By the time you read this, we will be several weeks into the latest phase of what is an important and emotive subject for this district.

The Local Plan has been many years in the making and it has been a challenging and complex process. But it has also been an opportunity to protect and enhance what is so special about this district, and to start us on the road in creating new places that work for new and existing residents. This is a plan for everyone. We have followed an inclusive approach,

consulted widely, and received much feedback on the issues and options the plan needs to address. Your views so far have informed the choices that have been made.This has led to the point we are at now – with a plan that we are confident is ready for submission to the planning inspector (who will, of course, be making the final decision). Most plans are subject to changes being made by planning inspectors and if this is the case we will need to consult on those changes. This could be to the housing numbers or to site allocations.It is not the end of the process and there is still much work to do. We will continue to listen

to residents and will respond to concerns where possible to ensure that Uttlesford remains such a great place to live, work and to visit.I would encourage you to put your views across on the latest version of the plan. We’ve launched the annual survey to get your views on what the council’s spending priorities should be for next year, and what we should spend your Council Tax on.As well as questions on council spending, the survey asks residents to consider if there should be changes to the amount the district council receives from Council Tax. Autumn launch for new campaignUttlesford District Council has joined forces with environmental charity Keep Britain Tidy in a bid to reduce dog fouling by thoughtless owners who don’t scoop the poop.The vast majority of owners are responsible people who pick up after their dog and dispose of the poo bags correctly.The We’re Watching You campaign – which will be launched in the autumn – sets its sights on irresponsible dog owners, with research showing they are more likely to pick up after their dogs when they think they are being watched.Feedback from Keep Britain Tidy suggests that dog fouling tends to occur at night-time and during the

months with shorter days as some owners feel they can’t be seen under the cover of darkness. The We’re Watching You signs, which are visible after dark, will be displayed in dog fouling hotspots.The campaign follows successful pilots by Keep Britain Tidy in areas which saw an average reduction of 46% in the levels of dog fouling.

Working together to keep Uttlesford tidy

That’s why Uttlesford District Council is working hard to keep our streets and open spaces clean, and is encouraging everyone to get involved in the fight against littering. Extra resourcesAdditional investment has been put into the Street Services department to fund a new rapid response team to clear fly-tips and litter hotspots. The team will add to the ongoing work which includes emptying 800 litter and dog bins each week, carrying out routine litter picking, and regularly street sweeping 1,800km of the district’s roads.

Alongside this cleaning schedule, the council is reviewing its enforcement action to tackling litter louts and fly-tippers, and will shortly be making the most of new powers to increase maximum on-the-spot fines for offenders.How to make a reportEveryone can help keep the district clean by reporting issues such as fly-tipping or litter. The council will take action against offenders where it is possible to do so.To report an incident, complete an online form at www.uttlesford.gov.uk/litter.

Remember to include as much detail as possible, including the time and date of the incident and, if the litter is thrown from a vehicle, the registration plate and make and model of the vehicle.Litter pickingAbout 50 organised litter picks took place across Uttlesford last year, supported by the council which collected and disposed of over 1,500 bags of rubbish.You can get involved too – contact your town or parish council for details of local litter picking events, or for advice on arranging your own community clear up get in touch with the Street Services team at [email protected].

Nobody likes to see litter on our streets and verges. It’s unsightly, not to mention bad for the environment and local wildlife.

Each year Uttlesford District Council has to decide how to allocate money to the wide range of services it provides to the community. It is a process that takes many months, and it cannot be done without the input of residents.

The Local Heritage List has been compiled by Uttlesford District Council, and contains a list of assets which are considered to be of architectural or historic interest. Residential properties, shops, churches, pubs, historic signposts, telephone boxes and even village water pumps are all included in the current draft list after meeting the criteria. The assets selected are different to those identified by Historic England (and which are subject

to listed building legislation), but inclusion on the Local Heritage List will ensure their importance is given due consideration when affected by development proposals.Cabinet will consider approving the list after taking into account the comments received.However, the council will continue to accept nominations from the public, parish and town councils, with a view to periodically updating the list.

Uttlesford Youth Council has had a busy first year and elections have already been held to recruit new councillors replacing those who went to college. The Youth Council is still looking to attract new members and will be holding further elections in Uttlesford’s secondary schools in the autumn term. Current council working groups are focussing on mental health, recruitment, communications, and housing. Of particular interest to our young people is the issue of housing and development, and the housing working group is hoping to recruit new members to provide a young person's perspective on the ideas for future development in their communities.For further information about this or the Uttlesford Youth Council, please contact John Starr at [email protected].

Public consultation on Uttlesford’s first edition Local Heritage List may have drawn to a close, but there is still plenty of opportunity for people to nominate any buildings, structures or monuments they feel make a significant contribution to the character and appearance of an area.

Electoral Register – response neededWe will soon be sending to all households the annual electoral registration update letter. This letter asks residents to let us know the names of anyone at their address who needs to be registered for voting. Please look out for this letter and respond straightaway. The council is, by law, required to send reminder forms and must send canvassers to visit any households which don't respond after these reminders – so please act as soon as your letter arrives.

Nominate a hidden gem UDC commits £500k to Superfast Broadband

Full fibre network operator Gigaclear has work planned to bring ultrafast broadband to 4,600 homes and businesses across the district under the Superfast Essex broadband programme, co-ordinated by Essex County Council. The new network – which will provide speeds of 50Mbps to 900Mbps – is part-funded by the county council, the government and Gigaclear. In addition, Uttlesford District Council has committed £500,000 to the project. Work is planned between now and December 2019 across 23 community cabinet areas, which serve all or part of 47 parish council

areas within Uttlesford. Work is due to start shortly in the first areas to be connected – Birchanger, Stansted Mountfitchet and Gaunt's End.Anyone due to be covered by the Gigaclear network build can check the status for their address using the postcode checker at www.gigaclear.com/superfastessex.The full Superfast Essex rollout schedule is available at www.gigaclear.com/superfast-essex-rollout-schedule.Further ultrafast broadband coverage is also expected in parts of the district from Gigaclear’s own

Worlds under Glass: Adventures in TaxidermyFrom its crude beginnings in Wonderkammer to use in scientific discovery, the controversial history of taxidermy is the subject of a new exhibition opening at Saffron Walden Museum on August 11.Worlds under Glass aims to help viewers reflect on the subject of taxidermy and its place in our scientific, cultural and natural heritage. It explores this fascinating

relationship through the display of the museum’s impressive Natural History collection, including many

pieces not usually on public display.

summer, and carried out lots of further work to address some of the

issues raised. The comments made, together

with the wide range of background studies, have been

used to in inform the pre-submission plan.

What happens next? Once this phase of the process is complete,

the draft Local Plan will be submitted to the the government. An independent Planning

Inspector will then examine the plan with public hearings expected to be held next year.

At a meeting in June, Full Council approved for publication the latest version of the Local

Plan – this is known as the ‘Regulation 19 Pre-submission Local Plan’.

This decision paved the way for a period during which residents and other interested parties

can comment on the legal compliance and soundness of the plan before it is submitted

to the government later this year for independent examination.

This is an important part of the process as it is focussed on whether the plan is legally

compliant and meets the four ‘tests of soundness’ as set out in national planning policy

– that is, is the plan positively prepared, justified, effective and consistent with national policy.

The Local Plan in summaryThe published Local Plan guides where new homes and businesses will go in the future, and sets the framework for the infrastructure needed to support it.It is not simply about how many homes are needed – it is about ensuring that Uttlesford remains an attractive place to live, work and visit, and so includes policies on everything from supporting business to protecting the special heritage of the district.

Garden communitiesThree new garden communities are central to the plan. These are located at Easton Park, North Uttlesford, and West of Braintree. The plan says that they have to accord with garden city principles. The council is committed to ensuring that they are exemplar developments and the plan has a set of key policies to secure this.A ‘Strategic Growth Plan’ will be prepared for each of these new settlements, in close consultation with the local community and other important interest groups and consultees. These plans provide the more detailed requirements for the communities, including looking at the homes that people working in Uttlesford can afford, and the essential physical and social infrastructure such as new schools, health care facilities and roads which will be needed to ensure the settlements are sustainable.An independent inspector will hold a public examination to consider the strategic growth plans before a final decision is made and the plans are adopted.

Uttlesford Dementia Action Alliance (DAA) aims to make life easier for people living with dementia, and their carers. The DAA does this by raising awareness and supporting businesses and organisations to carry out actions – big or small – to become more dementia friendly. Simple ways in which businesses can do this is to raise awareness through Dementia Friends sessions. Sometimes, just being more aware can make all the difference. There are also a variety of other opportunities to get involved. Find out more at www.dementiafriends.org.uk.

Here are a few of the businesses and organisations in Uttlesford working towards becoming dementia friendly… Specsavers in Saffron WaldenSpecsavers Opticians recently called on the support of a volunteer Dementia Friends Champion to deliver sessions to staff. This is a positive step to enable greater awareness and provide a more understanding environment for people visiting the branch.

Dunmow HubOrganisations working within the Dunmow Hub, including Mind and CVSU, have received a number of Dementia Friends sessions. A new Dementia Café has also recently launched at the Hub. The café, which is supported by volunteers, provides a peaceful environment for people to share a cup of tea or coffee with others. It is open on Mondays for anyone to drop in between 10.30am and 12pm.

Would you like to be a Dementia Friend? Can you spare 45 minutes to learn and understand more about dementia? If so, please do get in touch and we can let you know when the next Dementia Friends sessions are taking place in Uttlesford. Sessions can also be delivered to groups of people within organisations. The growing trend of walking sports – such as football and netball – is an ideal way to keep mobile. Mainly aimed at the over 50s but suitable for all ages, they are a gentle but energetic approach to sports we know and love. They’re ideal for anyone who may have stopped playing due to age or injury, or can be a good introduction for those who may be new to the sport and want to give it a go.

The Uttlesford Foodbank acts as a link between the fortunate and the less fortunate in our community by helping local people in crisis.From January to May, the foodbank fed 345 people, including 105 children, across Uttlesford – this is a 25% increase on the same period last year.The foodbank has been given 5,721kg of food with the biggest donations coming from customers of Waitrose, Tesco Saffron Walden, and Tesco Great Dunmow.Donations can be left in any of the above supermarkets and at the libraries in Saffron Walden and Thaxted. All donations are gratefully received.The foodbank, which is a totally volunteer-run charity, can be accessed with a referral from Citizens Advice. Uttlesford District Council is keen to celebrate the good work that the district’s army of volunteers does, which is why it is delighted to announce it will be running the Community Achievement Awards in 2018. Held every two years, the awards give people the chance to nominate those who have given something back to their communities.

Recognising your community heroesNominations can be made in five different categories: service to children and young people; service to the elderly; service to people with assisted living needs; service to the local community; and youth initiatives (for 15-18 year olds).For a list of criteria and a nomination form, visit www.uttlesford.gov.uk/communityawards.
