Subject: Response to July 2 Memo
Please see answers in italics below in response to your memo of July 2, 2015, in which you
stated, There are several questions that need to be answered. I would ask that you provide answers to your Board for the following questions:
1. When were you made aware of the fact that there was a problem with the GED testing at Dunbar Community School?
My first indication that there may be a problem came from a Board member who notified me by phone shortly before the start of the June April 14, 2015, Briefing meeting
to tell me there may be someone during public comment raise an issue re: testing at
Dunbar Community School.
2. Was there a meeting that occurred with you, Mr. Dodig, Dr. Pruitt, and Mr. Dailey to discuss some of the allegations that were in this attached investigative summary?
No.
3. When was the investigation completed? The document itself appears to indicate it was completed on June 8
th. Please provide any documents showing when the investigation
concluded.
The investigation was completed on June 17, 2015, which is the day the outcome of the
investigation was provided to the subject of the investigation. Attached is the document
that was hand-delivered to the subject of the investigation indicating it had been
completed. June 8, 2015, is the day the summary report was completed and signed by the
lead investigator.
4. If the investigation was completed on June 8th, why was it not provided in response to a public records request until June 30
th?
The investigation was completed on June 17, 2015. Ten days later was June 27, 2015,
which was a Saturday. The report became a public record on Monday, June 29, 2015.
5. Was the report completed and you failed to release it after a public records request for the report had been made?
No.

A public records request came from one media outlet on June 18, 2015, for the full
investigation, which was unavailable until June 29. The cost for redaction has been
provided to the requestor and no follow up request has yet to be received in the
Communications Office.
A public records verbal request came from one citizen (date uncertain) and the summary
document was provided to the citizen on June 30, 2015.
6. I understand there is a requirement to provide 10 days written notice to an employee of derogatory information before it is open to inspection. (Attachment 5) Please provide the
notice presented to the employee who was the subject of this investigation.
See attachment also referenced above in response to question 3.
Since the investigation reveals involvement in this matter by former Principal Charles Dailey, did you report this matter to the Department of Education as required by Florida
Statute? (Attachment 6) If yes, please provide a copy of the document. If not, please
provide your rationale for failing to do so.
At no time was Mr. Dailey the subject of this investigation. He was one of the people
questioned during the investigation.
Provide the rationale why you allowed the media to receive this report before your Board Members received it?
To date, no District personnel has provided either the summary or the full investigation
re: Dunbar Community School GED testing to the media.
