Purpose: To create 2016 Middlesex County roadway network map and county road database

Significance: This is a project conducted together by Middlesex County and New Jersey Department of Transportation (NJDOT) which intends to create a latest county roadway network system. Currently the latest county roadway network map is created in 2006 and is outdated for 10 years. During this period, many new roads have built and roadway system has developed, which leads to a big difference from today. On the other hand, the 2006 map has a lot of errors including missing county roads and highways. At the same time, some roads are given with wrong jurisdiction. Some roads that are never county roads are recorded as a county road and had a county route number. The wrong jurisdiction will lead to confusion and delay for the local aid, which decrease the efficiency and effectiveness of the state’s transportation system. The map and the database that are created in this project will finally be used in the asset management, which benefit people’s life in various ways.

Method/Approach: In order to complete the roadway network, Geographic Information System (GIS) as a technical method is mainly adopted. First is to use geo-referencing system to recreate the 1987 county roadway network, which is the baseline for the 2016 roadway network. The 1987 map was created by the county and was sent to NJDOT to established the 600-roadway network system, which works as a reference for defining the characteristics of the roads belong to the county, the municipal or the state. After finalized geo-referencing the map, performed queries of NJDOT data table is used to develop a master correction table. According to the geo-referenced map and the data, accompanying with the 2006 map and google earth, a draft detailed route log sheets (written descriptions) of the County’s 600-series routes, including cross-referencing to the County Road Number (CRN) system (e.g. 4R11) was completed.

Outcomes: A 2016 roadway network draft map with a database of 600-roadway network description is created. When the map finish, it will be transmitted to NJDOT to propose as an official county roadway network map. The database will help explaining the roadway system.

Evaluation: The roadway network system is still in progress by the time the internship ends. To recreate the roadway network, we are still on our way figuring out jurisdictions and separate attributes of the road, including details like the segment and the length of the road, how many lanes does the road shouldered with, speed limit, parking and all different attributes. The next step will be creating a park roads map book for collaborating and soliciting input from staff of the Engineering Office. For the next step, we will
