2.1 Key Events Last Period

Health & Safety • (SHEQ Adviser) continues to attend the site regularly, and undertake inspections.

• A gas leak was identified on the 5th July on the gas holder. It has been repaired (bolt tightened) and an Adverse Event report issued. No other incident during the month.

• During July ‘19: o Average number of M+W personnel: 46 o Average number of sub-contractors’ personnel on site: 186

• The Construction Phase Health and Safety Plan was updated.

Site Works • Community Recycling Centre and Recycling Bulking Facility: The post Taking Over snagging items

are being addressed.

• Anaerobic Digestion: the ramp-up of the AD plant has been paused for three weeks due to delay in the commissioning of the centrifuges. The ‘hydraulic lock’ was unblocked on 25th July and the centrifuges are fully working. The controlled SBR ramp-up started slowly and is being accelerated by the import of sewage sludge from Thames Water at the beginning of August. The situation is back to plan with all equipment functioning and the food waste input being ramped up again. Clarke Energy is planned to be on site to complete the commissioning of the CHPs.

• Mechanical Pre-Treatment (MPT): Further test on the Eggersman equipment and on the Saxlund bunker took place at the end of July. Around 300 t of MSW were treated and around 200 t of RDF produced. The bunker emptying test was successful.

• Gasification Facility: The damages to the Electrical Board MDB01 following the small fire have been repaired and the board was re-energised on the 12th July. Good progress was then achieved on the burners testing and on the ACC commissioning. The Flue Gas Treatment and Ash Extraction systems are being pre-commissioned. The Turbine commissioning will start on the 12th August and the synchronisation to the grid is planned on the 19th August. First fire on waste will follow soon after.

• Site wide: A programme of repair of the surface water drainage system and the foul/trade water system has been prepared by London Flood Prevention and will be executed during August. The infiltration pond discharge rate is being measured and a number of soakaway pits will be dug around the pond to verify the original design. M+W has been rationalising the construction parking area and the construction storage areas in preparation for the landscaping works.

Programme • AD: the current dates are 16th August for MPT (Minimum Performance Tests) and 05th October for

Take Over.

• Gasification current dates are: 19th August for the first fire on waste, 20th September for MPT and 2nd November for Take Over.

Planning and Permitting • One Pre-Ops Condition approval outstanding (POC11-Operational Procedures during shut-downs).

• The appeal against Spelthorne Planning Committee’s refusal of the Entrance Sign application has been submitted.

Design • Closure of final outstanding design issues is ongoing.

Comms & PR • 1 odour complaint (not substantiated), 2 regarding HGVs (one about routing and one about parking)

and one complaint about CRC policy in July.

Financial • All systems excluded from Mechanical Completion have now been submitted. Payment of Milestone

27 final instalment ( ) was made on 30th July 2019.

Project Organisation • M+W Project Director ( ) is present on site most of the time.

• M+W project team’s progressive reduction is continuing (down to around 40 persons at the end of July).

• There is still a good collaborative spirit between M+W and SUEZ project teams.
