Vickie Choitz, Panelist Senior Policy analyst, center for Law and Social Policy (cLaSP), Washington, dc

vickie choitz is a senior policy analyst on the Workforce development team at cLaSP. She focuses on state and federal policies that increase access to and success in workforce development and postsecondary education for low-income, lower-skilled adults. She provides technical assistance to state agencies on postsecondary, workforce, and career pathways policies and funding. Ms. choitz also analyzes and advocates for federal and state workforce and postsecondary education policies that help low-income, lower-skilled adults access education, postsecondary credentials, and family-sustaining careers. Previously, Ms. choitz was a senior policy analyst at Jobs for the Future and the State Policy director for the Lifelong Learning account (LiLa) program at the council for adult and experimental Learning. She has undergraduate degrees in political science and secondary education from Kansas State university and a master’s degree in public policy from the Kennedy School of Government at harvard university.

From 2006 to 2008, he served as program director at the Boston-based Jobs for the Future, where he led Making opportunity affordable. Kristin conklin is an expert in higher education policy and strategy development at the state and federal levels across the firm’s higher education clients. She has led the firm’s state policy outreach for productivity, supported by Lumina Foundation, since hcM’s inception in 2008.

a Pell Grant recipient and the first college graduate in her family, Kristin earned her bachelor’s degree in political science from california Polytechnic State university in San Luis obispo and a master’s degree in public policy from Georgetown university. She served at the uS department of education as senior advisor to the undersecretary of education. in that role, Kristin helped developed the Secretary’s action plan in response to the Spellings commission report. this work led to changes to in the high school graduation rate regulation and the largest single-year increase in Pell Grants in more than thirty years.

She also directed the Washington, dc office of the National center for Public Policy and higher education, where she led the technical work behind a first-of-its-kind comparative fifty-state report card on higher education performance.

John Kolotos has been with the department of education for over 20 years, first a program reviewer and then as a policy analyst. he drafted or was on the team that drafted the regulations for the State Postsecondary review entities, the cash Management rules, the Financial responsibility regulations, and most recently the Program integrity and Gainful employment regulations. Before joining the department, Kolotos worked as a consultant for a third-party servicer that administered the financial aid programs for over 100 schools. after graduating from the university of Maryland, with Ba’s in economics and Finance, Kolotos was a loan officer in the consumer loan division of a regional bank, and for five years after that, the director of Financial aid for a proprietary school.

The Community College Congressional Forum will be held at the Congressional Visitor Center Auditorium at the United States Capitol. Please arrive early. Seating is limited.

In order to enter the Congressional Visitor Center, you will have to go through a metal detector and security checks. When congressman clyburn came to congress in 1993, he was elected co-president of his freshman class and quickly rose through leadership ranks. he was elected chairman of the congressional Black caucus in 1999, and his reputation as a leader and consensus-builder helped

him win a difficult three-way race for house democratic caucus vice chair in 2002. three years later, he was unanimously elected chair of the democratic caucus. When democrats regained the house majority in 2006, congressman clyburn was elevated by his colleagues to house Majority Whip.

as a national leader he has worked to respond to the needs of america’s diverse communities. he championed rural communities supporting the development of regional water projects, community health centers, and broadband connections. he has supported higher education by leading the charge for increased Pell grants and investing millions in science and math programs and historic preservation at historically Black colleges and universities. he has encouraged economic development by securing funding for empowerment Zones; investing in green technology development such as nuclear, wind, hydrogen and biofuels; and directing 10 percent of recovery act funding to communities 20 percent under the poverty level for the past 30 years.

and has led the fight to improve education and modernize school infrastructure, including community college campuses. in 1990, Senator harkin sponsored and passed the americans with disabilities act (ada), landmark legislation that protects the civil rights of millions of americans with physical and mental disabilities. Known as the “emancipation Proclamation for people with disabilities,” the bill has become Senator harkin’s signature legislative achievement.

Senator harkin is also the chairman of the appropriations committee’s Labor health and human Services, and education Sub committee. it is here he tries to ensure that community colleges, workforce training programs, and higher education grant programs have proper funding. Senator harkin has supported community colleges throughout his tenure and has consistently talked about their value, connectedness to the community, and affordability in comparison to other higher education institutions. Senator harkin was honored with the 2012 National education Service awards, presented by acct and aacc during the last year’s community college National Legislative Summit.

the Honorable patty murray (d-WA) uS Senate 2013 National education Service award recipient

Patty Murray is the Senior uS Senator from Washington, currently serving her fourth term. Senator Murray serves on the appropriations committee, Budget committee, and the committee on health, education Labor & Pensions (heLP). on the heLP committee, she served as chair of the Subcommittee on

employment and Workplace Safety during the 112th congress. For the 113th congress, she will serve as chair of the Budget committee.

Senator Murray is extremely deserving of the education Service award for her tireless work on behalf of community colleges and their students. a Pell Grant recipient herself, Senator Murray credits the program for her success in higher education as well that of her siblings. She played a leading role in the expansion of the Pell Grant program and has worked to ensure that congress addresses the Pell Grant shortfall. Senator Murray has also been extremely dedicated to restoring Pell Grant eligibility for ability-to-Benefit Students.

Senator Murray has been an ardent supporter of funding for programs impacting higher education, workforce training, and community colleges. additionally, she has fought for our veteran and military students, and was the lead sponsor of the 2011 voW to hire heroes act. the bill, which passed in the fall of 2011, included additional training and tax benefits for hiring veterans. throughout her career, Senator Murray has been an advocate for students and community colleges. She has been a strong supporter of acct and aacc’s legislative priorities and spoke during last year’s NLS congressional Forum. For these reasons, aacc and acct are tremendously pleased to recognize Senator Patty Murray with the 2013 National education Service award.
