Downloads if available, are offered in standard-formats (pdf, XML), although the access sometimes requires registration or is not free of charge, e.g. Environmental Pollution Register -ROO.

Guidance

To improve findability of information and data the main environmental portal and the various thematic portals should be better interlinked. Also the INSPIRE portal should be better linked with the thematic portals. The lack of easy to find metadata will hinder re-use of data and it is important to pay attention to the provision of metadata.

IntroductionThis country fiche is a product of a project1 financed by the European Commission carried out mainly in 2018. The objective of the project [was] to retrieve information based on all the environmental data spread out in all different locations and systems and to find a way to collect the data in an efficient manner. If extracting the needed data, it could lower the burden for reporting by the Member States. Currently, the legal obligation to report and monitor throughout the full environmental domain shows a scattered landscape of different environmental management information systems targeted at the specific specifications in the regulatory framework. It would be a major benefit to align common base data used throughout environmental acquis.

As a starting point, the situation for every Member State was analysed and summarised in a country fiche in which the current situation (2018 or earlier) on governance, content, sharing and usability performance of the national environmental systems are described. The country fiches are linked to the preparation of the guidance document for good practices for national environmental information 1 ‘Promotion of best practices for national environmental information systems and tools for data harvesting

Governance By ‘governance’ we mean the structure that Member States have put in place for active dissemination of information and data on the environment. Good governance means that Member States actively disseminate environmental data and information in an (easy) accessible manner for all and the system is well-maintained and updated as frequently as feasible. In the Governance part we look into the structure and refer to INSPIRE.

The Croatian environmental information and especially environmental data is distributed among various sites and portals. Most of these portals are well-structured and hold a lot of information but the link between the main portal and the thematic sites is often missing. The main portal holds legal and policy information of all the six policy domains, but the monitoring data is distributed among various thematic portals. Some thematic portals are linked, but not all. For that reason the governance system is referred to as a mixed system.

INSPIRE

The INSPIRE portal (geoportal.nipp.hr) is a separate site that contains no relevant environmental data yet and for now there is no link between the environmental portal and the INSPIRE portal.

ContentThe criteria on content indicate the ease of finding environmental data and information within a Member State. We searched in the six main environmental domains, Air, Biodiversity, Water, Chemicals, Industrial Emissions and Waste and restricted the search to one specific Directive as indicated above the tables. If the answer ‘not found’ is given it does not necessarily mean the information is not there, but it means we could not find it using the methodology set out in documents available on www.eis-data.eu.

General overviewFor all the policy domains the legal information, the national plans and policies and monitoring data is easily found, except for the domain of chemicals for which everything was found, but with some difficulty. The legal information, the national plans and policies is found at the portal of the Ministry of Environmental Protection and Energy. The impact assessment studies are found in half of the policy domains, sometimes at a thematic portal and sometimes at the main portal. The monitoring data is generally found in a thematic portal and historical data is in most cases found there as well. The metadata and indication to quality control is occasionally found. In all cases no mention of INSPIRE themes was made with regards to the monitoring data found in all the policy domains. The reports on the state of environment and information on permits are both found at the main portal.

SharingThe criteria on sharing indicate the ease with which data and information provided by an environmental portal can be shared. Users can be persons to look up information and/or view and download the data on a portal, but it can also mean automatic extraction of data and information by harvesting.

For the main environmental portal, a number of issues regarding sharing are evaluated.

The environmental data infrastructure in Croatia is varied, but most interactive maps are very good. There are viewing services available for almost all domains with some portals offering a download option. On the main environmental portal most of the sharing criteria were met. There is a data and mapping component integrated in the portal, with possibilities to view and download the data. Information on the license for re-use is not available, data licences are not clearly stated and in some instances, metadata is not provided, access to registers is open and environmental data is freely available. Communication via the portal is possible with a specific contact person.

Most of the portals are available in Croatian and English, although often not all the content has been translated.

When searching for content, the percentage of successful searches was approximately 64%. Of the found answers, 75% was found easily (within 5 clicks). Found by using the menu: 39% of the found answers.
