Thank you to all who attended and exhibited at the N.Y.S. Highway
& Public Works Expo in October in Syracuse. And thank you for help-
ing make this year’s expo the best-attended one in its 21-year history. We
understand how busy all of you are and taking a few hours out of your
schedule with your crews and spending that time with us at the expo is
something that we’re extremely grateful for. Hopefully the strong
turnout and the high number of exhibitors is an indicator of good things
to come for all of us in this industry. Please see page 48 for coverage of
the Expo.
With this being the December issue it is, in effect, the “holiday” issue.
But you’ll find no Christmas or Hanukkah stories in the pages here; it is,
after all, a publication that focuses on the great work all of you do as
superintendents and commissioners for your departments across New
York State. You could say that you give gifts all year long to your resi-
dents by providing them with clear, safe roads, along with the many
other important quality-of-life services. What I try to do in this column
is at least pay respect and some attention to the season as a whole.
In the past, I’ve written in this column about some of the things we’d
like to get for holidays, like a long-term highway bill, appropriate fund-
ing and so on — kind of the Santa approach to the holidays. But the older
I get and the more things I see, all of us see, like what happened in Paris
in November and what seems to be an ever-flowing stream of tragedies,
the less it feels appropriate to ask and hope for anything except for the
health and well being of our families and friends.
It feels hokey even writing that; it’s like a variation of the “What do
you want for Christmas” question and the answer is “world peace” —
which we never get anyway. I think it feels silly to say or ask that our
families and friends stay safe and well because it should go without say-
ing. But just about everybody, including me, wants something we don’t
have, especially this time of year. It’s easy to forget what we already
have, what many, but not all, of us have been fortunate enough to still
have. My hope for all of you and your families, as well as mine, is that
for this holiday season, what matters most is not what’s under the tree,
but who’s gathered around it.
Have a safe, beautiful holiday season. P

Bill DuBois has been
the Sodus highway super-
intendent since 2000. But
before that, he had an entirely different line of work …
apples.
Bill’s family has been in the apple business since
1935 and their 125-acre apple orchard produces
an average of 70,000 bushels of apples a year.
When he retires at the end of this year, he
plans to return to the family business.
So how did Bill transition from being a fruit
farmer to being a highway man?
To occupy himself during the long winters, Bill started
driving snowplows for the town in 1968. He actually worked
part-time for three different highway superintendents until
filling the job himself.
“I really enjoyed the plowing time. For me it’s a lot
like one of my other favorite pastimes, mowing the
lawn. It’s a great opportunity to unwind and be
alone with my thoughts. However in 1999, many
of the Sodus highway department crewmembers
were not in a happy place. Morale was very low
and they were looking for a change to happen
and had it in their heads that I would be the
man to change it.”
Despite his reluctance, Bill was eventu-
ally convinced to run for the job and in
2000 he began the first of his four-year
terms. His first days were some of
his best, and worst, while on the
job, he said.
“My best day on the job
ever was my first as highway
superintendent. I walked
through the doors, the men
were smiling from ear to ear
and had put up a sign that read
‘Under New Management.’
“My worst day occurred not
much longer after that. The crew
had a member who seemed to be a
walking accident. The board had
had enough and had requested that
the previous superintendent cut him
loose. When I came on the job the
board let me know their opinion
and basically told me that it was on

me. Just a few weeks later that employee had an accident with one of the
trucks and damaged it. While trying to figure out what to do about the
situation he was assigned garage duty for a few days of shop mainte-
nance. Apparently while backing one of the trucks out of the garage he
backed over and damaged one of our stainless steel sanders. The crew
covered for him and I didn’t find out until several days later. By now, the
board had gotten wind of the situation and wanted to know what I was
going to do. Having no idea what the problem was with this employee,
I suggested to the board that all town highway employees submit to a
DOT physical. The policy was soon implemented and we found out that
he was legally blind. Dealing with that situation was the hardest thing I
have ever had to do.”
Bill tackled the morale issue by befriending the other employees and
improving working conditions.
“Not everyone would agree with this technique, but I make every
effort to be a friend first to our employees. These guys put in a lot of
hours doing work that not just everybody could do or would do. Yet they
have the same challenges and at times hardships to deal with that every-
one else does. Kids that have to get to school, sick family members,
financial hardships, and everything else that life deals out. I try to be
understanding of all of that first and foremost.”
According to Bill, when he first started as superintendent, working
conditions were less than satisfactory.
“There was very little insulation in the walls and the cold wind just
howled through the place. The windows were either so dirty that light
couldn’t pass in, or in some cases they had been shingled over. The bath-
room was a closet connected to the furnace room. We’ve really tried to
make this a pleasant atmosphere to work in.”
The fleet also needed updating.
“Our entire fleet was junk. I told our board that we were reporting to
work at 7 a.m., working our equipment for one hour, and then spending
the rest of the day repairing the equipment. In 2002, we bought a new
loader. In 2003, we bought our new motorgrader. Shortly thereafter we
bought a bulldozer with a cab and air conditioning; and today the oldest

truck in our 10-truck fleet is a 2004. We are currently replacing our
trucks on a 10-year cycle. We are typically leasing new trucks and then
converting them to a purchase. All of this we have been able to accom-
plish without impacting the taxpayers at all.”
Battling the ElementsThe town of Sodus highway crew was put to test with a fluke ice
storm in 2002 that dumped an inch of ice over their area in April.
Cleanup lasted until the end of June.
With an inch of ice coating on all of the tree limbs, trees were falling
everywhere. With the trees falling, went the power lines. The power lines
were ripped off of houses, torn off the poles, scattered all across the
ground, many transformers were actually blowing up.
“The first thing that we had to do was clear the roads of the trees and
power lines. We had three crews out working night and day doing noth-
ing but running chainsaws and using loaders to push the trees out of the
roads. Our own highway department had no power and neither did most
of our residents. [Today, the entire highway department can be powered
by a single generator plant, which was purchased after the disaster.]

Another helpful shop item from the creative mind of Craig Brownell (R)is this portable hydraulic pump, which he built from scratch. The pumpwill attach to the sander bodies of the trucks and move the conveyingsystem without firing up the trucks, allowing repairs to be made in thegarage. continued on page 16

“There was so much debris on the road it would take us three hours
to clear one lane of traffic to move one-quarter of a mile. Crews were
called in from as far away as Texas to help clean up and restore power.
We were instructed to handle every power line that we saw as if it was
live. The potential was there for many accidents. Working several weeks
with no electricity and several months beyond that, we were able to
clean up and restore our community with absolutely no injuries.”

SaltDogg Spreader Stands for EasierLoading, Unloading, as Well as Storage
Buyers Products’ new spreader stands for full-size
hydraulic SaltDogg spreaders make loading, unloading and
storage, simple and efficient, according to the manufacturer.
The six new stands fit 10- to 15-ft. (3 to 4.6 m) full-size
hydraulic SaltDogg spreaders and also are designed to accom-
modate spreaders with prewet tanks. The spreader stands
come with built-in rollers on the rear and sides of the unit to
make the on and off loading of a dump body easier.
The six SaltDogg spreader stands have solid structural steel
construction in either black powder-coated or hot-dipped gal-
vanized finishes and can withstand weights from 1,038 to
1,138 lbs. (471 to 516 kg). Each stand has adjustable legs to
be used with various bed heights and are equipped with either
bolt-on or weld-on installation, depending on the customer’s
preference.
“As a leading expert in snow equipment, plows, pushers
and spreaders, Buyers Products developed a quality stand that
customers could use with our SaltDogg models and any other
spreader they may already have,” said Dave Zelis, director of
sales and marketing at Buyers Products. “These spreader
stands are designed to make our customers’ lives easier.”

“I am very proud of how the Wayne County highway superintendents
interact with each other. Through our inter-county agreement if I need a
piece of equipment, any one of the surrounding townships is more than
willing to make that item available to me and it works both ways. Just
last week we had nineteen trucks put together for a paving job in the vil-
lage of Sodus. I believe there were trucks there representing every town-
ship in the county.”
Some of the pieces of equipment that are shared countywide were
actually engineered and constructed by town of Sodus employee Craig
Brownell. On several occasions over the years, Craig has taken pieces of
road building and construction equipment and modified them to meet a
very specific need.
One year, the town was able to procure a conveyor system attachment
used for widening roads at an auction. What it did not come with was a
drive train or a source of asphalt. The idea was hatched to mount the
asphalt conveying system to an old Blaw-Knox paver to create a self-
propelled road widener. In the course of 90 days, Craig took an old truck
chassis to mount the two systems together, replaced the old gasoline
engine with a diesel engine, and a new hybrid piece of equipment was
ready to go to work.
After using the road widener successfully on several town of Sodus
projects, it has been made available for use to other Wayne County town-

ships.
This year, Craig tackled the design and creation of a
motorgrader/paver conversion kit. He fabricated a set of angled wings
that are mounted to the front end of the town’s Galion motorgrader.
Those wings gather up asphalt that’s being poured on the ground in a pile
in front of the grader and push the asphalt beneath the front axles
between the tires to the motorgrader’s blade. That blade has an
adjustable steel sheet bracketed on each end of it that limits how far the
asphalt can spread and dictates the width of the paving job.
Why go to all of this trouble?
Renting a paver is a very expensive proposition and can represent
one-quarter to one-third of the cost of a paving project. Using Craig’s
motorgrader/paver, the town is able to direct 100 percent of the budget-
ed cost to buying asphalt material and pave a lot more road on the same
amount of money.

Sodus Point is located on the banks of Lake Ontario and is a well-known
summertime vacation destination.
The town of Sodus was formed in January 1789. The name of the
town was derived from the Native American word “Assorodus,” mean-
ing silvery water. The first settlement was built in 1794 under the direc-
tion of Charles Williamson. During that year the first road from what is
now known as Sodus Point was cut to the village of Palmyra. During the
same year Williamson built a pleasure yacht, a grist mill, a saw mill and
an inn. He had the town surveyed and drew up plans for the creation of
a city.
Records indicate that in 1803 as many as 40 slaves were in the area;
they were eventually freed and started their own colony on the point.
Sodus Point later played a part in the Underground Railroad. During the
mid-1800s Captain George Garlock ran a freight schooner out of Sodus
Point called The Free Trader. He would take a load of lumber or ore out
of the docks in Sodus Point and cross over to Canada, often times pick-
ing up slaves in small boats who were looking to find their freedom.
Several homes in Sodus also were noted for being stops on the
Underground Railroad. These homes included underground passages for
escaping slaves on the run.
Sodus Point played a significant part in the War of 1812. It is one of
the few locations that British troops landed on U.S. territory. On
Saturday, June 29, 1813, British Naval forces appeared off of Sodus
Point. Colonel Swift, who led the local militia, which had been formed
to protect Sodus Point, dismissed his men and left Sodus, having
removed all public property to a place of security. Under the direction of
Captain E. Hull, about 40 men collected with a determination to put up
a resistance if the enemy should decide to land. That evening, under the
cover of darkness, a force of 100 British troops landed on the shores of

Lake Ontario undiscovered and marched towards the village where
they were met and fired upon by Captain Hull and his men. Shortly
thereafter the British returned to their ship, only to return the next day to
plunder and destroy many supplies and private property that was in the
village, as well as setting fire to the homes. Having executed their mis-
sion, the British then left the area. Until the completion of the war, the
British continued to take every opportunity to raise havoc with the com-
munities along the banks of Lake Ontario.
During World War II, Sodus Point was host to a P.O.W. camp that
held approximately 130 German prisoners of war. The prisoners were
put to work on local farms and in canning factories.
In 1885, a lighthouse was erected at Great Sodus Bay and the harbor
has long been considered the best harbor on the south shore of Lake
Ontario. The lighthouse tower is a square cast iron tower constructed on
a concrete and stone pier. There is a 2-1/2 story limestone keepers quar-
ters, which housed the lighthouse keeper when the lighthouse was still
in operation. It was in service from 1834 to 1901 and was used by the
Coast Guard as a housing unit until 1984.
The Shaker religion and the statewide celebration of Arbor Day both
had their origins in the town of Sodus. One of the longest surviving
“new” religions ever developed in the United States, at its peak there
were Shaker communities scattered across New York, New England and
extending into Ohio, Kentucky and Tennessee. One of the core teachings
of the Shaker movement was celibacy, which made recruitment difficult
and maintaining the interest of young members nearly impossible. At
one point the Sodus Shaker community called Groveland had hundreds
of members, but by the early 1900s only 34 members were left and the
property was abandoned. P

Craig Brownell of the town of Sodus tackled the design and creationof a motorgrader/paver conversion kit. He fabricated a set of angledwings that are mounted to the front end of the town’s Galion motor-grader. Those wings gather up asphalt that’s being poured on theground in a pile in front of the grader and push the asphalt beneaththe front axles between the tires to the motorgrader’s blade.

The CPLT V15 features aheavy-duty polyethylene
canopy for rugged durabilitythat is designed to withstandthe most extreme elements
and working conditions.
New CPLT V15Light TowerSports Durable,Rugged Canopy
Chicago Pneumatic Construction Equipment has
added a new light tower to its lineup with the launch of
the CPLT V15. It is its first model that features a heavy-
duty polyethylene canopy for rugged durability that is
designed to withstand the most extreme elements and
working conditions, according to the manufacturer.
The new canopy coupled with the light tower’s com-
pact size, ease of transportation, safety features and light-
ing performance makes the CPLT V15 a great solution
on any job site. The versatile CPLT V15 can be used in a
wide range of applications and industries, including pub-
lic lighting, events, roadwork, construction sites and gen-
eral industry work.
With a 28-gal. (106 L) fuel tank, the light tower fea-
tures a long fuel autonomy that allows it to run for 50
hours of operation without the need to refuel, helping to
maximize productivity and illumination time. A Kubota
EPA Tier IV engine powers four high performing 1000-
watt metal halide lamps that offer visibility up to seven
acres.
Not only is the canopy durable, but it also features
easy service access with wide wing doors to allow 100
percent access to the machine, including service compo-
nents and drains. Also featured on the canopy is an envi-
ronmentally friendly frame design that prevents oil, flu-
ids and fuel from leaking out and contaminating the
ground.
Even in the most demanding conditions, the CPLT
V15 extended features ensure complete safety on the job
site with four heavy-duty stabilizers and a level indicator.
Designed for easy transportability to or around the work
site with a compact and lightweight design, the light
tower can be transported with the mast in the vertical
position, allowing safer transportation and installation.
The design also allows operators to transport up to 20
units at one time, according to the manufacturer.
“Light towers are crucial to many industries and often
have to deal with the changing temperatures and condi-
tions, including high wind speeds and ice,” said Jim
Siffring, product manager of portable energy at Chicago
Pneumatic. “The CPLT V15 offers an incredibly rugged
durability in a compact package and the heavy-duty
polyethylene canopy makes it unflappable in any of
extreme outdoor condition. It will offer a great return on
investment to users over the light towers long lifespan
and has the versatility to be utilized in several different
applications from sporting events to construction job
sites.”

Atlas Copco’s 1,165-lb. (528 kg) XAS 90 air compressor can be towed with a small car due to its relatively light weight and small footprint. Itfeatures Atlas Copco’s exclusive Hard Hat canopy, which withstands harsh worksite conditions and corrosion.
Atlas Copco’s XAS 90 Air CompressorBrings Fuel Savings, Low Maintenance
Atlas Copco launched its XAS 90 air compressor, which is a cost-effective option for utility and pneumatic-tool applications demanding asmuch as 88 cu. ft. per minute of air power. The compressor, like all AtlasCopco portable air compressors, keeps cost of ownership low due to itssimple maintenance and minimal fuel consumption.
“We took day-to-day functionality and ROI into account when devel-oping the XAS 90,” said Rich Elliott, Atlas Copco product manager,low-pressure air compressors. “Aside from bringing no-nonsense powerto one-person, one-tool jobs, it saves users time and money.”
Atlas Copco’s HardHat canopy, which is made of highly durable,weather-resistant polyethylene, protects the compressor’s 24-hp Kubotadiesel engine from dust and debris to minimize repairs. The canopy alsoresists corrosion and fading, virtually eliminating the need to repaintwhile contributing to its low cost of ownership and high resale value, according to the manufacturer.
In addition to the canopy, a two-stage air intake filter with service indi-cator prevents dust and dirt from flowing into the engine and, ultimate-ly, the compressor. Plus, the service indicator alerts the operator when thefilter needs changing.
The engine meets Tier IV Final emission standards without requiringany exhaust aftertreatment components or filters, giving the operatormaximum uptime between service intervals. The compressor optimizesfuel consumption with its stepless, fully automatic regulator. The regula-tor continuously adjusts the engine’s speed to accommodate air demand, which allows the operator to maximize his or her productivity betweenrefills.
The compressor’s spillage-free frame contains 100 percent of theunit’s fluids if a leak occurs. This eliminates the risk of accidentally con-
taminating job sites and gives the contractor peace of mind on environ-mentally sensitive projects.
Operators easily maneuver the XAS 90 through narrow, crampedworkspaces due to its small footprint. The compressor requires less than40 sq. ft. (3.7 sq m) of working space, which can give operators morespace to move around the compressor while using a pneumatic tool. Itssmall footprint makes storage in a garage or rental yard easy, too.
The XAS 90 weighs less than larger compressors, which cuts fuelcosts associated with towing. The 1,165-lb. (528 kg) compressor ismounted to a single-axle trailer for maximum portability; it can even betowed by small automobiles. The trailer axle can be removed to accom-modate a support frame that can be mounted to a truck bed, trailer or anyother platform, making the compressor ideal for utility and small-scalesandblasting applications.
Additionally, the XAS 90’s controls are grouped on a single panel toprovide quick, hassle-free operation. Atlas Copco uses similar controlson all of its compressors, which makes it easy for operators to switchbetween models without requiring additional training. And a durablecover protects the controls against harsh worksite conditions and weath-er.
Atlas Copco also offers a wide range of optional features for the com-pressor, including wheel chocks, a loose ball coupling and anOccupational Safety and Health Administration-rated valve that auto-matically shuts off the air flow if a surge occurs, which prevents a loosehose from whipping and minimizes the risk of injuries.

Western Products, manufacturer of Western snow removal and ice
control equipment, donated a military-themed Wide-Out snowplow in
support of the non-profit arm of the American Veterans Traveling
Tribute (AVTT).
AVTT is a nationally recognized, veteran-owned and -operated busi-
ness that specializes in supporting the recognition and remembrance of
fallen service members by assist-
ing with travel to war memorials
and providing scholarships to
veterans’ family members. The
raffle was held on June 26 at the
2015 Snow and Ice
Management Association
(SIMA) Snow and Ice
Symposium in Schaumburg, Ill.
one hundred percent of the raffle
proceeds donated to the AVTT
go directly to veterans and their
families.
“Supporting an organization
such as the AVTT is an honor for
Western Products,” said Patrick
Dietz, Western Products vice president of marketing.“The raffle is an
excellent opportunity for us to continue to support our veterans and their
families. We look forward to the success stories and assistance this
donation will help create.”
The one-of-a-kind Wide-Out snowplow was designed in tandem
with Rich Arlington & Associates, a leading industry consultant. Rich
Arlington, who also has been a snow contractor since the 1980’s, served
in the United States Marine Corps (USMC) from 1983-1987. The
design commemorates each of the five branches of the U.S. Military
and their veterans. PPG Industrial Coatings donated the paint for the
project, and ICAFE Inc. donated the custom paint job.
“Seeing projects like this come together is truly inspiring,” said LTC
Don Allen, U.S. Army (Ret.), a member of AVTT. “Supporting our vet-
erans is an important cause. These donations will give them and their
families the opportunity to pay respect to fallen service members and
help pave a bright educational path for their children.”
