PART I TENDER PROCEDURES
SECTION 1 INTRODUCTION
This Introduction should be read in conjunction with Tender Appendix A [Description /
Specification of Goods] set out in Part II, Section 2 of the Tender Documents.

INTRODUCTION
PURPOSE
The purpose of this tender process is to procure Tender Offers from contractors to
supply all Goods required in connection with
BACKGROUND
Sarawak Energy is wholly-owned by the State Government of Sarawak and is
responsible for the generation, transmission and distribution of electricity to industrial
and residential customers within Sarawak.
Sarawak Energy has a proud history of more than 70 years of service to the Sarawak
community and now provides electricity to more than 500,000 account holders.
In recent years, Sarawak Energy has made strong progress on an exciting
in hydropower, natural gas and coal to create new opportunities for the Sarawak
community. With firm plans for further rapid growth, Sarawak Energy is on track to
become the leading producer of renewable energy in South East Asia.

COMMERCIAL BASIS FOR TENDER OFFERS
Tender Offers shall be submitted in accordance with the requirements set out in the
Tender Documents.
The Conditions of Contract are based upon Sarawak Energy
supported by Contract Appendices that collectively set out and describe Sarawak
Energy Goods.
The Contract Price shall be in lump sum basis. Prices quoted shall be CIF KUCHING and
exclusive of GST. The prices quoted shall be firmed in Ringgit Malaysia. The Unit rates
shall be used to calculate contract sum.

DESCRIPTION / SPECIFICATIONS OF GOODS
INSTRUCTIONS TO TENDERER
1. All prices must be quoted in Malaysian Ringgit, inclusive of duty taxes and transportation
charges. The price stated in Form of Tender must be exclude Good and Services Tax
(GST).
2. All Schedules must be completed by the Tenderer at the time of the tender and the prices
quoted for each item must remain firm during the bid validity period of one hundred
and twenty days (120) from the closing date of this tender. No variation from the set
validity period is acceptable.
3. The Tender must be made on the accompanying Form of Tender with all blanks
therein and all the Schedules of Rates duly filled in ink and signed. Tender rates must
include all incidental and contingent expenses but exclude Good and Service Tax (GST).
4. No alteration is to be made in the Form of Tender or in the Schedule thereto except
in filling up the blanks as directed. If any such alteration are made or if these
instructions are not fully complied with, the Tender may be rejected. Any

Conditions or of the Specifications, he shall clarify with the relevant Officer-In-Charge
before submitting his tender.
6. The Tenderers must read and examine carefully the tender General Conditions of
Contract and Technical Specification before tendering.
7. One tender document strictly qualified for only ONE quotation. In the event more than
one offer submitted, only MAIN / FIRST offer will be accepted for tender evaluation.
8. Alternative offers are allowed on the condition that separate set of tender document has
to be purchased for each additional offer from the same tenderer; failing which their
offers will not be considered.
9. All the Appendices, Schedules, Company Profile and Form Of Tender must be
completed by the tenderer at the time of tender.
10. The Tenderer is to submit with his Tender in order of the relevant clauses, a statement
of any departures from the Specifications.

11. Tenderers are required to provide one set of the system/equipment tendered for
evaluation and testing purposes before the actual award of tender can be made.
Evaluation will be for a period of not more than 3 weeks. Syarikat SESCo Berhad is
under no obligation to procure any of the units after successful completion of
evaluation and testing period.
12. The Corporation will not be responsible for or pay for expenses or losses which may
be incurred by any Tenderer in the preparation of his Tender and for carrying out site
survey.
13. Failure to comply with the Supply and Install Requirements shall render the Contractor
to redo the work. Cost incurred from redoing the work or any rectification works, as a
result of not complying with the requirements shall be absorbed by the Contractor.
14. No Tender Security is required to accompany your tender upon submission.
However, if the Tenderer withdraws or modifies his tender during the bid validity
period or after having been awarded the contract, the Corporation will impose the
following:
a) To bar the Tenderer from tendering for a period of 2 consecutive years for the
first offence.
b) To bar the Tenderer from tendering for a period of 5 consecutive years for the
second offence.
c) For any subsequent offence the Tenderer will not be allowed to participate in
any tenders and the name of his company shall be struck off from our
register permanently.
15. Bumiputera Tenderers are required to submit certified copies of Trade Registrations
showing the proportion of Bumiputera participation in the companies and the names
of the directors of the companies.
16. Tenderers must provide sufficient technical details on the hardware specification and
literature (e.g. type and routine test reports, catalogues, etc.) for adjudication
purposes; failing which their offers will not be considered.
17. All verbal understanding and/or agreement pertaining to the tender must be followed
up with written correspondence.
18. During the warranty period, the supplier is required to provide immediate
replacement for or repair of the faulty component(s). If the faulty component(s)
cannot be replaced or repaired immediately during the warranty period, the supplier
must provide a temporary replacement unit by the next business day.

19. All warranty replacement of parts must be completed within FIVE business days from
the date of the problem being logged. If the supplier is unable to complete the
replacement within the set period, the supplier is required to explain by written
correspondence the reasons for the delay.
20. The Company does not bind itself to accept the lowest or any Tender, nor to assign
any reason for the rejection of any Tender and reserves the right to split the award to
one or more Tenderers. Any expenses or losses incurred in the preparation of the
Tender and for carrying out site survey shall be borne by the Tenderer.
21. Tenderers requiring clarification of the Tender Documents may contact Mr. Yeo Swee

22. The tenderer is required to enter their response to specified requirements under the
sheet. Absence of a response, where expected, shall be taken to mean non-compliance.
23. If the supplier can offer any advantage to the purchaser by a modification to the
specifications, he may draw attention to such action by an attached document stating
also the price variation if such modification is accepted by the Purchaser.
24. All items are to be delivered within Eight weeks from the date of receipt of the

Tenders received after the time of opening will be rejected. The Corporation bears no
responsibilities for premature opening of Tenders not properly addressed or
identified.
27. The Tender marked "Confidential" is to be submitted in duplicate in sealed cover
which should be clearly marked "Tender for Supply and delivery of Network Switches
but should bear no writing on the outside of the cover which would enable the
Tenderer to be identified. The sealed cover should then be despatched to:

The Goods to be supplied by the Supplier include the following:
1. General
This tender is called for the Supply and Delivery of Network Switches for EHV Data Network,
which will be allocated and installed at substations.
In this tender, tenderer is required to propose a set of centralize Network Management
System (NMS) that can control, configure and monitor new proposed equipment provided
that existing Network Management System (NMS) is not able to support the new proposed
equipment.
Existing EHV Data Network has about 80 switches which is combined with Zyxel (GS2000
series, GS4000 series, ES2000 series, ES2180, MES3500, MGS3712F), Level One (GEL2670) and
Alcatel Lucent (OS6800 and OS6400 series) throughout the state. Alcatel-Lucent OmniVista
2500 NMS with 100 devices licenses is installed to configure, control and monitor existing 26
units of Alcatel Lucent switches. And Castle Rock SNMPc Enterprise Edition v7.2.3 network
monitoring software is used to monitor the rest of the state wide equipment and network
link.
For the new proposed switch and Network Management System (NMS) that has never been
used by Telecommunications Division, a trial assessment of the hardware and software is
required. The tenderer must come out with the testing methodology, including ways of
integrating their proposed NMS to our existing equipment for a trial evaluation for a period
of not less than three weeks. All the cost incurred during the trial evaluation testing will be
borne by the tenderer.
2. Network Switch
All the network switches proposed shall support the following switch management and
operation features:

Simple Network Management Protocol (SNMP) Version 1, 2c and 3
The proposed network equipment shall be IPv6 ready and support the co-existence of IPv4
and IPv6. Mean time between failure (MTBF) of 100,000 hours or better for the proposed
network switch.
The proposed network switch shall support Syslog logging, port mirroring (one to one, many
to one), remote port mirroring, port performance/ utilization and statistic reporting.
All switches are to be rack- t kit shall
include with the network switches.
All switches are able to support either AC power or DC power type supply. For AC power
supply, the range shall be 200-240V, 50-60Hz. And for DC power supply, TCOMM. Div. is
using -48V DC system (positively grounded), the DC input voltage range shall be -45VDC to
-60VDC.
All proposed network switch shall support the single mode or multi mode Small Form-Factor
Pluggable (SPF+ and SFP) LC type optical transceivers. The minimum distance for single mode
SFP is 10KM and above. For multi mode SFP, minimum of 550 meter and above.
2.1 Layer 3 Network Switch
All proposed layer 3 switch shall consist of but not limited to the following features:
2.1.1 Support stacking technology
The switch must support virtual chassis technology that creates a highly resilient
single unified system of up to 8 switches.
The switch must provide a unified data plane, unified configuration, and single IP
address management for a group of stacked switches.
The virtual chassis must provide 1:N master redundancy allowing each stack
member to serve as a master to provide the highest level of redundancy for data
forwarding.
The switch must support seamless failover of the virtual chassis master with no
downtime during the VC master failover.
The switch must support synchronization of configuration between the switches in
the same virtual chassis topology.

The switch must support MAC Retention which allows a system of stackable
switches to retain the MAC address of the primary switch for a fixed or indefinite
time, even after multiple takeovers.
2.1.2 Protocols and features:

caused by incorrect fiber-optic wiring or port faults to be detected and disabled on
fiber-optic interfaces.

Switch shall support IPv4 and IPv6 MLD v1 and v2 snooping, IGMP filtering,
Multicast VLAN Registration (MVR), Multicast Listener Discovery (MLD) v1/v2
snooping.
2.2 Switch Security
All proposed switch shall consist of but not limited to the following security features:
Per-port broadcast, multicast, and unicast storm control which prevents faulty end
stations from degrading overall systems performance with capability of shutting
down the port or send a trap when such violation happens
Build in mechanism which rate limits the traffic to the switching processor CPU and
thereby ensuring stability, availability and predictable network performance
TACACS or RADIUS authentication to facilitate centralized control of the switch and
restrict unauthorized users from altering the configuration
Private VLANs which restrict traffic between hosts in a common segment by
segregating traffic at Layer 2, turning a broadcast segment into a nonbroadcast
multi-access like segment.
Support VLAN based ACL, port-based ACL and MAC-based VLAN.
Support DHCP snooping, Dynamic ARP Inspection, IP source guard and Port Security
to secures the access to an access or trunk port based on MAC address.
Support MAC-address authentication to be executed before IEEE 802.1x
authentication.
Flexible authentication that supports multiple authentication mechanisms including
802.1X, MAC Authentication Bypass and web authentication using a single,
consistent configuration.
Support policy based network access control like policy validity period and location.
Support redirection of HTTP/HTTPS to external Captive Portal server.
Support policy to specify servers where devices can access during failed
authentication state
Quality of Service (QoS) features:
At least 8 hardware priority queues per port
Support Ingress policing and egress shaping
Support End-to-End Head-of-Line (E2E-HOL) blocking prevention, IEEE
802.1Qbb Priority-based Flow Control (PFC) and IEEE 802.3x Flow Control (FC).
Allow administrator to define individual port as trusted or untrusted in terms
of honoring QoS.
The switch must support deep packet inspection (DPI) technology to allow real-time
classification of flows at the application level to enable monitoring and QoS
treatment to priority and bandwidth to selected applications
2.3 Switch Management
All proposed switch shall consist of but not limited to the following switch management

Support Command Line Interface (CLI)
Human-readable ASCII-based config files for off-line editing and bulk configuration.
Optional EMP port for out-of-band management.
Port mirroring (one to one, Many to one) which allows monitoring of traffic on one
or more ports and send the monitored traffic to a destination ports
Remote Port Mirroring expands the port mirroring functionality by allowing
mirrored traffic to be carried over the network to a remote switch
Sampling technology like sFlow which gives visibility into the activity of the network,
by providing network usage information.
IP SLA operation that provides active network monitoring by generating IP traffic at
a fix interval and measuring of network statistics (latency, jitter and packet loss) of
the generated traffic. Alerts can be sent out if the configurable network threshold is
bridged
Switch must be able to synchronize the date and time with an external time source
using protocol like NTP. This is to ensure all switches are having the same time and
help in troubleshooting
Support Remote Monitoring (RMON) group 1, 2,3 and 9.
2.4 IPv6
All proposed switch shall consist of but not limited to the following IPv6 features:
IPv6 host, IPv6 security ACLs and IPv6 DHCP client

2.7 Technical Specifications
The hardware technical specifications are contained in Tender Appendix A of this tender
document. The Tenderer is responsible for verifying that their proposal is technically sound
and can meet the objectives specified. All proposals submitted must comply with these
specifications. However, should the Tenderer consider that he can offer advantages in cost
and/or performance to Syarikat SESCO Berhad by an alteration to any portion of these
specifications, he may submit alternative proposals highlighting such advantages.
3. Network Management System (NMS)
The Tenderer shall propose a Network Management System (NMS) solution to manage
network devices including stackable switches and access switches provided existing NMS is
not able to support the new proposed equipment. The monitoring function must include
device and event management.
The Tenderer is required to make sure the new propose NMS can support, manage, configure
and monitor existing switches, network event and network link in EHV Data Network. The
NMS software license shall be for multiple user access with minimum four users and shall
have no annual license renewal requirements.
Tenderer is required to provide training on how to setup, install, manage and configure the
new NMS to monitor not only the new proposed equipment and also the existing network
devices, event and links. Training detail refer to Training section below.

Tenderer is required to provide one unit of terminal (PC or Server base) for hosting the NMS.
The terminal specification able to
have space for growth for another five years without upgrading.
The NMS shall consist of but not limited to the following features:
Graphical user interface for user friendly operation.
Equipment health. Inclusive of equipment temperature, fan performance, power
supply status and etc.
Individual Port Status. Status like port active or disable, port utilization information,
port speed and port bandwidth throughput.
Statistics. Able to display overall equipment, VLAN and individual port statistics like
port usage, bandwidth/throughput, protocol, top talker and other information.
Reporting. Able to generate daily, weekly and monthly report of each monitored
equipment.
Logging. Able to display alarm log, system log, user log and other log.
Compliance to ITU-T Y.1731 Ethernet Service Operation, Administration and
Maintenance (OAM) standard.
The Network Management System (NMS) and terminal specifications are contained in Tender
Appendix A of this tender document. The Tenderer is responsible for verifying that their
proposal is technically sound and can meet the objectives specified. All proposals submitted
must comply with these specifications. However, should the Tenderer consider that he can
offer advantages in cost and/or performance to Syarikat SESCO Berhad by an alteration to any
portion of these specifications, he may submit alternative proposals highlighting such

4. Training
For the new proposed switch and Network Management System (NMS) that has never been
used by Telecommunications Division, a training is required.
Training for Network Management System (NMS) and switch equipment related to the
configuration (Create VLAN, VLAN routing, Spanning tree and etc.), maintenance,
troubleshooting, monitoring and managing of the proposed equipment and software shall be
packaged as part of the tender submission. The training shall include both theoretical and
hands on aspects of all hardware and software components supplied. Documentation and
training materials must also be included.
3 (three) days on site training shall be provided for up to two (2) staffs in installation,
configurations, operation, management, maintenance and troubleshooting of all hardware
and software supplied.
Operation, Configuration, Maintenance and Troubleshooting

This shall include configuration of the proposed equipment, create VLAN, VLAN routing,
QoS, Spanning tree configuration, ,
event logging, backup configuration, security configuration, firmware upgrade, fine tuning,
cleaning/servicing of component parts/devices and all add-on components.
For Network Management System (NMS), setup, install, configure, manage, monitor,
security setting, backup databases (if any), remote upgrade equipment, generate report and
other functions of NMS must be included in the training.
Troubleshooting and management shall include technical transfer of skills and
documentation in diagnosing and solving hardware and software problem.
4.2 Scheduled Classroom Training
Location and rates for scheduled classroom training is to be provided.
4.3 On site operation and maintenance training
Under the condition of contract the TENDERER shall provide on site training for our
Communication staff that are involve with maintaining and operating the equipment. The
training will be conducted in English language. This will be appropriate during the
commissioning of the equipment at a date deem appropriate by the PURCHASER.
There will not be extra cost incurred to the PURCHASER for this on site training as it will be
provided for by the TENDERER.
5 Factory Acceptance Test (FAT) and Site Acceptance Test (SAT)
TENDERER shall provide Officer-In-Charge on their standard testing procedure and expected
result for approval prior to FAT/SAT which shall include the following:-
(A) Network Switches
Functions of Network Switches
Create VLAN, VLAN routing, QoS, Spanning tree configuration, routing table, port
configuration, firmware upgrade, fine tuning.
Event logging
Alarms simulation test
Comprehensive testing form to record the result.
Any additional testing requested by Officer-In-Charge or Manager(TCOMM)
(B) Network Management System (NMS)
NMS functions test
Alarms configuration and security setting.

Any additional testing requested by Manager (TCOMM) or Officer-In-Charge.
The FAT/ SAT result shall be filled and endorsed at sites. Tenderer shall bind all the information
and testing report into the final documentation.
The cost of making any test shall be borne by the Contractor. This shall apply to tests performed
at the Site or elsewhere.
The costs for those tests that have not been mentioned expressively in the Bid Documents, but
which are routine for the type of work involved or whose necessity can be considered as
understood in connection with the various works, shall be borne by the Contractor.
The costs for the tests shall, include also the supply of all samples, machinery, instruments,
accessories for, as well as all reports and certificates about the tests, as well as the
corresponding competent personnel.
Unless otherwise specified, the costs of all tests and inspections to be made under the Contract
shall be borne by the Contractor and shall be included in the Contract Sum.
All (and any additional) inspection costs and travelling expenses incurred by the Officer-In-
Charge or Inspector shall be borne by the Contractor except travelling air fare (air ticket) and
accommodation.
- If all or some of the parts advised as ready for testing or inspection cannot be tested or
inspected for reasons for which the Contractor is responsible, or
- When any portion of the Work fails to pass the test and the said portion cannot be
repaired immediately so that the test or inspection cannot be repeated upon the same
terms and conditions within a reasonable time.
Furthermore, all reasonable expenses incurred by the Officer-In-Charge due to the repetition
of tests or inspections due to reasons for which the Contractor is responsible shall be borne by
the Contractor.
5. Warranty and Technical Support
The Tenderer is required to provide warranty and technical support services for all hardware
and software supplied. The warranty and technical support program proposed must provide
for the following requirements.
Restoration of system service requiring the replacements of parts should be within 1
day of report of failure/problem;

All warranty replacement of parts must be completed within 5 business days from the
date of the problem being logged. If the supplier is unable to complete the replacement
within the set period, the supplier is required to explain by written correspondence the
reasons for the delay.
Within 4 hours onsite diagnostic, troubleshooting and solving hardware/software
problem.
Diagnostic tools and utilities available for troubleshooting and error detection.
Minimum warranty and support for network switch is 1 Year.
Minimum warranty and support for software is 2 Years.
Minimum warranty and support for terminal is 3 Years of hardware, part and labour next
business day full coverage support.
For any proposed equipment, supplier is to ensure spare parts availability for at least 5
(five) years and for NMS, software availability for at least 3 (three) years.
6. System Documentation
Tenderer shall bind all information, manual, drawing and testing result/report into a booklet
to form a final document. Two copies of this final documentation (hard copy) shall be
provided and one soft copy in PDF format. The following is required:
Documentation of installation, operations, maintenance and administration
procedures, inclusive of system configuration diagrams must be provided;
System manuals for all components of hardware and software components
supplied in both electronic, preferably CD-ROM/DVD-ROM as well as hardcopy
formats.
Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) results if any.
7. Scope of Work
Scope of this tender is to supply and delivery for
Item 1: Full Layer 3 manageable Ethernet switch with 4 fiber port.
22 units of 28 ports full Layer 3 manageable Ethernet switch with 4 fibre port, DC power.
Item 2: Single Mode Small Form-Factor (SFP) Transceiver

For the new proposed switch and Network Management System (NMS) that has never been
used by Telecommunications Division, a set of NMS software and hardware is required.
