By the time you read this the new

Parish Council will have been installed.

It is disappointing for us that a full election did not take as there were only eight candidates for the nine seats we have. Subsequently, two Parish Councillors have resigned, and I would like to thank them for their time over the last few years. I would also like to thank Sonya Smyth who decided not to stand for a seat this time round.

We therefore have three vacancies on the Parish Council and would like to fill them as soon as possible. If you think that you might be interested please speak to Sara, our clerk for details.

As I write, The Pavilion is going through a refurbishment. I would like to thank all of those that have been involved but especially The Bell Meadow Pavilion sub-committee and David Divers for the effort they have put in to make sure that this has happened. The Pavilion looks to be heading for some exciting times and I am delighted that more groups are showing an interest and beginning to use it.

St Nicholas at Wade and Sarre have had some famous residents over the years. In the next publication of this maga-zine, I will be taking the opportunity to write about Baron Bridges of Headley

and St Nicholas-at-Wade.

Becoming a local CouncillorCould You Be A Councillor?Any person 18 years of age and older who is a local government elector, lives or works in the parish or lives within three miles of the area of the Local Council may stand for election. Candidates for election must complete nomination forms and submit them to their local electoral office by the closing date for nominations - usually four to five weeks before polling day. The local electoral office will be at Thanet District Council. A Councillor’s normal term of office is four years. He/she is a holder of a Public Office. Councillors can receive expenses for their role. Candidates may stand under a party political label, but most don’t. Councillors are subject to their Council’s Code of Conduct and must complete a Declaration of Interest form which will be publicly available.

What Will You Do If Elected? • Attend Council meetings and raise matters that the Council can consider and formally decide to take action.• Make informed contributions and influence debate at meetings. • Receive training for your role. • Represent the Council externally.

Who Controls the Local Council? In short, you do. Parish electors vote for Local Council members every four years and are entitled to go to the Annual Meeting and say what they think. Council meetings are also open to the public to observe (but not participate in) and there is usually an opportunity for informal discussion when the meeting is adjourned. Local Councils are public bodies and subject to the Freedom of Information Act and GDPR laws.

Who Supports Local Councils? Local Councils in England are supported by 38 County Associations of Local Councils that provide legal, procedural and other advice. They provide relevant training for Councillors and representational services too. In Kent, Local Councils are represented by the Kent Association of Local Councils (KALC). www.kentalc.gov.uk At national level, Local Councils are represented by the National Association of Local Councils. www.nalc.gov.uk

A Little About Local Councils • Elected representative body of the local community. Provide services to meet local

needs, improve quality of life and well-being in the community. • Statutory bodies with certain duties and legal powers. They are democratically and financially accountable to the local community. • Have the legal right to be informed about planning applications and other issues. • Give the local community a more powerful voice. • Help support local groups in their area. This may be through funding, provision of meeting places, or through publicity. This could include voluntary groups that help young people or the older generation to name but a few. • May take on some devolved duties from the “Principal Authorities”, Kent County Council, Medway Unitary Authority and the twelve District and Borough Councils in Kent. The Principal Authorities are responsible for Education, Transport, Planning & Development, Waste Collection and Disposal, Housing, Licensing and Street Trading.• Local Councils can raise money to spend on public purposes through their “precept” which is collected through the local Council Tax. Most of that money is invested back into the local community to improve facilities and services. Many local councils also supplement the precept by obtaining grants. Sometimes they own property and can use the money from rents and leases. They can also generate income through running their community facilities. • Local Councils are the least bureaucratic kind of local authority. Their funds are a tiny part of the Council Tax with an average cost across England of less than £65/year to Council tax payers. They get no general government grant so they have every incentive to keep their expenditure low and get value for money.

As you can imagine, no two days are ever the same!

A day is also time dependent. An early shift can differ from a late shift for example, as days and nights can bring their own challenges. The same can be said for weekends.

Any day will start with a timely, smart arrival at Margate Police Station and the first thing I do is open my locker to retrieve my radio, turn it on and log on. Not only does this show that I have turned up for duty but it enables me to listen to all activities and be available for a call at a moment’s notice.

There are of course occasions when I arrive at the station and am immediately sent out to preserve a scene or help with an RTC or with any issue which may have occurred and my assistance is needed but generally lots of admin aided by a strong cup of tea is the first order of the day.

We have several systems in The Police which we need to check every day and some of them we need to check constantly throughout the day. These systems inform us of any issues which need to be attended to on our Wards. Thanet villages is my Ward, this covers Manston, Acol, Monkton, St Nicholas and Sarre. My Ward or Beat Code is ZB21, so I log onto a system to see if I there is anything displayed on my ward. If there is, I have a good read of the job and ensure that it is dealt with asap.

If there isn’t, I have a look at my colleagues Wards to see if there is something I can attend to, particularly if they are on a rest day or annual leave.

I look at Briefing to see which criminals are of interest in the area, I look to see which crimes have been committed and at cctv images to see if I can identify any of the offenders.

I look at another system which informs me of any suspicious criminal activity which has been submitted via an intelligence report or any crime reports which I have submitted which may need my attention, this same system holds all of the information on persons, vehicles, addresses, offenders of any description, who is in custody at that moment in time, it informs us of many things. It’s not only informative but it is also a safety tool as it shows if there are any warning markers connected to a person or address. This may indicate that the issue may not be suitable for a PCSO as we don’t have any

protective equipment other than our stab vests.I may also need to address issues which have been sent to me privately via an email or our Sergeant may task us with a job or two.

All being well, I have a list of jobs which need tackling so off we go.

If I’m lucky, I manage to get to my ward to deal with my jobs and also patrol. I have the benefit of a vehicle as I have a large area to cover but it is always nice to patrol on foot particularly on a nice day!! I try and attend residence meetings when operational duties and working days allow. I pay particular attention to places of interest which have been pointed out to me by Parish Councillors or residents which may appear to have suspicious activities occurring and I may have received intelligence form one of our systems regarding a certain place on my ward which I would pay particular attention to. Patrolling and attending meetings also gives me the opportunity to meet the people on my ward and allows them to speak with me about any issues they may have. (It’s also the best way of establishing tea stops! A lot of you have offered me the chance of a cuppa and I am extremely grateful for that and if I haven’t already, I shall definitely take you up on the offer!) I do call in to some of your houses for a chat and a catch up. There is of course always the very real possibility of receiving a call on the radio to attend a job immediately. This is why I always say that whether it’s a Police Surgery, a meeting or even a chat that I will attend if “operational duties allow.”

I may have a school safety talk to attend as myself and a colleague visit most of the Primary schools in Thanet to speak to the younger years about keeping themselves and safe and to show them that the police are approachable and to not be frightened of us or test the speed at which vehicles are travelling on a road which a resident is concerned about. I may be looking for a missing person or attending a call for a concern for welfare. I may be dealing with nuisance youths or with a person who is having a mental health episode or searching an area because of a suspicious event, I may be called to a burglary in progress, a neighbour dispute, a fraud victim, a death, paying a reassurance visit to somebody who has been the victim of crime, the list is not only endless but continual. Whole team meetings are also an essential part of the routine, this enables all of us to discuss any concerns or issues amongst ourselves and with our

Sergeant and Inspector, and importantly it is also a time for praise and recognition.

We are very lucky to be given talks by some very interesting people and these talks are always relevant and interesting. We also get the opportunity to visit some interesting places, I think my favourite so far is the Lifeboat Station at Ramsgate, I didn’t think that I would ever board a lifeboat!

We are an essential part of the Police Organisation, our presence enables Police Officers to attend to all of the extremely demanding issues which they have to deal with on a daily basis. I like to think that we are an effective support not only to the Police but to the public.

Throughout the day I may return to the station for refreshments or to book in evidence or to compile a crime report or an intelligence report, I may also have more jobs which have come onto my list which need resolving.

As a lot of you will already know, I formed Village Voices, a community choir which is open to absolutely everybody, so this is also a commitment which I need to uphold every Wednesday evening.

I have four Parish Councils on my ward who all have meetings and it is extremely difficult for me to attend these meetings as they always fall on a rest day but I try and submit a report to them. I hold Police surgeries on the first Wednesday of every month too.

At the end of what is usually a varied shift, I go back to the station to tackle more admin which almost certainly accumulates throughout the shift and update on all of the jobs I have managed to complete.

The job is demanding, exhausting, exciting, rewarding, sad at times and a real eye opener, it’s challenging but I love it. It is our duty to keep you all from harm and enable our communities to flourish.

We still have a lot of car crime in Thanet due to people leaving valuable items such as mobile phones and tablets in full view on the seats of their cars.

We are also getting increasing reports of number plates being removed from cars, tamper proof screws are available from most garages which will prevent this from happening.

Vans are being targeted with locks being cut off to gain entry. While it is a bind, it is advised that tradesmen should remove expensive tools from their vans at night.

Charity FraudMany people want to donate to charity but it’s important to take some simple steps to make sure what you give gets to those you want to help. Sadly, criminals have historically exploited charitable giving by setting up fake charities and encouraging donations which are not passed onto the needy.The following advice aims to raise awareness about safe ways to donate to charity and to ensure your money reaches those in need.

How to donate safelyIt’s essential the public continues to support charities, but there are a few things to think about before donating:

How can I be sure that a charity collector is genuine?The Charity Commission strongly recommends that all collectors should: Be able to produce a valid local authority or police licence Wear an ID badge Have a sealed collection container with the charity’s registration number and name on it Be able to provide that they have the charity’s permission to collect

If you are still doubtful about the collector: Contact the Charity Commission – either via their helpline on 0845 300 0218 or www.charitycommssion.gov.uk Contact your local authority or police to check whether the collector has been granted a licence or needs one to collect

Be cautious of poor grammar and spelling in documentation, including collection envelopes or clothing bags. (Many clothing collections are fraudulent, little if any of the money made going to the charity named. A genuine bag will have the charities licence number on it.

If you have any concerns about the legitimacy of a request for donations, don’t hesitate to contact that charity directly.

Be wary of any appeals where contact details for the charity are not provided. You can find genuine contact details for charities on their websites or on the Register of Charities, which is available on the Charity Commission website www.charitycommission.gov.uk

Looking after your Furry Friends this SummerSummer is almost here and that means so are the burnt noses, arms and legs. Remember, it’s not only us who get affected by the sun, but also your cuddly little pets. It’s vital to make sure all animals are taken care of this summer and here are some tips on how to do so.

Keeping your pets cool during summer.During hot temperatures it’s important to ensure pets have a cool, shaded area to spend time and it’s even more important for short nosed or flat faced dogs, such as Pugs and English Bulldogs, are they have a higher chance of suffering from heat stroke.

Smaller animals also need your help too! Pets such as rabbits, guinea pigs and birds will benefit from moving them into areas will cooler flooring, if this isn’t possible, providing ice packs or a frozen water bottle for them to rest against will help with their body temperature. Ensure the cage is directly out of sunlight.

Water, water and more water.It should go without saying but fresh, cold water, and a lot of it, is vital during these hot days in summer. Don’t be frightened to fill some plastic bowls up with

water and ice and place them in the shade outside for the wildlife, it’s not only your little guy who needs help!

Can you picture that relaxing feeling of jumping in a cool pool on a sunny day? It’s the same for our overheated pals, purchasing a small clam shell pool or something similar will work wonders to helping animals regulate their own body temperature.

St. Nicholas at Wade & Sarre Gardeners Club

The Gardeners Club has adopted one of the allotments on Shuart Lane and we hope to make it a space for everyone to come and participate, learn or enjoy. Horticulture as a therapy is attracting attention due to the well-documented value of the outdoors for people’s health and wellbeing. We’re still at the planning stage – please get in touch with us if you’re interested.

We shall be commemorating the life of Irene Scott, one of our founding members, by planting a bright red rose in Bell Meadow. Her family, friends and visitors may all remember the beautifully vibrant red roses which grew at the front of her garden and flowered all summer long.

Club members maintain the planters at the edge of the Village. Our next re-planting day will be Saturday May 11th if there’s anyone out there who’d also like to help please get in touch with Susan Searle on 01843 650328. They also need watering throughout the summer and extra help would be much appreciated. We hope they will be even more spectacular this year as the Parish Council has been so generous with the budget!

We meet on the second Wednesday of each month from March to October at 7.30pm. Upcoming dates for anyone interested in joining us:

Finally, St Nicholas at Wade Open Gardens, 1st & 2nd June. Several of our members will be opening their gardens, but at North Grange on Sun Lane there will be a plant sale supplied by all our members - plants, advice and hopefully sunshine!
