Superintendent’s Recommendation for Clarksburg Cluster Elementary School Boundaries
October 15, 2013 Executive Summary A Boundary Advisory Committee was convened in spring 2013 and reviewed 10 options for the service area of Clarksburg Cluster Elementary School. The committee submitted their report on June 14, 2013. After review of all the information submitted, and in consideration of updated enrollment projections, I recommend the boundaries for the new Clarksburg Cluster Elementary School be a modified version of Boundary Advisory Committee Option #7. A map of the recommended boundary and a table that illustrates the effect of the recommendation on Cedar Grove, Little Bennett, and the new Clarksburg Cluster Elementary School appears at the end of this recommendation. The following are background, review of issues, and the basis for my recommendation. Background On November 19, 2012, the Board of Education authorized a boundary study to establish the service area for the new Clarksburg Cluster Elementary School that is scheduled to open in August 2014. (The school’s official planning name is “Clarksburg Cluster Elementary School–Clarksburg Village Site #1.”) The new elementary school is now under construction and is located at 12420 Blue Sky Drive, Clarksburg, Maryland. The school is needed to address enrollment growth and space deficits at Cedar Grove and Little Bennett elementary schools. No middle school or high school boundaries are affected by the creation of boundaries for the new Clarksburg Cluster Elementary School. A Boundary Advisory Committee comprising six representatives from Cedar Grove Elementary School, five representatives from Little Bennett Elementary School, and two Clarksburg Cluster Coordinators, met in March, April, and May 2013. Committee members developed criteria that were used to develop boundary options and to evaluate these options at the end of the process. The committee’s report was transmitted to the superintendent of schools and Board of Education members on June 14, 2013. Please see Appendix A for a full description of the community involvement process, Appendix B for maps of the study area, and Appendix C for the 10 options that were reviewed by the committee. (These options were updated this fall, based on current enrollment and new enrollment projections.) Review of the Issues Enrollment growth in the Clarksburg Cluster has been most pronounced at the elementary school level. To accommodate increased enrollment, Little Bennett Elementary School opened in

August 2006 and William B. Gibbs Elementary School opened in August 2009. The new Clarksburg Cluster Elementary School will be the third elementary school needed to keep pace with enrollment increases. Additional elementary schools will be needed in the future as housing development continues and more families move to the Clarksburg area. Enrollment increases at the middle school and high school levels are being addressed by Clarksburg/Damascus Middle School, scheduled to open in August 2016, and an addition at Clarksburg High School, scheduled to open in August 2015. The relatively rapid succession of elementary school openings in the Clarksburg Cluster has resulted in some communities being reassigned from one elementary school to another during the past eight years (from 2006 to 2013). Members of the Boundary Advisory Committee expressed the desire to minimize disruption to communities that were previously affected by boundary changes. Cedar Grove Elementary School representatives expressed concern that their school has experienced wide fluctuations in enrollment as Little Bennett Elementary School opened, followed by the opening of William H. Gibbs Elementary School. Although they understand Cedar Grove Elementary School needs enrollment relief, they favor boundaries that result in enrollment levels at Cedar Grove Elementary School somewhat above the school capacity to enable a degree of continuity in staffing levels. Little Bennett Elementary School representatives desire boundary changes that result in enrollment levels within the school’s capacity. Superintendent’s Recommendation I commend the work of the Clarksburg Cluster Elementary School Boundary Advisory Committee. I carefully considered the option evaluations and the Cedar Grove Elementary School Parent and Teacher Association position paper that were included in the committee’s report. I also considered Board of Education Policy FAA, Long-range Educational Facilities Planning, and MCPS Regulation FAA-RA, Long-range Educational Facilities Planning, in developing my recommendations. Since the Boundary Advisory Committee met, enrollment has increased considerably at Cedar Grove Elementary School, more than 200 students in one year. This increase is attributed to the large number of new housing units within the school’s service area, a strong sales market, and low mortgage interest rates. New enrollment projections are now higher for Cedar Grove Elementary School than they were when the Boundary Advisory Committee reviewed boundary options last spring. At Little Bennett Elementary School there is much less new development, and new enrollment projections are close to what they were when the Boundary Advisory Committee met in the spring. In consideration of the new enrollment projections as well as the Boundary Advisory Committee input, I am recommending a modified version of Boundary Advisory Committee Option #7. The modification involves the retention of two zones (Zones LB-10a and LB-10b) in Little Bennett Elementary School—where capacity will be adequate—instead of the reassignment of these zones to Clarksburg Cluster Elementary School. My recommendation seeks to align boundaries with major roadways when possible, enable contiguous homes to be assigned to the same school,

bring enrollment at Little Bennett Elementary School to within the school’s capacity, and mitigate the enrollment fluctuation that Cedar Grove Elementary School has experienced by keeping enrollment at a manageable level above the school’s capacity. My recommendation includes the following reassignments to the new Clarksburg Cluster Elementary School. The zones referred to below may be referenced with the map at the end of this recommendation and in more detail on maps in Appendix B.
From Little Bennett Elementary School, I recommend reassigning neighborhood zones LB-7, LB-8, and LB-9 to Clarksburg Cluster Elementary School.
From Cedar Grove Elementary School, I recommend reassigning neighborhood zones CG-3, CG-4a, CG-4b, CG-4c, CG-9, and CG-10 to Clarksburg Cluster Elementary School.
I recommend Clarksburg Cluster Elementary School open with Grades K–4 in August
2014 and that Grade 5 students in the areas recommended to be reassigned be allowed to complete elementary school at their current school of attendance. Beginning with the 2015–2016 school year, Clarksburg Cluster Elementary School would serve Grades K–5.
Many Boundary Advisory Committee members expressed support for Option #10. Option #10 differs from my recommended option in the assignment of four areas, as described below. Maps in Appendix B show the areas in relationship to roadways and contiguous communities.
Option #10 retains two small sections of the Arora Hills community (zones CG-4b and CG-4c), located south of Little Seneca Parkway, in Cedar Grove Elementary School, while my recommendation reassigns these areas to Clarksburg Cluster Elementary School. Zones CG-4b and CG-4c are part of the Arora Hills community but are separated from the majority of the Arora Hills community by Little Seneca Parkway. The most proximate neighbors to these two zones are part of the Clarksburg Village community.
Option #10 reassigns a small section of the Clarksburg Village community (zone CG-
8b), located north of Snowden Farm Parkway from Cedar Grove Elementary School to Clarksburg Cluster Elementary School, while my recommendation maintains this area’s assignment to Cedar Grove Elementary School. Zone CG-8b is part of the Clarksburg Village community but is separated from the majority of the Clarksburg Village community by Snowden Farm Parkway. The most proximate neighbors to this zone are part of the Arora Hills community.
Option #10 reassigns a small section of Clarksburg Village (Zone LB-10b) and an
adjacent zone of older homes (Zone LB-10a)—both located north of Snowden Farm Parkway—to Clarksburg Cluster Elementary, while my recommendation maintains this area’s assignment to Little Bennett Elementary School. In the case of Zones LB-10a and LB-10b, my recommendation retains these areas in Little Bennett Elementary School where there will be adequate capacity. If these zones were reassigned to

Clarksburg Cluster Elementary School, as in Option #10, it would increase the over utilization of the new school.
I do not support the Option #10 assignments of the four areas describe above for several reasons. Due to higher enrollment levels now projected for the area, it is important to avoid retaining too many areas in the Cedar Grove Elementary School service area. The new Clarksburg Cluster Elementary School will be much more able to adjust to enrollments above its capacity than Cedar Grove Elementary School. This will be necessary until the next new elementary school opens in the area. In addition to adjusting to the higher enrollments now projected, my recommendation seeks to keep contiguous homes in the same school assignment and utilize major roadways in drawing boundary lines wherever possible. I am concerned that Option #10 would split residences from contiguous homes to different elementary schools. In addition, assigning contiguous areas to the same school simplifies bus routes and reduces transportation costs. I understand the proponents of Option #10 believe that their inclusion in Arora Hills and Clarksburg Village homeowner association activities is important to their sense of community. The presence of swimming pools and community activities provided by homeowner associations fosters friendships among families. It also is likely that ties to homeowner associations are particularly important in new communities where large numbers of residents are new to the area. I weighed these considerations carefully as I developed my recommendation. However, I concluded that proximity to adjacent neighbors was a more significant consideration than homeowner association membership. I believe residents in Zones CG-4b, CG-4c, and CG-8b will develop a strong affiliation with their adjacent neighbors, and these bonds would be supported by attending the same elementary school assignment. Because enrollment is projected to exceed the capacity of both Clarksburg Cluster and Cedar Grove elementary schools, it is necessary to begin planning for a new elementary school in the Clarksburg Cluster. Therefore, I recommend a site selection process for the new school to be conducted in spring 2014 and Fiscal Year 2015 facility planning funds be obtained to conduct a feasibility study for the new school during the 2014–2015 school year. An opening date for the new school would be determined in a future capital improvements program. Summary Housing construction and sales in Clarksburg has dramatically increased in the past year. The new Clarksburg Cluster Elementary School will provide a substantial degree of relief to Cedar Grove and Little Bennett elementary schools when it opens next fall. However, it is clear that planning for another elementary school needs to begin in the coming year to keep pace with enrollment growth that is driven by new Clarksburg communities. One of the difficulties of living in an area of rapid housing development is the shifts that occur in school assignments as enrollment grows and new schools open. In my recommendation, I strive to provide as much stability as possible in this dynamic area, while recognizing that we have far more work to do to provide additional schools for this growing region.

Community Involvement Process
Background and Scope On November 19, 2012, the Board of Education authorized a boundary study to establish the service area for the new Clarksburg Cluster Elementary School. The new school will be located at 12420 Blue Sky Drive, Clarksburg, Maryland and will open in August 2014. The school is needed to address enrollment growth and space deficits at Cedar Grove and Little Bennett elementary schools. The Board of Education established the scope of the boundary study to include Cedar Grove and Little Bennett elementary schools. Both of these schools are receiving additional students, primarily as a result of new home construction in the Clarksburg Village and Arora Hills communities. Community Representation The Boundary Advisory Committee was comprised of six representatives of Cedar Grove Elementary School, five representatives of Little Bennett Elementary School, and two Clarksburg Cluster Coordinators. The role of committee members was to represent the issues and concerns of their schools and communities. Committee members developed criteria that were used to evaluate boundary options. Committee members also served as liaisons to the communities they represented—obtaining feedback on the boundary options and sharing this feedback with the committee. Staff from the Montgomery County Public Schools (MCPS) Division of Long-range Planning, Department of Facilities Management, facilitated the meetings, prepared boundary options, and other information requested by the committee. Meetings The Boundary Advisory Committee met on the following dates: March 4 and 19, April 10 and 22, May 6 and 29, 2013. All committee meetings were held in the Media Center of Little Bennett Elementary School. In addition to committee meetings, two public information meetings were held: the first meeting was held at the beginning of the process on February 27, 2013, and the second public meeting was held at the end of the process, on June 5, 2013. Both of these meetings were held in the All Purpose Room at Little Bennett Elementary School. At the first public information meeting, MCPS staff explained the steps in the boundary study process and addressed questions. At the second public information meeting, MCPS staff presented all of the options that were developed for the committee and addressed questions. Attendees at this meeting were invited to fill out feedback forms stating their views on the options. Committee Criteria At the first meeting of the Boundary Advisory Committee on March 4, 2013, committee members developed a list of criteria that they felt were important in the evaluation of boundary options. In addition to the criteria, the committee was apprised of guidelines presented in Board of Education Policy FAA, Long-range Educational Facilities Planning, and MCPS Regulation FAA-RA, Long-range Educational Facilities Planning. Each committee member had the opportunity to present criteria. The criteria are not presented in any type of rank order. Boundary Advisory Committee Criteria
Keep communities together. Avoid reassignment of areas that were reassigned in past boundary changes. Minimize travel distances to schools and maximize walking access. Consider the impact of the opening of the new Clarksburg/Damascus Middle School in
August 2016. Ensure safe walking access for students. Minimize island assignments and promote contiguous service areas. Keep schools within their capacities. Maintain diversity at schools, including race/ethnic, Free and Reduced-price Meals
System (FARMS) and English for Speakers of other Languages (ESOL). Distribute areas with future development to multiple schools.
The Boundary Advisory Committee also identified three issues regarding the implementation of new boundaries. These are of concern no matter what boundaries are ultimately adopted. Boundary Advisory Committee Implementation Issues
Minimize the number of students who are driven to school who reside in the walk area. Analyze walking routes to schools to ensure they are safe. Additional stop signs are
needed in some areas to provide safe walking routes. Provide flexibility for student Change of School Assignment requests during the first year
of the boundary changes, the 2014-2015 school year. Since the new school is likely to open with Grades K–4, enable students reassigned to the new Clarksburg Cluster Elementary School to remain in their current school of attendance during the 2014-2015 school year in cases where a Grade 5 sibling is grandfathered at the current school of attendance.
Boundary Advisory Committee Report Boundary Advisory Committee members evaluated the ten boundary options that were developed by MCPS staff. The committee submitted their report, including option evaluations and a position paper from the Cedar Grove Elementary School Parent Teacher Association (PTA), to the superintendent and Board of Education on June 14, 2013.
