While these natural mixtures are biodegradable, use them sparingly, since they will kill the good bugs such as spiders and ladybugs, along with the bad ones.

Rhubarb Insecticide [ I l legal Pest Control Concoction ] Boil 500 grams of rhubarb leaves in a few pints of water for about 20 minutes, allow to cool, then strain the liquid into a suitable container. Add some dish detergent or soap flakes (not laundry detergent!) and spray on leaves to kill off all kinds of bugs like aphids and spider mites. NOTE ― Rhubarb leaves con-tain high amounts of oxalic acid. IF INGESTED , YOUR HEART W ILL STOP AND YOU W ILL DIE .

Garlic and Soap Insecticide [ I l legal Pest Control Concoction ] Pulverize in a blender a couple of whole cayenne peppers, a large onion and a whole bulb of garlic with a little water. Cover this mash with a gallon of water, let stand 24 hours and strain. Spray daily on roses, azaleas, and vegetables to kill an infestation of bugs. Don’t throw away the mash; bury it among the plants where insects occur.

All–Purpose Weed Kil ler [ I l legal Pest Control Concoction ] Boil a litre of water, add 2 tablespoons of salt and 5 tablespoons of vinegar. Pour directly on weeds on sidewalks, driveways, etc ... while still hot.

Animal Repellent Sprays [ I l legal Pest Control Concoction ] CATS ― Two parts cayenne power, three parts dry mustard powder, five parts flour and add sufficient water. DOGS ― Mix together one garlic, one medium onion, one litre water and 15 mL Tabasco sauce. SQUIRRELS ― Blend together 15 mL Tabasco sauce and chili powder, 5 litres water and a dash of dish soap.

Rhubarb Spray [ I l legal Pest Control Concoction ] PROBLEM ― Aphids, June beetles, fungus diseases. SOLUTION / RECIPE ― Rhubarb Spray, steep 6 rhubarb leaves in 2.3 – 3.4 li-tres boiling water.

Garlic Spray [ I l legal Pest Control Concoction ] PROBLEM ― Chewing–sucking insects, mildew, leaf spot, rust, spore disease. SOLUTION / RECIPE ― Garlic Spray, steep 3 cloves of garlic, 1 medium onion and 1 tsp hot pepper in 1 litre water for 10 minutes; strain.

Mullein Spray [ I l legal Pest Control Concoction ] PROBLEM ― White flies. SOLUTION / RECIPE ― Mullein Spray, steep 1 part mashed mullein ( a common herb ) leaves with five parts water.

Salt Solution [ I l legal Pest Control Concoction ] PROBLEM ― Spider mites, cabbage worms. SOLUTION / RECIPE ― Salt Solution, mix 28 grams table salt in 4.5 litres of water.

Manure Tea [ I l legal Pest Control Concoction ] PROBLEM ― Potato blight, Black Spot, yellowing tomato leaves. SOLUTION / RECIPE ― Manure Tea, 1/2 a commercial bag of manure or 1 mesh onion bag full of old manure and straw steeped in a large plastic garbage can half full of water.

DEFINITIONS

2. ( 1 ) The definitions in this sub-section apply in this Act. « pest control product » means ... ( a ) a product, an organism or a substance, including a product, an or-ganism or a substance derived through biotechnology, that consists of its active ingredient, formulants, and contaminants, and that is manu-factured, represented, distributed or used as a means for directly or indi-rectly ... controlling, destroying, attracting or repelling ... a pest or for mitigating or preventing its injurious, noxious or troublesome effects; ( b ) an active ingredient that is used to manufacture anything described in paragraph (a); or ( c ) any other thing that is pre-scribed to be a pest control product.

6. ( 1 ) No person shall manufac-ture, possess, handle, store, trans-port, import, distribute or use a pest

control product that is not registered under this Act, except as otherwise authorized under subsection 21 ( 5 ) or 41 ( 1 ), any of sections 53 to 59 or the regulations.

( 2 ) No person shall manufacture, import, export or distribute a regis-tered pest control product unless it conforms to the conditions of registra-tion respecting its composition and the person complies with the other condi-tions of registration.

( 7 ) No person shall package or ad-vertise a pest control product in a way that is false, misleading or likely to create an erroneous impression re-garding its character, value, quantity, composition, safety or registration.

trol product in a way that endangers human health or safety or the envi-ronment.

AUTHORIZATION

TO USE UNREGISTERED PRODUCT

41. ( 1 ) The Minister may, in accor-dance with the regulations and subject to any conditions that the Minister may specify, authorize a person to use an unregistered pest control product for a specified purpose.

CONDITIONS

( 2 ) The Minister shall authorize the use of a pest control product if the Minister considers that use of the product for the specified purpose in accordance with any conditions speci-fied does not pose unacceptable health or environmental risks.

SUSPENSION

( 3 ) The Minister shall suspend an authorization if the Minister has rea-sonable grounds to believe that the conditions to which the authorization is subject have not been or will not be met or that the continuance of the au-thorization poses unacceptable health or environmental risks.

REPRESENTATIONS

( 4 ) After suspending an authoriza-tion, the Minister shall give the au-thorized person a reasonable opportu-nity to make representations.

DECISION

( 5 ) After considering any represen-tations that may be made by the au-thorized person, the Minister shall re-instate, amend or cancel the authori-zation.

( 6 ) Every person who fails to com-ply with the conditions of an authori-zation issued under this section is guilty of an offence and liable ... ( a ) on summary conviction, to a fine of not more than $200,000 or to imprisonment for a term of not more than six months, or to both; or ( b ) on conviction on indictment, to a fine of not more than $500,000 or to imprisonment for a term of not more than three years, or to both.

In Canada, pest control products, or pesti-cides, are regulated by Health Canada under the Pest Control Products Act, and are among the most stringently regulated substances in Canada.

The Pest Management Regulatory Agency ( PMRA ) is the branch of Health Canada that administers the Act on behalf of the Minister of Health.

Health Canada's Pest Management Regulatory Agency ( PMRA ) has the mandate to protect human health, safety and the environment by minimizing risks associated with pest control products, while providing Canadians with ac-cess to the pest management tools they re-quire for agriculture, forestry, industry, and personal use.

In addition to conducting the pre–registration evaluation of pest control products for safety and effectiveness, the PMRA also monitors pest control product use through a series of education, compliance, and enforcement pro-grams.

As part of this work, all registered pest control products are re–evaluated every 15 years, us-ing the latest scientific methods to determine if they continue to meet Health Canada's health and environmental standards.

Health Canada employs over 350 scientists in the PMRA, including biologists, chemists, toxi-cologists, epidemiologists, plant pathologists, weed scientists and entomologists, who are dedicated to the evaluation of pest control products. Under the authority of the Pest Control Prod-ucts Act, Health Canada ― ● registers pest control products after a stringent, science–based evaluation ● re–evaluates the pest control products cur-rently on the market on a 15–year cycle to ensure the products meet current scientific standards ● promotes sustainable pest management ● promotes and ensures compliance with the Act ● works with provincial, territorial and fed-eral departments in Canada to help refine and strengthen pest control product regulation ● works closely with several international or-ganizations such as United States Environ-mental Protection Agency, North American Free Trade Agreement Technical Working Group, Organization for Economic Co–operation and Development, Codex and the United Nations Environment Programme.
