Managing waste sustainably, safely and in accordance with the law

Our commercial waste-management plan specifically fulfils the following tasks established in article 27, section 2 of the corresponding law on waste management:

a) The use of procedures and products designed to avoid the creation of waste;

b) Separate collection of different fractions of waste to ensure their maximum recyclability;

c) Recycling or disposal of different fractions of waste in plant systems that use the best technology available;

d) Documenting procedures designed to ensure the transparent tracking of waste-flows;

e) Training and consciousness-raising for personnel involved in waste management.

How can a commercial organisation whose main interest is not in the management of waste, but rather in the manufacture of products or the delivery of services, start fulfilling these requirements?

Its criteria include the implementation of preventive measures, the separate collection of all materials and the en-vironmentally sustainable storage and processing of the products concerned by an authorised disposal organisation that guarantees high standards of practice and transparent disposal procedures. This is in addition to an environ-mentally aware approach to management; i.e. one designed to keep employees involved and informed, while taking environmental targets into account when selecting suppliers and service providers.

Waste management must be correctly documented to ensure that it can be clearly tracked. This includes logging evidence of environmentally sustainable processing, while maintaining a “quantity balance sheet” of the individual substances involved.

Fulfilment of the label criteria is verified annually, and confirmed by the issuing of the corresponding certificate. Once an organisation has fulfilled the criteria on five consecutive occasions, it is awarded with a diploma and in-spected only at two-year intervals thereafter. This confirms that the organisation concerned has adopted a commit-ted and responsible approach to environmental issues.

What are the advantages, apart from added recognition of ecological cre-dentials, of obtaining SuperDrecksKëscht® fir Betriber quality accreditation?

SuperDrecksKëscht® fir Betriber (for site operators) bears the seal of quality for en-vironmentally sustainable waste-management. The first step is normally to avoid the use of packaging and wrapping materials. Reusable systems can be used to replace the disposable pallets or cartons used for tertiary and transport packaging. Other examples of avoidance strategies include the use of washable textiles and refillable pump sprays instead of aerosol cans. Modern technolo-gies, in areas such as painting and coating, allow the user to get by with smaller amounts of material. Refilling after use also constitutes a waste-avoidance strategy. Examples include the repair of pallets or the recycling of packaging materials for further in-house use.

Waste avoidance also reduces pollutants. Use products designed for limited environmental impact, such as coatings with a low solvent content. Environment-friendly products containing fewer hazardous substances can be identi-fied by their eco-labelling. As part of our Clever akafen (“Smart Purchasing” in Luxembourg dialect) initiative, this labelling applies to environment-friendly products such as batteries, light bulbs, paints, coatings, cleaning products and detergents, as well as school and office stationery. This initiative is aimed mainly at private consumers, although organisations can also benefit from it if they buy products from supermarkets and specialist stores or wish to pass the corresponding knowledge on to their own suppliers.

The avoidance of waste also includes such measures as the use of recycled paper and other recycled products, as these items consume fewer raw materials and less energy than their completely-new counterparts.

Resource-efficient, ecological practices help reduce costs

Despite the availability of modern classification equipment, experience shows that separation of waste, by the consumer, at the collection stage has important ecological and economic advantages over mixed collection followed by subsequent sorting proce-dures. Materials pre-sorted for collection are easier and more efficient to recycle. There is greater potential for converting the substance directly into new raw material.

➡ Example: packaging materials Packaging materials made of paper, cardboard and many types of plastic are easy to recycle, provided they are dry and clean. Impurities such as dust or liquids seriously limit, or even eliminate, the potential for recycling, leaving these materials suitable only for use as fuel.

➡ Example: edible oils and fats These can be transformed into high-quality biodiesel, for use in thermal power stations or motor vehicles. They must however contain no mineral oils, salad dressings, food residues or other impurities.

➡ Example: ÖKO-Pur oil-binder The insulating foam used in refrigeration devices can be recycled to supply ÖKO-Pur oil-binding agent. Every single kilo of ÖKO-Pur binder used represents a reduction of 250 kilos in CO2 emissions.

Recycling means savings in terms of energy and natural resources, along with climate protection and the efficient use of those resources. Thanks to intelligent reuse, SuperDrecksKëscht® completes the product cycle.

The disposal of residues that are no longer usable, or of blends of problematic substances, is also considerably more costly if the items concerned have not been sorted or classified first. Investments in collection infrastructure soon pay for themselves in this respect.

5.Problematic items - oil, grease/substances hazardous to water and flammable products

emulsions containing them, contaminate water and soil – and are also flammable.

l In the case of waste oil, just a few drops are enough to render groundwater unsuitable for consumption.

Problematic items - gases and pressurised containers

on devices contain flammable gases.l Gas bottles should be handled with great care!l Lighters and aerosol sprays must not be expo-

sed to high temperatures.l Many older refrigeration devices still contain

CFC coolants, which are harmful to both the climate and the ozone layer.

l Many gases exacerbate the greenhouse effect when released in an uncontrolled manner.

compressed-air or pump sprays.➡ Preventing the release of gases likely to

damage the climate is of particular importance when handling refrigeration or air conditioning equipment.

How do I find the right partner for the collection of waste products ?

Those with a responsible and conscientious attitude to the handling of waste entrust its collection to an organisation that possesses all the required permits, conforms to the corresponding legislation and guarantees a transparent, trackable system of disposal.

This environmentally conscientious approach, which stands in complete contrast to the concept of “out of sight, out of mind”, is firmly anchored in legal responsibility for the waste substances being handled – from where they are pro-duced to where they are received for processing. The key points here include the legally compliant and safe transport of the substances concerned from collection point to final destination, along with fulfilment of the statutory require-ments stipulating that a maximum amount of high-value waste should be recovered as secondary raw materials, and that all problematic substances should be handled in such a way that minimises their impact on the environment.

Only properly authorised disposal organisations should be engaged for collection purposes. This guarantees that the legal minimum standards applying to the transport and handling of waste will be observed. This also applies to me-tals or still-functioning electrical, IT and communications equipment that is suitable for reuse.
