The council prepared the budget in accordancewith presentations made to councillors at eightConcept Forums between December 2013 andJune 2014.

State-of-the-art signsThe City of Wanneroo will be the first localgovernment in Western Australia to install state-of-the-art animated electronic Fire DangerRating (FDR) signs ahead of the upcoming2014/15 bushfire season.

City of Wanneroo Mayor Tracey Roberts said:"These brand new signs will revolutionise theway we inform motorists and residents duringemergencies because they provide fast, reliableand accurate information using a familiarmedium."

The technology was recommended by theVictorian Fire Services Commissioner andCountry Fire Authority, where more than 50signs are operational, for its functionality andpopularity with volunteers and communitymembers.

The award winning signs are fully automated, solar powered and can be updated remotely bythe City of Wanneroo administration or byVolunteer Bush Fire Brigades using computer orsmartphone applications.

Councillors praise budget after EDSSouth Ward councillor, BrettTreby, provided the bestinsight to the City ofWanneroo’s 2014/14 budget.Cr Treby was first eleted tothe City of Wanneroo councilin December 1999, and re-elected in 2001, 2005, 2009and 2013. He has a specialinterest in economic develop-ment, strategic planning, landplanning reform, activecitizenship and representativecommunity engagement.

Cr Treby started his budgetspeech by saying: “What I’dlike to do councillors thisevening is to present somecomments that really demon-strates one significant thing -The City of Wanneroo isdifferent; it’s very differentfrom other local governmentsacross the state.

“This evening we consider the2014/15 annual budget forthe City and we have beenpresented with a balanced$167.0m budget.

This is a budget delivered inlarge part through a rateincrease of 4.2 per cent whichprovides the financialresources to continue tounderpin the challenges ofabove trend and sustainedresidential growth that theCity of Wanneroo hasexperienced for well over thepast 15 years.

“Our Growth is substantialand cannot be under-estimated; and it requires usto do things that otherCouncils would simply notcontemplate.

“Significantly, the result of theEfficiency Dividend Strategywhich was supported bycouncil delivers a reduction ofaround $1.0 millon, with muchof these savings passeddirectly onto ratepayers andallowing us to deliver areduced rate from thosewhich were advertised.

“Wanneroo will, over the next20 years have to deliver theequivalent of an additionalCity of Stirling with all itsfacilities, infrastructure andpopulation over and aboveour existing community aswell as maintain and serviceour older more establishedcommunities.

“Or put another wayWanneroo will, in around twoyears’ time overtake the Cityof Stirling to be the mostpopulous in this state and willdwarf all others to remain thelargest and fastest growingcity for decades to come.

“In this budget, there are asignificant number of largeprojects that will either becompleted or indeedcommence in 2014/15. This

includes: the completion ofthe $5.0 million stage 2portion of the Flynn Driverealignment and connectionto Wanneroo Road; and$1.23 million investment to theKingsway sporting complex.

“Additional, significant newworks will include: $1.0million towards the delivery ofthe new KoondoolaCommunity Centre; $6.8millon on the second stage ofLenore Road, and mostimportantly, nearly $3.0million towards the muchneeded Yanchep/ Two RocksDistricts Sports Facilities.

“Now while there are the bigticket items that we wouldexpect to see the City deliver,we are also focussed ondelivering immediate, meaningful and localisedbenefits for familiesthroughout our community.

“This budget will commencethe process of deliveringshade sails to playgroundsacross the City for theprotection of families andchildren in particular, startingwith Appleby Park in Darch.

“It will also see us deliverfloodlighting to Shevlock Parkin Koondoola that will enablegreater numbers of childrento engage in sporting andcommunity activities, and we

will be investing in more busshelters and footpaths thatwill grow the use of publictransport and provide saferpassage in and around ourcommunity.”

Cr Treby concluded bysaying: “Developing a budgetis much more that managingfunds on behalf of ourratepayers. It is very muchmore to do with reflectingtheir values and aspirationsand improving their lifestyleswithin their local community.”

Central Ward councillor,Dianne Guise, said the City ofWanneroo expected thepopulation to exceed 187,000by June 2015, and the budgetreflected rises of 11.5 percent in income and ten percent in operating costscompared to 2013/14.

North Ward councillor, LindaAitken, did not speak duringthe adoption of the budget;while Cr Norm Hewer waswas on a ‘Leave of Absence’.

Mayor Tracey Roberts saidthe budget, had beenspecifically developed tocater for the City’s extra-ordinary growth, which hadgalloped ahead of forecasts, while at the same timeminimising the impact onratepayers.

Great dayOn behalf of our members, Iwould like to thank the localcommunity for attending ourInternational Day on 19 June.

Together with visitors fromother CWA branches, we allenjoyed the talk on Argentinagiven by guest speaker,Katherine Freestone, wholived there as a child.

Katherine Kyle entertained uswith a wonderful repertoire ofsongs starting with ‘Don’t cryfor me Argentina’ and thehighlight was her rendition ofShirley Bassey’s song ‘Hey,Big Slender’ with her focus ona certain gentleman much tothe amusement of his wifeand all the rest of theaudience.

Other activities included thequiz, a trading stall, andparade by those who weregame enough to dress up.This was judged by MayorTracey Roberts and CWAstate president, Sara Kenny.

Four lucky ladies receivedprizes.

I would like to thank all our

members for the wonderfuleffort they put in to make theday a success, supplying thelovely food plus all the otherjobs that have to be done tomake a successful runsmoothly.

Appreciation to the City ofWanneroo for theirsponsorship.

We will most likely do it allagain next year when we findout which country will bechosen for us to focus on.

Joyce Harris,Yanchep CWA President.

Looking goodCheers to Derek Oldham andhis team taking in hand theneglect and desolation of theTwo Rocks Shopping Centreand it's surrounds.

Successive owners havedone nothing of note exceptto mine the area for rentwithout the visible expenditureof a dollar.

The broken kerbs all put backtogether, plants replaced, lines redrawn in the parkingarea - working under a

summer sun for most of thepainting, mulch covering theweeds and sand, the toiletsclean as a whistle and thework goes on. Kudos to themmaking our world a littlebrighter.

All that remains is for thepoor, neglected, pottedplants, rock-bound since1975, to be re-potted,trimmed, watered. They havesurvived until today, theydeserve succour.

Ray Penny, Two Rocks.

ConcernedRecently, I went exploring theCity of Wanneroo web site, tofind such documents as a‘Strategic Plan’, ‘Corporatebusiness plan’ and a ‘TenYear Financial Plan.

My concern is, no doubt thecouncil has spent a lot ofmoney creating thesedocuments, then even morereviewing them, but I find itvery short on ‘delivery’.

If the City of Wanneroo was aprivate business and theelected councillors and senior

directors were ‘members ofthe board’, they be in troublefor non-performance.

How can so much planningand documentation becreated when they can’tdeliver vital basicinfrastructure and service intothe new growing northerncommunities?

Just look at anywhere alongthe coast from Butler north, there isn’t one new sportingfacility, not one newcommunity centre or library.

All the new parks in theseestate have been establishedby the developers, what hasthe City of Wanneroo done forthe outer northern suburbs?

I read recently, the council isabout to start collecting‘Developer Contributions’ toprovide these facilities -Where have our rates for thepast 20 years been spent?

I think the City of Wanneroohas to get beyond ‘planning’and start to deliver some ofthese essential basic facilitiesa community needs.

Name and address supplied.

EditorialMany people will have noticed that theSun City News, earlier this week, removed two postings from ourFacebook page concerning a convictedsex offender who may have beenrelocated to Yanchep.

After extensive phone calls, discussionsand consideration, it was decided toremove the postings in an attempt tobring some normality to the widercommunity.

Through various social media outlets, allsorts of assumptions were being made,

and after a lengthy phone conversationwith the local police sergeant, we mayhave been seen as feeding the situation, this was not our intent.

The only official spokesperson on sexoffender issues is the Department ofCorrective Services - The police andmedia, legally are restricted in what canbe said.

For that reason, we removed the twopostings.

However, we do urge residents to sign

the current petition regarding ‘PublicAwareness of Sexual OffendersLocations’.

This petition will be around for anotherfew weeks so the organiser can getmaximum impact when it is presented toWA Parliament in August.

Just a reminder for anyone signing thepetition, you need to include your fullresidential address and postcode on thepetition for it to be legally counted, POBoxes are not considered a place ofresidence.

Unlicensed dealer finedLast week, a young man involved in the sale of asignificant number of cars over a 17 month period, without holding a motor vehicle dealer’s licence, was fined $10,000 and ordered to pay $1,525.80in costs at the Joondalup Magistrates Court.

The Magistrate said that although the matter wasnot trivial, the accused had no prior convictions, appeared to be a person of good character andhad aspirations to work in the mining industry, which would be affected if he was convicted.

Commissioner for Consumer Protection AnneDriscoll warned that anyone buying and sellingcars in a business capacity must hold a valid motorvehicle dealer’s licence. If problems arise afterpurchase, it can be difficult for car buyers to haveany faults addressed, even where they may beentitled to under consumer law.

Consumer Protection would like to hear fromanyone in the community who is aware ofunlicensed motor vehicle dealing.

Meditation by the sea for physical health and emotional calm

Imagine if someone justturned up and handed you atool that when you used it,helped you sleep like a baby, increased your energy andlibido, started to clear upthose annoying physicalcomplaints like high blood

pressure, pain and tensionand helped you feel calmerand more in control.

Would you say: ‘Yes please’?

Research has shown that, with just a few minutes a dayof meditation, we can begin to

improve our physical andemotional health.

Meditation isn’t linked to anyreligion or belief system, butis simply a practice where youset regular time aside to quietyour mind. Not only is itsimple and useful, but it’s alsoinexpensive.

There are many forms ofmeditation arising fromdifferent historical traditions, but they all have the generalintention to bring greatermental focus and clarity, deeper peace, self under-standing, and compassion.

Meditation is becoming moreand more accepted andacknowledged in the main-

stream where not so long agoit seemed obscure andsomething only the Buddhawould be good at.

Everyone can learn tomeditate - Ordinary peopleare finding that they can pickup this tool and throughsimple practices discover amore rich and satisfyingdepth to their lives.

Coastal Family Wellness inTwo Rocks offers meditationclasses each Thursday nightfrom 7pm to 8pm. They areled by Rebecca Jennings, who also offers breathingeducation and healing throughcraniosacral therapy.Enquiries are welcome on9561 2686.

Vitamins & Supplements What works for you? More than 75 per cent ofAustralians use complementarymedicines.

Here’s a checklist to makesure you’re getting the mostout of them.

n Know what you’re dealingwith - Complementary medicinesinclude vitamins, minerals andnutritional supplements, herbalmedicines, traditional medicines, homeopathic medicines andsome aromatherapy products.

The effectiveness of anytreatment depends on theindividual person and yourspecific condition, no medicineis a universal cure, so youneed to find out if themedicine is right for you.

n Seek advice - Do yourresearch before you takesomething new, includingtalking to your doctor orcomplementary medicinepractitioner. Always read thelabel and make sure you takethe correct dose.

n Find an accredited practitioner- Just like you would look intoyour GP’s qualifications, lookat your complementary medicinepractitioner’s qualifications.

Are they accredited andregistered with one of theprofessional bodies, such asthe Australian Traditional-Medicine Society?

n Ask about fees - Whilethere are no Medicarerebates for consultations withcomplementary medicinepractitioners, private healthfunds may entitle you to one.

To avoid costly surprises, always discuss full costsbefore undergoing treatment.

n Watch for side effects - Nomedicine, even natural orherbal medicine, is completelyfree of side effects.

Just because complementarymedicines can be boughtwithout a prescription doesn’tmean they’re less powerful.

n Don’t mix medicines -Always speak with yourdoctor before mixing anymedications or supplementsto find out if it’s safe.

For example, St John’s wort, used to alleviate depression, can interact with severalcommonly used prescriptionmedicines, including the oralcontraceptive pill.

n Be informed There’s aworld of information on theweb, but be careful.

Some sites provide wrong ormisleading information solook for quality websites, including government endorsedsites or those of a respectednational health organisation.

n Buy local - We all loveonline shopping, but buyingmedicines from overseaswebsites can be dangerous.

Australia has some of thestrictest regulations in theworld for complementarymedicines, and products fromoverseas may contain illegalor harmful substances.

Why you should avoid fad dietsFad diets are all the ragetoday - Flip throughmagazines, surf the web orturn on the TV and you willsurely see numerous dietsthat all promise to help youlose several pounds in as littleas a week or two.

If you have been trying to loseweight for some time now, these fad diets can certainlybe tempting. However, mostof these fad diets are notworth trying. Here are somereasons why you shouldavoid fad diets.

n Weight Gain - Fad dietsusually claim that they can

help you lose weight quicklyand easily with minimal effortfrom your part.

Even though this is whatmakes these diets tempting, this is also what makes themsuspicious.

Health experts will tell youtime and again that the onlyway to effectively lose weightand keep it off is by makinglong term changes to yourlifestyle, such as adapting ahealthier diet and regularlyexercising.

n Altered Metabolism -Because most fad diets

require you to eat a structuredamount of food on astructured schedule, you canalso end up disrupting yournatural metabolism.

Your body has a naturalability to tell you when to eatand when to stop eating.

n Nutritional Deficiencies -Fad diets also prohibit youfrom eating certain types offood. Perhaps your dietrequires you to cut outcarbohydrates or any type offat from your daily foods.

This can lead to a seriousnutritional deficiency.

n Hair and Muscle Loss - Thenutritional deficiencies thatfad diets cause can also leadto health conditions like hairloss and muscle loss.

Your hair requires a gooddeal of protein in order togrow and thrive. When youare not getting enoughprotein in your diet, your haireventually loses its health.

Poor hair health can lead tobrittleness which can turn intobreakage and shedding hair.

Muscle loss is anothernegative effect of fad diets.Muscle loss is anothernegative effect of fad diets.

Earlier reminderDPaW or the Department ofParks and Wildlife are sendingout earlier reminders for ParkPass Renewals.

A Yanchep resident received aletter, earlier this week, it wasdated 9 July 2014, reminding himhis park pass expires on 01March 2015.

That’s what I call an earlyreminder!

Where are the cookies?A Yanchep family happily handedover cash to a couple of ‘schoolkids’ believing they were helpinglocal school fund-raising.

To date, they have not receivedthe cookies or seen the schoolkids again. The Sun City News isunaware of any local school fund-raising in this way.

If anyone can shed some light onthis venture, please call the SunCity News on 9561 2500.

ClarificationIn the last issue of the Sun CityNews were we revealed a recent2014 Community Directory hadsix pages of City of Wannerooadvertising including informationand photos that were out-of-date.

City of Wanneroo’s boss of PR,was quick off the mark to make itclear that the council did notpublish the directory, nor had theyauthorised the six pages ofadvertising.

The original Sun City News articledidn’t state that the City ofWanneroo produced the book, weonly highlighted that much of theinformation was incorrect, including publishing photos anddetails of three councillors whoare no longer on council.

Why would you print oldinformation?

Getting the factsRegularly, the Sun City Newsreceives a variety of ‘news tip offs’ but then there are those who arejust seeking their 15 minutes offame, bragging they have a worldfirst scoop, when in fact they justhave a very imaginative mind andno story.

A recent incident related tosomeone bragging on Facebookthey had a ‘newsworthy’ photo.

When, in fact, there was nophoto, just ‘brag talk’.

Odd newsWannabe British drivers arefailing their theory test scores oftimes with one woman beingunable to pass a record 110times.

The woman has the biggestnumber of failures under her belt, but is followed by many moreincluding a 30 year old man whohas 86 unsuccessful attempts.

A 41 year old learner eventuallypassed on his 80th try but a 27year old man has still notmanaged to get enough answersright after 64 attempts.

Those wanting to drive a car orride a motorcycle must passdriving theory before bookingtheir practical exam, which is itselfhard to get through.

The theory test has two parts, onemade up of multiple choicequestions with the other a hazardperception section.

At $56 AUD a time, undergoingmultiple attempts doesn’t comecheap.

Last week, it emerged that a 24year old woman holds the recordfor failing the practical part of thetest the most times - She finallypassed after her 24th attempt andis one of eight Britons to clock up20 test by the end of last year,
