Strengthening of ULBs in Rajasthan is one of the key priorities of the state government. The
macro level needs of the urban sector and related service delivery issues have been addressed
in the proposed urban reforms. While implementing such development projects, the elected
representatives, being close to public, have a major role towards taking support from
community on one hand and ensuring maximum benefit of development for the community
on the other hand. With a view to improve the urban governance scenario in Rajasthan, DLB
has taken an initiative of recruiting Revenue Officers, Executive Officers, Assistant
Engineers, Health Officers and other functionaries and has planned for providing
Foundational Training and Institutional Training to all the new recruits.
In This quarter centre initiate orientation program to the elected representatives and officers
of ULBs, at Ajmer, Udaipur, Bharatpur and Kota divisions, Continuation with foundational
course for newly recruited AEns, Follow up meeting for Training of Trainers, the quarter
ends with developing training modules for the centre To enhance the quality of training
sessions and to bring uniformity in various training inputs being given both at the
Headquarter and at regional training programs.
The Following were the key activities in the quarter of July to September, 2017
1. Provide a platform for interaction between project officers, elected representatives
and officers of ULBs.
2. Prepared Master Trainers in the field of Human Resource Development and Office
Management for conducting programs at regional levels.
3. Acquaint the participants with concepts and skills to facilitate effective
communication at workplace
4. Orient the newly recruited officers towards key issues of Urban Development, enrich
their background knowledge related to Constitution and Administration and facilitate
them in developing personal effectiveness and managerial skills effective role
playing.
5. Initiation of Training Modules for the centre in four broad areas i.e. Urban
development, Human resource development, Office procedures and community
participation.

Strengthening of ULBs in Rajasthan is one of the key priorities of the state government. The

Objective
The primary objective of the proposed Orientation Workshops is to discuss Sectorial Urban
Reforms being undertaken in the III Phase of RUIDP and seek coordination of Elected
Representatives and ULBs in successful implementation of various development
interventions of RUIDP

These Orientation workshops provided a platform for interaction between project officers,
elected representatives and officers of ULBs. The following feedback was given by the
participants:
1. Plans are good but there are problems at the execution level.
2. Problems need to be addressed within a fixed time frame.
3. Some participants complained of lack of cooperation from public due to their
earlier grievances.
4. There should be proper co-ordination between various departments so that
roads are not damaged time and again for different works.
5. Timely road restoration should be done.
6. Quality and timely completion of work is very important and must be adhered
to.
7. Problems of community must be addressed within a fixed time frame.
8. Digging of trenches/ roads has to be in stages and not at the same time. Timely
road restoration should be done.
9. Elected representatives /Ward Parshads said they co-operate with the RUIDP
and motivate public to co-operate at the time of execution

2. Follow up meeting of Training of Trainers’ Programs Held in November 2016 and
May, 2017 in HCM RIPA. (July 17, 2017)
A follow up meeting of Training of Trainers‟ Programs Held in November 2016 and May,
2017 was held on 17th July, 2017 in HCM RIPA. The overall objective of the meeting was to
reassemble on a single platform and explore the possibility of conducting some one day
programs at regional levels.
Agenda for Discussion
The following were the agenda of the meeting:
1. To decide some themes for one-day programs at regional level.
2. To prepare draft designs of these one-day programs and decide tentative dates
3. To make a tentative list of nominees for each of these.
4. To decide co-coordinators and Resource persons at Regional level
5. To prepare a schedule for regional programs
6. To discuss about involvement of participants in proposed divisional workshops for
elected representatives
7. To discuss support required for conducting these programs and fears if any.
In the forenoon, Sh. S.K. Goel (RUDSICO), Sh. R.K. Vijayvargiya (DLB) and Sh. Suresh
Gupta (RUIDP) gave some briefing about SBM, NULN, Smart Raj and Interventions of
RUIDP to facilitate the participants plan some one day programs on these themes.
In the afternoon, Sh. Surendar Vyas (Medical & Health Dept.) gave a brief presentation on
Safety Issues. Later, Shri Paritosh Gupta (RUIDP) and Shri Dilip Gaur (RUIDP) also shared
some ideas and planned a few one day programs to be conducted in their respective towns.
After Tea Break, participants worked in groups made division wise to discuss and plan some
one day programs to be conducted in their divisions.

3. Foundational Programme for Newly Recruited Assistant Engineer of Local Self
Department, Government of Rajasthan (24.7.2017– 4.8.2017)
With a view to improve the urban governance scenario in Rajasthan, DLB has taken an
initiative of recruiting Revenue Officers, Executive Officers, Assistant Engineers, Health
Officers and other functionaries and has planned for providing Foundational Training and
Institutional Training to all the new recruits in HCM RIPA.
The present Foundational Program is for Assistant Engineers (65 in no.). The specific
objectives of the program were:

4. Program on Effective Leadership, Communication and Team Building (28.08.17-
30.08.17)
The broad objective of the present program was to identify the challenges as well as growth
opportunities in the fast changing Urban Sector in India (with special reference to Rajasthan)
and provide a forum to discuss the role of Leadership in the present scenario.
Objectives
The specific objectives of the program were:
1. To facilitate reflection on leadership required to ensure effective team work in
different government institutions
2. To acquaint the participants with concepts and skills to facilitate effective
communication at workplace.
3. To generate a discussion on qualities which help a leader in generating positive
influence and lead others towards reaching milestones of desired change
4. To facilitate a discussion on importance of Gandhian teachings in the present
administrative culture.

6. Brainstorming Session on Waste Water Management on (15.09.17)
A Brainstorming session on Waste Water Management was planned to be held on 15th
of
September aiming to bring all senior engineers and administrative officers of concerned
departments on a common forum to discuss to the urgency and importance of paying due
attention to the issue of Waste Water Management.
The focus on drinking-water and sanitation without due attention being paid to the end
products of water and sanitation provision (i.e. wastewater) may have exacerbated some of
the water quality problems seen globally. It has been acknowledged now that wastewater
management clearly plays a role in achieving future water security in a world where water
stress will increase.
Objectives
.The specific objectives were:
To Highlight the damage being caused to sensitive ecosystems and the aquatic
environment due to lack of Waste Water Management;
to emphasize that wastewater is a resource (in terms of water and also nutrient for
agricultural use) whose effective management is essential for future water security;

To share the initiatives and experiences of RUIDP and RUDSICO in the direction of
Waste-Water Management and discuss the challenges involved;
To generate ideas to minimize the challenges and maximize benefits of efforts
towards Waste-Water Management towards public interest.
Issues to be addressed
1. House Sewer Connection after laying pipe lines for carrying sewage for treatment
2. Operation and maintenance of Assets for effective Wastewater Management
3. Clubbing Water and Wastewater works in a single contract for a town.
4. Recycle/reuse of treated wastewater.
5. Revenue generation from treated wastewater for local bodies.

The Brainstorming session postponed (up to next date which is yet be confirm) due to some
unavoidable reasons.
7. Preparations of Modules for Programs of CUDG
One of the key reform initiatives under the Rajasthan Urban Sector Development Program is
to establish a state level urban sector training and capacity building institute. In line with this
reform, establishment of the Centre for Urban Development and Governance (CUDG) has
been approved by the Government of Rajasthan, by unifying with the existing institutional
model of HCM-RIPA. The centre is placed under the overall administrative control of the
Director General of HCM-RIPA.
To enhance the quality of training sessions and to bring uniformity in various training inputs
being given both at the Headquarter and at regional training programs, the Centre is initiating
a process of developing training modules in the following broad areas:
1. Urban Development
2. Human Resource Development
3. Office Procedures
4. Community Development
Meetings and Discussions were held with experts of different areas for setting up the themes,
subthemes, the process of development of modules and to identify module writers and assign
the task.

Key points, feedback and suggestions of the workshop (Ajmer):
The one day orientation workshop was organized jointly by HCM-RIPA and RUIDP for
elected representatives and officers of ULBs of Ajmer division. The focus was urban reforms
and urban policies.
The issues or key points, feedback and suggestions which came up are as under:

1. One of the major issue was road
restoration during execution of physical
works. Roads are damaged a number of
times, for sewer, water supply, telephone
lines, electricity cables etc. and are not
timely restored, adding to the
inconvenience of public.
APD, RUIDP said that road restoration
became a serious issue in Phase II, but
through project learning, we have greatly
reduced the time of work execution in a
galli to 10-15 days from start to finish in
Phase III. The damaged roads are
restored in full width.
Even in Phase II, though full width road
restoration was not in work scope but on
the demands of the community, many
roads in many project towns were
restored in full width.
Inter-departmental works and their
execution still remains a challenge.
2. Lack of co-ordination between different
departments like RUIDP, PHED, ULBs
etc.
Participants were told that Monday
meetings are regularly organized at
District Collector‟s office and it is
mandatory for all the departments to
attend these meeting and give briefings
about their upcoming work execution and
discuss related issues.
3. This type of orientation workshops/
trainings/ programs should be organized
regularly and a bit early on the start of the
project
Technical and non-technical state level
trainings are regularly organized at
HCM-RIPA, Jaipur for ULB staff.

Exposure visits are also conducted under
the project to show the created assets to
stakeholders.
4. There were problems in the execution of
work in the first phase of RUIDP in
Ajmer specially sewerage. Sewerage
system laid by RUIDP in phase I has been
a bad experience and has not been
successful.
The work execution in Ajmer in Phase I
was a lesson for learning. As far as
sewerage is concerned, house sewer
connection was discussed in high level
meetings and earlier it was decided that
property connection should not be
included in the work scope.
But now seeing the past experiences and
learning‟s, this has been included in the
work scope so that the benefits of sewer
reach to the community.
5. One major point of discussions was
targets achieved under „Swacchh Bharat
Mission‟, ODF etc.
There were involving discussions in the
house as participants shared their
experiences related to „Swacchh Bharat
Mission‟, Open Defecation Free (ODF),
Bio-toilets, Door to door collection of
solid waste, its segregation and
processing, etc.
6. Urban reforms and policies and steps
carried by the project in this direction.
Participants were made aware of urban
reforms and urban policies through a
presentation by the CDTA team leader.
7. Co-ordination between project and ULBs
for operations and maintenance (O&M) of
infrastructure assets created by RUIDP.
The participants were of the view that
better co-ordination is required between
ULB and RUIDP and trainings must be
organized considering the operations and
maintenance (O&M) of infrastructure
assets created by RUIDP.
8. Planning and Project is really good and
inclusive but they fail at the execution
level. Execution is very important and it
needs to improve.
Many of the participants felt the
execution part has to strong for the
success of any project.
9. Work scope of RUIDP: Many participants
were not aware about the work scope of
RUIDP.
The work scope of RUIDP, sectors
covered under different phases, works
executed, assets created etc. were
explained through a PPT presentation by

the Additional Project Director, RUIDP
Shri G. S. Hada and through an Audio-
visual film, “Badte Kadam” made on
RUIDP.
10. House sewer connection targets in many
towns have not been achieved and so
sewer system remains underutilized below
optimum level.
Project Officer-IV RUIDP Mr. Suresh
Gupta said in 1st and 2
nd phase, sewer
connection from household to property
chamber was not in work scope and
expenses for connections were made by
the house owner, so the connections to a
great extent depended on him or her.
Through learning‟s of 1st and 2
nd phase,
government has decided that house sewer
connections will come under the project
work scope.
Even for remaining sewer connections of
2nd
phase towns a fixed amount of Rs
6000/- per connection will be given to
ULBs which will issue separate tender
for this work.
11. Operations and maintenance (O&M) of
assets was a major issue as participants
felt there is shortage of funds for O&M.
Many STPs and WTPs have become
dysfunctional due to crisis of funds at the
ULB end.
Defect liability period in phase II was
very small.
It was made clear to the participants that
that 1 year (for roads) and 2 years (for
STP and WTP) defect liability period in
Phase II has been replaced by a 10 year
O&M in Phase III and now it is
performance based contract.
12. Participants said capacity building of
ULBs is urgent requirement because
either the ULBs have less staff or the staff
is untrained.
P.O. IV, RUIDP said that under program
loan a full fledged state level institute for
capacity building of ULBs will be
developed. Trainings of ULBs have
already commenced under HCM-RIPA,
Jaipur. The target is to train 10000 Nos.
of ULB personnel up to 2020.
13. Quality of works was a major issue as
participants said that diameter of pipes for
sewer line is lesser than the requirement,
bedding is not proper, and there is no
engineering staff available on work sites
Quality is monitored at different levels in
the project: by contractor, by employer‟s
representative, by Project implementation
unit (PIU) and Project Management unit
(PMU). Stakeholders are also encouraged

to monitor and ensure quality work.
to keep a watch on the quality of works
during execution.
There is a provision of third party quality
check of material as well as assets.
Feedback and Suggestions:
1. Participants said that orientation workshop was useful for them.
2. Such programs should be conducted at regular intervals and more frequently.

2. Road restoration during execution and
inconvenience to public
In their feedback the participants said
that roads are damaged a number of
times by different departments and are
not timely restored, adding to the
inconvenience and resentment of the
public.
Some participants were of the view that
inconvenience during execution is like
pregnancy pains and gives way to a
better tomorrow.
It was conveyed to the participants that
the project tries to minimize the
difficulties attached with execution of
work.
3. Lack of co-ordination between different
government departments like RUIDP,
PHED, ULBs etc.
Participants were of the view that though
regular Monday meetings are held
between different related departments but
there is still lack of coordination.
4. Operations and maintenance (O&M) of
infrastructure assets and untrained staff of
ULBs.
Doubts were raised by the participants
about operations and maintenance
(O&M) of infrastructure assets and the
participants said that the terms for O&M
in second phase was not good as there is
only a defect liability period of one year
for roads and 5 years for SPS and STP.
It was conveyed that in third phase there
is an O&M of 10 years.
5. Shortage of funds for ULBs Participants said that shortage of funds is
a major issue and it gets reflected in
operations and maintenance of assets.
There are examples where electricity
bills remain pending for months thus
stopping the functioning of the
STPs/SPSs.

6. Urban policies and reforms and the steps
carried in this direction.
A PPT presentation on urban policies and
reforms was made and discussed with
participants to give an overview of the
above topics and the steps being taken in
this direction.
7. Issue of existing STPs based on old
technology
Some participants said the existing STPs
based on old technology have become
sources of pollution and pave way for
unhygienic conditions.
It was conveyed to the participants from
the project, that existing STPs based on
old technologies can be upgraded to new
technology.
8. Planning and Projects are good but fail at
the execution level.
The feedback from the participants was
that RUIDP must keep a strict watch
during the execution level. Technical
staff and site engineers must be present at
the work sites. Safety measures must be
adhered to, during execution.
9. House sewer connections under work
scope of RUIDP
Participant were informed that through
learning‟s of 1st and 2
nd phase of RUIDP,
the government has decided that house
sewer connections will come under the
project work scope of the project and
ADB has given consent to this.
12. Capacity building of ULBs Participants were made aware of the fact
that emphasis has been laid on the
capacity building of the ULBs in Phase-
III of RUIDP through program loan and
ten thousand personals from ULBs will
be trained in the coming years up to

to phase IV.
APD informed the participants that
though sectors in Phase-III are only two:
water supply and sewerage, but the
coverage is almost the entire town.
Feedback and Suggestions:
1. Participants said that orientation workshop was useful for them and such programs
should be conducted at regular intervals.
2. Quality and timely completion of work is very important and must be adhered to.
3. Problems of community must be addressed within a fixed time frame.
4. Timely road restoration should be done.
5. There are problems at the execution level.
6. Digging of trenches/ roads has to be in stages and not at the same time. Timely road
restoration should be done.
7. Elected representatives /Ward Parshads said they co-operate with the RUIDP and
motivate public to co-operate at the time of execution.

2017 is being held on 17th July, 2017 in HCM RIPA. The overall objective of the meeting is
to reassemble on a single platform and explore the possibility of conducting some one day
programs at regional levels.

In the forenoon, Sh. S.K. Goyal (RUDSICO), Sh. R.K. Vijayvargiya (DLB) and Sh. Suresh
Gupta (RUIDP) gave some briefing about SBM, NULM, Smart Raj and Interventions of
RUIDP to facilitate the participants plan some one day programs on these themes.
In the afternoon, Sh. Surendar Vyas (Medical & Health Dept.) gave a brief presentation on
Safety Issues. Later, Shri Paritosh Gupta (RUIDP) and Shri Dilip Gaur (RUIDP) also shared
some ideas and planned a few one day programs to be conducted in their respective towns.
After Tea Break, participants worked in groups made division wise to discuss and plan some
one day programs to be conducted in their divisions. The following activities were proposed:

Prelude
Strengthening of ULBs in Rajasthan is one of the key priorities of Government of Rajasthan.
One of the major issues has been insufficient human resource and lack of training. With a
view to improve the urban governance scenario in Rajasthan, DLB has taken an initiative of
recruiting Revenue Officers, Executive Officers, Assistant Engineers, Health Officers and
other functionaries and has planned for providing Foundational Training and Institutional
Training to all the new recruits in HCM RIPA.
The present Foundational Program for Assistant Engineer (65 in no.). The specific

Introduction
Change is an ongoing natural process. For a successful organization, change is meant to be
implemented at three different levels, i.e., individual, group and organization. At every level
of change, leadership plays an important role as it‟s the virtual duty of a leader to manage the
people and make their efforts to be at their best in favor of change for an organization. It is
often expressed that important internal element for the Growth and sustenance of any
organization is “Leadership”. A Leader creates positive work culture by making the process
of communication effective and by building team spirit among the members of the
organization.
The broad objective of the present program is to identify the challenges as well as growth
opportunities in the fast changing Urban Sector in India (with special reference to Rajasthan)
and provide a forum to discuss the role of Leadership in the present scenario.
Objectives
The specific objectives of the program are:
1. To facilitate reflection on leadership required to ensure effective team work in
different government institutions
2. To acquaint the participants with concepts and skills to facilitate effective
communication at workplace.
3. To generate a discussion on qualities which help a leader in generating positive
influence and lead others towards reaching milestones of desired change
4. To facilitate a discussion on importance of Gandhian teachings in the present
administrative culture.

Key points, feedback and suggestions of orientation program:
The one day divisional level orientation workshop on urban reforms was organized for
Elected Representatives and Officers of Urban Local Bodies. The main focus of the program
was orientation of ward Parshads and officers of ULBs on urban reforms, project related
issues & works being taken up by RUIDP under RUSDP Phase III, and various schemes of
state and central government for urban population. The list of participants included District
Collector, Bharatpur Shri N.K. Gupta, Mayor of Bharatpur Shri Shiv Singh Bhont,
Commissioner Nagar Nigam Bharatpur Shri Shiv Charan Meena, Additional Project Director,
RUIDP Shri Giriraj Singh Hada, Head of CUDG, HCM-RIPA Shri Purushottam Biyani.
The issues or key points, feedback and suggestions which came up are as under:

urban development because they are
aware of local conditions and practical
problems of the regions which may affect
the project. They should know about the
details of government projects, schemes
and development programs.
2. Challenges of Urban Governance District Collector, Bharatpur Shri N.K.
Gupta discussed the challenges of urban
governance. He said, the urban
development growth is dragging behind
rural development, sewerage project in
many towns have not completed, and
capacity building is another big challenge
of urban governance.

Sh. Gupta said the discussions on best
practices and peer learning in the
workshop will certainly be of great help
to participants.
3. Lack of coordination between elected
representatives and officers
The need was felt by participants that
there is lack of coordination between
elected representatives and officers as far
as government projects are concerned
and this should improve for the sake of
projects.
4. Orientation workshops like this should be
organized regularly and in other towns
also.
Participants said the orientation program
was useful for them and these types of
programs should be organized regularly
as they spread awareness of project
information among the participants. The
timings can be a little earlier at the start
of the project and the venue can be other
towns of the divisions.
5. Benefits of government schemes do not
reach common man.
Participants felt that benefits of
government schemes do not reach
common man. Community or public
should be made aware of the project
details and government schemes so that
their participation is insured.
6. Promotion and dissemination of
information of urban projects
Participant felt that promotion and
dissemination of information of urban
projects needs to improve as there is lack
of awareness.
7. Public participation is not up to the mark
in urban projects.
Participants said there is lack of public
participation in the project and urban
development programs.
8. Co-ordination between different
departments.
The participants were of the view that
different departments should coordinate
and related works can be coordinated so
that roads are not damaged a number of
times and inconvenience to the public is
minimized.

Kadam” made on RUIDP.
10. ULBs should become self sustainable in
terms of finance
Participants felt that ULBs should focus
on their income sources and become self
sustainable. It was suggested that UD tax
was one such potential source. ULBs
should assess their UD taxes.

Feedback and Suggestions:
9. Government schemes fail as there is lack of coordination between elected
representatives and officers. Elected representatives should be taken into confidence in
planning, implementation as well as O&M because they are a bridge between the
project and the community.
10. Participants said that orientation workshop was useful for them. These kinds of
workshops should be conducted in other towns also.
11. Capacity building is needed for effective implementation. Physical resources and
human resources should put to optimum use.
12. The workshop provided a platform for interaction between project, elected
representatives and officers of ULBs.
13. Public representatives should ensure their participation in the implementation of urban
projects and government schemes.
14. There needs to be increased and effective promotion of government schemes so that
the information reaches to the public and community.
15. Polythene bags are a big nuisance for Swacchh Bharat Mission. Use of polythene bags
should immediately stops as also cows are also dying because of eating this polythene.
16. ULBs should learn from the best practices of the projects and implement them in their
regions.

Key points, feedback and suggestions of orientation program:
The one day divisional level orientation workshop on urban reforms was organized for
Elected Representatives and Officers of Urban Local Bodies of Kota division at UIT
Auditorium, Kota. The main focus of the workshop was orientation of elected representatives
and officers of ULBs on urban reforms, project related issues & works being taken up by
RUIDP under RUSDP Phase III, and various schemes of state and central government for
urban population. The list of participants included District Collector, Kota Shri Rohit Gupta,
Mayor of Kota Shri Mahesh Vijay, Deputy Mayor Smt. Sunita, Additional Project Director,
RUIDP Shri Giriraj Singh Hada, Head of CUDG, HCM-RIPA Shri Purushottam Biyani.
The issues or key points, feedback and suggestions which came up are as under:

3. Coordination between elected
representatives and officers essential for
urban programs
It was felt that coordination between
elected representatives and officers is
important as far as government projects
are concerned and they should work with
participatory approach, the participants
said.
4. Orientation workshop was useful. Participants said the orientation
workshop was useful for them and these
types of programs should be organized
regularly so that the coordination
between elected representatives and
officers improves.
5. IEC, Promotion and dissemination of
information of urban projects
Participants said IEC, promotion and
dissemination of information of urban
projects needs to improve as there is lack
of awareness of schemes and urban
project which is affecting participation of
stakeholders.
6. Work scope of RUIDP The work scope of RUIDP, sectors
covered under different phases, works
executed, assets created etc. were
explained through presentation and
through an Audio-visual film, “Badte
Kadam” made on RUIDP.
7 Awards and recognition for Self Help
Groups (SHGs) and individual for
remarkable work
Awards were given to SHGs, ULBs and
individuals for remarkable work in the
Kota division.
8. Sharing of experiences and best practices
of projects.
Best practices of different ULBs and
projects were shared. Participants also
shared their experiences with each other
and told their stories of achievements in
their Palikas.

1. Participants said that orientation workshop was useful for them. These kinds of
workshops should be conducted regularly.
2. IEC for government schemes, urban projects and programs should be increased.
Information should reach the urban communities.
3. Coordination between elected representatives and officers should improve.
4. Participants said the workshop had provided a platform for interaction between RUIDP
project, elected representatives and officers of ULBs.
5. Public representatives should take the initiatives in the implementation of urban
projects and government schemes.
6. ULBs should learn from the best practices of the projects and implement them in their
regions.
7. Budgets should increase of door to door collection of solid waste.
8. The example of Indore which got first rank in “Swacchh Sarvekshan” can be followed
other palikas and cities.
