only connected communities but provided additional opportunitiesCreation of a Living Bridge Connecting the Communities of Glebe Island and PyrmontOne of the most famous Living Bridges is the Ponte Vecchio in Florence, which initially housed butchers and tanneries thereby allowing waste to discharge directly into the River Arno. Over time the butchers gave way to art dealers and jewelers and currently also souvenir shops.

In the Middle Ages bridges were built with houses on them for two practical reasons. One was the shortage of land and accommodation in walled cities so the use of the bridges for houses and shops added a dual functionality to the connection. The second reason is that bridges often included a water mill thereby offering a transport corridor as well as energy. Famous examples were built in Paris and London as well as Bridge building in the Middle Ages recognized the housing shortages and added homes to bridges along with water mills to provide energy.

Making this concept relevant to the current situation the needs of the communities in the Bays Precinct include:• ConnectingcommunitiescurrentlybifurcatedbytheHarbour• Improvingopportunitiesforcyclingorjoggingforleisureortogetto/fromwork• Bringingfoodproductionbackintothecities• Providinggreenlungsandspacetoplaywithchildren• Providingspacetosit, relaxandchattoafriend• Creatingmulti-generationalandmulti-functionalusesofinfrastructure
