    Preliminary Design Report

    1. EXECUTIVE SUMMARY

    Mogale City Local Municipality appointed MORAD Consulting Engineers for the project,

    Supply Chain OfficesBuilding Expansion Project. This Preliminary Design Report

    forms part the Consultants appointment and covers the strategy for the expansion of

    Supply Chain Management Offices as per the subject project requirements. The

    assignment entails preparation of building plans, drafting specifications, assisting with

    functionality evaluation and project monitoring of the above mentioned project.

    The existing Supply Chain Management Offices are situated situated on the upper level of

    the West Wing of the Mogale City Civic Centre, Corner Commissioner and Market Streets

    in Krugersdorp. They comprise of 1 Boardroom, 1 Waiting area, 12 Offices, 1 Reception

    area, 3 Store rooms, 1 Kitchen, 2 Main Corridors, 1 Balcony, 1 Security area, and

    ablution facilities with female and male toilets.

    The project scope of work comprises of;

    Overall office clean out and new fit out.

    Demolition of all existing partitions as well as two existing brick walls.

    Removal of the existing carpet

    Cleaning out and removal from site of all demolished material.

    Flooring and walls to be made good for new office fit out.

    Addition of a new kitchen and Executive Boardroom.

    Clearing out of ablution facilities and fitting of new vanities, water closets

    and urinals. Redoing of the walls, floors and ceiling.

    All fire installations are not to be changed and will stay as is.

    The allocated project budget is about R3 000 000.00. This amount is inclusive of

    professional fees and furniture and fittings for the proposed expansion. Construction is to

    be completed by June 2015.

    However, the estimated total cost of the project is R 6 522 352.44. This means there is

    budget deficit of R 3 522 352.44 and additional funding will be required.

    2. INTRODUCTION

    2.2 BACKGROUND

    The Supply Chain Management department is currently experiencing shortages in office

    area. Currently workers from different sections of the department are sharing offices and

    this has resulted in lack of privacy for staff especially those who handle tender

    evaluations. Furthermore, the furniture and some components of the building offices are

    now old and out of condition.

    The MCLM Supply Chain Management Section was given approval and budget to

    develop a solution to the problem within the 2014/15 financial year. The project budget is

    about R3 000 000.00. This amount is inclusive of professional fees and furniture and

    fittings for the proposed expansion.

    In a letter dated 15 August 2014, Mogale City Local Municipality (MCLM) appointed

    MORAD Consulting Engineers for the project, Supply Chain OfficesBuilding

    Expansion Projectto develop a solution to the problem. This Preliminary Design Report

    forms part the Consultants appointment and covers the strategy for the expansion of

    Supply Chain Management Offices as per the subject project requirements. The

    assignment entails preparation of building plans, drafting specifications, assisting withfunctionality evaluation and project monitoring of the above mentioned project.

    2.3 PURPOSE OF REPORT

    The purpose of this Design Report is to provide the execution methodology in terms of

    consulting, design and contract administration services for the subject project. Also, to

    agree with, and get the approval of the Mogale City Local Municipality (MCLM) for the

    following:

    Design criteria and standards for the expansion of the Supply Chain

    Management offices

    Addition of a new kitchen and Executive Boardroom.

    Installation of new furniture.

    The Design Report will be followed by:

    A municipal services report, with detailed drawings, for approval by the local

    municipality.

    Confirmation of any way-leave applications and approvals required.

    Confirmation of any servitudes and/or expropriations required.

    A tender documentation evaluation report (if applicable).

    Construction administration documentation, i.e. progress reports, monthly

    certificates and quality assurance.

    A Close-Out Report.

    2.4 STRUCTURE OF REPORTThe report comprises the following sections:

    Section 6: Detail Design.

    3.2 PROJECT LOCATION

    The site is situated in the West Rand District in the western region of the Gauteng

    Province and falls within the jurisdiction of Mogale City Local Municipality.

    The project central locality coordinates are as follows:

    Latitude: 26 6'1.58"S

    Longitude: 2746'21.85"E

    Access to the Civil Centre is through Commissioner Street or Market Street, both of which

    are off the N14 Highway.

    3.3 CLIMATIC CONDITIONS

    Maximum temperatures are usually experienced in December and January, while

    minimum temperatures occur on average in July. Throughout the months of December

    and January daytime temperatures generally reaches highs of around

    28C. At night the average minimum temperature drops down to around 15C. In

    recent times the highest recorded temperature has been 35C, with the lowest

    recorded temperature of 6C.

    The rainfall occurs mainly in the summer, with peak readings during the month of January

    (117mm) and lowest rainfall (0mm) during the month of June. The average

    3.6 LEGAL REQUIREMENTS AND CRITERIA

    This project is subject to GCC-5 General Conditions of Contracts: Professional

    Consulting and Engineering Services. All design work will comply with the following

    legislation:

    National Environmental Management Act (Act 107 of 1998)

    SANS 2001Standardized specification for civil engineering construction

    Guidelines for human settlement planning and design (Red Book)

    Guidelines for the Installation of Services-Town Civil Engineers

    Department Krugersdorp Municipal-Area 1997.

    Sound engineering and architectural Best Practiceprinciples.

    3.7 INFORMATION RECEIVED

    The development is located in Krugersdorp; hence Mogale City Local Municipality was

    consulted and to provide their available as-built data. No as built information data found

    so measurements were taken on site and as built drawings were created.

    3.8 ADDITIONAL INFORMATION REQUIRED

    So far there is no additional information required.

    4. STATUS QUO OF EXISTING AND FUTURE INFRASTRUCTURE

    4.1 EXISTING INFRASTRUCTURE

    4.1.1 Status Quo of the Existing Offices

    The existing Supply Chain Management Offices are situated situated on the upper level of

    the West Wing of the Mogale City Civic Centre, Corner Commissioner and Market Streets

    in Krugersdorp. They comprise of 1 Boardroom, 1 Waiting area, 12 Offices, 1 Reception

    area, 3 Store rooms, 1 Kitchen, 2 Main Corridors, 1 Balcony, 1 Security area, and

    4.1.2 Existing Structures to be replaced

    The existing structures to be replaced include;

    All existing partitions

    Two brick walls

    Existing carpet flooring

    Reception area

    Ablution facilities vanities, water closets and urinals.

    4.1.2 Structures to built

    The structures to be built include;

    New dry wall partitions

    New flooring finishes, wall finishes and ceilings.

    Shop fitting units

    New counter for the reception area

    A new kitchen

    A new Executive Boardroom

    New vanities, water closets, urinals for the ablution facilities and redoing of the

    walls, floors and ceilings.

    Overall the new offices will now consist of 2 boardrooms, 3 Evaluation rooms, 12 Offices,

    1 Kitchen, 4 Storerooms, 1 Reception area, a Balcony, 2 main Corridors and ablution

    facilities with male and female toilets.

    5. DESIGN METHODOLOGY

    The design of the expansion of the offices is done according to the Guidelines for the

    Installation of Services-Town Civil Engineers Department Krugersdorp Municipal-Area

    1997 (Hereinafter referred to as MCLM) as well as design guidelines set out in the

    Guidelines for human settlement, planning and design (Hereinafter referred to as the

    Red Book).

    The following methodology will be adopted in the design of the offices:

    Conducting a detailed site inspection (visual assessment). The problem areas

    were identified and proposed solutions and design initiatives were developed and

    then be discussed with the Client.

    Finalization of Scope of Work, allocated budget and all other contractual matters.

    Establishment of contact and communication arrangements (all relevant

    stakeholders)

    Implementation of a proper communication plan and assist with

    formalization of Steering Committee and their commitments on the project.

    Assistance with the appointment of required sub-consultants for services

    Commencement with preliminary design, consultation regarding to

    services, way leaves, etc.

    Submission of preliminary design report and cost estimate to Client.

    Upon approvalproceed with detail design and finalize working drawings,

    contract documents and schedule of quantities.

    Upon approval forward draft advertisement to Client to advertise in

    relevant newspapers, conduct site inspection, adjudicate tenders and

    submit Tender Evaluation Report.

    Appointment of Contractor by Client then conducts site-handover and

    ensures all contractual items are addressed and commence with

    monitoring of the project. Supervision and monitoring to completion of

    project and provide as built info and close out report.

    Facilitation of construction and maintenance training through accredited

    service providers (if required by the Client) as well as end user training and

    supervision of the works.

    Special care will also be taken during the construction of the works and all

    work is to be carried out in accordance with the Occupational Health and

    Safety Act and Regulations (Act 85 of 1993) and Construction Regulations

    2003 (copies of which must be kept on site), the Explosive Material Act of

    (Act 26 of 1956), the Minerals Act of 1991, and the Factories Machinery

    and Building Work Act (No 22 of 1941).

    Risk Assessments will be compiled and innovative designs and

    construction methods will be considered and applied to prevent health and

    safety risks. A Health and Safety Representative will be appointed.

    As the work will be carried out in a built-up area, it is essential that a very

    strict safety programme be adhered to. A Health and Safety Agent will be

    appointed.

    Preparation of progress and financial reports including projected cash

    flows.

    A Quality plan will be drawn-up which outlines processes, procedures and associated

    resources applied by whom and when, to meet requirements of the project.

    Successful completion of the project and compilation of a Completion Report with as-built

    information.

    6. DESIGN NORMS AND STARNDARDS

    This project will be subject to GCC-5 General Conditions of Contracts: Professional

    The MCLM has taken a resolution to provide finance for the expansion of Supply Chain

    Offices on the upper level of the West Wing of the Mogale City Civic Centre. The clients

    requirements are summarised as follows:

    Overall office clean out and new fit out.

    Demolition of all existing partitions as well as two existing brick walls.

    Removal of the existing carpet

    Cleaning out and removal from site of all demolished material.

    Flooring and walls to be made good for new office fit out.

    Addition of a new kitchen and Executive Boardroom.

    Clearing out of ablution facilities and fitting of new vanities, water closets

    and urinals. Redoing of the walls, floors and ceiling.

    An assessment was done on the existing structure was done and AS-BUILT drawings

    were generated, and the following was adopted:

    6.2 Specific Norms and Standards

    Specific norms and standards, over and above those mentioned under section 6.1 will

    comprise of the following:

    Drywall partitions will comprise of;

    -Framing: steel

    -Cladding: gypsum plasterboard

    -Cladding finish: vinyl

    -Exposed door/window frame finish: Naturally annodised

    -Glazing: None required

    -Fire resistance: 2 hour Type (to extend to soffit of space in ALL cases)

    1 hour Type

    Glazing - All safety glass will bear a permanently etched emblem as

    permanent proof.

    All Architectural & Building work to comply with SANDS 10400, all parts.

    Butt-jointed panel dimension in case of unreinforced domestic/institutional

    slab types:

    - 3,5 m where floors are covered with carpets and flexible floor

    covering

    - 2,5 m where floors are covered with semi-flexible or rigid tiles

    All course coordination to 85mm increments, all work to be co-ordinated

    accordingly.

    9. Possible Project Risks

    The following factors could have a direct influence on the submitted programme;

    a. Delays with the approval of the PDR as well as the appointment of the contractor(s)

    b. The appointment of inexperienced contractor(s) in relation to the limited available

    time.

    c. Unrealistic prescribed labour intensive construction procedures versus time

    constraints.

    d. Unavailability of construction materials

    e. Community related problems

    It would therefore be advantageous to the success of the project that all stakeholders

    function effectively and that the project be prioritized to be fast tracked.

    9.1 Health and Safety Risks

    Since the construction will be taking place in a built up residential area, there are safety

    risks due to the presents of plant and other equipment. The contract needs to take

    serious safety measures so as to avoid causing any damage to property or people in the

    neighborhood.

    9.2 Financial Risks

    The allocated budget for this project is anticipated not to exceed R3 000 000.00. This

    amount is inclusive of professional fees and furniture and fittings for the proposed

    expansion.

    However, the estimated total cost of the project is R 6 522 352.44. This means there is

    113 Community involvement

    It is a prerequisite and condition of tender that the successful Contractor continuouslyemploy a minimum of 50% of the on site workforce (excluding specialistsubcontractors e.g. Electrical installation workforce, etc) in respect of unskilled labourrequirements, from local residents living in the immediate vicinity and/or surroundinglocal communities for the respective building works at normal wage rates. Therepresentative / agent shall be empowered to inspect the books and records of thecontractor from time to time to ensure that this requirement is met. Should it becomeapparent that this condition is not complied with, the representative / agent shall closedown the works until such time as this requirement is met.
