    Keep up to date with what w e are doing

    Sunderlands city centre is in decline so we mustbreathe new life into it to ensure this decline

    does not become terminal by bringing morepeople in to work, shop, live and play.

    One problem is that there is no single street,square or thoroughfare identifiable as the centreof the city but the long-term key is the developmentof the Vaux site and the Holmeside triangle.

    The absence of high quality office spaceand hotels is also a serious drag on thecommercialisation of the city centre as isa resolution of the future of the CrowtreeLeisure Centre.

    Action is needed now and the quickest waysto bring more people into the city centre andincrease footfall are to:

    n Stage more one-off events in the city centreand connect them with events elsewhere inthe city, at the seafront and the Stadiumof Light.

    n Provide free parking in off-street car parks oneday a week to bring shoppers into the city andcompete with other cities.

    n Work with local businesses to introduce a citycentre discount card offering cut price deals atlocal shops in Sunderland.

    To achieve this, the council must givepriority to city centre redevelopmentin its actions by concentrating

    development in the city centrerather than outlying areasand also by locating staff within thecity centre.

    The ambience of the city centre needsimproving too with streets tidied up, buildingscleaned, clutter removed and more pedestrianisationespecially in the Park Lane Village area.

    The council should also investigate thepossibility of allowing free use of unused council

    buildings, such asthe former TouristInformation Centreoffices inFawcett Street.

    To encouragethe use of emptyshops businessrates should beabolished forone year forbusinessessetting up in thecity centre andEmpty Shop

    ManagementOrders should beused whenlandlordsare negligent.

    We also needto make the city

    centre more accessible by simplifying the existingroad system and by promoting extensions to theMetro systemto Doxford International, Washington and Ryhope.

    For the longer term we should support theCity Centre Traders Association and establisha Business Improvement District which would

    allow more funds to be raised for localbusiness initiatives.

    We need to breathe new life into our citycentre to ensure a vibrant future for the peopleof Sunderland and secure a prosperous city atthe heart of which is a thriving commercial andretail core.

    Sunderland Conservatives are promoting the

    expansion of the Metro system on Wearsideby backing proposals to bring trains or tramsthrough to Doxford International, Ryhopeand Washington.

    In the longer term we will lobby the governmentto extend the High Speed 2 rail link to the NorthEast creating a faster link with the Midlands andbeyond to London and the South.

    vauX: time fOr actiOnAfter eleven years the Vaux site remains a wasteland

    at the heart of Sunderlands retail and commercialcentre holding back development in the city centre

    and acting as a symbol of a citys decline.

    The development of the Vaux site is crucial tothe regeneration of Sunderlands city centre and thelonger the site stands empty the more it holds backprogress in other parts of the city.

    Now that the site has been purchased by thecouncil helped by a grant of 22million from thegovernment there are a range of options for itsfuture but challenges too.

    Sunderland Conservatives would make gettingthe site ready for development a priority, offering acommitment to use the available 8million in

    capital spending to lower St.Marys Way thusenlarging the existing 26 acres.

    Options for development include commercialoffices which could be encouraged by creating a localenterprise zone through a reduction in business ratesat the site with quality retail surrounding it.

    But, unlike the council, we would adopt aflexible approach to maximise the chances ofprogress by accepting supermarket-led developmentif the plans were right or considering leisure andentertainment proposals.

    Funding could be accessed through the RegionalGrowth Fund and the Growing Places Fund to kick startthe site but whatever happens the Vaux site mustremain the number one priority for the city centre.

    BETTER TRANSPORT

    Sunderland Conservatives are supporting thenew mortgage indemnity scheme, NewBuy,aimed at helping first-time buyers onto the

    property ladder and existing homeowners upthe ladder.

    With many potential buyers struggling to beapproved for affordable mortgages with a highloan-to-value, the new scheme is designed topart-guarantee mortgages of up to 95% of thehome value.

    ACCESS TO HOUSING

    Sunderland Conservatives are backing schools in

    Sunderland which have converted to academieswhere these measures benefit pupils byincreasing the freedom the school has to focuson its priorities.

    But along with systems must go standardsand funding so we are promoting the PupilPremium bringing in millions of pounds to theCity and ensuring pupils have access torigorous teaching and quality apprenticeships.
