In transmitting this Sixth Annual Report of the NationalEndowment for the Humanities, I particularly commend to yourattention the new programs begun by the Endowment duringfiscal year 1971.-These programs, created in order to broadenthe uses of the humanities by the Amerkan public, include anexperimental program on a statewide basis for informal adulteducation in the humanities'andTheJefferson Lecture in theHumanities, a national series which will bring humanistic learningdirectly to bear on public affairs.
These new programs and the expansion of existing programsdescribed in this report were made possible by the strong supportin increased funding given by the Congress to the Endowment atmy request. Both the executive and legislative branches have nowrecognized that the humanitieslanguages, history, philosophy,literature and ethics among.othersare an essential tool forrestoring contemporary problems and that the Endowment'caneventually place this tool within the grasp of more Americansthan ever before.
Federal support of the Natibnal Endowment for the Human-ities has had the desired effect of stimulating private giving andprivate initiative. I am therefore happy to report that in fiscalyear 1971 the Endowment received a total.of 517 separate gifts,
about four times the number received the previous year. Thesegifts or pledges, amounting to $2.5 million, made it possible forthe Endowment for the second year in a row to draw the fullamount of Federal matching funds appropriated, for that purpose.
It is my pleasure; too, to note that the Humanities Endow-ment's Sixth Annual Rcport is printed on recycled paper as a partof this Federal agency's effort to make use of the Nation's natural
rewurces.

Introduction
The humanists of the Renaissance, from whom wederive our ideas about the value of education, wereconfident that learning as they understood it would
endure. For them, science was a pastime and tech-nology not even a conception. Humane learninghistory, literature, ethics, languagewas nearly the
whole of intellectual experience, alwais 'with the
vast exception of religion.'Very little of this confi-dence remains, and it sometimes appears that we
can only comprehend it in terms of irony..Hunianism began with the study of the printed
word. As in the case of the translations of Erasmus
it aimed for the strict interpretation of a giventext. But it meant also a good deal more, for this
might be indistinguishable from the siinple routine
of law or business. The point is that humanism im-
plied cultural and moral values and that it exerted
certain imperatives. From the first, it argued that
our intellectual and moral powers were moreportant than other human abilities. It asserted that
man was defined by the power of reflection andthat he could only assume his real status in theWorld through principled action. For that reason
the heroes of humanism were not only statesmenbut scholars: Prospero meant as much to the imagi-
nation as Henry Plantagenet.Milton, in fact, wrote of education that it might
repair the damages of original sin. That is a con-
ception admirably arrogant; if the teacher today
views it with amused misgivings, it is only because.
of the difficulty and not because of. the intention.
Like his great contemporaries he assumed thatthere' were two kinds of knoWledge: that which
tends toward social action and that which belongs
to the human consciousness itself. We recall theletter of Leonardo_ Da Vinci describing himself
not as an artist alone but as a man of practical andworldly experience: "I belieVe myself able to viesuccessfully with any," he wrote, "in the designingof public and private buildingt, and in conducting
water from one place to another,'' Leonardo tookpride in the utility of knowledge, in transportation,engineering, ari& those inventions of use in warand peace. Even at a distance of four centuries wecan honor this determination. In fact, the NationalEndowment for the Humanities has, been specifi-
cally commissioned to do just that. Practical knowl-
edge means the application of our minds to urban
problems, to the condition of minorities, even tothe relationships of peoples and nations. But there
is another kind of knowledge praised by the hu-
manists, a kind that received its sharpest definition
in modern times from the pen of Cardinal New-
man. That kind of knowledge, which underlies thewhole idea of the liberal arts, it its own object and
value.It is possible that some will call the Opposite of
practical knowledge "impractical knowledge." Forthem it is not easily understandable why clas. sesshould be held in languages and on civilizationslong dead. There are others who have recently at-tacked the humanities because they do little tobring about a netv consciousness' or' a new Utopia.I. find them to be the defenders of a new igno-
rance. Surely we don't have to be apologetic about
the values of contemplation, Cardinal Newman putthe matter with classic' simplicity: the developmentof intelligence is in itself a worthy end. His dis-course on the university describes "the force, thesteadiness, the 'comprehensiveness and the flexibil-ity of intellect, the command of our own powers,the instinctive just estimate of things as they passbefore us" which is rarely a natural gift, but in-stead the product of "much effort and the exercise,of years." The mind, in short, 'before it Can have
any effect at all in society must be formed by thateffort and exercise which so adequately sum up the
process of learning.One of the most admirable of Renaissance hu-
manists, the Duke of Urbino, was said to have
spent half the incoine of the state on libraries.
Comparisons may well bc invidious,but it certainly
is a goal to make one stop and think. In any car,those farsighted legislators and executives who
have commissioned this Endowthent have made
possible our support of the two kinds of education.
One is public and social, the other private and indi-
vidual. One strives for the understanding andresolution of historical circumstances. The other
respects the work of the mind precisely because
that embodies our highest powers, because intelli-
gence is a legitimate end in itself.Those supported by, NEHL---and certainly that
greater public to which we are 'responsiblewill'
clearly wish to know in what ways we intend to.continue our enterprise. As incoming Chairman, Ithink my own. first duty is to .acknowledge thesupport of President Nixon who has stated that"now is the time to enrich the life of the Mind andinvoke the splendid qualities of the Americanspirit," and that of Congress. The Endowment willseek, as it has under the able leadership of HenryAllen Moe, Barnaby Keeney and Wallace Edger-ton, to merit that trust. The organization is a goodone, with a record of significant contributions touniversity programs, to individual scholarship andto support of great experiences like Lord Clark's.popular film series "Civilisation," and to a varietyof projects in local communities. The demands ofthe seventies will stretch our capacity as far as itwill go and will give us new goals to aim at. Weshall have to take account of the extended univer-sity which reaches *an audience outside of theschools. It is not enough to educate the fortunateyoung; those.who support themselves and othersought, in turn, to have a chance to see a Shake-spearean comedy and to 'join more fully in judg-ments on problems of ethics or politics. The art ofteaching, which is now almost as great a secret asthe manufactute of staihed glass, must with allspeed be revived and fostered. The Endowmentwill support the teaching profession, looking toinduce the best of our students to enter it. Grantsboth within and outside the profession ought cer-tainly to be distinguished by the intellectual meritof the projects involved. In short, we must main-tain our efforts to support both publ:c and profes-
.sional needs.In the larger view, education as both an art and
a science must come in for scrutiny. We ought toencourage our best scholars to examine the teaching of the humanities, and to suggest to us how'that may be improved. Our mission might bedefined in these terms: to support the formal sys-
tems of education we now have; to extend them tothe reach of those who hope for the knoWledgethey cannot afford to pursue; to restore the humankties to the ethical center of a yorld.dominated bYtechnology.. One of the most interesting and heart-ening ei,ents of 1971 has been the renewed respectof students for humanistk knowledge. Most. col-

lege students have rejected the narrow politicizedconditions of the American campus. Indeed, theyhave done so in advance of some of their teachers.It is perhaps surprising, but nevertheless the inter-est of students in the huManities isnow at a ncwhigh. If we cannot satisfy their legitimate demandsfor intellectual standards and moral guidance 7ewill have betrayed a great trust. The past, we havebeen warned, is prologue. Unless we can transmit.the humane learning accumulated by history wewill certainly not have much of a future.

State and Community Programs
n fiscal year 1971 the Endowment, in.cooperatidnwith a wide diversity of educational, professional'and civic organizations in 6 states, began an experi-mental program of informal adult education in thehumanities on a state-wide basis. This pmgram isa major effort to encourage broad involvernent ofthe' American public in a real examination of ourtational life as it has been, as it is, as it could be.It is at once a grassroots program aimed at increas-ing dramatically the quality, extent, and effect ofstate and local prograrns in the. humanities, a basiceffort to add a new dimension.to the field of adulteducation, and a salient in the Endowment's effortto involve academic humanists in a fuller and moreuseful relationship with the general adult public.
The 6 participating states in the new state-basedprogram arc Georgia, Maine, Missouri, Oregon;Oklahoma, and 'Fyinni ng. Experimental grants tothem, all in the $100,000 range, are made to avariety. of informally-organized councils, commit-tees, and commissions formed from representativesof such institutidns and 'agencies as' univerSityextension programs, state and local historical socie-ties, educational television and radio, public librat,ies 'and other organizations with experience inthe humanities. Funds are largely regranted 'by .
these state.groups to individuals and organizations'within the state. This regranting process is a keyaspect of the experimental program; the Endow-ment expects thereby tO ensure that the maxiMumpossible distribution Of funds within the states willmatt', including less populated areas not now
1. served by existing groups. In Oregon, for eiample,the.theme "Man and the tand" will be.develoiied
:by seVeral different organiiations working Closelytogether as the Oregon Joint Committee on theHumanities. This ComMittee has alsd invited -pro-posals froth throughout the state and will judgethese competitively according to explicit criteriaand how well they relate. to .the general .theme.

If the Endowment succeeds in bridging a signifi;cant nuMber of humanists into meaningful rela-tionships with .the general public in Oregon andother trial statesand evidence suggests that thisis already beginning in .this programa majorreshaping of the nature of education, of publicdialogue, and Of the humanistic constituency willbe successfully taking place.
. Special Projects Program
The Special Projects . Program was originally, cre-ated by the 'Endowment to 'provide support fora lirnited number of local projects initiated. bycommunity institutions and organizations with theaim of reaching the general adult iiublic and help-
. . ing them to discover a new.understanding of localproblems 'through the knowledge and insight ofthe humanist. Each. regional projea ideally canfunction o exemplary: setting high standards ofquality for public activity in the humanities. It issupplemental and complernentary to the state-bisedexperimental activity. Until such time'as fully.oper-atidnal state-based experimental groups exist in-allthe states, the special projects 'activity is .the onlydevice available to the Endowment for the supportof locally-initiated public programs in the humani-.ties tailored to the capacities of local institutions'.and geared to local viewpoints.and insights.' Someexamples of these special projects:.
"The-City in Historical and Philbiophical Context"
A grant has been made to the Chicago Public Li-brary for a year-long program centered on "thecity in historical and philosophical context." Thelibrary is aggressively seeking to expand its .role inthe city, to become more than a mere repository. forboolo, and to.make its services available to a widerConstituency' than it presently reaches.,'It will. do

this through a series of lectures and discussions'onthe nature of the City from a humanistic viewpoint,calling on representatives of civic organizationsfrom all over the city, and particUlarly from.'cul-
turallY deprived areas. The library will make ifsstaff and services available toneighborhood centers.throughout the city .for community-centered discus-sions based upon the overall theme. The expecta-tion is that by the end of the gratit year theChi9go Public Library will have substantiallyincreased its ability to serve more than theeducationally-advantaged population, and that gen-uine thoughtfulness about the "meaning" of acity such as Chicago will have been generated.
"The American Heritage in a 'Changing Society"
Another grant has been.made to the University ofCalifornia, Davis, for support of an institutionalconsortium project entitled ."The American Heri-tage in a Changing Society." The project startedby bringing together the key elements of an infor-mal. "regional consortiuM in the humanities' inthis North Central California region consisting ofUC-Davis personnel, community services directors.from tlie six.community colleges within a 40-mileradius of the Davis campus,.and representatives ofthe coMmunities served by tbese community col-leges. Together they Will plan cooperatively for a
series of seminars in each of the six areas on prob-lems of . local .concern to which humanists. canspeakthemes such as justice, ecology, ethics, andthe family. All participants anticipate the develop-ment of an on-gOing cobperative relationship indspirited and informed community discussions inthe humanities with several thousand adults fromthe mixed populations of the areaAmerican Indi-ans, Mexican-Americans, Blacks and Anglosonproblems that are directly related to their' respec-tive communities.

he purpose' of the Endowment's Public Program isto stimulate the desire for, and then to improve theopportunity for, the adult public of the UnitedStates to have access to informal education in thehumanities. Its distinctive task therefore is to en-courage the design and, ensure the 'availability ofa .wide variety of programs which may be used bydifferent groups or, through the public media,. byindividuals broadly throughout the nation. Thereis a large and growing public not now engaged informal education eager to gain knowledge and inzsights from the past and relate them to the prob-lems of the present and future. This eagerness .onthe part of the public to continue to experience andlearn from the humanities beyond the years of for-mal education' can be gauged by itsenthusiasticresponse to several of the Endowment's programs.
"The Wright Brothers" 0.
"The Wright .Brothers: Orville and Wilbur," a90-minute color film written and directed by Pro-fessor Arthur Barron arid produced by NET withEndowment support as a part of the "BiographySeries I," attracted substantial popular and. criticalattention. The film was nationally televised by the.Public Broadcasting Service on June 24th, 1971,after its world theatrical premiere in Washingtonon June 22nd. Dr. Barron's film not only docu-ments the events surrounding the first flights of theWright brothers, portrayed by actoi-brothers Jamesand Stacy KeaCh, it also captures some of. 'theflavor of turn-of-the-century America, in addition'to giving insights into the complex personalities ofthe two brothers. Someoaspects of the film e 'Noking.critical -applause:
Fromthe Kansas City Star: "Geniuses are noto-riously hard .to portray cOMincingly on the stageor screen. But the brothers are exhibited- as credi-ble human beings, living in a more or less typicalsmall Ohio town at the turn of the present century.It was, the film notes, at bOttom still a bucolicperiod in American History, and the scene 'hasbeen carefully .set. Yet the characters involved areby no Means Sereotyped. The production makes
clear that . Wilbur and Orville must have beenunusual men from the start and not merely in
retrospect."
From the Washington Post: "FilMed in theoriginal Wright' Brothers .home and bicycle shop,
now at Dearborn's Greenfield Museum, and onremote stretches of Cape Hatteras . . . the. drama
is authentic turn-of-the-century 'down to the lastdetail. There is' fine excitement as their lonelystruggle to get the flying maehine off the groundends in success."

The National Humanities Series
Due to enthusiastic response, the National Human-ities Series, a program designed to bring thehumanities to general audiences and interestedorganizations throughout the country, concluded
its second year of operation with the number' ofcommunities. and :states mire than double over theprevious year. In fiscal year 1970, ivhen the Series
was begun on an experimental basis, it reached 29communities in 18 states; in fiscal year 1971, its
first full year of operation, the Series reached 60communities in 40. states.
The National Hurrianities Series is conducted by-the Woodrow Wilson National . Fellowship Foun:.dation. Under the general title "Time Otit forMan," humanities teams consisting of humanist-lecturer's, supported by perfortners, make presenta-

Perhaps no program in the National Humanities.Series for fiscal. year 1971 aroused more spiriteddiscussions thin.."Justice: Trial and Error". led byDr.' Mereld Keys..Assisted bY a team of versatile:and spirited performers, Keys began first 'by ex-ploiing sonie main themes -which later became the.subjects for disCussion betweenhim and his preset':tation team and-the general audiende, CoMposed ofall segments of the community. These themes, .con-cerning such basic questions as whether we owe-
obedience to God's law or man's law, our con-science or the state ; the relationships of propertyand power, of retribution and mercy, were intro-duced through excerpts from a. wide-ranging as-sortment of sources. They included basic Americandocuments, Henry David Thoreau, the Ten Com-mandments, the Sermon on the Mount, philoso-.phers Plato and Locke; Anouilh's "Antigone,"hangin' judge Roy Bean, and Lerner and Lowe's"Camelot."
The National Humanities. Series has receivedanother grant from the Endowment to allow it tocontinue for a third year, during which it will pre-sent "A More Perfect Union," tracing the dreams,purposes and the values that have shaped Ameri-can history; "Exiles in the House," the alienation

"Modern Alaskan Native Material Culture" is a projectcarried out by the "university of Alaska Museum underthe direction .of Ludwig J. Rowinski.to investigate thecultural change occurring. among .the native populationsin .Alaska by documenting the changes that have occurredsince contact with pther populations. Here Dr. WendellH. of today's young people examined in depth in t.mixed-media presentation; "A Sense of Place,"exploring American 'regional folkways; and "Con-versations," presenting readings from George Ber-nard Shaw and other masters of the Englishlanguage.
"Civilisation!"
The Cleveland Plain Dealer, among other .publica-. lions, has noted that "one of the most highlyaCclaimed series ever seen on American television,'Civilisation' won some of TV's most prestigiousprizes, including the Peabody, Saturday Reviewand Critics' Consensus awards.'! In fiscal year 1971the Endowment funded distribution of this widely-acclaimed series of. thirteen '52-minute color filmsthrough the National Gallery of Art to com-munities throughout the United States and itsterritories. The response to this program, repre-senting Lord Clark's "highly personal view" ofthe ideas and events of sixteen hundred years ofthe history of Western man, has been overwhelm-ing. The films are made. available free of chargeto community and campus audiences by distribu-tion through approximately 2,000 colleges withfewer than 2,000 students. In fiscal year 1971 anestimated 1,382,000 people in 177 communitiessaw the films and bookings to an additional 231college communities, already extend through. fiscalyear 1972. This distribution concept, which willcontinue as long as there is a demand for the films,takes cognizance of the fact that the culturalfocus of many towns is the college located neartheni. Distribution of "Civilisation" therefore hasgone to towns like Sitka, Alaska and to" SitkaCommunity College, to Paragould, Arkansas andnearby Crowley's Ridge College, to Arecibo; PuertoRico and the Inter-American University there.Whether it's Sitka, Paragould or. Arecibo, theneighboring college very often 'has 'the only well-equipped auditorium where the public as 'well aSstudent body and faculty can view "Civilisation"under optimum conditions. Too, the neighboringcollege is willing to do the booking of the filmsfor audiences in its inimediate neighborhood. aswell as make its auditorium available to them, thusmaking these showings of "Civilisation" examples

Wewere utterly enthralled last Friday evening withthe 'Pursuit of Happiness' segment.We're drawn ever closer to AMU and its value .toall of us with these stimulating programs. You'renot apart from the community but part of itwith this.Our best wishes for fund raising and our deepestappreciation for this excellent, mind-stretchingmovie series."

"Man and his Environment"
Many of the Endowment's larger programs rep-resent a close working felationship between itand the individuals, corporations ind foundationswhom it encourages to work with it on a gifts-and-matching basis in the, support of major proj-ects. An example of this type of project, is the"Man and his Environment" exhibit to be createdby Chicago's Field Museum of Natural History.The Field Mnseum has committed well over$100,000 of its own resources towards this.project,which is estimated to cost more than $1,100,000dollars; and the Endowment has made a gifts-and-matching offer of $500,000. This means .that theEndowment will match up to $250,000 fromTreasury funds gifts received by it on behalf ofthe Field Musenm. Approximately $500,000 there-fore must be contributed to this undertaking from
; the private sector; the Endowment hopes thafwithits support these resources will be forthcoming.
The scope of the proposed "Man and his Envi-ii fonment" exhibit is vast and its potential for -edu-

The program will drawon the expertise of the full professional staffof the Field Museum, augmented by professionalwriters and scientific and humanistic consultants..The core of the program will consist of a multi-media exhibit at the Field Museum, to be on dis-play for four years, which will explore man's past,present and prospective relationship with hisenvironment. Somewhat more ambitious andimaginative than other programs of its kind; theField exhibit .will undertake to provide a broadhuministic perspective of man's role vis-a-vis hisenyironment froth the standpoint not merely ofscience but also of philosophy, literature, the artsand comparative religions. Attacking a hard coreof problems created by man's relationship with hisnatural and cultural environments in terms Ofpopulation growth, pollution, resource utilization,uncontrolled economic and technological growth,and international conflicts, the Field exhibit willconsist of an introduction followed by five sections:the evolution of the world; the ecosystem (man'snatural environment) ; man's impact on the eco-system ; man's impact on man; and, most impor-tantly, future alternatives and ecological impera-tives. A somewhat smaller traveling VersiOn of_ thesame exhibit will be offered to major urban centersthroughout the United States. Other parts of theprogram will include additional traveling exhibits,films, publications, and lectures which' will play animportant role in enabling the, layman to makeintelligent decisions regarding his 'involvement inenvironmental problems.

Planning and Development Program
The Endowment is the only Federal agency. whichfunds large-scale development of humanities pro-grains by institutions of higher education. Its

ing up.these concerns, the Endowment has recentlyfocused some of its funding on the fostering ofhumanities programs .within professional institu-tions. An example of th.is new interest is theEndowment grant awarded to Pennsylvania StateUniversity Medical School, which is the only medi-cal school with a humanities department.
It is highly desirable and inevitable that medicalschools confront the humanistic problems of medi-cine, the questions involved for instance in howmuch consciousness should be diminished to relievepain, in how much medical problems are a func-tion of psychological or sociological problems, orin what part medicine can play to create fulfilledhuman beings. These are questions whose adequateconsideration demands a humanistic approach.
Other areas of recent concern for the Endow-ment are two-year colleges and the relations be-
. tween colleges and their surroundings. In its
development grant to Lees Junior College, it is
funding a program whose intent is to sensitize stu-dents to the uniqueness of the social and physicalenvironment from which' they come. The Endow-ment is also corning to grips with the particularproblems of the two-year college, with its missionof providing a terminal degree for some .and a

Education Projects Program
The word "environment" brings many things tomind-7forests, wildlife, lakes, ecological systems,conservation, pollution. Yet, man's environment ismore than the physical world that surrounds him.His environment involves the corriplex soCial aswell as biological and iihysical relationships inwhich he must function. Man does not exist in
' isolation but .within: a comMunity, whether a snialltown in Appalachia or a megalopolis like NewYork. And that community involves time as wellas space, a history, .and a culture in which man isenmeshed. Yet too often man's schools fail to
reflect his close relationship with the community,past anr.: present.
Community Archaeology
In response: to this 'need, the Education ProjectsProgram is supporting sChools and colleges acrossthe country which .are beginning to use theircommunities as learning resources. In Bedford-Stuyvesint, Project Weeksyille is using archaeologi-cal findings about the 19th, Century black commu-nity of Weeksville to involve elementary schoolstudents in the history and :origins of their com-munity and to correct derogatory F'.ereotypes aboutthe :early black community there: Weeksville,founded shortly before the formal abolition ofslavery in New York (1827), was absorbed intothe city of Brooklyn approxiMately 50 years laterand was lost from sight 'until 1964 when investi-gating community .residents discoverectone of thelast surviving sets of buildings .frOm Weeksville,about to be demolished by a Model Cities renewal:project. Project Weeksville was organized to sal-vage whatever :it could of historic interest and inthe process to piece together the : history of thisearly black community. Reports in the Brooklyn.Eagle of 1873 characterized Weeksville as the'home of "loW groggeries, goats, and many halfred and wholly savage curs," but the archaeological 17
findings and historical records pieced together byProject . The National Endowment has a mandate tositp-port the publication of scholarly works in the. hu-manities and is engaging in a number of projectsof varying dimensions; The largest of these, andthe largest project of its kind ever Undertaken in

editorial costs toward the production of 171 defini-,tive editions of the works of eight major 19thcentury American authors. The project, now in itsfifth year, is rapidly gaining 'momentum. By theend of calendar year 1970, after. . four years ofwork, the Center for Editions of American Authorsof. the Modern Language Association, which isconducting the project, working with 12 Universitypresses, hid produced 38 . of the projected 171volumes. By the end of calendar year 1971 thistotal will nearly double to 68 volumes, and by theend of 1972 is expected to read' 100: The reasonfor this, according.to Professor Matthew J. Bruc-coli; Director of the .CEAA project, with.'.head-quarters at the University of South Carolina, isthat., editorial work, some of which takes severalyears, is being completed on a growing number ofvolumes. As editorial work on these volumes iscompleted, they are painstakingly checked and thengiven the much-prized seal certifying that they areapproved by the CEAA. Volumes with that sealshould never have to be reedited. Nineteenth cen-tury authors .in this massive editorial project areStephen Crane, Ralph Waldo Emerson, NathanielHawthorne, William Dean Howells, WashingtonIrving, Henry. David Thoreau, Mark Twain, andWalt -Whitman. Some of the 'classics of Americanliterature so far produced in these 'definitive edi-tions include Howells' The Rue of Silas Laphain,.Hawthorne's Wonderbook & Tanglewood Tales,and Thoreau's Walden. Fellowships for pluior College Teachers
The program of fellowships for junior collegeteachers was initiated in fiscal year 1971 with theawarding of 25 grants from among 172 apiilica-tions. Although the Endowment's other programsare of course open to junior, college teachers,.thisnew program enables them to undertake 'studieswhich will improve their knowledge .of the sub-jects they teach and improve their teaching. Underthis program Barbara G. Fant, an assistant profes-sor at the Washington Technical Institute, is plan-ning an introductory humanities course, "Man andCommunity," in which she hopes to demonstratethe relevance of learning humanistic concepts andcommunication skills to students biased in favorof technical training because they are unable torelate the humanities to their career aspirations. Aninstructor of social science at San Diego'City Col-lege, Donald H. Estes, is studying the .developmentof Asian-Americans, a group that he feels untilrecently has been largely ignored by our society.Estee experience at a .large urban community col-lege with a pronounced racial mix has led him tosee the importance of studies reflecting the experi-ence of the various plural groups that make upour society.
Some other fellowshipi in this program includethose of Gerald J. Hankus of Macomb CountyCommunity College in Michigan for urban studies,and Donald J. Peterson of the City College of SanFrancisco for an exploration of methods to niakejunior college education more humanistic.

Thirty fellowships for guided study in selectedfields were given to 10 institutions in fiscal year1971. Finally, a special fellowship, the first of its kindever awarded by the Endowment, went to Profes-sor Margarete Bieber, a classical archaeologist for-merly with Columbia University and now retired.She is completing a historical study of Romansculptural style thrOugh a systematic study of'Roman copies of Greek sculpture. Dr. Bieber isdistinguished in the field of the history of classicalart and the Special fellowship will enable her tocomplete a project which is the result of a lifetimeof scholarship. She is 92 years old.

Office of Planning and Analysis
s the Endowment continues to address the needsand attempts to meet the understanding of an evergreater variety of American citizens, it is essential
that its programs not become frozen into set pat-terns, that they be coordinated so that there maybe a coherence and balance to he work of theEndowment as a whole. It is essential, too; thatthe Endowment continue to look forward andstrive to identify our national needs before thoseneeds are upon us, so that it can define its goalsin terms of those needs. Coordinating the Endow-ment's activities and developing a cogent nationalprogram is the primary task of the Office of Plan-
ning and Analysis. To this end it seeks not onlyto maintain a balance between the work of thefive main divisions of the Endowment but also toexplore and develop new programs where it dis-.cerns a need not answered by the existing divi-sions. It .has the responsibility, too, of evaluatingthose needs of humanistic .education which may beapparent throughout the country and of assessingthe impact of programs which the Endowmentsponsors. Finally, the.Office of Planning and Anal-ysis disseminates information about the Endow-ment and its programs, in a variety of ways, toindividuals and institutions who may find throughtheir example a similar potential for enrichmentof their personal or professional lives. The Endow-ment encourages replication of its, successful pro-grams so that its usefulness to the life of thenation .miy be greatly extended.
The projects described illustrate the variety ofactivities the Office has undertaken tO carry outits development, evaluation, and disseminationfunctions.
The Jefferson.Lecture
A prime example of a major new program devel-oped by the Office of Planning and Analysis isThe Jefferson Lecture in the Humanities, a distin-.guished lecture series created in fiscal year 1971to help bridge the gap between scholarship and
public affairs. The annual lecture will enablethinkers of international reputation to bring theirlearning and. experience to bear on contemporary.concerns. The first lecture will be in April, 1972
36 in Washington, D.C., before an audience of schol-

arly, cultural and public leaders. Each year's.
lecturer, chosen by the National Council onthe Humanities from nominations' invited from
learned, educational, and professional organiza-tions as well as individuals, will receive an award
and stipend to support pieparation for the lecture.The lecturer need not necessarily be a professional
in one of the fields customarily included in the
humanities (philosophy, history, jurisprudence, lit-erature), but will explore aspects of contemporaryculture, focusing on hunian values, goals, needs,
and experiences, the central concerns of thehumanities. .
Accoiding to the formal announceMent, the lec-ture was named for Thomas Jefferion I;ecause the
third President exemplified the application ofthought and learning to public life:* .
"As much as any American who ever lived,
Thomas Jefferson epitomized the scholar in touch

The Dallas Public library Independent StudyProject
Many adults are currently involved in independent,self-directed study designed to 'enrich their per-sonal lives, to improve their economic conditions, .'
and to further their formal education. But because
these adults are not affiliated with degree-granting
institutions, .little recognition is given to theirefforts. A grant to the Dallas Public Library isassisting to investigate the effectiveness of thepubliC library as a center ior independent studytoward achieving a two-year college education. Inthe course of the project the libraryusing fivebranch libraries serving different socio-economicneighborhoodswill provide adults with informa-tion about local college programs, 'study guides,course materials, and tutorial services. The work is
: being carried out with the cooperation of SouthernMethodist University; other colleges, businesses,and community organizations in the Dallas areaare expected to participate in various other aspectsof the project: At the conclusion of-the first phasef the program,. a National Interest 'Council willbe formed to review the project and to consider itspossible implications for other public libraries and
-the expansion of the concept on a national basis. ;
This Council will consist of representatives fromthe American Library Association, the Council onLibrary Resources, the College Entrance Examina-tion Board, the American Association of Junior
Colleges, persons from public libraries to providegeographical repreientation, and the National En-dowment for the Humanities. If successful, theDallas experience would indicate a new way ofexpanding educational opportunity and a feasiblealternative to the traditional system of highereducation.
.Student Activism and Higher Education
A grant to the National Student Association isassisting it in an historical examination of studentunrest and its effects on the academic community.Such a study has been, undertaken because studentunrest has been, and.may well continue to be..animportant element in the fabric of the higher edu-cation community, causing stresses and realign-ments not only within institutions but also in theirsurrounding communities. This historical studywill include the early 1950's and the civil rightsmovement but will not be limited to the last 20years. Thc projected results of the study will in-clude a sourcebook of materials useful to teachersdeveloping courses on, and to others dealing with,higher education problems. The materials might
also be used as input for a conference on the statusof students in colleges and universities. The NSAgrant was the first grant the Endowment 'has madeto a totally student-run organization,-.and is one.example of the kind of activity NEH hopes to .
encourage through its new Youthgrants in theHumanities Program which was developed by theOffice of Planning and Analysis and instituted in .
1972.
Humanities in Public Education
Mereld D. Keys, a philosopher with wide experi;ence in the humanities, public education and inter-disciplinary work, is conducting a study of theoptionS available for expanded participation inpublic education. With that study.the Endowmenthopes to discover what new roles it might appro-priately play in developing public programs in thehumanities which are relevant to .contemporarysociety. Among other things, Dr. Keys is studyingways in which the Endowment might join withlibraries and other organizations in developinghurnanities film series as i basis for public discus-sion of critical issues and 'basic human problems.He will also examine the possibilities, of the En-dowment developing, funding and sponsoring aseries of television productions designed to exploreand illustrate major theMes in the humanities.
The Humanities and National Priorities
An Endowment grant was made to the ConferenceBoard, a non-profit research organization con-cerned with national economic . problems, to ex-plore the feasibility of a center for research onfuture societal goals. The Board's study team rec-ommended the establishment of a Cenier forNational Goals and Alternatives which, monitoredby public, private, and voluntary 'sectors, wouldidentify, analyze, and .disseminate information onmajor policy issucs confronting .the Nation;
Other grants made by the Endowment to help .assess the state of the humanities include that tothe National Research Council of the NationalAcademy ot Science for a survey of earned doctor-ates to be awarded in fiscal year 1972. This survey,conducted annually since 1920, covers all researchdoctorates awarded in U.S. universities.

THE JEFFERSON LECTUREIN THE HUMANITIES
American Library Association is helping to planfor a comprehensive study of the present andfuture goals of the nation's public libraries. Thelast such study took place over 20 years ago, andan up-to.date assessment of the public library'srole is badly needed.
With Endowment assistance Cornell UniverSity,on behalf of the American Institute of Architectsand the Association of Collegiate Schools of Archi-tecture; is directing a sur;ey .of all .financial re-sources available from the Federal GovernmentfOr research in architecture and environmentaldesign. Cornell will publish its findings for useby practitioners and schools of architecture.
Good Reading in the Humanities.
An Endowment-sponsored program which is meet-ing with enthusiastic response is "Good Readingin the Humanities." These reading lists are de-signed to inform the general reading public aboutdistinguished works by humanistic scholars, topromote the study and discussion by laymen offundamental humanistic problems, and to increasepublic understanding and appreciation of the hu:manities. The lists are compiled under Endowmentgrants by panels of scholars and experts who arebrought together by suitable .organizations. Forexample, the first of these lists to be developed,that on the American Revolution, was developedby the Institute. of Early American History andCulture in.Williamsburg, Va. The second list, onMan and his Environment, was developed by apanel.consisting of leading persons from the Con-servation Foundation, the Baltimore Model CitiesProgram, the Division of Behavioral Sciences ofthe National Acidemy of .Sciences, and the Public
In fiscal year 1971 the Endowment inaugurated TheJefferson Lecture in the Humanities, created to helpbridge the gap between learning and public affairs by'enabling thinkers of international reputation to bringtheir wisdom, knowledge and experience to bear oncontemporary concerns. Nominations for the first lecturerwere invited from various individuals and groups withthis Announcement and Lionel Trilling was named togive the first lecture in Washington, D.C. in April, 1972(see page 36).
Broadcasting Environment Center, together withthe Consultant in Poetry from the Library of Con-gress. The reading lists. are distributed to some20,000 individuals and organizations through theEndowment's newsletter, Humanities. In additionto a general introduction to the subject, the listsinclude bibliographical information on the selectedbooks, most of which are available in paperback,and a brief description of their contents. The EndowmentA Brief History
The National Endowment for the Humanities wascreated in 1965 out of Congressional concern thatthe United States' position of world leadership bebased on achievements "in the realm of ideas andof the spirit;' as well as on "superior power,wealth, and technology."
Public Law 89-209 authorized the NationalFoundation on the Arts and the Humanities, con-sisting of the National Endowment for the Atbas well as the National Endowment for theHumanities. Each Endowment is directed by aChairman, who is assisted by a National Councilon the Humanities or on the Arts respectively,as well as by a professional staff and sctretariat.The Humanities Endowment's National Council iscomposed of 26 private citizens appointed bythe President for terms of six years. The Chairmanof the Endowment also serves as Chairmen of theNational Council on the Humanities.
Dr. Henry Allen Moe, formerly President ofthe John Simon Guggenheim Memorial Founds-tion, served as Chairman of the Endowment pend-ing the appointment of Dr. Barnaby C Keeney asChairman by President Johnson in July, 1966. Dr.Keeney had been President of !Mown Univetsityand Chairman of the Commission on the Humanioties, created hi 1964 by the American Counal ofLearned Societies, the Council of Graduate Schoolsin the United States, and the United Clupters ofPhi Beta Kappa. This Commission made therecommendations which resulted in the establish-mem of the National Endowment for the Humani-ties. Dr. Keeney served the full four yens of hisappointment and on July 4, 1970 President Nixonappointed Wallace B. Edgerton Acting Chairman.Mr. Edgerton had been Mr. Keeney's DeputyChairman during di:. period of Keeney's chair-manship.
On December 9, i971, President Nixon ap-pointed Dr. Ronald S. Berman Chairman *of theEndowment for a four-yeat term and Mr. Edger-ton became Deputy Chaimun. Dr. Berman, aRenaissance and Shakespeare scholar, formerly wasProfessor of English Literature at the Univetsityof California, San Diego.
The first few months of the Endowment's his-42 tory were devoted to organizing a staff and deter-

mining initial programs. Few grants, therefore,were made and the first fiscal year's appropriationof $2.5 million was added to the $2 million votedfor fiscal year 1967, providing a total of $4.5million for that year. The Endowment had legis-lative authority also to match private, unrestrictedgifts with Treasury funds.
The original authorization in Public Law 89-209 expired after 3 years, and during fiscal year1968 reauthorization legislation was passed by theCongress with some changes in the original legis-lation to allow greater flexibility. These changesallow the Chairman to make grants up to $10,000without seeking the National Council's prior con-sent (although he must make a complete report ofthese grants to the Council at its next meetingafter the grant is awarded); and permit the En-dowment to match gifts for restricted as well asunrestricted purposes. Public Law 90-348, whichpassed Congress on July 18, 1968, authorized fis-cal year 1969 and 1970 apptopriations of $8 and$9 million respectively.
Following the request of President Nixon, Pub-lk Law 89-209 was again amended July 20, 1970,adding "comparative religion:" and "ethics" tothe disciplines specifically included in the term"humanities" and stressing Endowment aid toteaching. Outright appropriations of $17 millionfor fiscal year 1971, $26.5 million for fiscal year1972, arid $35.5 million for fiscal year 1975 wereauthorized. Additional appropriations were author-ized to match private gifts with Treasury funds.

Information for Applicants
The term "humanities," as defined in the NationalFoundation on the Arts and the Humanities Actof 1965, includes but is not limited to the studyof the following: "language, both modern andclassical; linguistics; literature; history; jurispru-dence; philosophy; archeology; the history, criti-cism, theory and practice of the arts; and thoseaspects of the social sciences which have humanis-tic content and employ humanistic methods." TheEndowment is also authorized to support "thestudy and application of the humanities to thehuman environment."
In 1970, the Congress added ethics and corn-parative religion to the fields supported by theEndowment and included in the statutory mandate"particular attention to the relevance of the hu-manities to the current conditions of national life."
Applications may come from individualswithor without academic affiliationsand from anynonprofit institution of organization engaged inhumanistic endeavor. Typically, applications wouldcome from universities, four-year colleges, juniorcolleges, community colleges, schools, and theirfaculty members; frorn educational, cultural orcommunity groups; and from museums, historicalsocieties, libraries, public agencies, educationalbroadcasting stations, and members of such organi-zatione staffs.
Applicants in all fields should note the follow-ing statement of the National Council on theHumanities, issued in 1968, concernirig the En-dowment's continuing emphasis On proposals thathave bearing on contemporary public problems:
"The present crisis of American society leads theNational Couecil on the Humanities to reaffirmthat the humanities ideally are always relevant tothe condition of man, and of nun's society. Ittherefore wishes to encourage, in addition to sitnificant studies and works in the familiar human-istic tradition of pure scholarship and generalknowledge, appropriate project proposals withinthe various fields of the humanities which are con-cerned with values as they bear on urbanization,minority problems, war, peace, foreign polity,problems of government decision, civil liberties,and the wider application of humanistic knowledgeand insights to the general public interest. The
Endowment will continue to support more tradi-tional studies in every humanistic discipline. Eachproposal, regardless of its emphasis in this re-spect, will be judged primarily on its intrinsicmerit."
More -recently, the Council cited student andyouth problems as areas warranting special study.
The National Endowment for the Humanitiesis organized into the Office of the °airman, theDivision of Fellowships, the Division of Research,the Division of Education Programs, the Divisionof Public Programs, the recently-created Division ofState and Community Programs, and the Officeof Planning and Analysis. The following kinds ofopportunities available through the Endowmentcorrespond to these administrative divisions, de-scribed in -greater detail elsewhere in this report,but briefly the Endowment offers:
Fellowships and summer stipends enabling hu-manists to improve their skills in teaching, inter-preting and communicating the humanities;
Grants in support of research, editing andwriting in the humanities;
Grants to help improve the teaching of thehumanities through the development of collegeand university curricula and through innovativeprojects at any educational level, including cooper-ative-programs between kvels;
Grants in support of projects that help increaseunderstanding, appreciation and use of tf-x human-ities among the general public through a varietyof institutions and .nedia;
Grants in support of state and community orga-nizations promoting and sponsoring public pro-grams in the humanities.
in addition to these the Endowment encourages,through its Office of Planning and Analysis, thesubmission of proposals for projects which do nOtfall readily within the scope of existing programsand divisions. The Ohice especially seeks pion*,ing proposals which would extend traditional con-cepts of the humanities, develop new applicationsof humanistic knowledge, or encourage moreactive interest in the humanities among all sectorsof the population.

docs not offer supdrt for creative, original workin the artssuch as musical composition, painting,the writing of poctry or fictionor for perform-ance or training in the arts. Certain studies of the
arts are eligible for Endowment support, such as
historical and theoretical studies and criticism inthe arts. Projects dealing with appreciation of thearts may bc suitable for support, but a severe limi-tation of funds available in this area dictates thatsuch projects must clearly relate art appreciationto other fields of the humanities, rather than tofields of the cnative and performing arts. Thusa project which developed an historical or philo-sophic perspective of a culture by examining thevalues reflected in its arts might qualify for sup-port, while a project focusing on the atts as such,in one or another historical context, could not.

Because of limited funds, the Endowment can-not at this timc give consideration to requests for
support for:
- Predoctoral fellowships, except insofar as theymay be integral parts of a broader program andrequested by the institution undertaking such apmgram;- Construction or restoration costs, except forlimited amounts incidental to carrying out otherpurposes of an application;- Museum or library acquisitions, except for !fin-ked amounts incidental to carrying out other pur-poses of an application;- Editorial costs of journals, or production costsof any publication, induding books (the Endow-ment may revise this policy prior to the nextedition of the Program Announcement);- Costs of permanent equipment which is notessential to the carrying out of a broader programor project;- Support for research undertaken in pursuit ofany academic degree;- Individual requests for travel to professionalmeetings.
