I am pursuing BCA-MCA Integrated Program of IGNOU and belong to BCA 2005 batch.  Due to the fact that I am suffering from Muscular Dystrophy, I had to opt for correspondence studies and at that time I was not sure about the standard of the content of subjects in correspondence studies. But IGNOU's courses and curriculum is very competitive. http://nptel.iitm.ac.in) Over 6,000 Hrs. of Recorded Video Lectures covering about 140 courses, 1000s of pages of high quality e-content in more than 130 courses – for the Engineering Education.

IGNOU’s e-Gyankosh: Largest source of Self Learning Materials for Open Universities; associated youtube/IGNOU content.

Challenge: How to develop and conduct courses using NPTEL content using Technology Enhanced Learning systems and processes?

IGNOU is ready with the OPEN DISTRIBUTED TECHNOLOGY ENHANCED LEARNING (ODTEL) courses management framework.

IOCG for NPTEL Course Content

NPTEL Content of Recorded Video Lectures, Web and IGNOU’s SLMs helps in instruction delivery.

IOCG helps in engaging the students in sequenced and pedagogically structured LEARNING ACTIVITIES.

IGNOU Uses Wiki with suitable extensions related systems to deploy the IOCG.

IOCG is developed by Course Management Group of subject experts. CMG also

IOCG assures fairly uniform engagements of learners in learning activities across geographically distributed Study Centres/Colleges.

Systems for IOCG supported ODTEL management are built using FOSS based solutions.

Tutored Video Instruction (TVI) was introduced by Prof. J. Gibbons, Stanford University in 1970s.

TVI involves Group Listening by students to Recorded Video Lectures and followed by interactions.

Weekly contact, or Interaction Classes held for tutorials, small tests, answering common doubts (as expressed in a discussion forum), conducting continuous evaluation exercises, motivational topics, case studies and problem solving, etc.

TVI changes ‘Distance Learning’ and classroom learning to COLLABORATIVE LEARNING.

Studies show performance of students as a whole increases by ~ 0.6σ shift in the mean of the class.

NPTEL provides syllabus based RVLs (Recorded Video Lectures) and web content from the best available academicians

IGNOU Proposes to develop the IOCG for each chosen NPTEL Course IOCG will link rich supplementary content and serve as guide for engaging students in pedagogically sequenced learning activities in each topic.

IGNOU and NPTEL will announce and conduct courses/programs for Proficiency Certificate, Diploma and Certified Instructor for teachers and interested professionals.

Same IOCG will serve as reference for the teachers in Engineering Colleges.

Will also help profesionals already employed to pursue concurrent continuing education.

Serve as the NPTEL – IGNOU Virtual Institute Of Technology.

Infrastructure upgrade and Services Integration:

Upgrading IGNOU’s Server Systems to State-of-the-Art Datacentre and augmentation of Course Management facilities - Rs. 200 Lakh

Open Source Systems/Software Developments to support ODTEL

- Rs. 20 Lakh

3. Back Office Infrastructure for Academic and Learner Support Services - Rs. 20 Lakh

4. Augmentation of Video recording/multicasting facilities and integration with Community Radio for contact classes- Rs. 80 Lakh

Subtotal: Rs. 320 Lakh

Some FOSS IT products in the education area are expected to emerge out of this proposal.

4. Capacity Building, Workshops, Promotion - Rs. 100 Lakh

Subtotal: Rs. 460 Lakh

Total Project Outlay - Rs. 780 Lakh

• NME is expected to roll out the broadband connectivity in parallel. This will help to enhance quality and reach of this program.

• Project Duration: 2 Years.

• The courses launched under this program expected to be self sustaining after the project period.

IGNOU’s ODTEL framework provides the distributed ‘Education Grid’ fostering collaborative ways of conducting ‘Quality Education to All, Independent of Geography’.

Anchor of the ODTEL is the IOCG System available openly on Web. IOCG guides effective course management by engaging students in

pedagogically structured and sequenced learning engagements. NPTEL-IGNOU Programs and possible VIT will bring quality

educational practices to all our engineering education programs. Viswesvarayya Technical University, Nagaland University and Biju

Patnaik University of Technology are all keen to join this venture. Several other Technical Universities likely to follow.

Need to move with speed, excellence in execution with determination and imagination to bring quality in education.
