Vassalboro 21452.00 Supplemental Supporting Information for a Finding of Effect Vassalboro 21452.00 Scope: Culvert Replacement Finding of Effect: No Adverse Effect Purpose and Need The purpose of this project is to replace large culvert #47040 located .12 of a mile southwesterly of Maple Street in order to maintain stability of road pavement. The need for this project is because the existing twin reinforced culvert pipes are in poor condition and exhibit spalling concrete and separation at the joints. A high amount of debris caused by high flows and collection at the inlet side has caused continuous maintenance issues. Proposed Action The proposed action is to replace twin 36-inch diameter and 67-foot long reinforced concrete pipe culverts with an 8-feet wide and 3-feet tall reinforced concrete box culvert that is 72-feet long. Selective clearing will be conducted at the inlet and outlet sides. Granite curbing will be reset. New catch basins and drainage culverts will also be installed. Historic Properties The proposed project is located in Vassalboro. The following descriptions of historic properties found within the project area are based on National Register of Historic Places nominations and MHPC historic resource forms. William F. Grant House, 869 Main Street (Folsom, Scott & Lee-Ann) National Register Listed Criteria C, Architecture The William F. Grant House (SM #1) is listed in the National Register under Criterion C, Architecture. It was built by William F. Grant, a Scottish immigrant. He and his family settled in Vassalboro c. 1845. The house is a rare example of Gothic Revival architecture in the area. It is a gable-front, one and a half story, three bayed structure clad in flush siding and clapboard. The roof is steeply pitched and covered with metal standing seam panels. The entry door is recessed and the sides contain molded panels in the shape of wide, pointed arches. The pointed arched door is bordered by five full-height side lights. The door and window openings on the main façade are topped with drip-molds. Pairs of narrow gable dormers are centered on the south and north elevations. The rakes of the main front gable and the dormers contain scroll-cut, ogee-shaped bargeboards that terminate at the corners with open drop pendants. Its period of significance is its year of construction, c. 1850. Archeological Resources There are no archaeological resources in the project area. Impacts to Property The following addresses potential impacts to properties as a result of the proposed action. William F. Grant House, 869 Main Street (Folsom, Scott & Lee-Ann) National Register Listed Criteria C, Architecture The proposed action would result in No Adverse Effect to the William F. Grant House. The proposed action would include fill, clearing, and the addition of a plain riprap pad at this property. Granite curb adjacent to this property and within the existing right-of-way would be reset. Underdrainage would be installed adjacent to this property and within the existing right-of-way. Fill at this location would be minimal and serve to provide a slope to improve drainage. This area would be loamed and seeded. Clearing is limited to the northwestern corner of the property and avoids rose bushes and the majority of vegetation at this property. As a result, these actions would not significantly diminish the property’s aspects of integrity. Archaeological Resources No archaeological properties would be affected by the proposed undertaking. Avoidance and Minimization Efforts The proposed action avoids physically impacting any National Register-listed resources. The proposed action minimizes effects by replacing existing granite curb in-kind and

loaming and seeding fill areas, as well as limiting the area of clearing and avoiding older growth. Dismissed Alternatives No Build The No Build alternative takes no action and does not meet the

purpose and need of the project and was therefore removed from further consideration.
