SUMMER 2016 Survey Results Survey Results A member survey completed in March this year showed some very positive feedback: 83% members think MOCS serves an important part in protecting their facilities. 61% have used the educational packets offered by MOCS. 77% think that the One Call System plays an important role in public safety. 73% think that they were receiving significant value in membership. 80% of excavators polled have seen MOCS commercials on TV. 88% think the information presented at the MOCS safety meetings is very useful. 48% of MOCS members provide some form of damage prevention training to their employees. 83% are very satisfied or somewhat satisfied with the job MOCS is doing in educating the public. 88% of excavators are aware of the Ticket Check system. Enforcement of the Underground Damage Prevention law continues to result in penalties and warning letters issued by the AG’s office.

Last year, the AG’s office took action on 125 member utilities and excavators who failed to comply with the Missouri Damage Prevention law. To date, in 2016, 90 penalties have been accessed.

The typical first offense penalty is $1000. If those issued a penalty take and pass an on-line test and attend a MOCS safety meeting, the penalty is usually reduced to $500. The highest penalty accessed in 2015 was for $40,000.

Continued enforcement of the law, aimed at both excavators and member utilities is anticipated.
