Law Enforcement Senior Inspector Carrie Barcia, who being first duly sworn, deposes and says:

WHERAS, On June 11, 2019, JAYME MICHELLE CALVERT (Defendant), a State of Florida

Correctional Officer in Training working for the Florida Department of Corrections, did create an

account in JPay, an internet based system designed for inmates to communicate with their family

members and friends through video chat and email, for the purpose of transmitting written

communication with inmates housed at Cross City Correctional Institution.

The Defendant did create the alias "Betty S. Davis" and acquired the fictitious email address of

sueb31 [email protected] in order to create JPay Account No. 23477912. The defendant registeredsaid account with her known phone number of

The defendant did transmit 51 written communications (electronic correspondence) to Inmate

Lloyd McCormick DC#166933 between May 16, 2019 and June 11, 2019. Inmate McCormick

responded 75 times.

The communication between the Defendant and Inmate McCormick was romantic in nature and

included declarations of love for each other. The couple often spoke oT a future together and used

nicknames like, "Beautiful" and "Babe". Many of the messages ended with "I love you" and often

included the exchange of non-distinguishable pictures and song lyrics.

During a Post Miranda interview, the Defendant admitted

The messages between Inmate Duquesne and the Defendant were friendly in nature and thecouple referred to each other as "best friends" and wrote "I love you" to each other. They oftendiscussed personal issues and offered each other advice. Inmate Duquesne asked TheDefendant for favors, like, making phone calls for him and to give him money. The Defendantused the alias "Sparkles" in the communications and referred to Inmate Duquesne as "Quick".

During a Post Miranda interview, The Defendant admitted

The defendant did transmit 1 written communications (electronic correspondence) to InmateCharles Cumbie DC #128789 on May 22, 2019.

In an interview, Inmate Cumbie indicated that the Defendant sent him a message to let him know

that she would be bringing some colored pencils into work soon. The pencils were intended foranother inmate that was a friend of Inmate Cumbie.

During a Post Miranda interview, the Defendant admitted

YourAffiant has probable cause to believe thatduring the time frame ofMay 16, 2019 and June jO, 2019, Jayme Calvert, a Correctional

Officer in Training, formerly employed by the Florida Department of Corrections did commit the criminal offense or Introduction ofContraband into a Secure Facility, in violation of § FSS 944.47(1 )(a)(1) Florida Statute.

On June 21 2019, the Office of the Inspector General received a complaint from the Florida Department of Corrections that Officer '

Calvert had been transmitting Electronic Communications to Inmate Lloyd McCormick, Inmate Jean Duquesne, and Inmate Charles

Cumbie through JPay, an internet based system designed for inmates to communicate with their family members and friends throughvideo chat and email. The account was originally created under the alias "Betty S. Davis" and went undetected, however, the name 'was changed to 'Uayme Calvert" on or about June 20, 2019.

Officer Calvert's employment was terminated from the Florida Department of Corrections on June 1"l, 2019.

Inspector Barcia conducted a search of JPay and documented the following information:

Records obtained from Google Inc., indicated that:

Inspector Barcia reviewed the content of the electronic correspondence between Officer Calvert and Inmate McCormick. The

communication between the two parties was romantic in nature and include declaration of love for each other. The couple often spoke

In an interview, Inmate McCormick declined to provide any information regarding his relationship with Officer Calvert.

During a Post Miranda interview, Officer Calvert reviewed the electronic communications between herself and Inmate McCormick.Officer Calvert admitted

JPay records indicated that Officer Calvert transmitted 12 written communications (electronic correspondence) to Inmate Duquesnebetween May 21, 2019 and June 9, 2019. During this time, Inmate Duquesne transmitted 15 electronic correspondence to OfficerCalvert.

Inspector Barcia reviewed the content of the electronic correspondence between Officer Calvert and Inmate Duquesne. Thecorrespondence between the two parties was friendly in nature and the couple referred to each other as "best friends" and wrote "l loveyou". They often discussed personal issues and offered each other advice. Inmate Duquesne asked Officer Calvert for favors, like,making phone calls for him and to give him money. BEFORE ME, Jennifer J. Johnson, a Judge of the above captioned court, personally appeared Law Enforcement Senior Inspector Carrie Barcia, who being first duly sworn, deposes and says:

WHERAS, On October 7, 2018, MERCEDES LYNN JENKINS (Defendant), a state certified correctional officer working for the Florida Department of Corrections, did create an account in JPay, an internet based system designed for inmates to communicate with their family members and friends through video chat and email, for the purpose of transmitting written communication with inmates housed at Cross City Correctional Institution.

The Defendant did create the alias "Lana Holden" and acquired the fictitious email address of [email protected] in order to create JPay Account No. 21061310. The defendant registered said account with her known phone number of

Between October 7, 2018 and June 10, 2019, the Defendant did transmit 967 written communications (electronic correspondence) to Inmate Holden. During this time, Inmate Holden responded 742 times.

The correspondence between the Defendant and Inmate Holden was romantic in nature and included declarations of each other's love. The transmissions contained daily life events and activities of the Defendant and her three-year-old daughter, The couple referred to each other by nicknames, such as: Husband, Wife, King, Queen, Honey Bun, Honey Bear, and Flower. The transmissions contained writings that described a future together, to include: getting married, being pregnant, having more children and being together as a family, including the defendant's daughter, In the electronic correspondence,

was referred to as "Mini". The correspondence suggested that Inmate Holden was dad, however she is not his biological daughter and she has never met Inmate Holden.

Florida Department of Law Enforcement Records indicate that Inmate Holden is a registered Sexual Predator. Departmental Records indicated that Inmate Holden is currently serving a 25-year sentence for the sexual battery of his 10-year-old step daughter. Departmental Records further indicated that The Defendant was aware of Inmate Holden's charge.

• November 12, 2018- a videogram of wearing a black and white polka-dot dress and sitting in her car seat (a voice that appears to be that of the Defendant, can be heard in the background encouraging to say, "hi Daddy", "I love and miss you", "bye and "I love you")

• February 18, 2019- a videogram of wearing no visible clothing, making noises, giggling and sticking out her tongue (a voice that appears to be that of Defendant, can be heard in the background encouraging to say "I love you" multiple times)

• February 23, 2019- a videogram of wearing no visible clothing, making noises (a voice that appears to be that of Defendant, can be heard in the background encouraging to say "hello", "I love you" and "goodnight")

• March 14, 2019- a videogram of wearing a teal shirt with a pink flamingo, at an aquarium petting stingray fish

• March 14, 2019- a videogram of wearing a teal shirt with a pink flamingo, at a water splash park with numerous other unknown children in bathing suits.

• April 28, 2019- a videogram of wearing a purple shirt with wording, watching a cartoon on a tablet type device.

The messages between Inmate Scarver and The Defendant appeared to be friendly in nature. The messages in general discussed Inmate Holden's well-being and they referred to each other by the alias/nicknames "Lana Holden", "your Royalnes", "a Thankful Friend", "Lama" and "Joshua Scarver", "Joshua The Trusted One", and "Sir Trusted One". No photographs orvideograms were sent to Inmate Scarver.

Florida Department of Law Enforcement Records indicate that Inmate Scarver is a registered Sexual Predator. Departmental Records indicated that Inmate Holden is currently serving an 18-year sentence for the sexual battery of an 11-year-old.

The defendant did transmit $70.00 into Inmate Samuel Darden's J-Pay Account on April 24, 2019.

Florida Department of Law Enforcement Records indicate that Inmate Darden is a registered Sexual Predator. Departmental Records indicated that Inmate Holden is currently serving Life sentence for the sexual battery of an 11-year-old.

Your affiant is Senior Inspector Carrie Barcia of the Office of the Inspector General, Florida Department of Corrections.

Your Affiant has probable cause to believe that during the time frame of October 7, 2018 and June 10, 2019, Mercedes Jenkins, a Certified Correctional Officer in the State of Florida, previously employed by the Florida Department of Corrections did commit the criminal offense of Introduction of Contraband into a Secure Facility, in violation of§ FSS 944.47(1)(a) Florida Statute.

On June 10, 2019, the Office of the Inspector General received a complaint from the Department of Corrections that Inmate Dannie Holden DC #G02806 had received multiple of images of Cross City Cl Correctional Officer Mercedes Jenkins by a "Lana Holden", Customer Account No. 22061310, through JPay, an internet based system designed for inmates to communicate with their family members and friends through video chat and email.

Inspector Barcia conducted a search of JPay and documented the following information:

• Customer Account No. 22061310 was created on October 7, 2019

The creator of Customer Account No. 22061310 provided the following information to JPay:

• Name- Lana Holden

• Phone Number-

• Email Address- [email protected].

• Physical Address- 7001 Tamil Drive South, Gainesville, Florida 32611

The listed address could not be located on a map and was not found in the State of Florida Driver and Vehicle Database.

Department of Corrections Database indicated that Officer Jenkins' known personal phone no. was

Investigation revealed that AT&T was the service provider of phone number

Records obtained from AT&T indicated that:

• Phone No. was assigned to Mercedes Jenkins (Officer Jenkins).

• The AT&T account was opened on February 22, 2018 by Mercedes Jenkins (Officer Jenkins).

• A second line of service and phone number was added to Mercedes Jenkins (Officer Jenkins) account on December 3, 2018.

• The cellular account for phone no. was used to frequently to visit JPay.com.

Investigation revealed that the Service Provider for email address [email protected] was Oath Holdings, Inc.

Records obtained from Oath Holdings, Inc., indicated that:

• Email account, [email protected], was created on October 7, 2018.

• Phone number provided by the creator of the account was

Based on the information obtained from the investigation it was determined that the user name "Lana Holden" was an alias created and used by Officer Jenkins to communicate with inmates at Cross City Correctional Institution.

JPay records indicated that Officer Jenkins was in contact with three Cross City Cl inmates between October 7, 2018 and June 10, 2019.

JPay records indicated that Officer Jenkins transmitted 967 written communications (electronic correspondence) to Inmate Holden between October 7, 2018 and June 10, 2019. During this time, Inmate Holden transmitted 742 electronic correspondence to Officer Jenkins.

Inspector Barcia reviewed the content of the electronic correspondence between Officer Jenkins and Inmate Holden. The correspondence between the two parties was romantic in nature and included declarations of each other's love. The content referenced the daily life events and activities of Officer Jenkins and her three-year-old daughter, The couple referred to each other by nicknames, such as: Husband, Wife, King, Queen, Honey Bun, Honey Bear, and Flower. The correspondence contained writings that described a future together, to include: getting married, being pregnant, having more children and being together as a family, including Officer Jenkins daughter, In the electronic correspondence, was referred to as "Mini". The correspondence suggested that Inmate Holden was dad, however she is not his biological daughter and she has never met Inmate Holden.

Inspector Barcia noted that Officer Jenkins transmitted 126 images through her electronic communication to Inmate Holden.

Florida Department of Law Enforcement Records indicate that Inmate Holden is a registered Sexual Predator. Departmental Records indicated that Inmate Holden is currently serving a 25-year sentence for the sexual battery of his 10-year-old step daughter. Departmental Records further indicated that Officer Jenkins was aware of Inmate Holden's charges

On April 24, 2019, Captain Everett Whatley was assigned as the Main Unit OIC (Officer in Charge) and Officer Mercedes Jenkins was assigned as the Culinary Security Officer. At approximately 4:20 AM, Officer Jenkins reported to Captain Whatley that she received a sealed yellow envelope, addressed to her, from the Control Room at Cross City Cl. When Officer Jenkins opened the envelope, she discovered that it contained the arrest history of Inmate Holden. Officer Jenkins told Captain Whatley that she did not request the information and did not know why it was addressed to her. Officer Jenkins told Captain Whatley that she worked with Inmate Holden because he worked in Food Service. Captain Whatley submitted Incident Report No. 1904-197 to document the events.

The videograms sent in March 2019 seemed inappropriate and the child's behavior appeared to be encouraged by Officer Jenkins. Inspector Barcia contacted the Department of Children and Family Services by phone regarding the videos and Inmate Holden's sexual predator status.

Child Protective Investigator, Michelle Kruggel, reviewed the videos and determined that further investigation was warranted.

In addition to the electronic correspondence, Officer Jenkins transmitted 23 deposits into Inmate Holden's JPay Bank Account, totaling $812.00, to include:

In an interview, Inmate Holden choose not to make any statements regarding his relationship with Officer Jenkins nor did he discuss the circumstances regarding the images of Officer Jenkin's daughter, other than he did not think he should be judged because of his sexual predator status.

JPay records indicated that Officer Jenkins transmitted 18 written communications (electronic correspondence) to Inmate Joshua Scarver between December 16, 2018 and May 11, 2019. During this time, Inmate Scarver transmitted 14 electronic correspondence to Officer Jenkins.

The messages between Inmate Scarver and Officer Jenkins appeared to be friendly in nature. The messages in general discussed Inmate Holden's well-being and they referred to each other by the alias/nicknames "Lana Holden", "your Royalnes", "a Thankful Friend", "Lama" and "Joshua Scarver", "Joshua The Trusted One", and "Sir Trusted One". No photographs or videograms were sent to Inmate Scarver.

Florida Department of Law Enforcement Records indicate that Inmate Scarver is a registered Sexual Predator. Departmental Records indicated that Inmate Holden is currently serving an 18-year sentence for the sexual battery of an 11-year-old.

In an interview, Inmate Scarver identified a photograph of Officer Jenkins by name and indicated that he worked with her in Food Service. Inmate Scarver testified that when he received the first e-mail, he believed that "Lana Holden" was Inmate Holden's sister. Later, Inmate Holden told Inmate Scarver that "Lana Holden" was his wife/girlfriend, not his sister. Inmate Scarver found out even later that "Lana Holden" was Officer Jenkins. Inmate Scarver did not tell Officer Jenkins not to email him anymore, but he did discuss his concerns (of corresponding with a staff member) with Inmate Holden. Inmate Scarver did not want to be in that position and stopped responding to Officer Jenkins.

Inmate Scarver testified that he had seen Officer Jenkins and Inmate Holden "disappear" multiple times while they were working in the kitchen. Inmate Scarver believed that something was going on between them, but he did not witness any romantic encounters. Inmate Scarver stated that when this kind of situation comes up, it is better (for an inmate) to know less rather than more.

JPay Records reflect that Officer Jenkins transmitted $70.00 into Inmate Samuel Darden's J-Pay Account on April 24, 2019.

In an interview, Inmate Darden identified a photograph of Officer Jenkins by name and indicated that he worked with her in Food Service. Inmate Darden testified that one day, Inmate Holden told him that he(lnmate Holden) wanted to give him (Inmate Darden) some money to purchase music for his tablet. Inmate Darden has a love for music and does not get money regularly put into his account. Inmate Darden believed that Inmate Holden was just being nice because Inmate Darden was like a father figure to Inmate Holden. Inmate Darden was told that "Lana Holden" was Inmate Holden's sister.

Inmate Darden worked in the kitchen with Inmate Holden and Officer Jenkins. Inmate Darden did not have knowledge that Inmate Holden and Officer Jenkins were involved in a romantic relationship. Inmate Darden did not know that Officer Jenkins was the person that had sent him the money.

Inmate Holden also testified that he put money on Inmate Darden's account so that he could put some music onto his tablet. Inmate Holden indicated he was just being nice.

Between March 5, 2019 and June 9, 2019 Inmate Holden completed 248 phone calls to phone no. 352-578-1281 using SECURUS, an audio recorded telephone system utilized by the department for inmates to make phone calls to friends and family.

SECURUS Records reflect that phone no. 352-578-1281 was registered to Erica Gill, 1901 NE 2°d Street, Gainesville, Florida 32609.

Departmental Records reflect that Erica Gill is Inmate's Holden's sister.

Inspector Barcia reviewed some of the calls made by Inmate Holden to phone no. 352-578-1281. The initial call was answered by a female presumed to be Erica Gill, Inmate Holden's sister. During that phone call, Inmate Holden also spoke to another female, presumed to be his mother. All of the other subsequent SECURUS phone calls that were reviewed by Inspector Barcia were answered by Officer Jenkins. Inspector Barcia identified Officer Jenkins by her voice and the content of the phone calls.

Officer Jenkins resigned from the Department of Corrections on June 12, 2019.

Officer Jenkins contacted Inspector Barcia from phone number Ms. Jenkins declined to be interviewed in regards to the criminal investigation. Officer Jenkins told Inspector Barcia, "you have everything you need".

Your affiant respectfully submits that probable cause has been established that Mercedes Jenkins, a Certified Correctional Officer in the State of Florida, previously employed by the Florida Department of Corrections, did commit the criminal offense of Introduction of Contraband into a Secure Facility, in violation of§ FSS 944.47(1)(a)(1) Florida Statute, To Wit:

Any written or recorded communication or any currency or coin given or transmitted, or intended to be given or transmitted, to any inmate of any state correctional institution.
